*NTF-ELCAC Co-Vice Chair Año Welcomes Oslo Joint Communique, Vows to Advance the Gains Against CTGs*

The Co-Vice Chairman of the National Task Force To End Local Communist Armed Conflict (NTF-ELCAC) Secretary Eduardo M. Año welcomed the recent exploratory talks between Philippine Government and the National Democratic Front on 23 November 2023, in Oslo, Norway.

In a statement Año said, "The NTF-ELCAC will sustain gains and further advance the delivery of basic services, access to livelihood opportunities and complete the infrastructure development projects in isolated, conflict affected communities."
He averred that exploratory talks should not be subject to any preconditions on ceasefire, release of political detainees, and lifting of terrorist designation.

The NTF-ELCAC Co Vice Chair says the government will not relent in defending citizens from the threat of communist terrorist groups by maintaining peace and order. He emphasized it is of upmost importance to secure the life, liberty, and properties of all Filipinos through focused military operations and law enforcement to prevent lawlessness and bloodshed.

"The Armed Forces of the Philippines and PNP will continue with its campaign to defeat all armed threats to the country, including the NPA. They will continue to sustain its operational tempo to further weaken the NPA’s capacity to sow violence in their last remaining influenced communities," Año said.

He further added that the task force will continue to prioritize the dismantling of the 20 remaining weakened guerilla fronts.

From 89 active guerilla fronts five years ago, NTF ELCAC whittled down the 55 year old terrorist group to zero active guerilla fronts. This was largely achieved through the principle of Whole of Government effort and Whole of Nation participation. This approach has become the beacon of a real and productive engagement which has led to unprecedented peace and security in previously conflict torn areas.

"We cannot and will not stop pursuing peace. We do not seek to stamp out our fellow Filipinos who have been duped into committing terroristic acts by false ideology, but rather aim to lift them up to work with them hand in hand as brothers and sisters in nation building," said Año.

Nevertheless, Año assured that the NTF ELCAC will work for the closure of the communist armed struggle, mindful that the rebels are still Filipinos entitled to amnesty. He added that, ultimately the overarching goal is true reconciliation where former rebels successfully rejoin mainstream society and become productive citizens of the country.

On "Red-Tagging"

Simply put, we need to continue to expose the truth about the duplicitous nature of certain organizations and personalities connected with the Communist Terrorist Groups (CTGs)..... in order to provide the Filipino people an opportunity to exercise their right to an informed choice... a choice that would not lead them to harm themselves, their families and the communities where they live in. If we, in the government, will not do these, we would be remiss in our constitutional mandate in protecting the people.

If in our performance of such duties one feels violated, there are existing legal mechanisms that they can always resort to.

Now, if we go along with the CTGs branding and narrative on "red-tagging" we might be unconsciously aiding their effort to dishearten or silence those who are passionate and courageous enough among us in exposing the CTGs deception to further their armed revolution.

We are in a propaganda war against the CTGs, and the best way to win this war is to tell the truth!

The final battle against the CTGs would not be fought in the hinterlands, it will be fought in the urban areas! Not with guns and bullets this time, but with the HEART to genuinely protect the people, and with the MIND to pursue inclusive development!

With the help and understanding of peace-loving Filipinos, this can be done... and be done soon!

Statement of the National Task Force to End Local Communist Armed Conflict

The NTF-ELCAC hails President Ferdinand Marcos Jr.’s signing of Proclamations 403, 404, 405,and 406 for former rebels as a testament to the government’s unwavering commitment to unity, peace and justice toward genuine development.

The Task Force is committed to work and expedite the full implementation of the Proclamations that grants amnesty for former members of various rebel groups.

This is the moment that we all have been praying for our brothers and sisters who were blinded by their lost causes, particularly the Communist Party of the Philippines-New Peoples Army-National Democratic Front (CPP-NPA-NDF) and the Rebolusyonaryong Partido ng Manggagawa ng Pilipinas (RPMP) to be formally reintegrated into mainstream society.

In issuing these Amnesty Proclamations, the President recognizes the complexity of our nation's history and the diverse narratives that have shaped it. The amnesty initiative seeks to weave together the threads of justice, reconciliation, understanding, unity, and progress, transcending past grievances towards a shared vision of a unified and peaceful Philippines.

We thank the President for always walking the talk with a clear vision rooted in the principles of reconciliation and unity.

The amnesty serves as a bridge toward healing and reintegration for individuals who once stood on opposing sides of armed conflict. It is imperative to emphasize the profound commitment to justice and societal healing embedded within this amnesty program.

We call on the last remaining members of the CPP-NPA-NDF and RPMP to give up the armed struggle and formally return to the folds of the law, embrace this opportunity to finally reunite with their families, loved ones, and communities and become productive and peaceful members of our society once again. Let us move forward together, transcending past conflicts and differences, towards a future where peace reigns supreme. President Ferdinand R. Marcos Jr. on Thursday ordered all government agencies to fast-track the relief operations and other assistance to flood victims in Northern and Eastern Samar as he met the officials to personally oversee the government’s preparations.

He was initially set to land in Catarman but the inclement weather prevented him from going to the area, prompting him to conduct a situational briefing with Samar officials via Zoom in Tacloban City instead.

In a situation briefing, President Marcos said the Department of Public Works and Highways (DPWH) should ensure that all roads are passable to allow faster distribution of food packs and relief goods to flood victims.

“The public works – as soon as the public works is able to enter, do the necessary repairs so that bigger vehicles can enter – as soon as it’s passable all efforts can go in and do the repairs necessary,” President Marcos said in a situation briefing in Tacloban City on Thursday morning.

“We are doing everything that we can. But let’s work with those who are in the evacuation centers – pati na ‘yung mg nasa bahay pa … we have to go and make sure that they get the food packs, they get sufficient water supply,” the President added.

Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian said they have already prepared over 100,000 food packs for distribution to the affected families in Eastern and Northern Samar.

Gatchalian added they are also finalizing the list of the affected families and individuals whose houses were either totally or partially damaged. This will be the basis of the financial assistance they will receive from the government to start rebuilding their houses.

Before concluding the meeting, President Marcos said the Department of Agriculture (DA) will provide the necessary assistance to the affected families and will distribute seedlings and other agricultural products. *PND*

Just in: Situation Briefing with President Ferdinand Marcos Jr. on the effects of the Shear line and LPA in Northern Samar and Eastern Samar.

The supposed arrival of PBBM in Catarman this morning was cancelled due to inclement weather, as stated by the PSG and PBBM Team, there was a zero visibility in Catarman, thus, they decided to land instead at Daniel Romualdez Airport in Tacloban City.

Around 10:00 this morning, the briefing started via Zoom discussing the effects, on-going efforts of the two provinces and their plans for their respective areas. This virtual conference allowed members of the Province of Northern Samar represented in by Governor Edwin Ongchuan to express the situation of Nortehanons and their continuing efforts for response and rehabilitation.

According to Gov. Onchuan, based on the latest report, there are 337, 314 individuals affected by this massive flooding which is the major result of non-stop rain for three days in the province.

Affected municipalities such as Lavezares, Mapanas, Palapag-Municipal, Bobon, Laoang, Catubig, Lope De Vega Municipal, and Municipal Government of Catarman, Municipality of Silvino Lubos , San Antonio. Their Local Chief Executives were present in this briefing.

Meanwhile, Eastern Samar Vice Governor Maria Caridad Goteesan reported the worst effects in some of the municipalities such as Arteche, Jipapad , among others, and are in need of food and shelter assistance.

Gov. Goteesan shared his insights the reasons for this occurrence which is climate change. She strongly believes that this is because of human activities and climate change which needs to be resolved holistically.

The two governors asked assistance from government agencies for rehabilitation and relocation of displaced families where houses were displaced and cannot be rebuilt.

Gov. Ongchuan encouraged all agencies to make a move for both immediate response and long-term plan of action for Northern Samar and it's people, he said "this must be a whole of province approach"

Power Update in Northern Samar!

Acting General Manager Hector Tabilisma of Norsamelco released this information this morning;
"For initial update on damage to our distribution system, we placed it at around P80m to include submerged kwh meters (around 40,000 pcs) damaged distribution transformers, toppled poles and revenue losses. Only around 30k out of our 110k MCOs are so far with light right now due to still deeply flooded areas within our area coverage. We will be very careful in restoring lights to areas with submerged housewiring installations to avoid fire and untoward incidents. For info."

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) takes strong exception to the call made by Dr. Ian Fry, visiting UN Special Rapporteur on human rights in the context of climate change, to “disband” the NTF ELCAC based on allegations of violations against environmental human rights defenders.

Fry, in his capacity as a UNSR on a country visit, has been given the freedom to move and inquire on matters related to his mandate. But apparently, due to reasons beyond us, he has not exercised this to its full potential. In the interest of fairness and justice, he should have raised his concerns with us to ensure that he has full appreciation of the body’s mandate, operations, and over-all directions. Sadly, even if he had issues on the NTF ELCAC that are relevant to his report, he did not find time to do so.

We wish to assure him that the NTF-ELCAC is a working and effective human rights mechanism founded on the principles of good and inclusive governance and we could have helped him define it in his study. Specifically, we would have been able to provide valuable inputs on how the NTF-ELCAC has brought peace and development in far-flung communities, many of which are indigenous cultural communities greatly affected by the impact of climate change, apart from being victims of violent extremists and terrorists.

Relatedly, we could have assisted him in engaging with our stakeholders who are peace and human rights stakeholders and defenders. We could have informed him of the NTF-ELCAC’s flagship programs, advocacies, and thrusts to achieve genuine peace, unity and development, especially in geographically isolated and disadvantaged areas that once served as hotbeds of communist terrorism.

Therefore, in the absence of this clarificatory engagement with the NTF-ELCAC, Fry’s report must be deemed incomplete. Clarity in context is required to enrich his report and render the same relevant.

Reiterating that Fry has had a very limited time in his visit, we extend an open invitation to him for a dialogue in the near future before he finalizes his report. We would consider his acceptance of this offer as an indication to truly preserve the integrity of his mandate to engage States on matters of human rights in an inclusive, impartial, and non-discriminatory manner. # # #

Statement of the National Task Force-West Philippine Sea
November 10, 2023, Manila

At 0730H, today, 10 November 2023, China Coast Guard (CCG) and Chinese Maritime Militia (CMM) vessels recklessly harassed, blocked, executed dangerous maneuvers in another attempt to illegally impede or obstruct a routine resupply and rotation mission to BRP SIERRA MADRE (LS 57) at Ayungin Shoal. CCG vessel 5203 deployed water cannon against Philippine supply vessel M/L Kalayaan in an illegal though unsuccessful attempt to force the latter to alter course. Supply boats Unaizah Mae 1 (UM1) and M/L Kalayaan were also subjected to extremely reckless and dangerous harassment at close proximity by CCG rigid-hulled inflatable boats (RHIB) inside Ayungin Shoal lagoon during their approach to BRP Sierra Madre. Nonetheless, both supply boats were able to successfully reached LS 57.

The Philippine Embassy in Beijing has demarched the Chinese foreign ministry and protested these actions. The Department of Foreign Affairs has also reached out to them and conveyed our protest directly through the Maritime Communications Mechanism. We firmly insist that Chinese vessels responsible for these illegal activities leave the vicinity of Ayungin Shoal immediately.

We condemn, once again, China’s latest unprovoked acts of coercion and dangerous maneuvers against a legitimate and routine Philippine rotation and resupply mission to Ayungin Shoal, that has put the lives of our people at risk. The systematic and consistent manner in which the People’s Republic of China carries out these illegal and irresponsible actions puts into question and significant doubt the sincerity of its calls for peaceful dialogue.

The Philippines, for its part, has acted responsibly, consistent with a rules based international law, on the basis of UNCLOS and the 2016 Arbitral Award. Peace and stability cannot be achieved without due regard for the legitimate, well-established, and legally settled rights of others.
