𝗣𝗿𝗲𝘀𝗲𝗻𝘁 𝗠𝗼𝘃𝗲𝗺𝗲𝗻𝘁:
South southwestward at 10 km/h

𝗚𝗘𝗡𝗘𝗥𝗔𝗟 𝗢𝗨𝗧𝗟𝗢𝗢𝗞 𝗙𝗢𝗥 𝗧𝗛𝗘 𝗙𝗢𝗥𝗘𝗖𝗔𝗦𝗧 𝗣𝗘𝗥𝗜𝗢𝗗

• This Low Pressure Area is forecast move erratically and may meander near or around its present position in the next 24 hours as it remains highly disorganized. Unfavorable environment may prevent this weather disturbance from significantly organizing during the same period. Afterwards, a slight improvement in the environmental conditions will allow this disturbance to reorganize and re-develop into a tropical depression. During the same period, the system is forecast to accelerate towards the west or west northwestward is forecast to occur. It may enter the PAR region late tomorrow or on early Thursday.
• Should the disturbance re-develop within or enter the PAR as a tropical depression, the domestic name “KABAYAN” will be assigned to it. Within the PAR, this weather system will continue tracking westward until Friday while slowly intensifying. A more northwestward turn during the weekend over the waters east of Mindanao.
• Regardless of its development trend, the interaction between this disturbance and a possible shear line related to the forecast surge of the Northeast Monsoon may result in heavy rainfall over the eastern portion of Mindanao beginning on Friday and over Bicol Region and most of Visayas (especially the eastern portion) beginning on Saturday.
• Gale warnings for coastal waters are currently being issued due to risky sea conditions caused by the surge of the Northeast Monsoon. Aside from rough to very rough seas resulting from the ongoing and forecast surge of the Northeast Monsoon over most of the seaboards of Luzon and the eastern seaboard of Visayas in the next five days, this tropical cyclone is also forecast to bring moderate to rough seas over the eastern seaboard of Mindanao beginning on Friday. Mariners of small seacraft, especially of motor bancas and similarly-sized vessels, are advised to continue monitoring for updates.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to continue monitoring for updates related to this tropical cyclone.

Unless re-development occurs, this is the final tropical cyclone advisory.

In the midst of recent increases in electricity rates across the country, Agusan del Norte Electric Cooperative Inc. (ANECO) has distinguished itself by consistently lowering its electricity rates over the past three months. ANECO managed to achieve a combined reduction of Php 1.6616/kWh for all residential customers from August to October, providing significant relief to consumers.

ANECO operates as a non-stock, non-profit, and service-oriented Electric Cooperative (EC) in accordance with the rules of the Energy Regulatory Commission (ERC), ensuring that distribution rates remain at par with standard costs, resulting in a stable contribution to overall electricity rates.

2. Pass-Through Charges
An important component of ANECO's pricing strategy is a thorough understanding of pass-through charges, particularly those related to power generation, transmission, and government taxes. Notably, ANECO's power is derived from a diverse mix of sources, including hydro and coal power plants, with a significant portion sourced from international suppliers, primarily Indonesia.

3. Generation Power Charges
ANECO's prudent management of its power supply contracts has resulted in consecutive decreases in the Generation Charge, which is attributed to favorable global factors, reduced shipping costs, and stabilizing coal prices. As a result, ANECO has successfully reduced the overall electricity rate by -1.4416 since July 2023.

4. Transmission Power Charges
ANECO has maintained a consistent approach to managing transmission power charges, achieving an overall rate reduction of -0.0969 from July to October, despite minor fluctuations. Notably, recent ERC-mandated changes, particularly the nationwide cessation of NGCP collection of the 3% National Franchise Tax, have played a role in these reductions.

5. Government Charges
Government charges, which have a proportional impact on the total electricity rate, have responded to fluctuations in generation and transmission costs, resulting in overall reductions. Certain regulatory approvals, such as the increased Universal Charge for Missionary Electrification (UC-ME), have offset some of these October reductions.
