Signing Ceremony of the Implementing Rules and Regulations (IRR) of the Magna Carta of Filipino Seafarers
Fulfilling the Administration's vision to enhance further the protection, welfare and empowerment of the nation's seafarers โ who have long been the backbone of global shipping โ President Ferdinand R. Marcos Jr. witnesses the signing of the Implementing Rules and Regulations (IRR) of the Magna Carta of Filipino Seafarers in a ceremony at the Kalayaan Hall in Malacaรฑan Palace on January 8, 2025.
Enacted on 23 September 2024, Republic Act (R.A.) No. 12021 or 'An Act Providing for the Magna Carta of Filipino Seafarers' aims to protect the rights and welfare of both domestic and overseas Filipino seafarers and promote their full employment.
It guarantees equal opportunities within the maritime industry, irrespective of gender or belief, and ensures access to education, training and development in accordance with prevailing domestic and international laws, standards and conventions.
The final version of the IRR consists of 22 Rules that establish a comprehensive framework to implement the principles outlined in the Magna Carta, including its four (4) key provisions: Strengthening Seafarers' Rights and Welfare, Promoting Equality and Inclusion, Advancing Maritime Education and Training, and Ensuring Accountability.
The Department of Migrant Workers (DMW) and the Maritime Industry Authority (MARINA), along with various government bodies such as the Department of Labor and Employment (DOLE), Department of Transportation (DOTr), Commission on Higher Education (CHED), Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA), and other maritime institutions will begin developing detailed policies and guidelines. These will be based on the outcomes of the three-month consultation period and are intended to fully implement the Magna Carta and its IRR.
