Heavy to intense (7.5-30 liters/meter² per hour) rainshowers with lightning and strong winds due to thunderstorms are expected over
Cebu (Lapu-Lapu City, Mandaue City); and nearby areas
within 30 minutes to an hour.

The above conditions are being experienced in Cebu (mountain brgys of Liloan); Southern Leyte (Tomas Oppus); Samar (Basey, San Jorge); Eastern Samar (western portion of Borongan City); which may persist within 1 to 2 hours and may affect nearby areas.

All are advised to take precautionary measures against the impacts associated with these hazards which include flash floods and landslides. Keep monitoring for updates.

Giila ang biktima nga si Rhea Mae Tucmo, 20-anyos, nagpuyo sa Pooc, Mandaue.

Ang biktima gisulod sa karton, gigapos sa packaging tape ug giputos ug habol nga puti.

Sa pag-abli sa pulis, makita ang nawong nga dili na mahitsura samtang ang mga kamot ug tiil gibaatan og straw ug gigapos usab og alambre ang mga kamot.

Dunay parte sa lawas sa biktima nga dunay mga bun-og nga timailhan nga gitorture kini.

Nasayran nga usa ka gwardiya nga paingon moduty ang nakabantay sa karton kagahapon sa buntag apan wala lang panumbalinga.
