Insecurity: Think outside the box, Speaker Abbas tasks Defence College chief

The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen, Ph.D, has urged the National Defence College (NDC) to think outside the box and come up with ideas with which Nigeria could address the various security challenges facing the country. This was contained in a statement signed by Musa Abdulllahi Krishi, Special Adviser on Media and Publicity to the speaker.

Speaker Abbas, while lamenting the loss of lives and property to insecurity in the country, stated that the NDC, as a research-based security institution, should come up with proposals on how best to tackle the challenges.

The Speaker made the call when the Commandant of the college, Rear Admiral Olumuyiwa Morakinyo Olotu, led the management of the NDC on a courtesy visit to his office in Abuja on Friday.

Speaker Abbas said: “Commandant, you are aware of where Nigeria is today in terms of security. We are at the lowest ebb. We rely on institutions like yours to come up with policies that will minimise – if not eliminate – all the security challenges that this country is facing.

"I believe one of the reasons why you (the NDC) are in existence; why your institution was established, was to proffer solutions in terms of policies," Speaker Abbas said, while challenging the Commandant to put on his thinking cap.

“Think outside the box. Come up with advice for the Executive as well as for us in the Legislature on what we need to do to actually bring to an end, this incessant insecurity that is bedevilling this country. You are up to the task, and you will be able to deliver at the end of the day.”

The Speaker further asked the NDC to conduct a research on the link between a cashless economy and insecurity.

“A lot of members have been coming to say ‘let us go and talk to the President and ask him to revisit this issue of cashless policy introduced towards the end of last year,' because it was found that the introduction of the policy significantly reduced terrorism, kidnappings and banditry,” the Speaker disclosed.

Speaker Abbas, therefore, charged the college with proposing non-kinetic measures against the security challenges in the country.

The Speaker, while congratulating Olotu on his appointment as Commandant of the NDC, expressed confidence in his ability to take the “very important” institution to a higher level.

“Commandant, your institution is one of the most prestigious security related institutions that we have in Africa,” Speaker Abbas stated, adding that the NDC remains one of the few military schools that have risen beyond the African continent to become an international institution.

He said: “This is something of great delight to us. From the feedback we are getting from participants all over the world, they are very proud of the kind of training and engagement they get from that institution. So, a big congratulations to you.”

The Speaker disclosed that the House was aware of the challenges facing the NDC, especially concerning funding and enabling laws.

“I want to assure you that before you called in, we already set the ball rolling to ensure that this time around, under the 10th House of Representatives, your institution will be given legal backing,” he said.

Earlier, Rear Admiral Olotu urged the Speaker to facilitate passage of the bill seeking to change the name of the college.

“One of the assurances we will be seeking later is passage of the bill on renaming of the National War College to National Defence College, because the Act still envisages that it is a National War College whereas the college has become National Defence College since over a decade ago,” he said.

The Commandant disclosed that the NDC had graduated a total of 2,758 participants, out of which the Nigerian Army had 1,051.

Olotu also disclosed that the NDC would organise a stakeholders’ roundtable on October 31, 2023, to look at issues around the forthcoming governorship elections in Kogi, Bayelsa and Imo States.

..charges security agencies to descend on killers

The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen, Ph.D, has condemned in strong terms, the attack by suspected bandits on Anguwar Dankali community in Zaria Local Government Area of Kaduna State, during which four people were reportedly killed and five injured.

The Speaker said "enough is enough" on the killings in Zaria and other parts of the country, charging security agencies to "descend on the killers."

The suspected bandits reportedly attacked the community, shooting nine people and abducting five others, who later escaped on the arrival of security operatives that engaged the attackers in a gun duel.

While describing the latest attack as one too many, Speaker Abbas commiserated with the families of the victims, as well as the people and government of Kaduna State.

In a press statement by his Special Adviser on Media and Publicity, Musa Abdullahi Krishi, the Speaker noted with concern, the spate of attacks and killings of innocent Nigerians by bandits.

Speaker Abbas recalled, with pain, how some of his constituents were similarly killed in an attack earlier in August.

The Speaker lamented reported killings not only in Zaria, but also in other parts of the country, insisting that the lives and property of Nigerians must be protected and safeguarded as provided in the country's constitution.

He said the security agencies should go after the suspects, apprehend them and bring them to book. He further charged them with preventing the loss of more lives and property across the country.

Staff Unions threat to shutdown Nuhu Bamalli Polytechnic over insecurity, other challenge

The Academic and Non-academic staff Unions at Nuhu Bamalli Polytechnic Zaria, Kaduna state has threatened to withdraw services over the planned withdrawal of military and other security personnel guarding the college.

Mr Usman-Shehu Sulaiman, Chairman, Academic Staff Union of the Polytechnics (ASUP) Nuhu Bamalli Polytechnic Chapter disclosed this during a joint press conference by the unions on Saturday in Zaria.

Sulaiman said the press conference was to inform the state government, parents and other key stakeholders on the security and other challenges hindering academic research, learning and other goals of the institution.

He said on June 11, 2021 academic staff, their families and students were abducted at the school.

He said the abduction forced the state government to replace the school’s security guards with military personnel and some members of Kaduna State Vigilance Service (KadVS).

According to him, the military and KadVS personnel at the college were planning to leave the college over non-payment of their four months allowances.

``The withdrawal of service by the military at the school would put everybody at risk of abduction and other criminal acts. There are informers who will leak this development,’’ he said.

He added the monthly overhead from the state government was not paid since February which makes so many challenges surface at the school.

He said the non-payment of the overhead makes the school to delay exams and results presentations, provide identity cards to students and w**d control exercises among others.

The union leader said the school was on its 13th week of resumption, it was supposed to commence examinations but currently there was no booklet for such examinations.

``We will issue a one-week ultimatum to the government to address payment of the backlog of allowances to the security; if nothing was no favorable response, we would proceed on strike.

``We would ask our members residing at the staff quarters to find alternative accommodation; advise the staff residing off campus to desist from coming to the institution.

``Students would also be advised to remain at home as there will be no guarantee on their safety,’’ he said.

Corroborating, Malam Mahmud Aliyu-Kwarbai, Chairman Non-academic Staff Union at the school said staff members live in constant fear of security breach.

``We don’t have functional security in the school, our security was withdrawn and replaced by security personnel from Kaduna State Vigilance Service (KadVS).

``The KadVS personnel attached to the school had left their beat because of the non-payment of their allowances, which lead to serious theft and vandalism of school properties.

``There was an instance where thieves cut the armored cable of the school transformer in the afternoon at the annex campus of the college due to the withdrawal of services by the KadVS personnel of the college,’’ Kwarbai said.

He added that the Single Treasury Account (TSA) policy of the government has jeopardize the smooth running of the institution as the college received an overhead once since Jan.2023

School’s public relations officer, Malam Abdullahi Shehu confirmed the development to newsmen adding that the school management was working toward addressing the identified challenges.

However, Shehu said the Rector, Dr. Mohammed-Kabir Abdullahi has secured payment of the allowances to the military personnel at the school.

Zazzau Emirate: Why Prince Munir Resigned His District Headship

A leading prince in the Zazzau Emirate, Alhaji Munir Ja’afaru, has tendered his resignation to the emirate council as the district head of Basawa.

The outgoing district head is currently the holder of the traditional title of Madaki, strictly reserved for outstanding crown princes in the order and tradition established by the 19th century reform of Shehu Usman Danfodiyo

He was first crowned Yariman Zazzau by the late Emir of Zazzau, Shehu Idris, in 1995 and made district head of Hanwa, Sabon-Gari and Zaria.

With the appointment of Mallam Ahmed Nuhu Bamalli as the 19th Fulani Emir of Zazzau, the emirate council elevated Munir’s position from the traditional title of Yerima to Madakin Zazzau, a position exclusively reserved for leading princes in the emirate.

Munir Ja’afaru is the son of the late emir of Zazzau, Ja’afaru dan Isiyaku, from the Barebari dynasty, who reigned from 1937 to 1959.

Efforts to contact the former district head, Munir Ja’afaru, were not successful as he was said to be out of town and his mobile phone was not connecting as a text message sent to him was not delivered.

However, sources close to him said Madakin Zazzau resigned as the district head of Basawa following some issues with the emirate council.

According to the source, who sought anonymity, “the Madaki decided to resign his position after the Emir of Zazzau, Mallam Ahmed Nuhu Bamalli, declined to appoint a ward head in his district.

“Traditionally, it is the responsibility of the district head to nominate a ward head and thereafter present him to the Emir through the scribe of the district head for blessing and confirmation.

“However, when the ward head was presented to the emir, he asked the whereabouts of the district head, and he was not there, so the emir declined to confirm the ward head.

“I guess this could be the reason behind the district head’s resignation,” the source speculated.

Meanwhile, a statement earlier issued by Abdullahi Aliyu Kwarbai, media and publicity officer of the emirate, said the Emir of Zazzau, Mallam Ahmed Nuhu Bamalli, has since approved the resignation of the district head and subsequently appointed his replacement.

The statement read in part, “Subsequent upon receiving a letter dated July 29, 2023, from Madakin Zazzau, Alhaji Muhammadu Munnir Ja’afaru, the district headship of Basawa District, the Emir of Zazzau, His Highness, Mallam Ahmed Nuhu Bamalli, CFR, LLD, has with immediate effect approved the appointment of Architect Haruna Abubakar Bamalli, Barfe Kerrariyyan Zazzau, District Head of Zangon Aya, as the substantive District Head of Basawa.”

The statement did not give reasons for the resignation of the traditional title holder, but disclosed the movement of some district heads from one district to another in the emirate.

Sources at the emirate council revealed that the 19th Emir of Zazzau, Mallam Ahmed Nuhu Bamalli, is embarking on reforms to restructure the traditional and administrative settings of the emirate for fruitful results.

According to the source, since coming on board, the emir has taken some harsh decisions in a bid to reposition the emirate and restore its traditional and cultural glory.

Bamalli, apart from taking decisive measures against any member of the emirate found wanting, is also embarking on structural development around the emir’s palace, thereby giving it a befitting facelift.

A cross section of people interviewed in the emirate expressed displeasure with Munir Ja’afaru’s decision to relinquish his portfolio as a district head, being one of the leading princes in the emirate.

They feel the presence of such national figures and technocrats in the emirate as title holders adds great value and recognition, even in the outside world, looking at the intimidating pedigree of the resigned district head.

“We would have loved to see this issue resolved amicably between the emirate and the Madaki no matter what happens so that Munir Ja’afaru can continue to retain his district headship unabated.

“Such development doesn’t speak well of our emirate, as we are widely known as people of peace and tranquilly all over the country,” they said.

Munir Ja’afaru is a certified lawyer, technocrat, and administrator with multiple accomplishments, including chairing the Board of Directors of Peugeot Automobile Nigeria Limited, Unity Bank, and heading the National Maritime Authority.

The prince had also served as commissioner at various times in different ministries in Kaduna State, including those of local governments and community development, information, home affairs and culture, and finally agriculture and natural resources.

The Madakin Zazzau equally served at the federal level, first as secretary of the Nigerian Railway Corporation (NRC) in 1990 and as director-general of the National Maritime Authority from 1992 to 1996.

While serving as the DG of the Maritime Authority, he was also the chairman of the Nigerian Unity Bank, director of FSG Bank International, and director of the Leasing Company of Nigeria.

He is a holder of the prestigious national award of Officer of the Order of the Niger OON.
