At the 23rd Regional Higher Education Press Conference (RHEPC) held last February 5 to 7, 2025, at Palm Cabanas Resort in Arayat, Pampangaโ€“โ€“ another achievement was made by a student from Bulacan State Universityโ€”San Rafael Campus (BulSUโ€”SRC).

Juliene Zoe Landayan, a second-year nursing student from BSN-2B and an Artist in the Pacesetter, the Official Student Publication of Bulacan State University (BulSU), won first place in the Literary Graphic (Digital) among the 500 delegates across the region who competed in individual competitions in the said event.

Landayan stated that her passion for graphic arts began when she was in the 2nd grade of her primary schooling years, in which she already participated in various competitions up until the present.

In venturing this path, Landayan was inspired by their neighbor who often drew at their computer shop. Watching them work sparked her curiosity, leading her to explore and eventually hone her skills in drawing.

Landayan admitted that she only had two hours of training a week before the competition. Despite the limited preparation for this event, she managed to secure first place, proving that her talent and dedication were exceptional.

When asked for advice for aspiring graphic artists, Landayan stated โ€œPursue it. If you want to take this path, train and find inspiration from the people around you until you discover what truly matches your interest.โ€

Showcasing exceptional talent, dedication, and perseverance, BulSUโ€”SRC takes great pride in Landayan for achieving this milestone. With these qualities, Landayan is bound to make even greater strides in her chosen path and continue to serve as an inspiration to many aspiring artists along the way.

Her victory was included in the triumph of the Pacesetter, bagging the 5th Place Overall Best Student Publication in Individual Categories and 2nd Place Overall Best Performing Student Publication in Group Categories and aiming to dominate again in the Luzonwide Higher Education Press Conference (LHEPC) that will happen in Lucban, Quezon this upcoming April. | via Fraulyn Castro, PLUMALAYA

LOOK | The Kababayang Yayakap sa mga Kapus-palad (KaYaKAP) of Bulacan State Universityโ€”San Rafael Campus (BulSUโ€”SRC) extended a helping hand to the children of local farmers through an outreach program at Pulo Elementary School on January 26, 2025.

Titled โ€œEdukasyonal na Kagamitan: Suporta sa mga Anak ng Magsasakang Pilipino sa Kanilang Kinabukasan,โ€ the initiative aimed to address the persistent lack of educational materials among students. KaYaKAP volunteers prepared and distributed school supplies, including notebooks and pencils, ensuring each child received the tools they needed to pursue their studies.

The event was hosted by KaYaKAP Project Manager Angelica Narciso and commenced with an opening prayer led by Vice President Internal Jazmine Cruz. KaYaKAP Founder Darwin Placido then delivered his welcoming remarks, underscoring the significance of small acts of kindness and encouraging students to cultivate compassion and generosity in their lives.

Councilor Reymark Herrera, who generously sponsored snacks for the children, commended KaYaKAP for its dedication to education. He highlighted the importance of supporting young learners and encouraged them to persevere in their academic journey.

The program also featured interactive games such as the newspaper dance, calamansi relay, and "Eh Ikaw?" challenge, fostering camaraderie between students and volunteers. A lively intermission segment allowed children to engage with volunteers through spontaneous performances, adding excitement to the event.

One of the highlights was the distribution of school supplies, ensuring that each student received their much-needed materials. Snacks were also provided to keep their spirits high throughout.

KaYaKAP President Luigie Sanchez concluded the program with an inspiring message, emphasizing that education is more than just achieving high grades, as it is a lifelong journey toward knowledge, growth, and empowerment. He expressed gratitude to the volunteers, Pulo Elementary School administration, and all those who contributed to the programโ€™s success.

In recognition of their collaboration, KaYaKAP awarded Pulo Elementary School with a certificate of appreciation, which Teacher III Lo**ta V. Ortega humbly accepted on behalf of the institution.

In an interview after the event, Ortega shared how the initiative made a difference for their students. โ€œMarami sa aming mga mag-aaral ang nahihirapan dahil sa kakulangan ng mga kagamitan sa paaralanโ€ฆ Ang mga ganitong programa ay nakaka-encourage sa mga bata at nagbibigay inspirasyon upang magsikap sa kanilang pag-aaral,โ€ she said, emphasizing the impact of the outreach effort.

Beyond providing school supplies, KaYaKAPโ€™s outreach program instilled hope and resilience in young learners, reinforcing that education is the key to a brighter future. Through collective efforts and acts of kindness, the organization continues to make a lasting difference in the lives of children who need it most. | via Kimberly Cruz, PLUMALAYA

DEFEND ACADEMIC FREEDOM! DEFEND PRESS FREEDOM!

UNITY STATEMENT OF PLARIDEL GUILD ON DEFENDING CAMPUS PRESS FREEDOM AND THE INTEGRITY OF STUDENT JOURNALISM OF THE SPARK

From December 1 to 7, 2024, The SPARK, the official student-community publication of Camarines Sur Polytechnic Colleges, conducted a mock election, specifically on gubernatorial positions.

The survey employed a rigorous data collection method, ensuring fairness, transparency, and statistical integrity. Only students with verified student numbers participated. Given a total population of 13,936 for the first semester, the sample size of 549 maintained a 95% confidence level, with a ยฑ4% margin of error. Among these respondents, only the 498 students from Camarines Sur were eligible to select their gubernatorial candidate.

Despite adhering to rigorous journalistic standards, The SPARK has faced intense backlash, with critics questioning the credibility of its mock election results. More alarmingly, members of its editorial board have been subjected to personal attacksโ€”clear attempts to undermine independent campus journalism and silence the student press.

Among these attacks is the malicious targeting of Fernan Matthew Hernandez, Associate Editor of The SPARK. His private life has been weaponized in an effort to discredit not only him but the integrity of the publication itself by a strong political figure. This is unethical, unjust, and a direct violation of press freedom and human rights, for studentsโ€™ rights are also human rights.

Therefore, we, the Plaridel Guild, the official alliance of student publications in Bulacan State University, stand in unwavering solidarity with The SPARK against these baseless attacks and unfounded allegations. Any attempt to suppress the free press is an attack on democracy and the studentsโ€™ right to access truthful and independent reporting.

As student publications, we refuse to be silenced by harassment, misinformation, or any sort of political pressure. We remain committed to ethical, fact-based, and fearless journalism that serves not only the student body but the broader community.

To those who seek to undermine the credibility of student publications through false accusations and personal attacks: The truth, whether inconvenient or uncomfortable, remains the truth. Journalism is not and will never be a crime.

We call on all student journalists, media organizations, and press freedom advocates to stand with us in defending campus press freedom, protecting journalists from harassment, and upholding the integrity of free press.

As the streets comes alive with the hues of red and gold, dazzling parades, and lion dances, families around the world welcome the Chinese New Year 2025 (also known as Spring Festival), a year that holds the promise of introspection, renewal, and abundance.

This year, we honor the Year of the Snake, a symbol of wisdom, elegance, and intuition, and is also seen as self-sufficient and capable of conquering challenges in the Chinese Zodiac.

For centuries, Chinese New Year has been a time to honor ancestors, strengthen family bonds, and embrace the traditions that have been passed down through generations. Homes are adorned with intricate decorations, from vibrant red lanterns to auspicious couplets, each carrying wishes for prosperity and good fortune. Additionally, Firecrackers and fireworks light up the night sky, warding off evil spirits and welcoming a bright and prosperous future

In 2025, the year of the Snake encourages individuals to reflect on their personal growth, take measured risks, and pusue new oppurtunities with confidence. This year is an ideal for cultivating wisdom and fostering deeper connections, whether within families, communities, or businesses.

This year marks the 126th Anniversary of the Philippine Republic, 1899, an important event in the history of the Philippines which commemorates the historic establishment of the First Philippine Republic on January 23, 1899, at Barasoain Church in Malolos, Bulacan.

The First Philippine Republic, also known as the Malolos Republic, symbolizes bravery, solidarity, and the desire for independence from colonization. Under the leadership of the President Emilio Aguinaldo, it became Asiaโ€™s first democratic government, highlighting the right of the
Filipino people to self-governance and the nation's sovereignty. This serves as evidence of the Filipino people's intelligence and capacity to effectively establish a government based on a democratic system despite the difficulties caused by war.

The annual celebration of the Day of the Philippine Republic is not only an opportunity to reflect on history but also a reminder of the importance of unity and patriotism. Today, it continues to serve as an inspiration to preserve freedom and promote democratic ideals for all Filipinos.

On this historic day, may we continue to embrace the lessons of the past as a guide in building a more progressive present and future.

LOOK | Discussion on the 17 Sustainable Development Goals (SDGs) was held at Audio Visual Room 1 (AVR 1) of Bulacan State Universityโ€”San Rafael Campus (BulSUโ€”SRC) attended by the faculty members of the campus, held on Monday, January 20.

The discussion was spearheaded by the Focal Person of the Internationalization Department Rosalie Naรฑoz, with the support of the Campus Dean Dr. Eduardo D.G. Valcos and Associate Dean Mark Ronald De Leon, aiming to align the campus with international practices, as the 17 SDGs are widely recognized and implemented under the United Nations framework.

Moreover, the discussion aspired to position BulSUโ€”SRC as a competitive institution globally and improve its international ranking by providing evidence that the 17 SDGs are highly implemented on the campus. These evidences include the identification of students from low-income families, a lactation room, and a prayer room. "Kaya kapag napatunayan nila na we are really involved and we are practicing [the 17 SDGs] here in our university [campus] they will give us the rank of how effective we are," said Naรฑoz.

The event centered around the principle of inclusivity, emphasizing the importance of engaging everyoneโ€”faculty, students, non-academic staff, and the entire campus community. With this, the campus plans to conduct a door-to-door consultation to non-academic personnel and the students before the second week of February. | via Jim Carl Dela Cruz and Rizza de Castro, PLUMALAYA

DEFEND ACADEMIC FREEDOM! DEFEND PRESS FREEDOM!

UNITY STATEMENT OF PLARIDEL GUILD ON THE DISPLACEMENT OF TODAYโ€™S CAROLINIAN FROM THEIR OFFICIAL PUBLICATION OFFICE

On January 15, Todayโ€™s Carolinian, the official student publication of the University of San Carlos (USC) in Cebu, was forcibly removed from its publication office. A piece of paper posted on the door stated, โ€œEffective January 15, 2025, this office space, Room No. G112, will be used by the Alumni Office,โ€ without prior directives or due notice.

This was not the first instance of repression experienced by the publication. They were previously displaced from their office on the USC-Talamban Campus.

Known for its progressive stance, Todayโ€™s Carolinian has consistently reported on issues such as tuition and other fee increases (TOFI) and administrative policies undermining studentsโ€™ rights.

Since 2019, the publication has also provided critical coverage of TOFI and its dialogues with the Commission on Higher Education (CHED) Region 7, which they believe to be the root cause of defunding that has financially constrained their news production. Nevertheless, Todayโ€™s Carolinian has proven that no such defunding can diminish their commitment to truthful storytelling, as evidenced by their continued reporting on USCโ€™s plans to impose additional tuition increases.

Student publications serve an essential role by delivering news beyond the headlines, shedding light on the noteworthy stories of university constituents and the wider community. What Todayโ€™s Carolinian experienced highlights the broader issue of attacks on campus press freedom across state universities and colleges (SUCs) in the Philippines.

Similar to Todayโ€™s Carolinian, many student publications at Bulacan State University (BulSU) face challenges such as the lack of newsrooms, insufficient funding, and limited resourcesโ€”common struggles for campus journalists. The fight against repression, funding shortages, administrative intervention, and other forms of press freedom attacks remains an ongoing battle for our league.

In line with this, Plaridel Guild, the official alliance of student publications in BulSU, stands in solidarity with Todayโ€™s Carolinian in defending press freedom and opposing all attempts to suppress the voice of student publications. Together, we stand firm in upholding the integrity of campus journalism.

LOOK | The Bulacan State University Student Government (BulSU SG) Committee on Student Groups recently visited the Bulacan State University San Rafael Campus (BulSU SRC) as part of Bukluran 2025, aiming to consult the student leaders of the campus organizations, groups, and publication regarding the current state of affairs and the challenges they face as student leaders.

It was spearheaded by the Chairperson of the said committee Senator Owa Bautista, the Governor of BulSU College of Criminal Justice Education Local Student Council (BulSU CCJE LSC) Lord Peterson Vistan, and Local Chairperson Denise Charity Gavino.

Bautista emphasized the importance of the proposed board resolution to allocate an organizational fee from government funds. The goal of this resolution is to provide sufficient funding to student organizations and groups, enabling them to fulfill their roles and objectives effectively as members of the student body. Bautista further stressed that a lack of funding exacerbates existing issues faced by student organizations and clubs, which is why she proposed this solution to alleviate the frustrations of student leaders.

To foster collaboration and solidarity, the committee also plans to form an Ad Hoc Committee comprising representatives from various campuses composed of members from different student organizations, groups, and publication, ensuring the sharing of experiences and creating a robust network to advance the resolution.

Moreover, Bautista is enthusiastic about seeing the BulSU SG continue this endeavor by strengthening its outreach to student organizations and groups. She is optimistic that this initiative will maintain its collaborative spirit and establish a unified network to support student leaders and their activities. | via Krishna Mariah Lorejo, PLUMALAYA

LOOK | To check up on the students' well-being, BulSU Student Government's Student Health Affairs Committee (BulSU SG SHA) and the Office of the Student Regent (OSR), in partnership with Telecure, launched a medical mission at Bulacan State University San Rafael Campus (BulSU SRC) on January 15.

According to the campus' Local Student Council (LSC), the event, titled โ€œIsang Linggong Pagkalinga,โ€ provided free health services to 90 students. These included free PhilHealth registration, laboratory and diagnostic tests, consultations, physical exams, medicines, and chest x-rays.

The process began with registration, where students presented their PhilHealth ID or their parent's ID. Following registration, students underwent a physical examination, which included measuring their height, weight, blood pressure, heart rate, respiratory rate, and temperature. Blood samples were taken to check hemoglobin, uric acid, and cholesterol levels.

Once the results were available, three doctors conducted consultations, provided prescriptions, and distributed free medicines. The final step was a chest x-ray, with results to be released at a later date.

The students and the LSC expressed gratitude for the free health services, emphasizing how the initiative helped them assess their health. โ€œNakita ng ilang SRC saints na nag-avail nito kung kumusta ang laboratory nila, dahilan upang maging maagap at ma-motivate sila kung sakaling mayroong dapat baguhin sa kanilang lifestyle," said Roan Jenski Candelaria, Governor of the LSC.

As the Philippine flag once again greets the morning breeze in Bulacan State University San Rafael Campus (BulSU SRC) during its weekly flag raising ceremony following the three-week long Christmas break, students and instructors alike can be seen warmly looking forward to the start of the second semester in the Academic Year 2024-2025.

The ceremony, led by the Local Student Council (LSC), was followed by important announcements from Campus Dean Dr. Eduardo DG. Valcos. He pointed out key reminders regarding the United Nationsโ€™ Sustainable Development Goals (SGDs) in relation to the academe, emphasizing the importance of inclusivity on campus, access to clean water and sanitation, and the promotion of sustainable energy.

To further give light to the institutionโ€™s dedication to promote inclusivity, according to Dr. Valcos, a survey aiming to profile first-generation college graduates and students from low-income families will soon be conducted. He added that a factor in assessing universities for the World University Rankings is the admission of students from low-income backgrounds, who should comprise 20% of the student population. In relation to that, Dr. Valcos also expressed how universities should not just accept students from affluent families. As a result, admission criteria may be adjusted in order to accommodate students from low-income families, providing opportunities for those who may be unable to pursue higher education at other institutions.

Another major change is just around the corner, as Dr. Valcos also announced the implementation of the Zero-Based Grading System in the institution. He further encouraged students to approach their studies with seriousness and make meaningful contributions to their studies.

The ceremony concluded with LSC Governor Roan Jenski P. Candelaria urging students to participate in the upcoming free medical mission in BulSU SRC the following day.

Meanwhile, several students bid farewell to the first semester, taking a moment to reflect on the valuable lessons they had learned throughout their journey. They expressed their goals of improving their time management, boosting their self-confidence, and maintaining perseverance. They also look forward to attaining more knowledge as the new semester starts. Despite the added pressure from the Zero-Based Grading System, they recognized the need to put in more effort to succeed in the second semester. | via Rinoa Gayle Valderama, PLUMALAYA

IN PHOTOS | The fun and excitement continued on the Foundation Week Day 2 as the Non-Academic Personnel Association (NAPA) proved that age is just a number and emerged victorious over a team composed of students from various programs and the College of Medicine (COM) in a thrilling volleyball exhibition match.

NAPA, a team composed of Dean Eduardo Valcos, Nurse Edward Reyes, Nurse Eduard Bautista, Sir Christian Jordan, Sir Patrick Kenneth De Vera, Sir John Kenneth Aldana, and Sir Julius Lazaro overpowered their younger opponents with powerful serves and strategic plays. The student team, which included Junry Mendoza, Reuben Vincent Leaรฑo, Jelaine France Guevarra, and the COM students, CJ Dungca, Robert Jalen Francisco, Chancel Psalm Luna, and Joanne Maรฑo, fought valiantly but fell short.
