The Bicol Bloc Magazine was conceptualized and founded by Sir Noel De Luna (SND) back in 2001. It was initially meant to serve as a development-advocacy medium that highlighted progressive initiatives in the Bicol Region, to supplement the legislative agenda and projects of the Philippine Congress. The magazine found initial success with Bicolano legislators and its constituents as it closely monitored and reported developing and ongoing projects and agenda in the Bicol region. It soon evolved as a full magazine feature with editorial insights, public opinion, business and lifestyle articles centered on the six provinces of the Bicol region.

The production came to a halt in 2007, as its original members-contributors decided to step away from the mounting costs and details involved with publication and focused on personal matters.

Today, in light of the pandemic and the increasingly essential need to keep updated and connected to the constantly developing landscape of news, economics and health updates. The Bicol Bloc magazine, its founder and creators, recognizes this need and the opportunity to, once again, be of service to the Bikolanos. Thus, The Bicol Bloc Online has been reborn.
