Quezon City, July 24, 2024 โ€” President Ferdinand R. Marcos Jr. convened a crucial situation briefing today at the National Disaster Risk Reduction and Management Council (NDRRMC) Headquarters in Camp Emilio Aguinaldo, Quezon City, to evaluate the impact of Typhoon Carina and the intensified southwest monsoon gripping the Philippines.

Earlier directives from President Marcos Jr. emphasized the urgent need for comprehensive support to those affected by Typhoon Carina and the southwest monsoon. He instructed all relevant government bodies to mobilize swiftly, ensuring prompt and effective assistance.

In a social media statement via his official X account (formerly twitter), President Marcos Jr. disclosed significant measures taken by the government to alleviate the crisis. "We have prepositioned PhP2.88 billion in aid and deployed nearly 4,500 personnel for immediate search, rescue, and retrieval operations," he affirmed.
Highlighting the government's proactive stance, President Marcos Jr. noted that relief efforts have already disbursed PhP43.15 million to aid 770,000 individuals affected by the southwest monsoon across Visayas and Mindanao.

The President reiterated his commitment to ensuring that all affected communities receive the necessary support, emphasizing the government's readiness to respond to ongoing challenges posed by adverse weather conditions.
The NDRRMC continues to coordinate response efforts with various local government units and agencies to mitigate further impact and facilitate recovery in affected areas.

โ€ข Gale Warning is in effect over the coastal waters of Batanes and Babuyan Islands. Sea travel is risky for small seacrafts, including all types of motorbancas. For more information, refer to Gale Warning No. 1 issued at 5:00 AM today.
โ€ข In the next 24 hours, CARINA and the enhanced Southwest Monsoon will bring moderate to rough seas over the northern and eastern seaboards of Northern Luzon outside Gale Warning areas (1.5 to 4.0 m), the eastern seaboards of Central and Southern Luzon (1.5 to 3.0 m), and western seaboards of Central and Southern Luzon (1.5 to 3.5 m). Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
โ€ข Moderate seas are also expected over the southern seaboards of Southern Luzon (1.5 to 2.5 m), the western and eastern seaboards of Visayas, and the eastern seaboard of Mindanao (1.5 to 2.0 m). Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigating under these conditions.
TRACK AND INTENSITY OUTLOOK
โ€ข Over the Philippine Sea, CARINA is forecast to move generally north northwestward today while gradually accelerating before turning northwestward tomorrow (24 July). On the track forecast, CARINA will remain far from the Philippine landmass. It is also forecast to make landfall over the northern portion of Taiwan between tomorrow evening and Thursday (25 July) morning, then exit the Philippine Area of Responsibility (PAR) hours later. Outside the PAR, CARINA will cross the Taiwan Strait and make landfall over southeastern China on Thursday afternoon or evening.
โ€ข CARINA is forecast to steadily intensify and may reach its peak intensity prior to its landfall over Taiwan due to favorable environment. Rapid intensification remains likely. Its landfall over northern Taiwan will trigger a weakening trend for the rest of the forecast period.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

CARINA has maximum sustained winds of 110 km/h near the center, with gusts reaching up to 135 km/h. The central pressure is recorded at 985 hPa.

In a significant gesture of support for the agricultural sector, President Ferdinand R. Marcos Jr. allocated more than P300 million in assistance to farmers and fisherfolk during his visit to Luna, Apayao today. This assistance encompasses a variety of crucial resources aimed at bolstering agricultural productivity and sustainability in the region.

The aid package includes farm machineries, seedlings, subsidies, loans, and other essential interventions under various programs led by the Department of Agriculture and its attached agencies. These initiatives are designed not only to enhance agricultural output but also to uplift the livelihoods of rural communities dependent on farming and fishing.

During his visit, President Marcos Jr. also distributed approximately P270 million worth of Presidential Assistance to Farmers, Fisherfolk, Families (PAFF). This initiative will benefit a total of 27,185 individuals across the Cordillera region, with 5,351 beneficiaries specifically from Apayao province. The PAFF program aims to provide direct financial assistance to farmers and fisherfolk, empowering them to withstand economic challenges and invest in their agricultural enterprises.

In his address to the community, President Marcos Jr. underscored the government's commitment to creating a , emphasizing sustainable development and inclusive growth in rural areas. He highlighted the importance of empowering farmers and fisherfolk with the tools and resources they need to thrive amidst evolving economic landscapes.

Tabuk City, Kalinga- In a significant move to enhance healthcare accessibility, the Malasakit Center of Kalinga was inaugurated on Tuesday, July 16, 2024, at the Kalinga Provincial Hospital. The ceremony was led by Undersecretary Maria Rosario Singh-Vergeire of the UHC Health Services Cluster 1.

Jose Luis De Vera Allegre, Administrative Officer III of the Malasakit Program Office, announced that this center is the 166th Malasakit Center in the Philippines and the seventh in the CAR Region. The Malasakit Center aims to assist eligible patients by providing services in public hospitals.

In her speech, Vergeire highlighted that the Malasakit Center is a project championed by Senator B**g Go to provide immediate help and support to citizens. She emphasized that this initiative results from close collaboration between four key agencies: the Department of Health (DOH), the Department of Social Welfare and Development (DSWD), the Philippine Charity Sweepstakes Office (PCSO), and the Philippine Health Insurance Corporation (PhilHealth).

The Malasakit Center aims to streamline the process of obtaining medical assistance in hospitals through a one-stop-shop system. Patients and their families can directly coordinate with representatives from each agency to expedite the processing of necessary documents and the assistance they need.
Vergeire noted that previously, many citizens, especially those with limited financial resources, struggled to access medical services. She added that a significant number of Filipinos do not receive proper care due to financial constraints.

The Malasakit Center seeks to consolidate all necessary government assistance to address the medical needs of every Filipino, particularly those on the margins of society. It is expected to reduce the barriers faced in obtaining medical services.
Through the Malasakit Center, access to medical services is anticipated to be more efficient. The DOH will provide the necessary medical support and services, while the DSWD will assist indigent patients who cannot afford their treatment. The PCSO and PhilHealth will contribute to funding and providing financial aid to patients in need.

The opening of the Malasakit Center is expected to improve healthcare services for all, giving more people the opportunity to receive the necessary medical assistance without worrying about the high costs.

The event was also attended by Governor James Edduba, Vice Governor Jocel Baac, a representative of Senator B**g Go, and officials from the DOH, DSWD, PCSO, and PhilHealth Regional Office.

July 11, 2024 - Kalinga, Philippines- After experiencing drier conditions than usual this July, Kalinga province is preparing for a shift in weather patterns that could bring relief in the coming months. According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) Northern Luzon, Kalinga is expected to see normal to above-normal rainfall from August through December.
The forecast, unveiled during PAGASA's Looming La Niรฑa Forum on July 9, outlines the anticipated rainfall percentages compared to normal levels: 73.1% for July, 91.1% for August, 95.9% for September, 114.6% for October, 117.7% for November, and 155.7% for December.

Remedios Ciervo, senior weather specialist at PAGASA, highlighted that there is a 50% chance of La Niรฑa developing from September to November 2024. The phenomenon is most likely to manifest during October to December 2024 and could extend into January to March 2025. PAGASA had previously issued a La Niรฑa Watch alert in anticipation of these conditions.

The potential onset of La Niรฑa typically leads to increased precipitation in the affected regions, which could bring both benefits and challenges to agricultural activities and water resource management in Kalinga.
Local authorities are urging residents and stakeholders to stay updated on weather advisories and to prepare accordingly for the expected changes in rainfall patterns. With the onset of the rainy season and the continued occurrence of dengue cases since January, the City Health Services Office (CHSO) staff once again reminded the public to be proactive and to resume the usual steps to prevent the spread of this deadly disease.
According to their records, dengue cases reported by the CHSO from January to June of this year have decreased to 104 cases, which is equivalent to a 24.6% drop compared to the 138 cases recorded during the same period in 2023.
However, despite the decrease in cases, Engr. Smith Dawaton of the CHSO Sanitary Division emphasized the importance of regularly implementing the 4S Strategy, especially targeting the breeding grounds of mosquitoes during the rainy season.
In addition to 'Search and Destroy,' the 4S Strategy against dengue includes 'Secure Self Protection' against mosquito bites; 'Seek Early Consultation' when experiencing dengue symptoms; and 'Say Yes to Fogging' as a measure against dengue outbreaks.
Meanwhile, Mia Diasen of the CHSO informed that their office has recorded weekly consecutive dengue cases in the barangays of Bulanao, Ipil, Lucog, Malin-awa, and Nambucayan.
Diasen reminded parents to constantly watch their children while playing during the day, as dengue-carrying mosquitoes known as Aedes Aegypti bite during the daytime.
If symptoms of dengue such as fever, flu, headache, body rashes, mild bleeding from the nose or gums are experienced, Diasen advised to immediately go to the nearest rural health center or hospital for prompt treatment.
Based on the overall data from the Department of Health - Cordillera Administrative Region, dengue cases in the region have increased to 3,922 from January to June this year, a 71% rise compared to the previous year.
However, Kalinga Province recorded a decrease of over 24% or 130 cases this year compared to 170 cases last year.

In anticipation of the rainy season and the potential onset of La Niรฑa, the Cordillera Regional Disaster Risk Reduction and Management Council (CRDRRMC) has emphasized the critical role of local government units (LGUs) in bolstering disaster preparedness across the region.
During the 2nd Quarter Full Council meeting, Department of the Interior and Local Government Regional Director Araceli San Jose, who also serves as the CRDRRMC vice chairperson for disaster preparedness, reiterated the council's reminder to LGUs. Director San Jose stressed the importance of proactive measures to mitigate risks and ensure the safety and welfare of communities. She emphasized the need for LGUs to enhance early warning systems, conduct pre-emptive evacuations in high-risk areas, and strengthen coordination with relevant agencies to facilitate swift response and assistance.
The CRDRRMC underscored the significance of community engagement and the active participation of residents in disaster preparedness efforts. Training programs for disaster response teams and continuous public awareness campaigns were highlighted as crucial initiatives to empower communities to effectively respond to emergencies.
