PHILRECA supports EPIRA amendment to lower electricity costs

The Philippine Rural Electric Cooperatives Association, Inc. (PHILRECA) has expressed its support for the amendment of Republic Act 9136, also known as the Electric Power Industry Reform Act (EPIRA) of 2001, to bring down the cost of electricity in the country.

PHILRECA is a national organization of 121 electric cooperatives (ECs), which have been the partners of the National Electrification Administration in implementing the rural electrification program in the countryside for over five decades.

"PHILRECA and the 121 ECs nationwide support the call of President Ferdinand Marcos Jr. to fast-track the review and amendment of the provisions of EPIRA to lower electricity rates, streamline regulatory framework, promote energy security, among others, to relieve the burden on consumers," said PHILRECA Executive Director and General Manager Atty. Janeene Depay-Colingan.

"We believe that it is high time for Congress to amend the 23-year-old law to address current energy challenges," Colingan stressed.

PHILRECA has specifically proposed to revise Section 47 of EPIRA to enable the National Power Corporation (NAPOCOR) to build and operate generation facilities. This change aims to ensure power supply reliability and provide a cost-effective alternative source for consumers.

PHILRECA, together with the Power Bloc, also proposed the amendment of the cross-ownership clause under Section 45 of EPIRA by setting limitations on the allowed percentage of supply that distribution utilities may source from their affiliated firms engaged in power generation to ensure just and fair pricing to electric consumers.

The proposed amendments to EPIRA are currently pending at the House Committee on Energy.

Beyond revising the EPIRA Law, efficiently implementing energy policies would help address the problems faced by the power sector, said PHILRECA. It also urged the government to develop long-term solutions to enhance the integrity and reliability of the power grid.

In his third State of the Nation Address on Monday (July 22), President Marcos said his administration is building more infrastructure to address the high electricity costs in the country.

"Batid nating lahat na ang presyo ng kuryente dito sa ating bansa ay mataas. Kaya patuloy tayo sa pagdagdag ng mga imprastraktura ng kuryente na magpapababa ng presyo ng kalaunan," the President said.

President Marcos also urged Congress to assess whether there is a need to amend EPIRA.

"Binabalikan at binubusisi nating muli ang EPIRA upang malaman kung angkop pa ba ito sa ating kasalukuyang sitwasyon, o napapanahon na, na ito ay amyendahan," the President said.

"Hinihiling ko sa Kongreso na pag-tulungan na natin ito, alang-alang sa kapakanan ng mga Pilipino. Sa taas ng presyo ng kuryente sa bansa, nahihirapan hindi lamang ang mga negosyante — kundi lalo na ang taumbayan,” he added.
