OPINION | Baguio’s Paper Promises

These are the complete opposite of what the city government called as being an “inclusive human rights city.” The city that claims to be the “hallmark of human rights and democracy” is the same city with a government that is spineless in addressing land grabbing, willfully deaf to the struggles of its constituents losing their livelihoods, and complicit in enabling red-tagging practices.

Ultimately, despite Baguio’s declaration, the city’s policies and actions do not prioritize the masses. That lip service of a resolution proves that the city prioritizes band-aid solutions instead of long-term ones that should address inequalities and threats to our human rights.

BREAKING | The Baguio City Council has passed the Human Rights Defenders Ordinance (HRDO) in its third reading a day before the 76th celebration of International Human Rights Day, December 9.

The HRDO institutionalizes the city’s mechanism for protecting basic human rights and human rights defenders and also penalizes red-tagging by state agents.

The ordinance defines human rights defenders as "any person who, individually or in association with others, acts or seeks to act to protect, promote or strive for the … realization of human rights and the fundamental freedoms and welfare of the people through peaceful means."

The HRDO was first crafted in 2019 by various formations such as Kabataan Partylist Cordillera, Youth Act Now Against Tyranny, and the Cordilleran Youth Center with Cordillera Human Rights Alliance-KARAPATAN.

In December 2023, the Baguio City Council declared the city "human rights inclusive."

TINGNAN | Nagkalat sa iba't ibang parte ng UP Baguio ang ilang polyeto at stickers ng Kabataang Makabayan (KM) - Demokratiko a Tignayan Dagiti Agtutubo iti Kordilyera (DATAKO), Disyembre 6.

Nitong Nobyemre 30, ginunita ng KM ang ika-60 nitong anibersaryo.

Ang KM - DATAKO ay pinagsamang KM at DATAKO, ang rebolusyunaryong grupo ng mga kabataan sa Kordilyera.

“Sa mga kabataang nakakabasa ng mensaheng ito, oras na para tumaliwas sa tali ng malakolonyal at malapyudal na lipunan. Gamitin ang ating oras, talino, lakas at rekurso upang makatulong sa Bagong Hukbong Bayan para sa pagsulong ng isang sosyalistang lipunan,” saad ng polyeto.

ALERT! In a recent post from the page "Pnp RMFBFifteen Cordillera Page", a military personnel was seen handing out red-tagging pamphlets at Malcolm Square, December 2.

The pamphlet contains alleged recruitment tactics by the CPP-NPA-NDF, such as mass actions in state universities, araling aktibista (ARAK), rallies, and community exposure/immersion.

This comes two days after the Bonifacio Day rally in the same place.

ICYMI: UPB Tinig Amianan shines as one out of the fifteen competitors of Light of the North Choral Festival Competition which was held at Saint Louis University - Main Campus on November 30, 2024.

The competition is organized by St. Louis University Center for Culture and the Arts.

This is the first national choral competition participated by Tinig Amianan.

NOW HAPPENING: Innabuyog - Gabriela Youth (IGY) Baguio Chapter holds the cultural culmination night of the International Day for the Elimination of Violence Against Women (IDEVAW) Fair at the UP Baguio Court A.

IDEVAW is globally celebrated every November 25 to commemorate the Mirabal sisters, Patria, Minerva, and Maria Teresa, three activists from the Dominican Republic who were assassinated in 1960 by Rafael Trujillo, the country's ruler at the time who seized control in a military coup 30 years earlier.

With the theme "Walls of Resistance: A Tribute to Cordillera Women Asserting Land, Life, and Dignity," the event aims to raise awareness about gender-based violence as well as state-perpetuated violence.

The cultural culmination night features various cultural performances from organizations such as the Tanghalang Bayan ng Kabataan sa Baguio (TABAK) and the Dap-ayan ti Kultura iti Kordilyera (DKK), as well as a poem reading from Luchie Maranan, a Baguio-based writer.

JUST IN: Despite opposition from the affected communities, the National Commission on Indigenous Peoples (NCIP) has approved the Application for Production Sharing Agreement (APSA) 103 Certification Precondition of Apex-Itogon-Suyoc Resources, Inc., on November 29.

The APSA 103 permits large scale mining that could affect 581 hectares of land, including three barangays in Itogon. Additionally, the project could displace more than 2,400 families, deplete water resources and affect the livelihood of locals.

The Dalicno Indigenous Peoples Organization denounced the claim of NCIP that APSA followed the Free, Prior, and Informed Consent.

IN PHOTOS | Various student organizations from the University of the Philippines Baguio gathered at the Himnasyo Amianan for the 2024 Salakniban, November 16.

Salakniban is an annual event where student organizations within the university are recognized for their efforts to serve both the Iskolars ng Bayan and the public.

This year’s Salakniban carried the theme “Tan-ok: Pamantasang Nagsisilbi sa Bayan, Bunga ng mga Iskolar na Hinubog ng Kadakilaan.”

The event also featured performances from various student organizations.

EDITOR'S NOTE | Outcrop would like to inform its audience that at approximately 7:47 PM today, one of the page admins was hacked, and the page's profile picture was changed. The occurrence lasted for over 4 minutes before an admin was able to recover the account.

Fortunately, the editorial board members were not removed as page admins, allowing for a swift recovery.

Rest assured that Outcrop's social media accounts are managed securely, following strict cybersecurity protocols. The editorial board is currently investigating the incident to determine the root cause of the hack.
