𝐀𝐝𝐯𝐢𝐬𝐨𝐫𝐲 𝐟𝐨𝐫 𝐚𝐥𝐥 𝐰𝐢𝐧𝐧𝐢𝐧𝐠 𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧𝐠 𝐊𝐚𝐛𝐚𝐭𝐚𝐚𝐧 𝐜𝐚𝐧𝐝𝐢𝐝𝐚𝐭𝐞𝐬

In light of the recent Supreme Court decision in GR Nos. 263590 and 263673, the Commission on Elections (COMELEC) clarified that once winning candidates have been duly proclaimed and have taken their oath of office, they shall immediately and effectively assume office.

The National Youth Commission emphasized that in the case of successful Sangguniang Kabataan (SK) candidates, Section 27 of RA No. 10742, as amended, imposes an additional requirement before the winning candidate can assume office, specifically, that they must undergo and successfully complete a Mandatory Training to be administered by the NYC and the DILG. ANY SK OFFICIAL, WHETHER ELECTED OR APPOINTED, MUST UNDERGO THE MANDATORY TRAINING PROGRAM BEFORE HE OR SHE CAN ASSUME OFFICE.

Therefore, in addition to the proclamation and oath-taking, winning SK officials are obligated to fulfill the Mandatory Training requirement, which shall be evidenced by the issuance of a Certificate of Training Completion. ONLY UPON THE ACQUISITION OF THIS CERTIFICATE WILL THEY BE ELIGIBLE TO ASSUME THEIR RESPECTIVE OFFICES IMMEDIATELY.
