PNG-Australia partnership helps empower people with disabilities in community rice project. Diana Sendea, a participant with a leg amputation, is among 2,000 others benefiting from the project in the Middle Fly District of Western Province, which aims to scale up production and support sustainable agribusinesses

The Papua New Guinea-Australia Partnership Incentive Fund has funded a community rice project that supports inclusiveness and empowers people with disabilities.

Diana Sendea, a participant from Kavianga in the Middle Fly District of Western Province, is among 2,000 others benefiting from the project, which provides support for sustainable agribusinesses and aims to scale up production and marketing.

The project has provided farming tools, training, and opportunities for equal participation of people with disabilities, like Diana, in all activities, allowing them to benefit from improved livelihoods and economic opportunities. The first successful rice harvest was celebrated on 27 August 2022.

Bougainville and First Nations musicians collaborate on new track "Wan Solwara" promoting community empowerment

Six young musicians from Bougainville have teamed up with two prominent First Nations performers from Australia to create a track that encourages people to take a stand for their communities.

The song, called Wan Solwara (One Ocean), was released through Wantok Musik and features Adrian Tjupurrula (Tjupurru) Fabila and his son Jake, along with other musicians from both countries. Using a mix of traditional and contemporary instruments, the collaborators wrote lyrics together, incorporating their shared cultural experiences.

The initiative was organized through Australia’s Development Assistance office in Buka, with support from public diplomacy funds and the Bougainville Partnership Youth Initiative. The project demonstrates the power of cultural exchange in fostering connections between people and promoting international relations.

AUSTRALIA SUPPORTS PNG WOMEN IN ICT

The Australian government has demonstrated its support for gender equity in the information, communication, and technology (ICT) sector by sponsoring two female staff members from Papua New Guinea's Department of Information, Communication and Technology (DICT) to attend the 2022 International Telecommunication Union (ITU) Plenipotentiary Conference in Romania.

The women received training in negotiation skills and were able to connect with other female leaders in the ICT field. The Australian government hopes to support more women in PNG to receive similar training to help them become leaders and decision-makers in their country.

This partnership is part of a broader effort by the Papua New Guinea-Australia Partnership to promote gender equity and empower women in all sectors, including ICT, science, and mathematics

PAPUA LNG - STEP CLOSER

ExxonMobil has announced the beginning of the fully integrated front-end engineering and design (FEED) for Papua LNG in Papua New Guinea, advancing the country's second liquefied natural gas (LNG) project.

The project is targeting a capacity of 6 million metric tons per year (MTA) of LNG liquefaction and will add to ExxonMobil's increasing LNG portfolio.

TotalEnergies is the operator of the Papua LNG joint venture, with construction and operation of new electric liquefaction trains delegated to ExxonMobil.

The final investment decision for the project is expected to be made by the end of 2023 or early 2024, subject to stakeholder support, regulatory permitting, and market conditions.

The project aims to supply LNG to growing markets across Asia-Pacific, further strengthening Papua New Guinea's position as an LNG-exporting country.

WOMEN'S OPPORTUNITIES IN CONSTRUCTION

Two women, LizApril Fisa and Sharon Katari, have spoken out about their experiences working in Papua New Guinea's traditionally male-dominated building and construction industry.

Both women are employed by Digara Construction, which is constructing a new 40-bed female dormitory at the University of Papua New Guinea’s School of Medicine and Health Sciences, a project designed to increase employment opportunities for women.

Although the industry is still challenging for women, LizApril and Sharon see themselves as trailblazers who are slowly changing attitudes about women’s roles and what women can do.

Digara Construction has been praised for employing women and providing an avenue for Papua New Guinean women to apply their trade skills.

AUSTRALIA TO BOOST PNG DEFENCE FORCE CAPABILITY

Australia and Papua New Guinea have signed a Memorandum of Understanding and Implementing Arrangement to provide two new PAC-750XL aircraft to the Papua New Guinea Defence Force (PNGDF) in 2023.

The move is expected to boost the PNGDF’s sovereign aviation capabilities and provide increased transport and operational capacity for domestic and regional incidents.

The aircraft will also be quickly reconfigurable for different activities. The joint Flights of Excellence program will provide aviation safety, maintenance, and sustainment throughout the operational life of the aircraft.

This builds on existing defense aviation cooperation between the two countries, including a sister squadron relationship between the RAAF No 35 Squadron and the PNGDF Air Transport Wing.

POLICE PROSECUTION TRAINING

The Papua New Guinea – Australia Policing Partnership (PNG-APP) has successfully provided training to 98 Royal Papua New Guinea Constabulary (RPNGC) prosecutors through the Prosecutions Qualifying Program (PQP).

The program, designed in 2020 by the PNG-APP Prosecutions Advisor, aims to provide prosecutors with the necessary knowledge and skills to perform their role effectively. The PQP requires participants to complete a combination of face-to-face and distance learning modules, which can be challenging, especially for prosecutors living in remote areas. The RPNGC’s training college, the Bomana National Centre of Excellence (NCoE), obtained registration as a recognised Private Training Provider as a result of the program.

The training is one of the key pillars of the partnership support provided by the Australian Federal Police (AFP) to the RPNGC. The program's success has led to PNG's formal undertaking to help the Solomon Islands with their prosecutions training.

Advisors at the NCoE are working to implement a Detective Qualifying Program (DQP) to formalise the current Detective Training Program.

"Papua New Guinea Receives Continuing International Support for Economic Reform Program"

Papua New Guinea (PNG) continues to receive international support for its economic reform program. According to Treasurer Ian Ling-Stuckey, the government's approach of seeking foreign support for its own economic priorities has led to lower interest costs on the country's debt and significant budget savings.

This has allowed for increased investment in infrastructure, health, education, and law and order programs while reducing the budget deficit. Ling-Stuckey also recently met with Australian Treasurer Jim Chalmers to discuss PNG's progress on international engagement and plans for continuing IMF engagement. Both countries recognize the importance of backing PNG's economic reform program and working together to overcome the challenges posed by the global economic environment.

BSP Financial Group Limited Reports Increased Net Profit in Full Year 2022 Results Despite Additional Taxes Impacting Group Performance.

BSP Financial Group Limited (BSP) has announced a net profit after tax of K1.081 billion for the financial year ended 31 December 2022, a slight increase of 0.5% from the previous year's K1.075 billion. The increase was impacted by the Additional Company Tax (ACT), a flat tax of K190 million that applied to BSP in 2022. However, excluding these adjustments, the underlying BSP Group net profit after tax is K1.136 billion, a growth of 5.7% from the previous year. The strong performance was driven by growth in net interest income, increased transactional volumes, and favorable foreign exchange earnings. BSP also announced the payment of a final dividend of K1.40 per ordinary share, payable on 21 April 2023, which represents 60.1% of 2022 audited NPAT and is 4.5% higher than the 2021 final dividend of K1.34.

NEW AGRICULTURE LAB BOOSTS BOUGAINVILLE'S AGRI-BUSINES

The Autonomous Bougainville Government (ABG) has opened a new Bougainville Agricultural Commodity Regulatory Act (BACRA) laboratory in Buka, which will be the first of its kind in the region. Funded by the Australian and New Zealand governments, the K2.4 million facility will assist local farmers and buyers in understanding the quality of their produce and areas that need improvement. The lab will initially focus on cocoa and copra but is expected to test a range of agricultural commodities in the future. The data collected will be transmitted to the ABG Data Centre to determine quality trends in commodity production and assist with targeted training and production techniques.

RANGERS UPSKILL WITH TECHNOLOGY TO MONITOR FOOD AND WATER SECURITY

Community rangers from Papua New Guinea's South Fly District have been trained to use technology to monitor food and water security in remote areas. The training, a collaboration between the Western Province Disaster Office and the South Fly Resilience Plan (SFRP) under the Papua New Guinea–Australia Partnership, saw rangers from 40 villages trained to use the revised Food and Water Security (FAWS) data collection tool. The FAWS tool enables improved real-time monitoring and data collection by the South Fly District for the Western Province Disaster Office. The rangers will use tablets and mobile phones for input and online submission of the information collated from the field.

AUSTRALIA SUPPORT AIR NUIGINI FLEET REPLACEMENT

Minister for State Enterprises, William Duma, and Australian High Commissioner, Jon Philp, exchanged letters in Canberra to secure Australian technical support for Air Niugini's fleet replacement program.

Air Niugini's fleet modernization program prioritizes safety and will improve service delivery, reliability, and network expansion and diversity.

The airline plans to replace its Boeing 767s with two new Boeing 787 Dreamliner aircraft in 2026 and transition its Fokker fleet to a more efficient modern regional jet replacement.

Fleet replacement is expected to reduce carbon emissions and optimize flight paths, routes flown, and aircraft types.
The PNG Government fully supports Air Niugini's fleet replacement program, which is key to the airline's financial reform and long-term viability.

Australia recognizes the importance of securing Air Niugini's future fleet and has provided assistance throughout the COVID-19 pandemic, including maintaining flights between PNG and Australia.

The collaboration between PNG and Australia extends to introducing the first connections with Palau, flying from Brisbane to Palau via Port Moresby, to increase economic activity and people-to-people links.

SOLAR ELECTRICITY IN AITAPE AND ARAWA

Australian High Commissioner and Minister for State Enterprises announce new solar investments in Aitape, West Sepik, and Arawa, Bougainville.

The investments are part of Australia's support for upgrading provincial mini-grids owned by PNG Power Ltd to the value of PGK50 million.

The upgrades will introduce customised renewable hybrid solutions, reducing reliance on diesel fuel and reducing carbon emissions by 2,830 tonnes in the first year.

Thousands of households and businesses will gain access to more reliable, stable and sustainable electricity through the upgrades.
The provincial grid improvements are part of the PNG Electrification Partnership, which aims to connect 70% of the country to electricity by 2030.

The Australian Infrastructure Financing Facility for the Pacific is also supporting PNG Power Ltd to connect up to 200,000 people in Morobe and East New Britain to the electricity grid for the first time.

PNG and Australia are committed to working together to increase solar infrastructure and support the transition to renewable energy.
