MEDIA STATEMENT

AIR Niugini’s acting chief executive officer Gary Seddon says its international flights have not been disrupted by the fuel shortage issue.

“International flights were not disrupted. We ensured that we took appropriate measures to counter the impact of the ongoing fuel (supply) disruptions,” he said.

“The fuel supply issue has been stabilised by measures taken by Air Niugini to secure our own bulk fuel supply.

“We are taking all reasonable steps to secure domestic operations. And I continue to reinforce a culture that does not compromise safety. We will do what we can to provide safe, reliable air transport services for the people of PNG,” Seddon said.

“Our domestic operations should normalise, however we urge our customers to check with our sales offices and call center for further information.”

Puma Energy, the sole supplier of the jet A1 (aviation fuel) recently decided to reduce the size of its operations and fuel supply proportionate to the capacity of its remaining banking channels.
It came after extensive engagement with various government stakeholders, including the Bank of PNG to find a long-term and sustainable banking solution to a foreign exchange issue.

WHEN WILL WE HAVE OUR TAX CUTS?

Australians are getting tax cut from their government to put more money 💰 into their pockets.

What about our government? I've never seen a PNG government introduce tax cuts.

The problem is that PNG government and its leaders can't think of creative ways to diversify the economy to create more revenue streams to increase its revenue. The easiest way to generate revenue is to increase taxes.

High taxes is killing not only the people but also the economy. No country prosper by increasing taxes.

Is tax cuts on anyone governments policy agendas now and future governments or just continue ripping the the people off their hard earned cash?

MAJOR MINING COMPANY CHARGED FOR ENGAGING IN WORK VISA-RELATED TAX EVASION

Port Moresby, Papua New Guinea - February 28, 2024 - The Internal Revenue Commission (IRC) has taken decisive action against a major mining company for engaging in a tax avoidance scheme and imposed a tax assessment of K11.79 million.

In revealing the results of an audit action, Commissioner General Sam Koim highlighted several incidences of visa violations and tax evasion. He emphasized, “We are aware that foreign workers come on a work visa of one company but then end up working for multiple companies. We know that foreign workers are paid through their overseas/home bank accounts but are paid a lousy living allowance here in Papua New Guinea (PNG) to avoid taxes. To facilitate that, they sometimes sign two contracts.”

He added, “Our investigations revealed alarming discrepancies, including foreign workers entering on business visas to work in inline positions within companies, thereby avoiding paying the appropriate taxes due to the PNG Government. We have uncovered significant mismatches between the number of foreign workers holding work visas and the group employee declarations submitted to the IRC.”

To address these work visa-related tax evasion challenges, the IRC launched a project codenamed “Project Masta” to ascertain whether foreign workers and their employers comply with the tax laws.

In the instant case, the mining company, whose identity is withheld in accordance with Section 9 of the Income Tax Act due to ongoing appellate rights, sponsored employees under business visas despite their involvement in key positions within the company. Such practices have hindered the accurate withholding and remittance of taxes owed to the IRC by the company. The IRC conducted a thorough audit, including analyzing information provided by the PNG Immigration and Citizenship Services Authority (ICSA). About 1,187 employees covering nine years, beginning in 2015, were scrutinized.

Sir Ipatas commends PM Marape and government

Enga Provincial Governor Sir Peter Ipatas has commended Prime Minister James Marape and the government in negotiations that turned out successful with the first gold production at the re-opened Pogera mine in Enga on Friday.

"On behalf of the leaders of Enga, the Enga provincial government and the people of Enga, I thank you for your strong leadership in negotiations under this new arrangement.

" There have been a lot of critics out there who have been saying that we lost focus in the provincial government. But the provincial government and the people of Enga have been keeping quiet, we knew the Prime Minister and the government would deliver ," Sir Ipatas said.

" In the last three years, you (Prime Minister )have been faced with a lot of criticisms, but we were able to carry through," Sir Ipatas said.

"PM your leadership is the one that we can be always be proud of and it's good to give credit where it's due," he said while comending the government in continuing its support with the EPG' s initiatives, despite the closure of the mine.

" In your time as Prime Minister when you took office in 2019, this was the major project you have been working on and you should be proud of your achievement."

"You've put in your time and you were confident that we would arrive at this time. I've been at the back watching you doing all the negotiations and I can tell you it's not easy observing high level negotiations like this with international companies. So it's better to give credit where it's due" Sir Ipatas said.

Prime Minister Marape alluded that the turn of results is the outcome of close cooperation between the government and the resource developer Barrick Gold and New Pogera.

THE government is currently considering alternative supplies for Jet A1 Fuel, says Minister for Transport and Civil Avialtion, Walter Schnaubelt.

“As the Minister responsible for aviation policy, aviation safety and aviation security, I am compelled to update the country on the current state of affairs in relation to Jet A1 Fuel supplies.”

“I sympathize with the citizens and public business community. I appeal to you all for your patience whilst the Government is working on alternate fuel supply,” Schnaubelt said.

Meanwhile, Puma Energy PNG Ltd holds two Supply Organization Certificates issued by the Civil Aviation Safety Authority (CASA PNG). 144/001 for its Refinery Operations and 144/006 for retail activities associated with the supply of Aviation fuels.

Puma Energy PNG Ltd sent a letter to the CASA PNG on the 15th of February 2024, advising of the disruption of fuel supplies.

A second letter was sent to the CASA PNG on the 20th of February 2024, advising that the estimated fuel stock remaining at Jacksons Airport, which is the largest user of aviation fuel, was approximately 4 days of supply (including meeting emergency requirements) and that Puma had further limited stocks at other Airport Locations around Papua New Guinea.

A third letter was sent to the CASA PNG on the 23rd of February 2024 that Air Niugini obtained a court order for Puma to keep supplying Air Niugini without reduction which has meant that Puma was obliged to keep supplying Air Niugini until they had literally no more left – even for emergencies. Puma anticipated this situation would be reached within the next 1-2 days from the 23rd February 2024,” Schnaubelt explained.

CASA PNG inspectors in accordance with the Civil Aviation Act 2000 visited the Puma facilities at Napanapa and 7-Mile on Thursday 22nd February 2024.

From documents provided by Puma to CASA PNG, Napanapa had 405,000 litres of useable Jet A1 fuel. 7-Mile has 700,000 litres of useable JetA1 inTank No. 1; and 100,000 litres of useable Jet A1 fuel in Tank No. 2. That would provide for a total of 1,205,000 litres of useable Jet A1 fuel from the 23rd February 2024.

Daily usage looks like it varies from 170,000 litres per day to about 250,000 litres a day. Based on 170,000 litres usage per day that would mean we have approximately 7 days’ supply available. If 250,000 litres is used per day, that would mean we have approximately 5 days’ supply available.

The first Jet A1 replenishment cargo is scheduled to arrive on Tuesday, 27th February 2024. Arrangements are being made with Puma to divert a tanker to Australia to PNG. A second shipment organized by Exxon and a local supplier expected to arrive 3rd March 2024.

A 3rd shipment organized by Australia and PNG consortium expected is to arrive by 5th March 2024.

PRIME MINISTER JM WANTS PEOPLE TO VOTE FOR PRIME MINISTER IN 2027

Prime Minister, James Marape has directed the CLRC to propose changes to Constitutional and other related laws for people of Papua New Guinea to elect their Prime Minister.

PNG could be electing their Prime Minister in 2027 if things are made possible by CLRC for people to vote their Prime Minister.

If the coming vote of no-confidence against James Marape is unsuccessful then we hope for people to replace James Marape as Prime Minister in 2027

To put a end to complaint and criticism against Prime Ministers and government after government then we all should support and call for change of constitutional laws for people to vote their Prime Minister in Papua New Guinea.
