PAPI Survey reveals OFW Favorites in Senate Race

The Publishers Association of the Philippines, Inc. (PAPI) recently conducted a survey from July 28 to August 2, 2024, among three key Overseas Filipino Worker (OFW) organizations, revealing the top senatorial preferences of Filipino expatriates. The survey results underscore the candidates who resonate most with OFWs, particularly those committed to championing their rights and welfare.

Dante Marcoleta emerged as the top choice due to his strong advocacy for the protection of OFWs' rights, urging the Department of Migrant Workers to intensify efforts against exploitation. Erwin Tulfo follows closely, recognized for his programs that prioritize the welfare of OFWs, while Rodrigo Duterte ranks third, with strong support for his ongoing commitment to safeguarding the welfare of Filipino workers abroad and his relentless fight against drugs in the Philippines.

The survey involved members of the Overseas Filipino Workers Veterans Association (OVA) and Patriyotikong Pilipino, two prominent organizations representing the interests of Filipino expatriates. Key figures from these groups, including Ferdinand Delos Reyes, Chairman of the OVA Caloocan Chapter; Rolando Buenafe, Global Administrator and Political Affairs Officer of OVA; and Roberto Tan, President of Patriyotikong Pilipino, played a crucial role in voicing the political preferences and concerns of the OFW community.

Other candidates who made it to the top 12 senatorial preferences of OFWs include Imee Marcos, Tito Sotto, Ping Lacson, Manny Pacquiao, Bato Dela Rosa, Francis Tolentino, Pia Cayetano, Willie Ong, and B**g Go. Marcoleta’s top ranking, along with Tulfo and Duterte’s strong showings, highlights their ongoing efforts to advocate for the rights and welfare of OFWs, ensuring their dignity and fair treatment in host countries.

As the Senate race draws closer, the OFW vote is expected to be a significant factor in determining the election's outcome. The survey results highlight the priorities and concerns of Filipinos working overseas, emphasizing the importance of protecting their rights and addressing the unique challenges they face.

Compassion On Wheels, Transforming Lives with Healthcare Initiatives

In a culture where birthdays are often marked by personal indulgence, Anna Donita S. Tapay has chosen a different path, turning her special day into a lifeline for the needy. As a dedicated partner of the Arnold Janssen Kalinga Foundation, Tapay celebrated her birthday and the foundation's 9th anniversary with an extraordinary act of kindness: a comprehensive medical mission.

Through her innovative project, Hospital on Wheels, she provided essential healthcare services—including major surgeries, dental check-ups, and eye examinations—to those who need them most.

Tapay's unwavering commitment to the underprivileged is exemplified by her efforts to ensure holistic transformation. "We won’t only stop by feeding them, by giving them education but also we want to provide a good quality of service in the form of medical, optical, and dental services,” she stated passionately.

This mission aligns perfectly with the foundation's broader goals of providing comprehensive support to the poor. In the days leading up to the medical mission, Tapay also organized a feeding program, providing nutritious meals to those in need. This initiative ensured that the community was well-fed and in good health, paving the way for the success of the medical mission.

The Hospital on Wheels, one of Tapay's key projects, served as the centerpiece of the celebration. The mobile unit, staffed by 60 to 70 doctors, offered a range of medical services to the homeless and underserved communities. The mission was made possible through Tapay's generous sponsorship. On the day of the medical mission, the following services were provided: 199 surgeries, 175 medical consultations, 101 dental check-ups, 105 vision screenings, and 27 basic life support seminars. In total, 607 patients were served within that day. This extraordinary initiative not only provided critical healthcare services to the foundation's beneficiaries but also reached out to the residents in the surrounding area. By doing so, Tapay's mission created a ripple effect of compassion and support, transforming lives and fostering a sense of community among the most vulnerable. Her dedication turned a simple birthday celebration into a beacon of hope and care for those in dire need.

In addition to the Hospital on Wheels, the Arnold Janssen Kalinga Foundation and Ms. Tapay continue to run several other vital programs. "We have other ongoing projects like Oplan Birthright, Kasalang Bayan, and Binyagang Bayan, all of them beneficial for the homeless because those are the primary needs of a human being," Tapay explained. Her dedication to holistic support for the poor reflects the foundation's commitment to addressing the multifaceted needs of the disadvantaged.

IPOPHL, FIS partner to provide IP support to more local inventors

THE Intellectual Property Office of the Philippines (IPOPHL) has signed a memorandum of understanding (MOU) with the Filipino Inventors Society (FIS) to help inventors protect their intellectual property (IP) and move further in commercializing their technologies here and abroad.

The MOA was signed between IPOPHL Director General Rowel S. Barba and FIS President Dr. Ronald P. Pagsanghan last week at the IPOPHL office in Taguig City.

Under the MOU work plan, which will lay down the specific activities both parties will respectively and jointly undertake, IPOPHL will capacitate FIS to provide IP expertise to its members and technical assistance under the Inventor Assistance Program (IAP), extend support on enforcement concerns, and help build stronger linkages between the group’s inventors and agencies that can boost their exposure in local and international markets.

IPOPHL will also work to establish a registry of all inventors and innovators and their patents.

For its part, the FIS will actively support and work with IPOPHL in raising awareness, promoting respect in IP, and encouraging its members to register and enforce their IP rights, as well as their technology transfer agreements.

Together, IPOPHL and FIS will support each other’s endeavors towards elevating the country’s innovation scene.

“This partnership will undoubtedly encourage other Filipinos to start their IP journey that can lead to more creations that could change society for the better,” DG Barba said.

DG Barba committed that IPOPHL will ensure that FIS members will be provided support in availing its incentive programs for independent and starting inventors, which include, among others, the agency’s Inventor Assistance Program, which links independent inventors to pro bono patent experts for assistance in patent application processes; the Youth IP Incentive Program, which waives certain fees and provides start-to-finish customer support in IP application; and the Juana Patent and Juana Design Protection Incentive Program, which waives some application fees for eligible women inventors.

Dr. Pagsanghan said the IPOPHL-FIS collaboration “extends beyond just rankings and membership,” and marks inventors’ increased trust in government and commitment to help boost the Marcos administration’s goal of pushing the Philippines to leap higher in the Global Innovation Index ranking by 2028,

He shared that “inventors fear that sharing their invention prototypes with institutions will expose their future IP assets to theft. This fear dampens the spirit of collaboration and the inspiration of inventors who only seek to further the development of technologies that Filipinos could be proud of but are instead discredited from what they have created.”

“Through this MOA, we encourage our members to protect and commercialize their inventions, ensuring they receive the recognition and compensation they deserve. This partnership is more than just rankings and membership: It is also about empowering our inventors to dream bigger, aim more, and contribute significantly to our nation’s progress together with the support of IP capabilities we look forward to developing through IPOPHL’s assistance and dedication,” he added.

The FIS was established in 1943, making it the oldest state-mandated institution to support inventors and advocate for the progress of the local innovation landscape. It is the largest inventor society in the country, with a membership of over 500 members nationwide who have met the group’s membership requirement of having at least one registered patent or utility model.

The FIS is also the Philippine representative for and serves as a voting member at the International Federation of Inventors’ Associations (IFIA) based in Geneva, Switzerland.

The Department of Science and Technology - Philippine Textile Research Institute (DOST-PTRI) inked a Memorandum of Agreement with the University of Abra (UAbra), formerly Abra State Institute of Sciences and Technology (ASIST) and the Department of Science and Technology - Cordillera Administrative Region (DOST - CAR) to establish the second Natural Dyes (NatDyes) Hub in La Paz, Abra.

This is the 3rd NatDyes Hub in CAR and the 14th in the country. This agreement was formalized during the opening ceremony of the 2024 Regional Science, Technology, and Innovation Week (RSTW) in Cordillera Administrative Region (CAR) held at the Heritage Convention Center in Ifugao State University on August 7, 2024. The collaboration aims to develop and promote natural dyes in the textile industry, reflecting a commitment to sustainable practices and the use of indigenous resources.

The new hub will focus on improving extraction methods, color standardization, and creating value-added textile products. It also aims to boost the economic prospects of local communities by integrating natural dye production into their supply and value chains.

Furthermore, DOST-PTRI will bring its expertise in natural dyes research and development, UAbra will offer academic resources and training, and DOST-CAR will oversee the establishment of the Abra NatDyes Hub and its integration into the local textile innovation ecosystem and economy.

DOST-CAR Bridges STI and Community through RSTW in Ifugao

Lamut, Ifugao, August 7, 2024 – The Department of Science and Technology-Cordillera Administrative Region (DOST-CAR) has successfully launched the 2024 Regional Science, Technology, and Innovation Week (RSTW) celebration at the Ifugao State University-Main Campus in Nayon, Lamut, Ifugao. Running from August 7-9, the event, held under the overarching theme of “Siyensya, Teknolohiya at Inobasyon: Kabalikat sa Matatag, Maginhawa at Panatag na Kinabukasan,” highlights the critical importance of science, technology, and innovation (STI) in society. It also brings together key officials, government representatives, academic leaders, and various stakeholders to showcase advancements and future directions in STI for the region.

The ribbon-cutting ceremony was led by Secretary Dr. Renato U. Solidum, Jr., alongside DOST Assistant Secretary for Development Cooperation Mr. Rodolfo J. Calzado Jr., DOST Undersecretary for Regional Operations Engr. Sancho A. Mabborang, DOST-TAPI Director Atty. Marion Decene (represented by Atty. Joycel Aguilar), and DOST-CAR Regional Director Dr. Nancy A. Bantog. They were joined by Hon. Solomon R. Chungalao, Congressman of the Lone District of Ifugao (represented by Mr. Ram Cabbigat), Provincial Governor of Ifugao Hon. Jerry U. Dalipog, and Mayor of Lamut Hon. Victomar Hagada Bunnol. Ifugao State University officials and employees, led by Dr. Eva Marie Codamon-Dugyon, also actively participated in the event.

Guests and partners from state universities and colleges (SUCs), higher education institutions (HEIs), local government units (LGUs) in CAR, the Philippine Information Agency (PIA), media partners, as well as private sectors and industry representatives were also in attendance.

In her welcome remarks, Dr. Nancy Bantog, DOST-CAR Regional Director, emphasized the benefits of DOST's programs, projects, and activities (PPAs) for the region. She highlighted the importance of strengthening the STI ecosystem in the Cordillera Administrative Region (CAR) and called for active community involvement to shape the future through STI. Atty. Marion Decene, Director of DOST-TAPI, represented by Mr. Joycel N. Aguilar, discussed the rationale behind the RSTW celebration. He spotlighted the hard work of the agency and its scientists in advancing STI, emphasizing the significant contributions of science to local development.
Provincial Governor Hon. Jerry U. Dalipog expressed gratitude for the partnership with DOST and urged the people of Ifugao to embrace innovation with DOST's support. He called on local leaders to collaborate with DOST in implementing new technologies suitable for the province and region. Hon. Solomon R. Chungalao, represented by Mr. Ram Cabbigat, conveyed his full support for DOST's PPAs, especially during budget hearings in Congress. He assured that all PPAs benefiting the people of Ifugao would receive backing in Congress.

DOST Undersecretary for Regional Operations, Engr. Sancho A. Mabborang, refocused the agency's PPAs to align with equitable operations at national, regional, and provincial levels. He presented how DOST-CAR has effectively implemented its PPAs in the province and affirmed DOST's commitment to fostering a sustainable future for all.

In his keynote address, DOST Secretary Dr. Renato U. Solidum, Jr. emphasized DOST's collaboration with local government units (LGUs) to provide solutions and open opportunities, stressing the importance of developing fit-for-purpose solutions for LGUs. Dr. Solidum outlined DOST's four pillars that support the socio-economic agenda of the administration and the ultimate goal of achieving smart and sustainable cities and communities across all local governments. He also introduced the 8th Big R&D project focusing on biologics in pharmacology, aiming to develop preventive and curative medicinal applications to ensure readiness for future epidemics or pandemics and enhance resilience across various sectors beyond disaster risk reduction and management (DRRM). Moreover, Sec. Solidum mentioned that the agency is currently working with partners and academes to support the country’s green economy program, aiming to recycle 20,000 tons of plastic waste by 2028, create green jobs, and support waste reduction strategies.

The event also featured a Memorandum of Agreement (MOA) signing and the ceremonial turnover of the TaRaKi DRR-CCAM Knowledge Management Kiosk, aimed at mobilizing DRR-CCAM knowledge transfer to all partners in Cordillera and also the MOU signing for Natural Dye Hubs in Abra. The 2024 SETUP Praise and Best CEST Community awards recognized outstanding SETUP cooperators and CEST beneficiaries. A press conference followed, discussing various DOST programs and initiatives for the region.

Quezon City – Senator Imee Marcos and Federation of Filipino Chinese Chambers of Commerce and Industry, Inc. (FFCCCII) President Dr. Cecilio K. Pedro announced their ongoing P60 million typhoon Carina relief effort during their talk at the Pandesal Forum of the 85-year-old Kamuning Bakery Cafe. This relief effort, spearheaded by FFCCCII and Senator Imee Marcos, involves 30 major Filipino Chinese business, cultural, and civic organizations, providing aid to flooded and hard-hit areas of Metro Manila and nearby provinces such as Bulacan, Bataan, Pampanga, Tarlac, and Cavite. The eventual target is P100 million worth of donations for essential relief supplies like rice, canned sardines, and other necessities.

During the forum, Senator Marcos and Dr. Pedro congratulated gymnast Carlos Yulo for his unprecedented success in winning two Olympic gold medals in Paris, expressing high hopes that pole vault athlete EJ Obiena, boxers, and other athletes will also secure medals in the ongoing Olympiad. Dr. Pedro emphasized the importance of focusing on individual sports where height is not a crucial advantage, advocating for disciplines where the Philippines can excel globally, unlike basketball which has height requirements. Senator Marcos advised Carlos Yulo and other Filipino sports winners to manage and invest their prize money wisely, seeking good and honest advisers. She also urged the government to revive grassroots sports programs similar to the successful Gintong Alay project of her late father, President Ferdinand E. Marcos, which nurtured champions like Lydia de Vega and Elma Muros.

Senator Marcos, former Director-General of the Experimental Cinema of the Philippines (ECP), expressed her sadness over the August 4, 2024, passing of top movie producer Mother Lily Yu Monteverde. Dr. Pedro also eulogized Mother Lily and her late husband Remy Monteverde, recognizing them as respected philanthropists within the Filipino Chinese business community. Both Senator Marcos and Dr. Pedro lamented the August 3, 2024, death of FFCCCII Honorary President and philanthropist Dr. Henry Lim Bon Liong, known as the "Father of Philippine Hybrid Rice." Dr. Lim was a strong advocate of Philippine economic self-reliance, agricultural self-sufficiency, and enhanced economic cooperation with China.

Addressing questions on foreign policy, Senator Marcos urged the government to uphold an independent and balanced approach similar to other ASEAN countries like Malaysia, Thailand, Vietnam, and Indonesia, which prioritize trade and economic cooperation. She emphasized the importance of the Philippines maintaining friendly relations with all global powers for economic and strategic benefits, avoiding involvement in power rivalries. She advocated for less aggressive rhetoric and actions regarding the West Philippine Sea tensions and for continuing diplomatic negotiations. Senator Marcos also stressed the need for national defense self-reliance and regional peace through ASEAN consultation and consensus.

On the need for railways, Senator Imee Marcos lamented that China has first offered their modern railway technology to the Philippines with the Northrail project started under then President Gloria Macapagal Arroyo but unfortunately this was not continued, while other ASEAN countries had benefitted from China-built modern trains like Indonesia's Jakarta-Bandung high-speed rail, trains in Thailand and Laos. She pointed out that her home province Ilocos Norte would benefit, if the country and China can jointly build a modern train system across Luzon.

On the economy, Senator Marcos called for increased support for micro, small, and medium enterprises (MSMEs) and the promotion of local manufacturing to reduce reliance on Business Process Outsourcing (BPOs) and overseas Filipino workers (OFWs). Dr. Cecilio Pedro echoed these sentiments, urging improvements in ease of doing business and energy reforms to attract more foreign direct investments (FDIs), including the adoption of nuclear energy and other new technologies to lower high electric power rates.

Marcoleta’s Investigation on Offshore Accounts Cast Doubt on Comelec Chairman Ahead of Elections

Manila, August 1, 2024 — Congressman Rodante Marcoleta has exposed alleged offshore bank accounts belonging to Comelec Chairman George Erwin Mojica Garcia. These allegations, if true, raise serious questions about the integrity of the upcoming national elections and the transparency of the electoral process.

In a detailed press conference, Marcoleta explained that his verification team, with international volunteers' assistance, confirmed these offshore accounts' existence. A volunteer from New York deposited $100 into two accounts under the name George Erwin Mojica Garcia in the Cayman Islands, conclusively verifying their existence. This revelation comes after Garcia had consistently denied having any offshore accounts.

Marcoleta further detailed that Garcia had issued a waiver of bank deposits to the Anti-Money Laundering Council (AMLC) and the National Bureau of Investigation (NBI). Still, no reports have been forthcoming from these agencies. Due to the lack of response, Marcoleta and his team took it upon themselves to investigate. He noted that, following a press release on June 26 highlighting these allegations, the accounts were closed between June 28 and July 15, with transactions transferred to accounts with foreign-sounding names. This swift closure of accounts and transfer of funds heightened Marcoleta's suspicions.

Chairman Garcia had previously dismissed the allegations as a "demolition job," but Marcoleta argued that the closure of accounts suggests otherwise. He emphasized that without a basis for the claims, there would be no need for such drastic measures. The implications of these actions are serious, potentially undermining public confidence in the electoral process.

Marcoleta stressed the importance of investigating these allegations to ensure the integrity of the upcoming elections. He argued that the credibility of the electoral process is at stake and that a clean, orderly, and true conduct of elections is essential for the democratic rights of Filipinos. Instead of pursuing an impeachment process, which would be lengthy and potentially unresolved by the time of the elections, Marcoleta has filed a House Resolution to initiate a comprehensive and expedited investigation into these accounts.

He called for a swift and thorough investigation by the House of Representatives to verify Garcia's claims and to determine if the Chairman should remain in his position to oversee the elections. Marcoleta highlighted that if these allegations are substantiated, it could have far-reaching consequences for the credibility of the Comelec and the upcoming national elections.

Marcoleta also addressed the procurement of the MIRU system, questioning its reliability and the potential impact on the elections. He suggested that existing ballot-counting machines could suffice and emphasized the need for transparency in the electoral process.
In conclusion, Marcoleta urged the public to stay vigilant and informed as the investigation unfolds. DOST lauds Iligan gov’t unit for conducting 1st ASENSO Iligan Investment Roadshow

The Department of Science and Technology 10 (DOST 10) lauded Iligan City for successfully conducting the 1st Iligan Investment Roadshow, held at EDSA Shangri-La Manila, on July 19, 2024.

The roadshow showcased the City's strengths and business opportunities, particularly in ICT, agriculture, tourism, and infrastructure, resulting in Php 7.9 billion worth of investment commitments.

DOST praised the collaborative efforts of the LGU Iligan City headed by Mayor Frederick W. Siao, Iligan Investment Incentives and Promotions Center (IIIPC), and the working committees who played a crucial role in organizing this convention.

Positioning itself as the Smart Industropolis of the South, Iligan City is a haven of numerous partnerships with the science department.

"Since 2022, we have implemented robust economic initiatives and foster international collaborations. Striving significant growth, stability and investor's confidence have returned and our digitized system bolsters public trust, said Mayor Siao.

Iligan is one of the 80 pilot local government units of DOST's Smart and Sustainable Communities Program, or the SMART Program. The program is anchored on digital transformation and resiliency through technology and innovation.

Under this program, DOST 10 supported the funding for eCitizen's PH App of LGU Iligan's Township Innovation Management Application (TIMApp). eCitizen's app empowers citizens with features like reporting emergencies, accessing government services, and connecting with emergency hotlines.

"In DOST, we believe that science, technology, and innovation can provide solutions and open opportunities for cities and communities. It can potentially be a transformative tool that accelerates growth and brings sectors together for a bright future", said Sec. Renato U. Solidum in his message of support delivered by Cordillera Administrative Region Regional Director and the Project Leader of SMART Program, Dr. Nancy Bantog.

In 2023, the City hosted the Regional Science, Technology, and Innovation Week (RSTW), which featured technologies and innovations that can promote human well-being, wealth creation and protection, and sustainability.

Also part of the SMART Program initiatives, key officials from the LGU participated in the International Smart City Exposition and Networking Engagement (iSCENE) in Cauayan, Isabela City, in March 2023. Months later, Iligan City hosted the Smart Cities Innovation Workshop, championing innovative solutions through dialogue and workshops. LGU Iligan, through its Center for Digital Iligan, Innovation, and Sustainability, partnered with Smart Cities Council Director Kok-Chin Tay.

Iligan City posed as a model of an inclusive, people-centric smart City for prosperity, jobs, security, and peace.

Recently, the Department of Information and Communications Technology (DICT) also recognized the City for its outstanding achievements in the Digital Cities Program. It was honored as one of the 19 digital cities in the Philippines.
