BREAKING: UP Baguio’s Human Resources Development Office (HRDO) has confirmed that the university’s lone psychiatrist did not renew their contract for the second semester, just three months after being hired.

According to the HRDO, the psychiatrist chose not to renew their contract to pursue further studies. Outcrop reached out for a statement from the former university psychiatrist, however, they refused to give a comment.

As of this writing, the HRDO stated that the university—particularly the Office of the Director of Student Affairs—has yet to provide the necessary documents to open applications for a new university psychiatrist.

This is a developing story.

JUST IN | The Office of the University Registrar (OUR) announced the temporary suspension of the enrollment process, specifically enlistment and advising, due to unforeseen issues with the newly implemented AMIS system.

The OUR stated that some courses experienced overbooking. As part of the adjustments, students are being reassigned to different sections or having their enrollment canceled based on their initial waitlist number from the first run of preregistration.

Although admission and bookmarking of subjects will continue today, enlistment will resume tomorrow, January 16, and will remain open until 5:00 PM. Advising and tagging has been moved to January 17.

On November 5, the University of the Philippines Baguio University Student Council revealed that the Student Academic Information System (SAIS) will officially be replaced with the Academic Management Information System (AMIS).

NEWS | COA Cites UPB for Budget Misuse, Overworked Security Personnel

In its 2023 audit report on the University of the Philippines (UP) System, the Commission on Audit (COA) called out UP Baguio for its misuse of funds and non-enforcement of contracts.

Among the many issues brought up by the COA is the university’s unexpended balances of funds from the General Appropriations Act (GAA) amounting to P100.406 million.

Before we say goodbye to 2024, let us look back at the most pertinent issues of the year: from rampant human rights violations, escalating poverty, environmental degradation, attacks on press freedom, to the systemic oppression of marginalized communities. More than exposing the existing flaws of the system, each issue also ignited the flames of collective struggle. The worsening crises under the Marcos-Duterte regime continue to validate the heightening resistance of the masses. For as long as oppression, injustice, and inequality exist, we will continue to rise with unyielding strength and solidarity in the fight for genuine change. The fight is far from over—2024 was just a continuation.

OUTCROP'S SEPTEMBER-NOVEMBER 2024 ISSUE IS OUT NOW!

The cries of the people will never be heard as long as they fall on ears that choose to be deaf.

Students, farmers, workers, and various sectors of society—everyone in the current social landscape faces challenges with with hopes that their calls will resonate and be amplified for all to hear. But when those in power turn a deaf ear, these remain as mindless whispers that generate resistance from the masses, making armed struggle justified.

A virtuoso in the art of disregarding differences of opinions, the Marcos-Duterte administration continues to ignore the masses' remarks on basic services of a good governance. From the farmers’ demands for land reform to the students’ clamor for academic freedom and competence, the voices of the marginalized sectors are tuned out by the administration’s conscious choice to pay attention solely to those who reinforce their authority—those who uphold the status quo.

UP Baguio Outcrop's latest issue brings stories from communities that want their voices heard. More than just sharing their struggles, it’s a call to those in power—a strong reminder of their duty to serve the people, not to put the interests of their own and alike.

NEWS UPDATE

Baguio City Mayor Benjamin Magalong revealed in an interview the initial findings of the city's fire department's investigation of the recent fire at the Baguio City Public Market.

According to the city's Public Information Office, the fire broke out at 9:32 PM at the market's miscellaneous section at Hilltop Road. It was declared under control at 9:43 PM.

According to Magalong, the initial investigation revealed an overloaded circuit which was caused by octopus wiring.

Octopus Wiring is when multiple electrical connections are plugged into a single outlet, which may cause fire and other electrical issues.

At least four stalls were affected in the fire, but there are no reported injuries as of writing.

JUST IN: A fire broke out near the Hangar Market area at the Baguio City Public Market at around 9:30 PM.

Reports said that the city’s fire department already responded and contained the fire.

The cause of the fire has not been identified as of writing.

IN PHOTOS | The University of the Philippines Baguio Community gathered together to celebrate Pasiklaban 2024, an annual culmination event, held in the university parking lot, December 18.

With the theme “Patuloy na Magliliwanag, mga Pag-asa ng Bayan," student organizations, faculty, and staff from the three colleges entertained the audience through various performances.

The UPB University Student Council chairperson Eugene Enciso concluded the event with a call for the youth to take action, especially in the upcoming 2025 midterm elections, to truly embody this year’s theme and continue being a beacon of hope.

OPINION | Baguio’s Paper Promises

These are the complete opposite of what the city government called as being an “inclusive human rights city.” The city that claims to be the “hallmark of human rights and democracy” is the same city with a government that is spineless in addressing land grabbing, willfully deaf to the struggles of its constituents losing their livelihoods, and complicit in enabling red-tagging practices.

Ultimately, despite Baguio’s declaration, the city’s policies and actions do not prioritize the masses. That lip service of a resolution proves that the city prioritizes band-aid solutions instead of long-term ones that should address inequalities and threats to our human rights.
