PDEA Palawan Provincial PECI Officer served as Subject Matter Expert Drug-Free Workplace Program Orientation held at APEX Office, Sitio Canumay, Barangay Rio Tuba, Bataraza, Palawan on July 25-26, 2024.

The activity aims to raise awareness of the harmful effects of illegal drugs in the workplace and to ensure that personnel of APEX Oretrans Corporation are equipped with the knowledge about Republic Act No. 9165, entitled: Comprehensive Dangerous Drugs Act of 2002. The following were discussed during the said activity:

Furthermore, the Southwest Monsoon enhanced by CARINA will bring moderate to intense rainfall over various localities in the western portion of Luzon today through Friday. For more information, refer to Weather Advisory No. 29 issued at 11:00 AM today.

Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minor to moderate impacts from strong winds are possible within any of the localities where Wind Signal No. 2 is hoisted.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The Southwest Monsoon enhanced by CARINA will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

HAZARDS AFFECTING COASTAL WATERS
• Gale Warning is in effect over the coastal waters of Batanes, Babuyan Islands, and the northern portion of Ilocos Norte and Cagayan. Sea travel is risky for small seacrafts, including all types of motorbancas. For more information, refer to Gale Warning No. 5 issued at 5:00 PM today.
• In the next 24 hours, CARINA and the enhanced Southwest Monsoon will bring rough seas over the seaboards of Northern Luzon (2.5 to 4.0 m) outside Gale Warning areas, and the western seaboard of Central Luzon (2.5 to 4.0 m). Moderate to rough seas are also expected over the western seaboard of Southern Luzon (1.5 to 3.5 m) and the eastern seaboards of Central and Southern Luzon (1.5 to 3.0 m) Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
• Moderate seas are also expected over the southern seaboard of Southern Luzon (1.5 to 2.5 m), the western and eastern seaboards of Visayas, and the eastern seaboard of Mindanao (1.5 to 2.0 m). Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK
• CARINA is forecast to make landfall over the northern portion of Taiwan this evening. On the track forecast, the super typhoon will cross the rugged terrain of Taiwan and exit the Philippine Area of Responsibility (PAR) tomorrow (25 July) morning. Outside the PAR Region, CARINA will cross the Taiwan Strait and make its final landfall over southeastern China tomorrow afternoon or evening.
• CARINA is has reached its peak intensity as Super Typhoon prior to its landfall over Taiwan due to favorable environment. Its landfall over northern Taiwan will trigger a weakening trend for the rest of the forecast period.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

4 ARRESTED IN ONE STOP SHOP DRUG DEN IN BANSUD, ORIENTAL MINDORO

In a PDEA led anti-drug operation together with Other Law Enforcement Agencies (OLEAs) conducted buy-bust operation on July 22, 2024 at Barangay Poblacion, Bansud, Oriental Mindoro which resulted to the arrest of 4 drug personalities and dismantling of drug den including its maintainer.

PDEA identified the arrested personalities as Imelda Causapin Bajeta, Kenneth Bajeta Mendoza, Andruiz Malapote and Manuelito Marinay.

Confiscated from the suspects were 54 grams of suspected shabu worth 189,000 pesos and other paraphernalia.

Violations under Article II of RA 9165 also known as Comprensive Dangerous Drugs Act of 2002 are being readied to be filed in court against the suspects.

PD Delorino: Prioritize the Investigation of the Stabbing Incident in Calapan City

Calapan City, Oriental Mindoro - The victim was identified as Agustin Anacoreto Magpantay Bolor, also known as “Doc Ting”, 63 years old, single, dentist, Barangay Councilor and a resident of Brgy. San Vicente Central, Calapan City. Elbo St., Brgy. San Vicente Central, Calapan City who was found dead with stab wounds at his room.

Upon the receipt of the report at 10:20 AM of January 14, 2024 from PCpl Guttierrez, personnel of Calapan CPS immediately proceeded and responded to the place of incident to conduct investigation.

Accordingly, it was 8:30 in the morning when Cristeta Magundayao, the sister and the personal driver of the victim discovered the lifeless body of the victim lying in the floor in his own room. She called her brother, Doc Ting for breakfast but she received no response. Immediately, she sought the assistance of the victim’s personal driver and as they proceeded to the room of the victim, they have discovered the crime incident.

Personnel of Calapan CPS already requested the assistance of Regional Forensic Unit MIMAROPA for the crime scene processing and autopsy of the victim’s body.

According to the investigators there were indications of robbery on the crime scene however in-depth investigation is still on-going.

“Ang kapulisan ng Calapan CPS, ay inaatasan kong bigyang prayoridad ang pagsasagawa ng malalim na imbestigasyon sa pangyayaring ito. Sa lalong madaling panahon, sisiguruhin namin ang pagresolba o pagkalutas sa kasong ito na may matibay na ebidensya para sa madaling pagtukoy ng suspek, maisampa ang reklamo laban dito at mabigyang hustisya ang pangyayari. • 50-100 mm: Babuyan Islands, the rest of mainland Cagayan, the eastern portion of Isabela, Cordillera Administrative Region, Ilocos Norte, and the northern portion of Aurora.
Forecast rainfall are generally higher in elevated or mountainous areas. Under these conditions, flooding and rain-induced landslides are possible especially in areas that are highly or very highly susceptible to these hazards as identified in hazard maps and in localities that experienced considerable amounts of rainfall for the past several days.
The Southwest Monsoon enhanced by GORING will bring occasional or monsoon rains over the western portions of Central Luzon, Southern Luzon, and Visayas over the next three days. For more information, refer to Weather Advisory #4 for Southwest Monsoon issued at 11:00 AM today and the 24-Hour Public Weather Forecast and Outlook at 4:00 AM today.
HAZARDS AFFECTING LAND AREAS
Severe Winds
Moderate to significant impacts from storm-force winds may be experienced within the areas under Wind Signal No. 3. Minor to moderate impacts from gale-force winds are possible within any of the areas where Wind Signal No. 2 is in effect. Minimal to minor impacts from strong winds are also possible within any of the areas where Wind Signal No.1 is hoisted.
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
The enhanced Southwest Monsoon will continue to bring gusty conditions over the following areas not under any Wind Signal, especially in coastal and upland/mountainous areas exposed to winds:
• Today: Bataan, Metro Manila, CALABARZON, Bicol Region and most of MIMAROPA.
• Tomorrow: Bataan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Visayas, Dinagat Islands, and Camiguin
• Monday: Bataan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Visayas, Dinagat Islands, Camiguin, and most of Zamboanga Peninsula.
HAZARDS AFFECTING COASTAL WATERS
A Gale Warning is in effect for the northern and eastern coastal waters of Northern Luzon and the eastern coastal waters of Central Luzon. Sea travel is risky for certain types or tonnage of vessels over these areas. Disruption in civilian maritime activities is expected over these waters (e.g., suspension of sea travel). For more information, refer to Gale Warning #3 issued at 5:00 AM today.
TRACK AND INTENSITY OUTLOOK
• GORING is forecast to move generally southward to southwestward today until tomorrow, then will turn generally eastward to northeastward on Sunday. Afterwards, the typhoon will exit its looping path and move northwestward on Tuesday towards the sea east of Taiwan while moving on a consistent pace.
• Due to highly favorable environment, GORING is forecast steadily intensify throughout most of the forecast period and may reach super typhoon category on Monday. Upwelling of cooler waters due to its slow movement will limit further intensification by late Monday or early Tuesday.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
