The 23rd Sangguniang Panlalawigan of Southern Leyte is on its 2nd Regular Session of the month today, April 13, 2023.

Personnel from Southern Leyte Police Provincial Medical and Dental Team paid a courtesy visit during the session. One of their reported accomplishments is the conduct of dental hygiene activities and oral health lectures to the elementary schools in the province.

The 23rd Sangguniang Panlalawigan of Southern Leyte has resolved on March 20, 2023 𝗥𝗲𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻 𝗡𝗼. 𝟯𝟵𝟵-𝘀. 𝟮𝟬𝟮𝟯, a resolution appropriating an amount as transportation assistance for the athletes/delegation of the 2023 EVRAA Meet, chargeable against the Southern Leyte Provincial Sports Council Fund 2023.

This resolution is enacted through the request of DepEd Southern Leyte Division which was then approved by Southern Leyte Sports Council per Council Resolution No. 01, Series of 2023.

𝗦𝗘𝗠𝗔𝗡𝗔 𝗦𝗔𝗡𝗧𝗔 | Last week, Malacañang has declared April 6-7 (Maundy Thursday and Good Friday) as regular holidays and moved Araw ng Kagitingan, also a regular holiday, to April 10 (first Monday after Holy Week).

The provincial government encourages the people to spend the holy week as time for introspection, opportunity to deepen spirituality, and moment to nurture family ties.

The 23rd Sangguniang Panlalawigan of Southern Leyte is on its 1st Regular Session of the month today, April 3, 2023.

The board members discussed important matters with the visitors who reported during the session. They also made sure to recheck, prior approval, the requests for budget and procurement of the concerned offices in the province.

The board members reviewed the appropriations relating to the respective municipal annual budget and approved the ordinances as endorsed by the municipalities.

Matters concerning the province's projects and responsibilities over its jurisdiction were discussed together with the provincial heads and municipal officials.

The 23rd Sangguniang Panlalawigan of Southern Leyte is on its 1st Regular Session of the month today, March 6, 2023.

During the session, Governor Damian G. Mercado personally appeared before the Board Members to present his concern and suggestion in helping the baranggays to recover from adversities since the COVID-19 pandemic. The proposal for an assistance through programs of work and/or projects was discussed and the Sangguniang Panlalawigan Members delivered a positive response to such request.

𝗥𝗲𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻 𝗡𝗼. 𝟭𝟴𝟬-𝘀. 𝟮𝟬𝟮𝟯 and 𝗥𝗲𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻 𝗡𝗼. 𝟭𝟴𝟭-𝘀. 𝟮𝟬𝟮𝟯 are enacted and unanimously approved on February 13, 2023 as resolutions approving and granting the accreditations of Bawasa of Hingatungan, Silago, Southern Leyte, Incorporated, Brgy. Hingatungan, Silago, Southern Leyte and Puntana Women's Nature Club Association, Brgy. Puntana, Silago, Southern Leyte as civil society organizations in accordance with the procedures and guidelines set forth in DILG MC 2022-083.

The granting of accreditation is in accordance with Section 34 of the Local Government Code of 1991 (Book 1, Chapter 4) which states that local government units shall promote the establishment and operation of people's and non-governmental organizations to become active partners in the pursuit of local autonomy.

The approved accreditations are 𝗲𝗳𝗳𝗲𝗰𝘁𝗶𝘃𝗲 𝗼𝗻𝗹𝘆 𝘂𝗻𝘁𝗶𝗹 𝗝𝘂𝗻𝗲 𝟯𝟬, 𝟮𝟬𝟮𝟱.

As stipulated on Section 6 under the 𝗥𝗲𝘃𝗶𝘀𝗲𝗱 𝗜𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗶𝗻𝗴 𝗥𝘂𝗹𝗲𝘀 𝗮𝗻𝗱 𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗶𝗼𝗻𝘀 (𝗜𝗥𝗥) 𝗼𝗳 𝘁𝗵𝗲 𝗠𝗲𝗱𝗶𝗰𝗮𝗹 𝗗𝗼𝗰𝘁𝗼𝗿𝘀 𝗦𝗰𝗵𝗼𝗹𝗮𝗿𝘀𝗵𝗶𝗽 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝗼𝗳 𝘁𝗵𝗲 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗼𝗳 𝗦𝗼𝘂𝘁𝗵𝗲𝗿𝗻 𝗟𝗲𝘆𝘁𝗲, "The Revised Implementing Rules and Regulations shall be subject to automatic review three (3) years after effectivity hereof, and every three years thereafter, and any amendment or modification thereto shall be subject to review and concurrence by the Provincial Government through a Resolution from the Sangguniang Panlalawigan”.

In accordance thereto, the 23rd Sangguniang Panlalawigan of Southern Leyte approved and concurred the amendments and modification of the Revised Implementing Rules and Regulations (IRR) for the Medical Doctors Scholarship Program of the Provincial Government of
Southern Leyte and approving Ordinance No. 2023-04.

This amendatory ordinance is unanimously approved and enacted on February 13, 2023.

𝗥𝗲𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻 𝗡𝗼. 𝟭𝟳𝟴-𝘀. 𝟮𝟬𝟮𝟯 approves Municipal Ordinance No. 2022-66 of the Sangguniang Bayan of San Juan, Southern Leyte. It is an ordinance amending Section 7 of Municipal Ordinance No. 2020-61 referred to as the Mandatory Registration of Ownership of Agricultural and Fisheries Machinery and Equipment in the Municipality of San Juan.

The National Council on Disability Affairs (NCDA) and Department of Health (DOH) Region 8 paid a courtesy visit to Sangguniang Panlalawigan Board Members Hon. Ina Marie K. Loy and Hon. Jonathan Lee P. Maraon on behalf of Governor Damian G. Mercado and Vice Governor Rosa Emilia G. Mercado at the Office of the Governor today.

NCDA and DOH- Region 8 are currently in the province for the orientation of Online Registration of Philippine Registry on Persons with Disability and to turnover 20 units of computer sets to all LGUs in Southern Leyte. Sangguniang Panlalawigan Board Member Hon. Fe G. Edillo also attended the orientation and distribution.

The 23rd Sangguniang Panlalawigan of Southern Leyte is on its 7th Regular Session today, February 20, 2023.

During the committee report, the board members imparted their respective participation on the provincial events, meetings, and seminars from the previous week. The provincial department heads also paid their visit to the Sangguniang Panlalawigan and discussed their concerns with the board members.

𝗥𝗲𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻 𝗡𝗼. 𝟭𝟯𝟰-𝘀. 𝟮𝟬𝟮𝟯 and 𝗥𝗲𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻 𝗡𝗼. 𝟭𝟯𝟱-𝘀. 𝟮𝟬𝟮𝟯 are enacted and unanimously approved on February 6, 2023 as resolutions approving and granting the accreditations of Canturing Farmer's Association (CFA), Purok Camansiles, Canturing, Maasin City, Southern Leyte and Pangi Farmer's Association, Brgy. Pangi, Bontoc, Southern Leyte as civil society organizations in accordance with the procedures and guidelines set forth in DILG MC 2022-083.

The granting of accreditation is in accordance with Section 34 of the Local Government Code of 1991 (Book 1, Chapter 4) which states that local government units shall promote the establishment and operation of people's and non-governmental organizations to become active partners in the pursuit of local autonomy.

As enacted on January 30, 2023, the Appropriation Ordinances show compliance with the provisions of law and its Implementing Rules and Regulations and therefore declared 𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝘃𝗲 𝗶𝗻 𝗶𝘁𝘀 𝗲𝗻𝘁𝗶𝗿𝗲𝘁𝘆.

San Antonio, San Ricardo, Southern Leyte and San Francisco Multi-Purpose Cooperative (SFMPC), Market Site, Ubos, San Francisco, Southern Leyte as civil society organizations in accordance with the procedures and guidelines set forth in DILG MC 2022-083.

The 23rd Sangguniang Panlalawigan of Southern Leyte acknowledges PCOL Hector F. Enage of Southern Leyte Police Provincial Office (SLPPO) during the 5th Regular Session this first Monday of February.

PCOL Enage reports to the board members the status of peace and order in Southern Leyte. As a response, the board members assured that the Sangguniang Panlalawigan will support the good causes of SLPPO for the overall safety and welfare of the Southern Leyteños.
