President Ferdinand R. Marcos Jr. signed into law Republic Act (RA) No. 12018, creating three additional Shari’a Judicial Districts and 12 circuit courts across the country.

The law amends Articles 138, 147, and 150 of Presidential Decree No. 1083.

Previously, there were only five Shari’a judicial districts created under PD No. 1083—the first comprising the province of Sulu; the second in Tawi-Tawi; and the third covering Basilan, Zamboanga del Norte, Zamboanga del Sur, and the cities of Dipolog, Pagadian, and Zamboanga.

The fourth district is for Lanao del Norte, Lanao del Sur, and the cities of Iligan and Marawi, while the fifth district comprises Maguindanao, North Cotabato, Sultan Kudarat, and Cotabato City.

Under RA No. 120181, the three additional Shari’a districts shall be: the sixth district for Bukidnon, Misamis Oriental, Misamis Occidental, Camiguin, Cagayan de Oro City, and the provinces in Regions XI and XIII; the seventh district for the provinces within Regions VI, VII, and VIII; and the eighth district for Metro Manila, the provinces within the Cordillera Administrative Region, Regions I, II, III, IV-A, V, and the Mimaropa (Mindoro-Marinduque-Romblon-Palawan) region.

The new law also increases the number of Shari’a circuit courts from 51 to 63. The 12 new Shari’a circuit courts will serve the newly-created Shari’a Judicial Districts.

Five circuit courts will be situated in and for the sixth district, three in the seventh district, and four in the eighth Shari’a district.

The law was signed on August 12, 2024, and shall take effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation. PND

Abu Musa Al-Ashari reported: The Messenger of Allah, peace and blessings be upon him, said:

مَثَلُ الَّذِي يَقْرَأُ الْقُرْآنَ كَالْأُتْرُجَّةِ طَعْمُهَا طَيِّبٌ وَرِيحُهَا طَيِّبٌ وَالَّذِي لَا يَقْرَأُ الْقُرْآنَ كَالتَّمْرَةِ طَعْمُهَا طَيِّبٌ وَلَا رِيحَ لَهَا وَمَثَلُ الْفَاجِرِ الَّذِي يَقْرَأُ الْقُرْآنَ كَمَثَلِ الرَّيْحَانَةِ رِيحُهَا طَيِّبٌ وَطَعْمُهَا مُرٌّ وَمَثَلُ الْفَاجِرِ الَّذِي لَا يَقْرَأُ الْقُرْآنَ كَمَثَلِ الْحَنْظَلَةِ طَعْمُهَا مُرٌّ وَلَا رِيحَ لَهَا

The example of a believer who recites the Quran is that of a citrus fruit which tastes good and smells good; and one who does not recite the Quran is like a date which tastes good but has no smell. The example of a wicked person who recites the Quran is that of basil which smells good but tastes bitter; and a wicked person who does not recite the Quran is that of a vine which tastes bitter and has no smell.

People naturally want to see more proof or evidence to substantiate the divine revelation. These are simple doubts that are cured by learning more about Islam and experiencing more of Allah’s signs. Experiencing these simple doubts is not blameworthy. In contrast, serious doubts that are rooted in arrogance or denial may rise to the level of unbelief.

Therefore, the believers need to insulate themselves from doubts and protect their faith as if it were a precious treasure being menaced by thieves on all sides. It is incumbent upon us to erect walls around our faith and fortify it from external threats. The fortress of faith is built up in two ways: observing signs in divine revelation and signs in creation.

Shaykh Ibn Uthaymeen writes:

ويتعرف العبد على ربه بالنظر في الآيات الشرعية في كتاب الله عز وجل وسنة رسوله صلى الله عليه وسلم والنظر في الآيات الكونية التي هي المخلوقات فإن الإنسان كلما نظر في تلك الآيات ازداد علماً بخالقه ومعبودة

The servant acquires knowledge of his Lord by looking at the legislative signs in the Book of Allah Almighty and the Sunnah of His Messenger, peace and blessings be upon him, and by looking at the universal signs that are found in creation. For whenever a human being looks at these signs, he will increase in knowledge of His Creator and His exclusive right to be worshipped.

The Quran and Sunnah are abundant with signs from Allah indicating that these two sources originate with the Creator. From daily manners to societal organization, the laws, beliefs, and ethics of Islam produce manifest benefits for humanity in this life and, more importantly, in the Hereafter.

Hence, it is the characteristic of believers for their faith in Islam to increase in strength by reading and reciting the Quran on a regular basis.

Allah said:

إِنَّمَا الْمُؤْمِنُونَ الَّذِينَ إِذَا ذُكِرَ اللَّهُ وَجِلَتْ قُلُوبُهُمْ وَإِذَا تُلِيَتْ عَلَيْهِمْ آيَاتُهُ زَادَتْهُمْ إِيمَانًا

Verily, the believers are only those who, when Allah is mentioned, their hearts tremble with fear, and when His verses are recited to them, it increases their faith.

Surat al-Anfal 8:2

Abu Shurayh al-Khuza’i reported: The Messenger of Allah, peace and blessings be upon him, said:

فَإِنَّ هَذَا الْقُرْآنَ سَبَبٌ طَرَفُهُ بِيَدِ اللَّهِ وَطَرَفُهُ بِأَيْدِيكُمْ فَتَمَسَّكُوا بِهِ فَإِنَّكُمْ لَنْ تَضِلُّوا وَلَنْ تَهْلِكُوا بَعْدَهُ أَبَدًا

Verily, this Quran is a rope. One end is in the hand of Allah and the other end is in your hands. Hold fast to it, for you will never be led astray or ruined ever again.

Believers should have a closer relationship with the Quran by memorizing it as much as possible and understanding its language, meaning, interpretation, and rulings. Knowledge of the Quran enhances the ritual prayers of believers, among other things, which is the mainstay practice of faith.

لَعَنَ اللهُ الرَّاشِيَ وَالْمُرْتَشِيَ فِي الْحُكْمِ

Allah has cursed the one who offers a bribe and the one who accepts a bribe to receive a favorable judgment.

Al-Shaykh Ibn ‘Uthaymeen (may Allah have mercy on him) said:

"It is narrated that the Prophet (peace and blessings of Allah be upon him) said: “The most hated of permissible things to Allah is divorce.” This hadeeth is not saheeh, but its meaning is sound: Allah hates divorce, but He does not forbid it to His slaves, so as to make things easier for them. If there is a legitimate shar’ee (religiously legislated) or regular reason for divorce, then it is permissible and depends on the likely outcome of keeping this woman as one's wife. If keeping her will lead to something that is contrary to sharee’ah (Islamic law) which cannot be avoided except by divorcing her, such as if the woman is lacking in religious commitment or chastity, and the husband cannot set her straight, then in this case we say that it is better to divorce. But if there is no shar’ee reason or ordinary reason, then it is better not to divorce, rather in that case divorce is makrooh (disliked)."

Did you know that the Code of Muslim Personal Laws (P.D 1083) recognizes principles laid down by the Qur'an in so far as it is consistent with the 1987 Constitution? Article 2 of PD 1083 provides:

"Article 2. Purpose of Code. Pursuant to Section 11 of Article XV of the Constitution of the Philippines, which provides that "The State shall consider the customs, traditions, beliefs and interests of national cultural communities in the formulation and implementation of state policies," this Code:

(a) Recognizes the legal system of the Muslims in the Philippines as part of the law of the land and seeks to make Islamic institutions more effective;

The Quran, the sacred scripture of Muslims, is the Word of God revealed to Muhammad (pbuh). It contains everything necessary for a Muslim's life and conduct. It teaches the believer about his relationship with God, about His attributes, about man's role in the universe and in history, and about how to live a morally sound life.

The Quran has been called Al-Furqan (The Criterion) because it is the Criterion for judging right and wrong virtue and vice, truth and falsehood.It is a spiritual guide for the Muslims of all ages and walks of life. It is the most comprehensive, authoritative book of guidance ever compiled by mankind.
