CAMP ALAGAR, Cagayan de Oro City- Six individuals involved in a recent carnapping incident in Villanueva, Misamis Oriental were apprehended by the personnel of Baloi Municipal Police Station on January 31, 2024, at N and N Hardware, Brgy. West Poblacion, Baloi, Lanao del Norte.

The suspects, all residents of Matungao, Lanao del Norte, were arrested after they were captured at the aforementioned place with the carnapped motor vehicle.

Using the GPS installed in the motorcycle, the owner tracked the unit and immediately called Baloi MPS, informing them that his motorcycle/badja was carnapped in San Martin, Villanueva, Misamis Oriental, and was traveling in their area.

In a swift response from Baloi MPS, the police located and arrested the suspects, matching the recovered vehicle with the victim's description.

The arrested suspects and the recovered motor vehicle are now under the custody of Villanueva Municipal Police Station, Misamis Oriental Police Provincial Office for further disposition. They are also under investigation for their alleged connection to car thefts not only in Misamis Oriental but also across the entire region, to include their network.

A case for violation of R.A. No. 10883, otherwise known as New Anti-Carnapping Act of 2016, will be filed against the suspects.

PBGEN RICARDO G LAYUG JR, Regional Director of PRO10, lauded the operating unit for the immediate response, leading to the successful recovery of the vehicle and arrest of the suspects.

CAMP ALAGAR, Cagayan de Oro City - Approximately PhP817,751.60 worth of methamphetamine hydrochloride, commonly known as shabu, was seized during the ex*****on of the anti-illegal drugs campaign from January 25 to 31, 2024, across the region.

A total of 83 illegal drug operations were conducted, leading to the apprehension of 91 individuals and the confiscation of more or less 120 grams of shabu.

PBGEN RICARDO G LAYUG JR, Regional Director, reiterated PRO10's steadfast commitment to the campaign against illegal drugs and other forms of criminality.

"We will not slow down nor stop with our campaign to make Northern Mindanao a drug-free community and a peaceful place to live," he said.

In the same period, PRO10 made significant strides in other areas of law enforcement. In the campaign against wanted persons, a total of 125 individuals were apprehended, comprising 16 most wanted persons and 109 other wanted persons.

In anti-illegal gambling, nine operations were conducted, resulting in the arrest of 19 individuals and the confiscation of PhP5,416 worth of illegal gambling items.

In addition, in the battle against loose fi****ms (Kontra Boga), PRO10 conducted 56 operations, resulting in the arrest of 11 individuals and the confiscation/surrender/recovery of 33 small arms and six light weapons. Approximately 998 house visitations for Oplan Katok (Bilang Boga) were conducted, resulting in the voluntary surrender of 37 fi****ms for safekeeping.

"These achievements reflect PRO10's holistic approach to maintaining peace and order in the region. We remain committed to our mission and continuously work to create a drug-free community and a safe environment for all residents in Region 10," PBGEN LAYUG JR said. # # #

CAMP ALAGAR, Cagayan de Oro City- The Police Regional Office 10 (PRO10) remains steadfast in its commitment to eradicate insurgency, despite President Ferdinand “Bongbong” Marcos Jr.'s recent announcement that there are no active New People’s Army (NPA) guerrilla fronts in the country as of December 2023.

Even with the reported weakest state of the NPA, PRO10, under the leadership of PBGEN RICARDO G LAYUG JR, Regional Director, stands resolute in intensifying its efforts against insurgency.

“We are intensifying our intelligence monitoring efforts and continuously coordinating with the AFP, law enforcement, LGUs, and relevant stakeholders to proactively address the root causes of insurgency and create a conducive environment for sustained peace and development in the region,” he said.

As a result of its relentless effort against insurgency, PBGEN LAYUG JR. highlighted a recent success of PRO10 in the apprehension of a CTG member on January 10, 2024, through a service of a warrant of arrest at Purok 5, Madaya, Pangantucan, Bukidnon.

CHIEF PNP GEN. BENJAMIN C ACORDA JR., in his interview, underscored the PNP's focus on preventing the resurgence of guerrilla fronts, emphasizing community outreach.

PBGEN LAYUG JR. also said that the Revitalized Pulis Sa Barangay (RPSB) plays a vital role in in ensuring peace, particularly in hinterland areas.

“Ang RPSB kasi ay naroroon at pumupunta talaga sa mga lugar na prone sa deception. Ang nakakaganda lang nito ay we are able to let those people in the hinterland areas feel na mayroong gobyerno na handang tumulong sa kanila, naipaparamdam natin na ang gobyerno ay narito at kakampi nila,” he said.

PRO 10 INTENSIFIED CLEANLINESS POLICY YIELDS ARREST OF PNP PERSONNEL IN CDOC BUY-BUST OPERATION

CAMP ALAGAR, Cagayan de Oro City - The Police Regional Office 10 (PRO10) successfully conducted a drug buy-bust operation leading to the arrest of an active PNP member and another individual in Mahogany St., Carmen, Cagayan de Oro City, on January 17, 2024.

The Regional Police Drug Enforcement Unit 10 (RPDEU-10) identified the suspects as a 32-year-old male, an active member of the PNP assigned in COCPO, and a 25-year-old male, both residents of Cagayan de Oro City. An additional suspect is currently at large.

The apprehension transpired when the poseur buyer, accompanied by a confidential informant, successfully purchased one elongated size of a heat-sealed transparent plastic sachet containing a white crystalline substance believed to be shabu, with a street value of PhP1,000.00.

Recovered pieces of evidence during the operation include three different sizes of heat-sealed transparent plastic sachets containing a white crystalline substance believed to be shabu, weighing more or less two grams, with an estimated Standard Drug Price of PhP13,600.00; one sachet of suspected ma*****na; three unsealed plastic sachets with residue of a white crystalline substance believed to be shabu; one improvised foil used as a gutter; two improvised foils used as totters; two disposable lighters attached with improvised foils used as needles; one aluminum foil roll; one black wallet with an ID, and a Huawei phone.

The arrested suspects are now under the custody of Police Station 4, Cagayan de Oro City Police Office for proper disposition.

Authorities are now preparing a case for Violation of Sections 5, 11, 12, & 15 of R.A. No. 9165 against the three individuals. Additionally, the PNP officer involved will face an administrative case for Grave Misconduct, which carries a penalty of dismissal from the PNP service.

"Our commitment to an intensified internal cleansing program is relentless. This operation is a testament to our dedication to rooting out any wrongdoing within our ranks. Hindi po natin itotolerate ito, bagkus lahat po na gumagawa ng masama at ikasisira ng ating organisasyon, tayo mismo ang unang manghuhuli sa kanila,” he said.

CAMP ALAGAR, Cagayan de Oro City- The Criminal Investigation and Detection Group, Lanao del Norte PFU, along with Bacolod Municipal Police Station and other units, successfully apprehended an individual involved in a kidnapping through the implementation of a Warrant of Arrest at Purok 1, Pagayawan, Bacolod, Lanao del Norte on January 17, 2024.

The accused, identified by the alias Puloy Sanguila, was apprehended for the crime of Kidnapping with Homicide docketed under Criminal Case No. 86-18398 dated January 9, 2024, with no bail bond recommended.

Simultaneously, a Search Warrant (No. 01-2024) was executed for the violation of R.A. No. 10591. The operation led to the recovery of significant pieces of evidence, including a caliber .45 Pistol with an inserted magazine containing four live ammunitions, a caliber .556 baby Armalite with an inserted magazine loaded with ammunition, a bandolier with six magazines for cal 9mm, and a caliber 9mm Ta**us chamber loaded with one live ammunition and an inserted magazine loaded with twelve (12) rounds of ammunition.

The arrested individual, along with the seized evidence, has been taken to the Office of CIDG Lanao del Norte PFU for documentation and proper disposition. A case for the violation of R.A. No. 10591 is currently being prepared against the accused.

Highlights of the activity include the giving of awards to deserving PNP personnel with significant accomplishments and the presentation of plaques of recognition. An audio-visual presentation showcased his impressive background and exceptional journey as a devoted public servant.

CAMP ALAGAR, Cagayan de Oro City- The Police Regional Office 10 is pleased to announce a significant decrease in crime rates for the year 2023. Records show a downward trend of 6.45% or 146 in 8 focus crimes, with a total incident of 2,264 for CY 2022 and 2,118 for CY 2023, signifying the effectiveness of our efforts in maintaining peace and order within the region.

Notably, the 4th quarter of CY 2023 shows a significant decrease of 8 focus crimes from 165 for October, 145 for November, and 114 for December.

The 8 focus crimes include incidents of murder, homicide, r**e, physical injury, theft robbery, carnapping, and complex crimes.

On the aspect of the campaign against insurgency, PRO 10 is relentless. The Communist Terrorist Group (CTG) in Northern Mindanao has been significantly weakened, with no active guerilla fronts due to neutralization and the surrender of CTG members. In CY 2023, a total of 112 CTG members surrendered, and 52 were neutralized. This is the result of the focus military operations conducted by the AFP, more so with the continued conduct of major and minor ISO by the PNP, and the deployment of Revitalized Police Sa Barangay (R-PSB) to Geographically Isolated and Disadvantaged Areas (GIDAS).

Throughout the year, the dedicated police force of PRO 10 has actively implemented various crime prevention strategies, including intensified patrolling, community partnerships, and focused law enforcement operations. These measures, combined with the support and cooperation of the community, have contributed significantly to the remarkable reduction in criminal activities.

PBGEN RICARDO G LAYUG JR, Regional Director, PRO10 reassures the public of the ongoing commitment to the campaign against all forms of criminality to ensure the safety of the community, particularly for tourists.
