THE RAINS ARE OVER - MATTERS ARISING

The rains are over. Seasonal streams are drying. There is enough cattle feed on the grasslands but there would soon be no water as the streams dry up. Livestock could stay a few days without feed but not without water. Livestock would therefore commence their annual migration towards the Benue Trough in the next week or so (within November). No cattle routes have been left in some localities. Some farms have not been harvested. These are potential flash points. These are the conditions for the beginning farmer-herder crises that could escalate into communal crises from November until the rains return. This has re-occurred for years but our responses have generally been reactive rather than proactive.

It is therefore important that leaders in every locality start preparing their people for any possible incident. It is important that crises resolving mechanisms be put in place early. This could be achieved through proactive dialogue between farming communities and the local/traditional herdsmen communities in each locality. The locals should work out the modalities for crises resolution and the wider community should be sensitised accordingly. Nobody should take laws into his/her hands. The authorities should enforce what is agreed upon.

The time to be proactive is now. A stitch in time saves nine.

ENDSARS PROTESTS/RIOTS - A POSSIBLE ARRANGEMENT TO MANAGE THE SITUATION

An Ops Room arrangement similar to war time operations should be set up. This would effectively mobilise the Command and Control structure of the C-in-C. The purpose however should not be for winning a war but for winning peace (de-escalation and not escalation.)This should be done at the National and State levels.

LG Chairmen in areas that are affected should be directed to organise stakeholders, community leaders and youth within those localities.

[Every politician ordinarily should know how to do this because this is what is done during campaigns for winning elections. The same should be done but for winning peace.]

They should sit with the youth and dialogue. [The Chairmen should be proactive and not reactive in this regard.] By merely sitting with the youth they would indirectly be setting up a leadership structure for them. This would now shift them from being mobs to pressure groups with leaders that could be held accountable. This would bring an element of control and sanity. Even area boys in Lagos have an area father that takes charge of them. They should be brought into the arrangement.

They should catalogue their grievances as they relate to the matter at hand. They could inquire from the youth if they are satisfied with the security arrangements in the locality. If they are, then it is okay. If they are not, they could work out a local solution. If they cannot, then the matter should be escalated to the State Level.For instance the CP could post out a DPO or any member of the Police that the community is not happy with. This could be handled at the State Level. Other issues could be escalated to the National Level.

They could reach an agreement with the youth that there could be protests if necessary but no rioting. No destruction of public and private structures. No looting. Each ward and unit should have a youth and stakeholders structure for protecting property and managing the protests. This arrangement would naturally decentralise the protests and channel the energy of all towards achieving a common goal.

[This should not be complex. It is just to revive campaign political structures including stakeholders but for winning common peace and NOT elections.]

STATE LEVEL

States like Lagos that are seriously affected should receive real time Situation Reports (SITREPs). Arrangements should be made just as at the local government, ward and unit levels as discussed above.

They should handle what they can and escalate what they cannot to the National Level.

NATIONAL LEVEL

The buck stops here. It should take all steps to de-escalate. It should look into the grievances and address them. They must be heard and seen to be doing so.

COMMUNICATIONS

The purpose of the Ops Room arrangement is to allow real time information gathering and analysis. It allows for directives to be passed immediately.

Now, an arrangement has to be made whereby the citizenry would be kept abreast with the situation and what all tiers of government are doing to address it. The people should not be kept in the dark.

It therefore means that the media (traditional and social) should be fully mobilised for this purpose and NOT for cheap propaganda.

Time (maybe 8 pm every day) should be dedicated to a SITREP address by the Presidency with all media houses keyed in. This could be a mirror image of Corona Virus (COVID 19) briefings that are done by the White House in America almost every day. States that are affected should also make similar arrangements.

STRATEGIC MESSAGING

The message, language and action must be de-escalatory.

Once this strategic objective is understood then every tier of government should be able to develop a plan for achieving it.

CONCLUSION

This is my humble submission for a structure by Government to address the current ENDSARS riots. I hope that my submission would be improved upon and implemented.

ENDSARS PROTEST - NA JOKE JOKE LABA LABA DE CARRY PIKIN ENTER BUSH

Today I watched a video of police running from the people that they ought to be protecting because the people had turned against their malpractices. That was a disaster in itself. It should not have been allowed to get to this level but that is a matter for another day.

I have observed how the ENDSARS Protest is gradually spiralling out of control. I have also read and heard many views on the situation. No doubt, the situation is very delicate indeed. It is important therefore that we all calm down and think deeply.

It is important to study even briefly what happened in France in the 1700s that led to the French Revolution and the collapse of the Monarchy and the establishment of the Republic.

[The immediate cause of the revolution was the near collapse of the French budget. Although the economy had been expanding for 50 years, there were periodic crises. Bad harvests in 1787 and 1788 and a slowdown in manufacturing led to food shortages, rising prices for food, and unemployment.] Google.

It was a simple tea tax by the British that led to the American war of independence in late 1700s.

[The initial grievances of the American Revolution were the taxation (tea tax inclusive) and imposition of housing British soldiers on the American colonies by the British Parliament. These measures were taken largely in order to recoup the tremendous price the British Parliament had paid in fighting the French and Indian War.] Google.

It was poor Governance and the loss of a war that led to the Bolshevik Revolution in Russia.

[The immediate causes of the revolution were military defeat in the Russo-Japanese War and the well-known massacre, known as Blood Sunday. These causes led to a continuous amount of discontent and people in Russia began to protest about how they wanted their country to run.]

All this had started as simple protests by the people but the situations were poorly handled by their governments. Consequently, these protests became popular uprisings that overthrew governments and changed world history.

What was common to all those cases was that their governments had responded in a high handed manner particularly by introducing the military into the matter and the situation spiralled out of control.

[When you fight a person with your fist, he is likely to retaliate with a fist , but when you pick a weapon, he is likely to pick up a weapon too thus escalating the situation].

It therefore means that an overall strategy of de-escalation must be adopted by all arms and tiers of Government. This must be heard in words and seen in deeds. It must also be well coordinated.

The Military should be kept completely out of this matter. Government must find a way of de-escalating the situation at all cost.

Nobody (no matter how aggrieved, no matter the ethno-religious sentiment, no matter the political bias, no matter how hardline) should advocate in any way for an escalation by the Government especially through the use of the Military.

Were the Military to fail, that would be the end of civility and the beginning of anarchy!

There is also a need for the protesters to de-escalate.

One might know how a crisis started but one might not be able to predict its outcome. Anything could happen!

Many a revolutionary was consumed by the very flame that he/she started. โ€œAskโ€ Trotsky a close ally of Lenin and Stalin who fled to Mexico on self exile to protect himself only to be pursued there and assassinated by his close associates. He was ultimately consumed by the very flame of revolution that he had started.

This was also the case of many of the participants in the French Revolution. The process was hijacked and many of the very people that started it as innocent protesters or moral supporters were branded enemies of the State and guillotined! [ Did you know? Over 17,000 people were officially tried and executed during the Reign of Terror, and an unknown number of others died in prison or without trial.] Google.

Same thing in China. Same thing in Cambodia. Many innocent people were killed!

It is therefore important for all sides to take a step back and de-escalate.

PROTOCOL

The purpose of honouring this invitation is to give a pep talk to APC Adamawa stakeholders in Abuja based on an invitation by Professor Tahir Mamman.

Prof. Tahir Mamman is well known. He is a great character, a man of high integrity. His appointment in Governor Mala Buniโ€™s Committee is well deserved and he has our full support.

Internal Party Democracy and the lessons learnt.

โ€ข The APC should learn from the past especially as it
relates to Internal Party Democracy. Lack of
Internal Party Democracy was what caused the down fall of PDP in Nigeria in the Year 2015. Also, this repeated itself in the APC Adamawa in 2018/2019 and as such a faction of the APC left the Party and became the ADC. The consequence was that the APC lost the 2019 elections
in the State.

โ€ข It therefore means that the Party must draw lessons from the past and get it right this time around - from the congresses right to the primaries. If this is done, it would become easy to mobilize grassroots support for the Party and it would be able to win majority of the electoral seats in 2023 elections, In Sha Allah.

Inna lillahi wa inna ilaihi rajiโ€™un (From Allah we came unto Him is our return)

I lost my political ally and friend Aliyu Bakari today.

Aliyu was the APC Vice Chairman Adamawa Central Zone. He was pivotal in establishing the APC in Adamawa at the grassroots level through a Task Team that was crucial in the merger of the then ACN, ANPP, CPC and nPDP in Adamawa.

Aliyu Bakari was a friend. He had always wished me well. I spoke with him this morning and wished him a speedy recovery. Little did I know that he would exit this World a few hours later. His demise has once again reminded me of how transient life is. It reminded me of Mamman Shataโ€™s saying: โ€œ๐™ ๐™ค๐™ฌ๐™– ๐™ฎ๐™– ๐™ข๐™ช๐™ฉ๐™ช ๐™—๐™–๐™ž๐™ฎ๐™ž ๐™จ๐™–๐™ช๐™ง๐™ž ๐™—๐™–, ๐™ข๐™ช ๐™™๐™– ๐™ข๐™ช๐™ ๐™š ๐™ฃ๐™–๐™ฃ ๐™—๐™–๐™ข๐™ช ๐™™๐™–๐™™๐™š ๐™—๐™– ๐™จ๐™–๐™ž ๐™ข๐™ช๐™ฃ ๐™ญ๐™ค...." in his Song, Chiroman Gombe.

A VISIT BY HON MAULUDU

I was visited last week in Yola by Hon Mauludu and Binani Ambassadors.

Hon Mauludu was a one time Chairman of Councillors Forum in Adamawa. He later established Binani Ambassadors to support the political aspirations of Senator Aishatu Dahiru Ahmed the current Senator representing Adamawa Central Senatorial District.

I have always considered Senator Binani a sister. The purpose of Hon Mauluduโ€™s visit was to strengthen the ties of friendship between the Binani Camp and us. We were therefore delighted to see him at Home again.

Thank you Hon Mauludu and Binani Ambassadors for the visit.

I spent some quality time with the ADC State Working Committee Members, the 21 LG Party Chairmen and a few stakeholders last week in Yola.

The purpose was to interact with them on political developments in the Party and Nationwide. The discussions were fruitful.

A VISIT BY HON SULAIMAN ALKALI

I was visited last week in Yola by Hon Sulaiman Alkali of the APC and his Media Team.

I was there at the beginning of Hon Alkaliโ€™s political journey in a bid for the House of Assembly. What struck me during the visit was how politically matured he had become in just 4 years.

Hon Alkali represented Yola N between 2015-2019 at the Adamawa House of Assembly. He was a strong supporter of HE Governor Bindowo Jibrilla and has remained so. The visit was therefore heart warming because I have always preferred peaceful co-existence to incessant political strife.

It is understood by those with Staff Officer background in the Military that the essence of war is greater peace. Any person who wins a war but does not win the peace has lost the war. In fact winning the peace is better than winning a war. This principle also applies to politics in my opinion. Receiving Hon Alkali at Home in Yola was therefore part of winning the peace.

Hon Alkali appealed to the ADC to re-unite with the APC. That was also part of winning the peace!๐Ÿ˜ƒ

May the Al-Mighty grant us what is best for us. Amin.

Today Team โ€˜They Will Hear From Usโ€™ (ADC) played a novelty football match against Team โ€˜Fresh Airโ€™ (PDP) in Jimeta, Adamawa.

It was clear that Team ADC was winning 2-0 against Team PDP when all of a sudden the Referee wore dark goggles and almost joined Team PDP as a player! ๐Ÿ˜ƒ๐Ÿ‘Ž๐Ÿฟ Before Team ADC could realise what was happening Mr Referee virtually scored 2 goals for Team PDP and disallowed 2 additional goals by Team ADC! ๐Ÿ˜‚ The match ended 2-2! We thank God for this outcome because the Referee was moving towards declaring the match : ๐™„๐™‰๐˜พ๐™Š๐™‰๐˜พ๐™‡๐™๐™Ž๐™„๐™‘๐™€ !๐Ÿ‘€๐Ÿ˜ณ

NIGERIAN NAVY AND NEXIM BANK PARTNERSHIP

I was at the Naval Headquarters yesterday for the signing of a Memorandum of Understanding between the Nigerian Navy (NN) and NEXIM Bank on the survey of the River Niger from Lokoja downstream to the Atlantic Coast.

I am delighted that the Hydrographic Department of the NN has reached a level of expertise to undertake such an important task for the Nation.

One must also acknowledge that NEXIM Bank has taken a bold step towards contributing its quota to the Nigerian Economy by trying to partner with various stakeholders to improve economic activities along the River Niger; and the Bank has done the right thing by partnering with the NN in this regard.

Its significance is that the survey would not only identify the navigable channel of the River Niger but would also identify the mineral wealth that has been deposited in the alluvium soil of the River Niger over the centuries.

A subsequent dredging of the Channel would open the River for Navigation from Lokoja to the Atlantic. This would be good for the transportation of bulk cargo. It would also create opportunities for commerce and trade along the River right to the Niger Delta with its multiplying effect on the Nigerian Economy.

I pray that this partnership achieves its objective for the benefit of Nigeria. I pray that the Project would also be taken upstream of rivers Niger and Benue in its Second Phase. Amin.

SHIFTING NARRATIVES

Between 2015 - 2019 many killings took place around Numan, Lamurde, Demsa and Girei LGAs of Adamawa State. I had course to visit some of the affected communities then and observed the carnage in the wake of those raids first hand. The narrative then was that it was a case of farmer-herder crises (1).

Subsequently, I had course to visit many wards and units that I had not visited previously in the aforementioned local governments during my Campaign. I then observed that vast areas of grasslands were scorched and many hamlets were razed to the ground. I also observed that many mosques were burnt. I further observed that many of the communities were no longer heterogeneous. The narrative then was that ethno-religious cleansing had taken place in those localities perhaps in preparation for elections (2).

Moving forward after the elections in 2019 to date the narrative has begun to change again. The Adamawa State Government ordered the arrest of a councillor who was accused of cattle rustling and some cows were returned to their owners through Miyetti Allah and Tabbital Pulaku.

The investigations revealed that some of the raids that were previously assumed to be raids on herdsmen communities by Bwatiyes were actually raids by criminal elements who were cattle rustlers. In a nutshell, though communal participation in some raids could not be eliminated, it is clear that there is a third narrative which involves cattle rustling and banditry (3).

Recently, some killings took place in Tingno-Tito axis of Lamurde LGA. It is assumed that these were carried out by communities that were co-located. What is common to both communities is that they are farming communities; therefore the farmer-herder narrative is not applicable here. What is applicable here is tribalism with a tinge of religion. Therefore ethno-religious crises is the fourth narrative (4).

Also, recently, killings took place around Lafiya-Lamurde in communities that were predominantly Waja and Lunguda. These are 2 ethnic groups that are virtually interwoven through marriages within those communities. They are farmers. So it is almost a case of neighbours killing neighbours. The main difference between other than their ethnicity being their religion.

Now, the yardstick of Hausa-Fulanis against โ€˜kabiluโ€™ is not applicable here. The narrative on the ground here being 2 โ€˜Kabilaโ€™ groups of different religions fighting each other (5).

SUMMARY

In summary, between 2015 to date we have had shifting narratives from Farmer-Herder Crises (1) to Ethno-Religious Crises for political reasons (2) to cattle rustling/banditry (3) to Farmer-Farmer crises based on ethnicity and religion(4) to ethnic crises based on โ€˜kabilanciโ€™ and religion (5).

CONCLUSION

It is clear from the foregoing that there have been shifting narratives with regards to the restiveness in our communities. The narrative: โ€˜Fulani-Herdsmenโ€™ or โ€˜Communal Clashesโ€™ should not always be used to mask a lot of underlying issues. This amounts to intellectual laziness.

One should therefore not hold one view as to the reason behind these crises. One should think critically and broadly when analysing them. Each crisis should be analysed critically and its true elements identified. It is only when the true elements are identified that a workable solution becomes possible.

While sailing the Caribbeans in 1992 an Arab friend of mine, Abdallah Al-Mansour from UAE heard me reciting the Quran. He asked me if I knew the meaning of what I was reciting. I said No but I had an idea.

We then sailed to the Island of Montserrat and Abdallah went ashore. He gave me a copy of Yusuf Aliโ€™s translation of the Quran on his return on board. It is a gift that I have never forgotten. May Allah reward him abundantly. Amin.

Yusuf Aliโ€™s translation and tafsir is one of the earliest translations of the Quran from Arabic to English. It exposed me to the meaning of the Quran and its vastness. After that I read several other English translations and tafsirs from very prominent translators. I learnt from them too but Yusuf Aliโ€™s translation is the one that I have always been connected to. He remains my favourite translator. I feel like I know him.๐Ÿ˜

The person in this picture is Yusuf Ali. What is striking about this picture is how immaculately he is dressed in a 3 piece suit. His grooming is almost like that of an English gentleman. I never thought he would look like this despite the feeling that I knew him ๐Ÿ˜. I thought that he would be dressed in a traditional attire - cap, caftan- with a full beard. But for the fact his name was attached to this picture I would never have thought that this was him. I was therefore astonished when I came across this picture.

I guess that is not all about looks but what we have in our heads and how much we are contributing to the greater good.

This due to the Sudden death of Navy Commodore Habeeb Usman from Mayobelwa LGA.

Commodore Habeeb rose to the rank of Navy Commodore ( Brig. Gen) before his death this afternoon.

I want use this medium to condole the people of Adamawa state more especially the good people of Mayobelwa LGA that just lost an illustrious son.

Commodore Habeeb was in my house last Saturday and he was full of life and laughter in his usual humble self.

He spoke to us this morning and agreed to meet us this night. Unfortunately death came and snatched him from us around 12 noon. Burial has just finished according to Muslim tradition and custom.

Before his death, Commodore Habeeb was the Defence Liason Officer (DLO) to the National Assembly

May God give his family the fortitude to bear this great loss.

Rest In Peace soldier.

STOP USING THE NASS FOR SOAP OPERAS

It has been embarrassing watching the debacle involving ministers: Kiyamo, Akpabio and Ngige and the Acting MD NDDC in the last 2-3 weeks at the NASS. These incidents have seriously undermined the NASS in my opinion. They have been like watching soap operas.

We should also remember that the viewership of the NASS is beyond Nigeria. It therefore means that they are portraying Nigeria as a mediocre Nation worldwide. This should stop.

The Legislative Arm is a crucial component of any democracy. A Government with a weak Legislative Arm is akin to a dictatorship.

These individuals (Legislative and Executive) would come and go but they would be doing a great disservice to our Nation when they bequeath a weak NASS to the next generation.

[I am referring to both the members of the Legislative and Executive Arms of Government.]

I pray that we all view this matter with the seriousness that it deserves and demand very high standards of civility from both the Legislative and Executive arms of Government.

I pray that decorum would return to the order of affairs at the NASS and that they would stop using it as a theatre for soap operas!

HAMA BACHAMA

I received the news of the unexpected demise of Hama Bachama, Colonel Stephen, this morning.

My last visit with Sir Lazarus to him was about 4-5 months ago.

I spoke with him 2 weeks ago. He briefed me that he had organised visits to every Bachama enclave in his domain to discuss the current peace process with the Fulanis. He also briefed me on his reaching out to communities in Taraba who were carrying out raids in his domain particularly those involved in cattle rustling to stop such acts.

These were tangible steps towards peace. I was therefore convinced of his commitment to the current peace process in the State. I therefore feel that his demise is a loss to the peace process in Adamawa.

My condolences to his Family, the Bachamas and all peace loving people of the State.

On a personal level Colonel Stephen was my Oga. He was my Brother-in-Arms by virtue of espirit-de-corps. He knew it and I knew it. We spoke the same language. He could pass a message to me in a gathering with his body language and his eyes.

Our private discussions were very regimental! ๐Ÿ˜‚They were mostly about the armed forces and those โ€˜bโ€”-y civiliansโ€™! ๐Ÿ˜‚ I think that deep inside we both missed the Armed Forces where we cut our teeth and matured into men!

My last compliment to him after the brief he gave me last 2 weeks was โ€œSir you are an Officer indeed โ€œ. That was the highest compliment I could have paid him. Now I am glad that I did.

I wish I could shower Oga with praises but my Oga would have preferred a regimental farewell. I therefore say:

Oga you have carried-on! You have faded-away! We have formed a guard of honour Sir!

We salute you!

Today I remember my Step Mum, Hajiya Zainab Nyako, who passed away 2 years ago.

She was an extraordinary person. I was with her for about 40 years and she never treated me with malice. She was kind and full of life. We miss her a lot as a Family.

50 YEARS OF MARRIAGE!๐ŸŒท

MashaaAllah. Laquwwata illa billah. Alhamdulillah!

My parents, Admiral Murtala Hammanyero Nyako and Hajiya Nana Asmaโ€™u Abba, got married on the 15th of June 1969. Today is their 50th Anniversary! We are grateful to the Almighty for making this possible. Alhamdulillah!

The true beneficiaries of a stable marriage are the offsprings. We are grateful to our parents for staying together in marriage for 50 years! We are grateful to our parents for creating a stable and rancor free environment for us to grow. May Allah reward them abundantly. Amin.

I pray that they have many more years ahead in good health. Amin.
