As the 2025 midterm elections approach, the streets are filled with tarpaulins featuring various political figures. People are questioning whether this constitutes early campaigning. While it is not illegal, many believe it is unethical.

The official campaign period runs from February 11 to May 10, 2025. However, even now, some individuals running for office are already visible on different media platforms, with numerous billboards and tarpaulins displayed in public spaces. These materials are often framed as mere introductions, but many view them as premature electioneering.

Republic Act No. 9369 (Automated Election Law) states that a candidate is only liable for election offenses committed during the official campaign period. This means such actions are not unlawful because an individual who files a certificate of candidacy is not officially considered a candidate until the campaign period begins.

This legal loophole has been exploited by some political figures, raising a critical concern: If they secure a position in office and discover other loopholes in the law, will they manipulate them for their own interests?

An empowered and informed voter is essential to a functioning democracy. Vote wisely!

After the momentous pinning ceremony, the fourth-year Public Administration students convened to hear from esteemed resource speakers. The speakers provided invaluable insights into the guidelines as well as what to expect from their internship training, including permissible and prohibited conduct during the internship.

Mr. Carl Stephen A. Ochoco, an Administrative Aide from Pangasinan Public Employment Services Office (PESO) and the Best in OJT awardee from the Batch 2024, discussed the office tasks and emphasized the importance of understanding their roles as OJT students.

In the lecture that followed, Mr. Jesus F. Dela Cruz Jr., a Health Program Officer I at DOH - Drug and Rehabilitation Center Dagupan City, took the stage to address the crucial topic about mental health and share practical strategies for time-management during OJT. The students engaged in a lively Zumba as an ice-breaker for them to be energized and refreshed.

Later on, the final lecture was delivered by Mr. Jastine L. Cruz, an instructor from Pangasinan Polytechnic College and a Batch โ€˜24 alumnus. He discussed what are the common expectations of student interns and the reality that they might encounter during their internship.

For the final talks, Attorney Benedict A. Fernandez, an Internship Adviser from the Public Administration Department, talked about doโ€™s and don'ts on how to handle unethical scenarios during their internship.

On this day, the fourth year students of the Public Administration Department are now officially wearing their nameplates symbolizing the start of their Internship this 2nd Semester, A.Y. 2024-2025. Together with their nameplates, their parents handed over their ARTA ID and later on stated their Oath of Office to affirm their commitment to do well their duties and responsibilities in their respective assigned agency.

With the expertise of our reputable speakers, they have provided tips and guidelines for the students and parents. Ms. Zshyna Mae V. Ahmed, Chairperson of Public Administration Department, consulted the parents on the BPA Curriculum, Research and Extension Agenda. Meanwhile Mr. Charles Dustein Soriano, the Campus Internship Coordinator presented the PSU Internship Program guidelines.

Later on, Mr. Calvin Nollie Julius Lubrin, Local Government Operation IV of DILG Pangasinan, talked about the agencies expectations from student-interns including professionalism and development.

๐‰๐Ž๐’๐„ ๐‘๐ˆ๐™๐€๐‹ ๐ƒ๐€๐˜ | Annually, the 30th of December is a national holiday in the Philippines, officially known as โ€œRizal Day,โ€ in honor of Dr. Josรฉ Rizal, a national hero and is known for his extensive intellectual skills and writings, which significantly aided the struggle of the Filipinos for freedom. In honoring the contribution made by Dr. Josรฉ Rizal, the focus must also be shifted to how his works have impacted Filipinos and how these works help forge a spirit of freedom among them in the country.

Dr. Rizal was an intellectual, writer, and medical practitioner, among other things. He was undoubtedly both a product and a product of the age in which he fought for freedom. He was able to see a lot during his apparent extended education stint in Europe while studying medicine, literature, and philosophy, which enabled him to better understand the socio-political environment of the Philippines during the Spanish colonial era. Jose Rizalโ€™s European experience developed him into an enlightened revolutionary during world history. His academic endeavors led him to institutions such as the University of Santo Tomรกs, Universidad Central de Madrid, and the University of Paris, all of which aired progressive ideas about freedom, rights of the people, and politics.

Through his works, Rizal aimed to improve the situation of the Filipino people who were suffering under Spanish colonial rule. His criticisms were particularly mirrored in his novels Noli Me Tangere and El Filibusterismo, which helped awaken a sense of consciousness among the Filipinos and aroused them towards the need for reform. His literary talent induced him to lament the sad and miserable conditions of the Filipinos and dream of a country with the utmost freedom, equality, and justice.

Involvement in reform movements results from what and how one has studied; Rizal is a positive case. He favored reformation through education and participation in social affairs because this constituted, for him, โ€˜enlightenment,โ€™ a vehicle for liberation. Rizalโ€™s words endowed those who read him with a spirit of nationalism. His death on December 30, 1896, as expected, further ignited the determination of the Filipino people to fight for their independence - this successfully established him as a warrior of change and a martyr.

Rizal's vision began with the thought of ending the colonial rule, but his expectations were much higher than that. He envisioned the Philippines with empowered, educated, and constructive people. Be it his voice for equal rights, social justice, or pride for the nation, all were essential contributions to the country's future. And today, while we contemplate Rizal, we understand the importance of education and the power of the word in transforming certain realities. His life and works continue to enlighten the transformed Filipinos in their socio-economic advancements.

Only to recall Rizal Day is, therefore, to stand still in time: it is to remember him and to ensure that his ideals are pushed further to be relevant in the present. Hence, as we celebrate Dr. Josรฉ Rizal, we must display the spirit of practicing his vision of an educated, fair, and liberated Nation of the Philippines. His legacy reminds us that the struggle continues, and the effort is to educate every Filipino in the nation to create opportunities for their progress in society based on the principles of freedom and equality.

PSUโ€™s CBPA Shines at 1st Bina Bangsa International Research Conference

Lingayen, Philippines โ€” Pangasinan State Universityโ€™s (PSU) College of Business and Public Administration (CBPA) played a prominent role in the successful 1st Bina Bangsa International Research Conference on Research and Innovation, held on November 26, 2024, at the Sunflower Room, PSU Golden Lion Hotel.

Jointly organized by PSU and Indonesiaโ€™s Universitas Bina Bangsa (UNIBA), the conference aimed to strengthen international collaboration in technology, business, education, and governance. The hybrid event welcomed participants from Indonesia, Malaysia, and PSU students and faculty, with some attending virtually via Zoom.

Dr. Renato E. Salcedo, Campus Executive Director of PSU-Lingayen, led PSUโ€™s delegation, which included faculty members from CBPA, the Bachelor of Arts in Economics, and Bachelor of Science in Information Technology departments.

Among the conference highlights was a research presentation by Mrs. Zshyna Mae V. Ahmed, chairperson of the BPA program, who shared the findings of her study entitled "Effectiveness and Challenges in the Organization Management of PadyaRescue, Inc. Bugallon, Pangasinan". The study focused on how the said organization operates in different management areas and the difficulties and issues they face.

The conference also emphasized strengthening ties between academia, industry, and society.

The day-long program is a testament of the transformative potential of cross-border collaboration, setting the stage for future initiatives that will further elevate PSUโ€™s global engagement and academic influence.

The Pangasinan State University Lingayen Campus (PSU-LC) sends 2 faculty members to the 2024 Philippine Society for Public Administration (PSPA) International Conference held at Bacolod City, Philippines on December 5-7, 2024. Ms. Zshyna Mae V. Ahmed, Department Chair, and Mr. Menard P. Nava, Faculty, both from the Public Administration Department of PSU-Lingayen, will present on the second day their respective researches during the simultaneous breakout sessions in this year's conference guided by the theme, "Exploring New Governance: Approaches for Sustainability and Administrative Resilience."

The first day of the event is graced with scholars and practitioners of public management and governance including Dr. Alex Brillantes, Professor Emeritus UP NCPAG and former PSPA President, Dr. Hae Young Lee, Professor of Yeungman University and former President of Korean Association of Public Administration, Dr. Tirso Ronquillo, PASUC and BatSU President, Makati City Mayor Abigail Binay-Campos, the different Deans of PA Dr. Kristofer Berse (UP NCPAG), Dr. Lizan Perante-Calina (DAP and PSPA current president), Dr. Ederson Tapia (UMak), Dr. Gary Ador Dionisio (DLS-CSB), and Prof. Eric De Torres (UE). A very warm welcome speech with a festive mood from the host and co-organizer school, Carlos Hilado Memorial State University by their gracious President Dr. Norberto Mangulabnan, kickstarted the 3-day conference.

The gymnasium was electrified with energy as PSU Lingayen Campusโ€™s Womenโ€™s Basketball Team delivered an extraordinary performance during the recent University Meet 2024, clinching the championship title and making history with commanding victories. With grit and determination, the team showcased dominance in back-to-back victories as they outplayed Bayambang Campus with a score of 51-17, and triumphed over San Carlos Campus with an even more impressive 56-12, proving their dominance on the court.

The teamโ€™s victory was no accidentโ€”it was the culmination of relentless training, teamwork, and a shared drive to succeed. One of the players instrumental in this success was Gensan Fermin, a Bachelor of Public Administration student. For Gensan, the journey to the championship wasnโ€™t easy, but her passion for basketball fueled her perseverance. โ€œMahirap ang training, hindi biro,โ€ she said. โ€œPero para manalo sa laro, focus lang talaga. โ€Admitting that playing basketball is more than just a game; itโ€™s a lifelong passion.

Gensanโ€™s journey in basketball started early. She began playing during her elementary years and honed her skills through rigorous competitions, including the prestigious Batang Pinoy Games in Cebu and Davao during high school.

While her experience brought strength to the court, she emphasized that individual skill alone doesnโ€™t win championships. โ€œTeamwork ang importante,โ€ Gensan shared. โ€œWala yang mga points to score na yan kung walang pagkakaisa sa laro.โ€ Indeed, the championship victory was a testament to the collective effort of the entire team, with each player contributing their strengths to achieve a common goal. It was the product of trust and communication, a true testament to the power of collaboration.

To aspiring athletes who may feel hesitant to step onto the court, Gensan offers words of encouragement that speaks volume about the transformative nature of basketball. โ€œMasaya magbasketball. Nandyan na yanโ€”physical sport siya, pero pag natutunan at napag-aralan mong maige ang basketball, jan mo maeexperience yung connections ng team.โ€ It reflects the power of sports not just in building physical strength but in instilling values that extend far beyond the court โ€”fostering camaraderie, resilience, and self-confidence.

Gensanโ€™s story reminds us that greatness is not just about the trophies or accolades but about the journey and the connections made along the way. She embodies the spirit of a true athleteโ€”focused, fearless, and full of heart.

Gensanโ€™s victory doesnโ€™t just inspire athletes but it also serves as a reminder to everyone that success is sweeter when itโ€™s shared. It further inspires you to dream big, work hard, and never back down from a challenge. Whether on the court or in life, she reminds us that with determination and teamwork, we can all be champions.

Meet Jee Lyn Mejia, a 20-year-old athlete whose journey in sports began at the tender age of 10, fueled by the inspiration and dedication of her older siblings. Now a third-year Bachelor of Public Administration student at Pangasinan State University (PSU), Jee Lyn recently made her mark in the PSU Meet 2024, held at the Narciso Ramos Sports and Civic Center (NRSCC). Competing against athletes from PSU Bayambang, PSU San Carlos, and PSU Alaminos campuses, she showcased her exceptional talent in the triple jump, earning an impressive third-place finish.

The triple jump is a track and field event often referred to as the "hop, step, and jump." Athletes begin with a sprint on the runway before executing three consecutive movements: a hop, where they land on the same foot they took off from; a step, where they switch to the opposite foot; and finally, a jump, where they land in the sandpit. This event demands a combination of speed, strength, and coordination, making it one of the most technical and challenging disciplines in athletics.

Jee Lynโ€™s passion for athletics shines through her commitment to the sport. Starting her journey at a young age, she learned early on the value of discipline and perseverance. Despite the physical and mental demands of training, she emphasizes the importance of balance, incorporating proper nutrition and sufficient rest into her routine.

The moment of triumph has arrived! From the intense training halls of the dojang to the victorious podium, Norhanifa Abdulmanaf, a Bachelor of Public Administration student at Pangasinan State University, Lingayen Campus, has written her own remarkable story of success. With lightning-fast kicks, unwavering focus, and relentless determination, she has outmaneuvered her opponents to claim the coveted gold medal in taekwondo. Today, Norhanifa takes center stage as a champion.

"Of course nagtraining since taekwondo requires physically and mentally skills actually in house training helps alot because of much time given, aside from that we can focus more on training," she shared. Norhanifaโ€™s experience highlights the benefits of focused home training, where athletes can personalize their routines without distractions. This approach not only sharpens physical skills but also enhances mental conditioning through techniques like meditation and visualization, boosting focus, emotional control, and resilience.

"To be honest, the most challenging part is the training since I'm newbie in this sport, I need to learn and practice the skills and everything related to this sport." As a beginner in taekwondo, Norhanifa faced many hurdlesโ€”mastering basic techniques, building strength and flexibility, and improving coordination. Mentally, staying disciplined and managing the frustrations of slow progress were equally tough. But despite being a novice, her perseverance paid off.

โ€œI said to myself, โ€˜Yes! Finally, everything paid off.โ€™ I was so happy because, looking back on all the hardships, I finally did it. Honestly, I wasnโ€™t expecting to win since Iโ€™m a white belt and my opponent was a yellow beltโ€”showing she had more experience in the sport.โ€ Norhanifaโ€™s victory proves that being a beginner is not a barrier; with determination and perseverance, anything is possible.

โ€œNanghihina na ako after the first round,โ€ she recalled. โ€œPero nung narinig ko yung mga nagche-cheer at sumisigaw ng pangalan ko, lumakas ako.โ€ This moment reflects the power of support and beliefโ€”knowing that others are rooting for you can fuel your strength and determination.

โ€œAfter all the self-doubt and hardships, I realized that gold was truly meant for me. Iโ€™m so happy that I won. This achievement means so muchโ€”it symbolizes every struggle during training,โ€ she said, with a triumphant smile. Her story reminds us that success may not come easy, but it is always worth the effort. When we finally achieve our dreams, the sacrifices and struggles are replaced with joy and fulfillment.

To those who dream and look up to her, Norhanifa offers this advice: โ€œIf youโ€™re dreaming of something, go for it. Work hard, because nothing is impossible. If youโ€™re determined to achieve your goal, you can make it happen. Everything starts with hardship.โ€

The event brought together Public Administration seniors, faculty members, and aspiring Lingkod Bayan to delve into the transformative power of inclusion and innovation in the public sector.

The highlight of the event was an engaging session led by the esteemed Dr. Renato E. Salcedo, Campus Executive Director of PSU Lingayen Campus. Dr. Salcedo shared groundbreaking insights into how inclusivity and innovative governance could reshape public service. He emphasized the shift from closed to open innovation in his discussion. While traditional methods relied solely on internal capabilities, open innovation welcomed external ideas and technologies, fostering creativity and collaboration.

Dr. Salcedo also discussed the importance of leadership in driving this approach, explored ways to cultivate dynamic innovation ecosystems, and underscored how openness could enhance productivity.
