Religion slavery

Religion slavery refers to the concept of individuals being bound by religious beliefs or practices that restrict their freedom and autonomy. Asylum seekers who cross U.S. border illegally face new Biden rule

The Biden administration on Tuesday announced its most restrictive border control measures to date, issuing plans for a temporary rule that will penalize asylum seekers who cross the border illegally or fail to apply for protection in other nations they transit on their way to the United States.

Under U.S. immigration law, migrants fleeing persecution can request asylum regardless of how they arrive on U.S. soil. Biden’s rule, which could become active in May and expire after two years, would presume asylum ineligibility for those who enter illegally. The penalty would make it easier for the government to deport border-crossers who express a fear of harm, potentially reducing the number who are allowed into the United States pending a hearing in swamped U.S. immigration courts.

The policy announcement, made jointly by the Departments of Homeland Security and Justice, is the latest administration move aimed at shoring up a potential vulnerability for Biden if he runs for reelection next year. After taking office, Biden reversed and eliminated many of the Trump administration’s exclusionary immigration measures, but the president’s pledges to created a more orderly system have been undercut by frequent scenes of border chaos and record numbers of illegal crossings.

Also looming is the expiration of the pandemic public health emergency, set by the White House for May 11. That will lift the emergency border restrictions that have allowed authorities to rapidly expel more than 2 million migrants, including asylum seekers, since March 2020. The proposed rule would give the administration an enforcement tool to confront another potential migrant surge.
Biden’s asylum rule, according to the proposal, will “encourage migrants to avail themselves of lawful, safe, and orderly pathways into the United States, or otherwise to seek asylum or other protection in countries through which they travel, thereby reducing reliance on human smuggling networks that exploit migrants for financial gain.”

Asylum seekers would be able to overcome the rule’s rebuttable presumption of ineligibility by showing they were denied safe refuge in Mexico or another nation through which they traveled before reaching U.S. territory, officials said.

Administration officials said Tuesday the proposal will be subject to a 30-day public comment period, and is likely to take effect before the May 11 expiration of the pandemic-era public health restrictions known as Title 42. Authorities are bracing for a new surge of migrants when the health restrictions end “to a level that risks undermining the Departments’ continued ability to safely, effectively, and humanely enforce and administer U.S. immigration law, including the asylum system, in the face of exceptionally challenging circumstances,” the proposal states.
Tuesday’s announcement carries significant political risks for the president, as the proposal’s broad outlines have been denounced by migrant advocates who are a core part of the Democratic Party base. The administration is already trying to fend off multiple federal lawsuits filed by Republican state officials trying to keep Trump-era measures in place, so the proposed asylum restrictions could leave Biden battling litigants on both ends of the political spectrum.

Krish O’Mara Vignarajah, the president of the Lutheran Immigration and Refugee Service, said the proposed rule resurrects “one of the most harmful and illegal anti-asylum policies of the Trump administration.”

“It defies decades of humanitarian protections enshrined in U.S. law and international agreements, and flagrantly violates President Biden’s own campaign promises to restore asylum,” she said. “Requiring persecuted people to first seek protection in countries with no functioning asylum systems themselves is a ludicrous and life-threatening proposal.”

The current U.S. asylum system was set up in the aftermath of World War II and the Holocaust, with safeguards established to make sure the government would not deport migrants back to nations where they could be killed or persecuted on the basis of race, religion, political beliefs or membership in particular social groups.

In recent years, authorities have seen soaring numbers of migrants crossing the southern border illegally and stating a fear of harm, effectively halting their deportation. To ensure due process, many are released into the United States with court appointments. But those migrants may never complete the application process after their release, and with more than 1.5 million cases pending in U.S. immigration courts, it can take years before their persecution claims are adjudicated.

DHS statistics show those who drop out of the process to remain in the United States illegally face a low risk of deportation, creating what critics see as a worsening loophole undermining effective enforcement.

The Trump administration tried to crack down with a ban on asylum seekers who declined to seek protection in Mexico or other nations they transited en route to the United States. Those measures were blocked in federal court.

Critics of Biden’s proposal have likened it to the Trump approach, but administration officials insist that the comparison is unfair and that their new rule does not amount to a “ban.” They say that they are asking asylum seekers to schedule appointments at official U.S. border crossings instead of hiring smugglers and crossing illegally, and that they are simultaneously expanding other opportunities for migrants to enter the United States lawfully.

Administration officials are anticipating harsh criticism from Democratic lawmakers and others who say the policy risks sending migrants back to grave danger. But Biden officials say the move is the unpalatable result of lawmakers’ inability to pass comprehensive reform that would address glaring problems with the U.S. asylum system.
“This administration will not allow mass chaos and disorder at the border because of Congress’s failure to act,” said an administration official, who spoke on the condition of anonymity to describe the proposal before its publication.

“Even though these temporary measures are being taken out of necessity, they continue to hold true to this administration’s Day One principles of expanding legal pathways, limiting unlawful migration, and increasing border security,” the official said.

On Jan. 5, the administration announced a deal with Mexico allowing authorities to send back across the border up to 30,000 migrants per month who have come from Cuba, Haiti, Nicaragua and Venezuela if they cross illegally. At the same time, the administration is using an executive authority known as “parole” to allow 30,000 monthly from the four nations to enter the United States legally if they have U.S. sponsors and apply via a mobile app.

In the weeks that followed the Jan. 5 announcement, illegal crossings by migrants from Cuba, Haiti, Nicaragua and Venezuela dropped 97 percent, according to government data. Officials said they think the new asylum policy could have a similar deterrent effect.

Governor Adeleke Laments Bad State of Schools, Roads, Health Centres, Vows to Fix Public Infrastructures

The Osun State Governor, Senator Ademola Adeleke has expressed shock at the poor state of public schools, roads, and healthcare centres across the state, promising to launch a 100 day infrastructure upgrade in due course.

"I have an ambitious programme to upgrade Osun infrastructures across health, education, roads and water supply. This government will prove that good governance is possible with sincere leadership. My inspection is to have a first hand view in addition to the field reports from my team", Governor Adeleke explained.

The Governor had embarked on a tour of some schools and healthcare facilities in Osogbo on Monday, observing the deplorable conditions of infrastructures in many of the facilities.

The Governor had a hard time accessing the John Mackay's Government Elementary School in Oke Ayepe as the road leading to the school was completely cut off. The school head broke down in tears while narrating the ordeals of staff and pupils.

The Adeleke had to trek almost a kilometer to access the school only to find the class blocks and other essential facilities in terrible conditions.

A visibly worried Governor Adeleke decried the state of the school and wondered what could have happened to the reported expenditure that the past administration claimed went into upgrading infrastructures in public schools.

The Governor noted his discomfort at the fact that staff and students are forced to stay under such terrible situation and declared his administration's readiness to fix the situation and ensure learning under a conducive environment.

The situation was no any different at a primary healthcare centre in Ota-Efun, Osogbo, as road leading to the facility was practically inaccessible. On an inspection of the facility, the Governor was horrified to find the bad shape that the facility is in.

Bedding for patients was scarce and even the ones in the healthcare centre is not good for patients to use. The healthcare centre is also lacking elementary testing kits and medicines that can be given to patients.

The Governor who was dismayed by what he saw promised to put in place mechanism to get the healthcare centres and every other public infrastructures in the state under better conditions to cater for the health need of Osun people.

"What I found in places visited are unacceptable. Our citizens deserve better in all respect. I am taken up that responsibility with clear goals and targets. We will fix Osun public infrastructures", the Governor concluded while rounding up the visitations.

The Osun State Governor, Senator Ademola Adeleke on Monday unveiled a comprehensive reforms of the revenue and solid mineral sector of the state government with far-reaching directives affecting mining companies and revenue generating agencies and stakeholders.

Inaugurating two separate committees, namely revenue and solid minerals, Governor Adeleke issued several directives to block revenue leakages; increase internally generated revenues; recover unpaid solid minerals payments from Segilola and other companies; halt illegal mining; review the operation of Osun State Internal Revenue Service; suspend control post licences; orders new terms of engagements for revenue collecting agents; orders review of licencing conditions for logging related permits; and vow to ensure mining companies pay for environmental pollution and degradation.

The Governor who decried the situation whereby revenue collectors are earning more than the state government, directed that henceforth all revenue generated must go into the coffers of the state after which decision will be taken on the percentage to be paid to collectors.

While further lamenting huge revenue loss, Governor Adeleke wondered why Segilola gold company has never paid a dime to the Osun State Government for the past 25 years that it has been mining gold in the state.

In the words of the Governor, "Osun state according to extant laws is entitled to 13 percent derivation from every ounce of gold extracted from our gold and other solid mineral fields. Segilola and other operating companies are expected by law to pay Osun state 13 percent derivation on the value of gold and other solid minerals produced in the last 25 years.

"Till date, we have no record of any payment made by Segilola and other mining companies to Osun state. My administration is determined to recover every penny owed Osun state by companies operating in Osun gold fields.

"Osun state has been subjected to intense environmental degradation arising from activities of mining companies. River Osun has been polluted and our people are dying as related sicknesses are spreading. These are sad realities which none of the mining companies has raised a finger to address. My administration will insist on the companies paying for the cleaning up of our rivers and environment. Segilola and other companies operating in our state should take note that cleaning up of our environment is going to be a continous exercise and the resulting expenditure is to be borne by the companies. I will not allow Osun people to continue to be exposed to polluted river water and the state to be so cheated.

"My administration is conducting an audit of Osun assets in the mining sector. All state mining licences already diverted to private possession must be fully recovered. All illegal mining activities must stop immediately. Henceforth, all illegal mining syndicates will be arrested and prosecuted", the Governor posited.

On the revenue side, Governor Adeleke vowed to stop huge leakages in revenue collection, which he blamed on corrupt practices, unfavourable revenue collection terms and outright inefficiencies in the revenue collection processes.

Speaking further, the Governor noted that "My administration will not condone a situation whereby revenue agents are earning more than the state. All revenue inflow must go to the Coffers of the state. We must then decide what will be the collection fees to be paid to the revenue agents. Consequently, all revenue agents operating on behalf of the state must report to the committee immediately for new terms of engagement.

"I have reports of extensive illegal logging of precious woods without permit from the state government. Consequently, all logging permits such as hammer and concession permits are hereby suspended pending review by the committee.

"My administration is in possession of report detailing low revenue returns and corrupt practices across the Control posts. Consequently, all consultants manning the control posts and collecting haulage revenue are hereby suspended pending review by the revenue committee.

"Furthermore, I direct this committee to review the following category of permits payments namely Control post/border checkpoints haulage; plantation or forest reserve concession allocation permit; sawmill permit and renewal; flinch sawn evacuation permit; timber and logs permit; hammering permit or release permit; motor-saw permit; forest reserve access permit and Tungya farming system allocation permit.

"My administration is directing a review of the Osun State Internal Revenue Service. The committee is therefore expected to review the operations of the agency and submit appropriate recommendations to increase internally generated revenue by substantial percentage", the Governor affirmed.

Responding on behalf of the Committee members, the Chairman of the Solid Minerals Committee, Mr. Samuel Oyedokun assured the Governor of their total commitments to the ex*****on of the mandate given to the two committees.

"We totally share the passion and commitment of His Excellency for transparency and accountability in the management of Osun mineral assets and revenue inflows. We promise to commence operations immediately and ensure the fulfilment of His Excellency's various directives," he noted.

Each of the committee has 14 members. The Chairman of the Revenue Committee is Mr. Sola Adewumi while the Secretary is Mr. Hamsat Solanke. The Chairman of the Solid Minerals Committee is Mr. Samuel Oyedokun with Barrister Hashim Abioye as the Secretary.

Osun Governor and House of Assembly Deepen Partnership

Osun State Governor, Senator Ademola Adeleke says his administration has joined hands with the Osun State House of Assembly in moving the state forward and deliver expected benefits of democracy to the people of the state.

Governor Adeleke, who spoke during a courtesy call on the Assembly on Monday, said the time for politics is over and focus should be shifted on working together for the benefit of the people.

Declaring to be Governor for all, Adeleke said he will be fair and just in the discharge of the responsibility of his office, assuring the state legislature of close partnership in state governance as dictated by the law.

"Let us all accept the fact that election is over, and the focus now should be how to effect governance," Governor Adeleke noted, adding that "I want to assure you here that my government will be fair to all. There should not be PDP or APC or any other party, for that matter, in our considerations, but delivering governance to Osun people."

"I want Osun to be first– a reference point in governance. This is possible if we work together for our people, as our collaboration will ensure a peaceful state, and make it easier for investors to come here."

Governor Adeleke hailed the Assembly under the leadership of Rt. Hon. Timothy Owoeye, for the maturity and understanding demonstrated so far, noting the readiness of his administration to fully partner with them in taking Osun state to greater heights.

"The naysayers had hoped that by now, Osun will go up in flames as a result of friction between the House and the Executive, but that is not happening. This is why I must commend the House, particularly the leadership, Mr Speaker, for putting the interest of the people of the state above every other consideration," he added.

"It is my expectation that we continue on this path as that is what will bring the needed benefits for Osun people. This administration considers the House as an important partner, and I want to assure you that we will be open and fair to you."

In his remarks, the Speaker of the House, Rt. Hon. Timothy Owoeye, expressed the readiness of the House to collaborate with the new administration in delivering good governance for Osun people.

Owoeye said the state's legislature under him will always prioritize the interest of the people above every other interest, noting that the people made it possible for them to be in their positions and should be their focus.

The Governor was accompanied to the Assembly Premises by the Deputy Governor, Prince Kola Adewusi; the Secretary to the State Government, Alh Igbalaye Teslim; The Chief of Staff, Alh.
