STATEMENT ON THE RE-OPENING OF THE GPH-NDFP PEACE TALKS

WE STAND FOR PEACE!

The recently concluded talks and signed communique between the Government of the Philippines and the National Democratic Front is a welcome development. We express our support for the revival of the peace talks, but we would like to raise some crucial reservations.

While the progress in dialogue is commendable, it is essential to approach this renewed engagement with a keen awareness of the challenges and complexities inherent in the peace process. We advocate for a cautious optimism that takes into account the following considerations:

1. The historical context of failed peace talks necessitates a meticulous examination of the new frameworks and agendas proposed. It is crucial to ensure that the lessons learned from past negotiations inform the shaping of a more effective and inclusive approach.

2. Acknowledging the strategic setbacks faced by the CPP-NPA-NDF, it is imperative to emphasize that they are currently in no capacity to set preconditions and demands on the government.

3. The release of political prisoners, a topic often intertwined with peace talks, must be approached judiciously. We stress that no political prisoners should be released, and in the absence of a fully operational NDF peace panel and consultants, the appointment of new consultants becomes a prerequisite for the progress of the peace talks.

4. The prospect of a ceasefire agreement demands careful consideration. It is essential that any ceasefire clearly outlines the commitment of the CPP-NPA-NDF to refrain from engaging in activities such as mass base recovery, agrarian revolution, and party building. This specificity is crucial for building trust and preventing potential misinterpretations.

5. The role of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) should not be dismissed but rather strengthened. Addressing localized peace engagement and immediate issues that fuel insurgency is a critical aspect of the overall peace-building strategy.

6. We advocate for prioritizing localized peace engagement over national peace talks to more directly address burning issues affecting communities. This approach can lead to a more nuanced and responsive resolution to the root causes of conflict.

7. The sincerity and commitment of the CPP-NPA-NDF in ending armed struggle must be a central focus during these talks. There should be a genuine exploration of their potential for transformation and reintegration into mainstream society, ensuring the dignity of their involvement in addressing social, political, and economic issues through peaceful means.

While supporting the re-opening of the GPH-NDFP peace talks, we emphasize the importance of a comprehensive and inclusive approach. It is our hope that these reservations are considered thoughtfully and that the negotiations lead to a just, humane, and lasting peace in our country.

PBBM grants amnesty to rebel and insurgent groups to foster lasting peace

β€œThere is hereby created the National Amnesty Commission, hereinafter referred to as the Commission, which shall be primarily tasked with receiving and processing applications for amnesty and determining whether the applicants are entitled to amnesty under *Proclamation Nos. 403, 404, 405 and 406*,” the President’s EO read.

The Commission created under EO No. 125 shall continue to exist and will be dissolved upon completion of its mandate or as may be determined by the President.
Under Proclamation No. 403, President Marcos granted amnesty to the members of the Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade (RPMP-RPA-ABB) who have committed crimes punishable under the Revised Penal Code and special penal laws, specifically those committed crimes in pursuit of their political beliefs, whether punishable under the Revised Penal Code or special penal laws.

The Proclamation, however, shall not cover kidnap for ransom, massacre, r**e, terrorism, crimes committed against chastity as defined in the Revised Penal Code, crimes committed for personal ends, violation of Republic Act (RA) No. 9165, or the Comprehensive Dangerous Drugs Act of 2002, grave violations of the Geneva Convention of 1949, and genocide, crimes against humanity, war crimes, torture, enforced disappearances, and other gross violations of human rights.

We’re happy to know the creativity of our soldiers from the 25th Infantry Fireball Battalion led by LtCol. Michael Aquino. As reported by him, they converted some of our KM trucks to Mobile Learning Centers for Kinder to Grade 2 levels benefitting more than 1,000 students in several schools in remote places within their area of operation (AOR). Matapos ang ilang serye ng pagbubuo ng konsepto at plano para sa sustainment at tuluy-tuloy na pagbabago at pagsusulong ng progreso at kaunlaran ng ating mga Former Rebels mula sa mga Komunidad na apektado ng armadong pakikibaka sa pagitan ng CPP-NPA-NDF at pamahalaan, ngayong araw ay ganap ng ibinukas sa pamahalaan at iba’t ibang ahensya ng gobyerno ang KAPPIA, Inc. o Kindling Actions for Peace, Progress and Inclusive Advocacies, Incorporated.

Ang KAPPIA ay isang Non-Government Organization na binuo ng mga Former Rebels na naglalayong tugunan at resolbahin ang ugat ng armado tunggalian. Layunin nitong maging tulay sa pag-aabot ng Socio-ekonomikong serbisyo sa mamamayan at sustenidong pagbabago sa pamayanan upang hindi na muling mahikayat pa ng CTGs ang mga conflict affected barangays at magkaroon ng tuluy-tuloy na kaunlaran sakanilang mga komunidad..

Sa pakikipagtulungan at ugnayan sa iba’t ibang ahensya ng gobyerno mas maayos na maipapaabot ang hinaing at kahilingan ng mamamayan. Kaisa rin ang mamamayan sa pagsusulong para sa tunay na pagbabago at kaunlaran sa ating Komunidad..

Ang planong inihahapag ng KAPPIA ay tumutugon sa pangangailangan ng mga conflict affected na mga barangays na nabuo sa pamamagitan ng pagdulog at pakikipagtulungan ng mga Former Rebels o Peace Advocates mula sa iba’t ibang Probinsya.

Nawa ay sama-sama nating isulong ang tuluy-tuloy na pag-unlad ng bawat pamayanan at maging kabahagi sa makabuluhang pagbabagong panlipunan.

BARANGAY MAPULOT, Tagkawayan, Quezon - Dakong alas syete ng umaga ika-01 ng Setyembre 2023, habang nagpapatrolya ang walong ( 8 ) CAFGU na pinamumunuan ng isang (1) sundalo ng 85IB sa Sitio Pag- asa, Brgy. Mapulot malapit sa hangganan ng Tagkawayan, Quezon at Labo, Camarines Norte, nakasagupa ang mga Teroristang NPA mula sa Bicol gamit ang Improvise Explosive Device (IED).

Tinatayang tumagal ng 30 minuto ang palitan ng putok at nagresulta sa pagkasawi ng limang (5) Citizen Armed Forces Geographical Unit (CAFGU) Active Auxiliary at pagkasugat pa ng apat (4) kasama ang squad leader. Kaagad namang nadala sa malapit na pagamutan ang mga nasugatan habang patuloy ang pagtugis ng kapulisan at kasundaluhan sa mga nagsitakas na NPA pabalik sa direksyon ng Bicol Region.

Bagamat may mga nasugatan at nagbuwis ng buhay para sa pagpapanatili ng kapayapaan, bigo pa rin ang Komunistang NPA na makapasok sa mga komunidad ng lalawigan ng Quezon.

Ito ay panawagan sa lahat ng nananawagan na ilitaw sila Michael Cedrick Casano at Patricia Nicole Cierva, sila po ay hindi mga simpleng organisador ng kabataan, peasant and environmental advocates o mga Human Rights Advocates sila ay mga kabataang naging kasapi ng CPP-NPA-NDF. Hindi rin po sila β€œMARAHAS NA DINAKIP” bagkus ay SUMUKO sila sa pamahalaan. Bunsod na rin ng sunud-sunod na labanan at pagkasawi ng mga dating kasamahan at pagbaba ng mga natitira pang miyembro. Sa kasalukuyan ay dumadaan po sila sa tamang proseso ng pagsuko upang linisin ang kanilang pangalan at makabalik sa mainstream society. napakarami pong nais na magbalik-loob at kailangan po nila ng tulong upang tuloy-tuloy na pong matapos ang digma at insurhensiya sa ating bansa.

Bago pa man ay nakipagugnayan na po ang ating kasundaluhan at pamahalaan sa kanilang mga pamilya upang matiyak ang kanilang kaligtasan at nakakatuwa pong sabihin na maging ang pamilya ng mga FRs ay tumitindig upang labanan ang ginagawang recruitment sakanilang mga anak.

Kaya sa mga nagnanais na magbalik loob at sumuko ay bukas-palad po ang ating pamahalaan sainyo. Kabilang sila Pat Cierva at Ced Casano sa 20 mga dating miyembro ng CPP-NP-NDF na sumuko sa lalawigan ng Cagayan.

Muli, magsilbi nawa itong paalala at aral sa bawat mamamayang Pilipino na patuloy na akayin ang Kabataang Pilipino sa landas na siya ang magsisilbing PAG-ASA NG BAYAN.

Bago matapos ang araw na ito, nais ko pong magpasalamat sa lahat ng nakaalala, bumati, mga kakilala, sumusuporta, mga kaibigan, mga nagmamahal. Maraming Salamat sa Task Group Baguio, 5th CMO "Kabalikat" Battalion, 5ID, PA at Youth For Peace Baguio Chapter na kasama ko pong nagdiwang ng aking kaarawan at sabay-sabay na naglunsad ng Peace Convention upang isulong ang Adbokasiya ng Kapayapaan para sa ating bansa at Kundenahin ang 54 years ng Terorismo ng NPA.

11 years ko nang hindi ipinagdiriwang ang aking kaarawan ngunit muli na naman itong naging makabuluhan na kasama kayo at ang mamamayan ng Baguio City.
