PH’s tallest air control tower up by April 2022—CIAC

CLARK FREEPORT, Pampanga - An executive of the state-run Clark International Airport Corp. on Monday, Novenber 8 said a modern 18-storey air traffic control tower building facility at the Clark International Airport is expected to begin operations on April 24, 2022.

“This new tower will be equipped with state-of-the-art technology, has an impressive architectural design, and is an outstanding asset of the government aimed at improving the aviation complex facilities servicing the Clark airport,” CIAC president Aaron Aquino, in a recent site inspection at the civil aviation complex, said.

The P316.4-million tower project was made possible through a funding approved via the General Appropriations Act of 2020 under the account of CIAC’s parent company, the Bases Conversion and Development Authority, Aquino added.
Aquino was accompanied by CIAC Vice President for Operations, Irish Calaguas, during the site inspection with the agency’s project engineers and representatives from the MSV Construction Corp., the contracting company for the project.

“The project started in January this year and, upon completion, will be the tallest in the country—18storeys in height or around 54 meters—much higher than the existing one built in the 60s by the Americans when Clark was still a US Air Force base,” the CIAC chief said.

The control tower at the Ninoy Aquino International Airport is measured at about 40 meters while Mactan-Cebu International Airport’s tower is at 30 meters high.

Aquino also noted the existing control tower needs to be replaced as it is more than 50 years old and has exceeded its intended lifespan alongside line-of-sight issues inconsistent with the national government’s current master plan for the Clark airport.

“Add the new tower with recent CIAC projects such as the new surveillance radar, airfield ground lighting, and the improvements of taxiway and access roads, and we will be able to vastly improve Clark's air traffic control system and allow for increased safety as we anticipate the return to the bustle of air travel worldwide,” Aquino said.

CIAC will also provide office space for the Civil Aviation Authority of the Philippines at the new air traffic control tower building facility.

CIAC is the government agency tasked to manage and develop the 200-hectare Clark civil aviation complex, which is also home to the Clark International Airport run by a consortium called LIPAD, along with around 45 locators engaged in aviation- and non-aviation related businesses. - CIAC-CCO

CIAC’s Provident Fund provides assistance to workers

CLARK FREEPORT, Pampanga -—The top official of Clark International Airport Corp. (CIAC) on Monday, October 25 cited the efforts of the firm’s Provident Fund and Employees Association in extending assistance and benefits to its 113 employees.

Retired General Aaron Aquino, CIAC president and CEO, said the CPFI’s quick resurgence under a new set of officers resulted to the granting of multi-purpose loans for members needing assistance, especially those adversely affected by the COVID-19 pandemic.

The Provident Fund is a savings scheme where monetary contributions from both the government agency and its member-employees serve as a loan facility and provider of supplementary welfare to personnel.

The revival of CPFI is led by its chairperson, Irish “IC” Calaguas, who is also CIAC vice president for operations, and Lilibeth Enriquez, CIAC manager of the treasury department, as vice chairperson and concurrent CPFI president.

Both Calaguas and Enriquez are now on their second term as CPFI officers.

“This is the first time in the agency that the same officers lead both the Provident Fund and the CIAC Employees Association (CEA) and I have my full trust and confidence in the sound fiscal policies of the leadership,” Aquino said.

The CPFI reported that from its 2020 earnings and revenues, it was able to grant various loans to 113 members ranging from P30,000.00 to as much as P200,000.00.

CPFI also distributed monetary dividends to members, paid in advance the health maintenance and life insurance fees with no interest charges, and partially settled its outstanding debts to the government agency.

CIAC’s Provident Fund ceased its loan facility services in 2019 right after the Clark airport’s operations were privatized in 2019 resulting to the CPFI’s drastically reduced membership.

Some 316 out of 434 CPFI member-employees were transferred to the airport’s private operator which prompted the CPFI to subsequently distribute the corporate and personal shares of its members.

CIAC’s Employees Association, on the other hand, provided life and health insurance to the employees, including their family members. -- CIAC-CCO
