Guided by the unyielding currents of change and the strength of solid ground, we prepare with unshakable determination, our belief being that today's actions determine tomorrow's world.

Derived from the union of two powerful concepts: Orca (a solemn oath) and Khemeia (to pour together), Orchemeia made the solemn and sincere oath as individuals to pour our efforts in bettering the future for the small-scale fishers that continue to be oppressed and marginalized. Just as the art of alchemy depends on different elements reacting together, Orchemeia is the amplified reaction of a clashing of different personalities and backgrounds synthesized and united under a greater cause.

Aman Sinaya, the goddess of the sea, embodies the strength and wisdom of the depths. Aman Sinaya is a protector and a guide for those who rely on the sea and for those who have been left behind or ignored, especially our Filipino fisherfolk. Like the goddess Aman Sinaya, we are committed to advocating for the marginalized, to amplify the voice of the oppressed, and to be a beacon of hope for justice and fairness. Following the eternal beat of the sea, we will bring the knowledge of the tides and the power of the ocean to overcome the obstacles and make sure that every voice, even the smallest one, will be heard and valued.

As the avatars handpicked by goddess of the seas to side with the oppressed and marginalized fisherfolk, we shall be the tangible ideals and agents of Aman Sinaya enforcing her will and desire to protect her constituents. Motivated by the unbalanced scales of equality, the sword of justice shall guide our hands and hearts, led by the moral compass of the call of the Filipino masses and fisherfolk.

In 2024, Philippine fisheries production faces troubling declines. Compared to 2023, fisheries production dropped by 0.5%, 6.02%, and 5.1% in the first three quarters. This downward trend reflects the impact of climate change, overfishing, closed seasons, and extreme weather conditions on our seas. Moreover, the current surge of societal concerns are also posing peril to the livelihood of our fisherfolks.

From the looming impacts of climate change to restrictive policies and overexploitation of resources, the struggles of Filipino fishers, especially those in municipal waters, have reached a critical tipping point. An alarming issue that we cannot turn a blind eye to is the Malabon RTC ruling by the Supreme Court allowing commercial fishing vessels into the municipal waters, putting municipal fisher’s livelihood at stake.

Amidst the resiliency that we Filipinos have adapted to, it is during these times we should take extra steps forward in demanding accountability and long-term solutions. Promoting and practicing sustainability for our seas also means investing and fighting for the rights and welfare of our fisherfolks. In this era where the fisheries industry is becoming blatantly overlooked, there is no more room left in settling for poorly-made band aid solutions.

The UP Fisheries Guild remains steadfast in our commitment to fight for the welfare of our fisherfolk and the protection of our oceans. We envision a future where the seas are preserved and the fisherfolk are adequately supported. Thus, we present to you the State of Philippine Fisheries in 2024. Stand with us in this advocacy in championing our fishers and a sustainable future for everyone.

With hearts brimming with joy and the spirit of giving, the UP Fisheries Guild brought the magic of the season to Miagao with a spirited caroling event on December 18, 2024. Our melodies filled the air, resounding through the barangays of Mat-y, Tacas, Ubos Ilaya, Ubos Ilawod, Baybay Norte, Baybay Sur, and the UPV Staff House, spreading warmth and merriment to all.

This heartfelt initiative was dedicated to raise funds for the Adopt-a-Barangay program. We are thrilled to share that our harmonious efforts raised a total of 𝐏𝐇𝐏 𝟐𝟏,𝟒𝟓𝟓. Every peso collected promises joy and support for this year's partner community, Brgy. Mambatad in Miagao, Iloilo.

We are profoundly grateful to everyone who opened their doors and hearts to us, and to our dedicated FGians who sang with such passion and joy. Your generosity has not only brightened this Christmas season but has also provided hope and support to those who need it most.

As we reflect on the recently concluded Paskua 2024, we are filled with gratitude for the collective spirit of generosity and unity that characterized this year's celebration. The UP Fisheries Guild and the UPV University Student Council proudly upheld the tradition of the Christmas Tree of Hope, an enduring symbol of our commitment to giving back to the community.

Aligned with the theme, "Pagtuo, Paglaum, Paghigugma: Mga Iwag sang Paskwa," the Christmas Tree of Hope illuminated the season with its brilliance, casting a warm glow across the UPV community. The tree lighting ceremony was a poignant moment that captured the essence of the season, with each star placed on the tree symbolizing a heartfelt contribution. All proceeds will support the dedicated fisherfolk community in Brgy. Mambatad, Miagao, Iloilo.

Last December 16, 2024, the UP Fisheries Guild and the UPV University Student Council brought the spirit of giving to life through the 𝐂𝐡𝐫𝐢𝐬𝐭𝐦𝐚𝐬 𝐓𝐫𝐞𝐞 𝐨𝐟 𝐇𝐨𝐩𝐞 during 𝐏𝐚𝐬𝐤𝐮𝐚 𝟐𝟎𝟐𝟒, celebrated under the theme "𝙋𝙖𝙜𝙩𝙪𝙤, 𝙋𝙖𝙜𝙡𝙖𝙪𝙢, 𝙋𝙖𝙜𝙝𝙞𝙜𝙪𝙜𝙢𝙖: 𝙈𝙜𝙖 𝙄𝙬𝙖𝙜 𝙨𝙖𝙣𝙜 𝙋𝙖𝙨𝙠𝙬𝙖". This year, this cherished tradition takes on a deeper purpose, aiming to support a chosen partner community by purchasing stars for the Christmas Tree. Proceeds from this activity will be benefitted to one of our community outreach program, Adopt-a-Barangay which will partner with the fisherfolk community of Brgy. Mambatad, Miagao.

With heartfelt gratitude, we are proud to share that this year’s Christmas Tree of Hope raised a total of ₱𝟐𝟑,𝟏𝟕𝟎.𝟎𝟎 from the stars purchased. This generous contribution will provide meaningful support to our fisherfolk community affected by Tropical Storm Kristine.

The Supreme Court’s recent decision affirming the Malabon Regional Trial Court’s ruling to allow Mercidar Fishing Corporation, a commercial fishing company, to operate within the 15-kilometer municipal waters—a domain traditionally reserved for municipal fisherfolk—marks a grim turning point for the Philippines' most marginalized sector. With this ruling, the rights of over two million municipal fisherfolk are being eclipsed by the interests of capitalists, and something that municipal and artisanal fishers have long feared has come to pass– their rights to the waters that provide their food and livelihood, the waters intended for them, is being taken away by vested interests.

Is this the quiet erosion of fisherfolk rights or the start of a battle for survival? Only one way to find out.

Small-scale fishers feed millions and support 90% of the 120 million people in global capture fisheries, yet they are excluded from decision-making and participation to drafting policies despite being the key to conservation. Despite their vital contributions, they remain among the most vulnerable, often the poorest of the poor. In the Philippines, where over 2 million rely on fishing for their livelihoods, nearly one-third of fish stocks are overexploited. This highlights the sector’s critical role in society and the irony of a nation surrounded by water but dependent on imported seafood.

Where millions of people rely on a fragile balance between economic growth and ecological preservation — conservation cannot coexist with hunger.

As we celebrate the World Fisheries Day, may this be a reminder to all that the health of our ocean mirrors the health of our society. The sea, once overflowing with abundance, now calls for responsible care and protection.

This is not just about protecting our waters—it’s about safeguarding the dignity and prosperity of those who depend on them. For as we cherish our oceans, we honor the small-scale fishers who sustain them.

Dinig namin ang iyong daing!

The National Students Day Committee (2024), a collective composed of student representatives, organizations, and students, was formed in reaction to the deterioration of administrative concern on student welfare in the University of the Philippines Visayas.

In the years succeeding the COVID-19 lockdowns, the administration has grown increasingly distant with its largest stakeholder and of their affairs, and in critical times that necessitate decisive action, the resulting absence rings alarm bells on the future of the university.
The coalition, upon open and careful dialogues with its fellow students, is resolute in the decision to conduct a Student Walkout on November 15 in line with the observation of the National Students Day on the 17th. Read the student demands and see you on Friday for the first mass walkout since the start of the pandemic!
