CIRCULAR TO ALL BANKS AND OTHER FINANCIAL INSTITUTIONS

GUIDELINES ON OPERATIONS OF BANK ACCOUNTS FOR VIRTUAL ASSETS SERVICE PROVIDERS (VASPs)

The CBN in February 2021 issued a circular restricting banks and other financial institutions from operating accounts for cryptocurrency service providers in view of the money laundering and terrorism financing (ML/TF) risks and vulnerabilities inherent in their operations as well as the absence of regulations and consumer protection measures.

However, current trends globally have shown that there is need to regulate the activities of virtual assets service providers (VASPs) which include cryptocurrencies and crypto assets. Following this development, the Financial Action Task Force (FATF) in 2018 also updated its Recommendation 15 to require VASPS to be regulated to prevent misuse of virtual assets for ML/TF/PF.

Furthermore, Section 30 of the Money Laundering (Prevention and Prohibition) Act, 2022 recognizes VASPs as part of the definition of a financial institution. In addition, the Securities and Exchange Commission (SEC) in May 2022 issued Rules on Issuance, Offering and Custody of Digital Assets and VASPS to provide a regulatory framework for their operations in Nigeria.

In view of the foregoing, the CBN hereby issues this Guidelines to provide guidance to financial institutions under its regulatory purview in respect of their banking relationship with VASPs in Nigeria.

The Guidelines supersedes the CBN’s circulars referenced FPR/DIR/GEN/CIR/06/010 of January 12, 2017 and BSD/DIR/PUB/LAB/014/001 of February 5, 2021 on the subject. However, banks and other financial institutions are still prohibited from holding, trading and/or transacting in virtual currencies on their own account.

Accordingly, all banks and other financial institutions are hereby required to immediately comply with the provisions of the Guidelines.

POLICE RECRUITMENT COMMENCES AS RECRUITMENT BOARD OPENS APPLICATION PORTAL

- IGP Charges Applicants on Vigilance Against Fraudsters

The Nigeria Police Force is pleased to announce the commencement of the recruitment process for qualified individuals into the rank of Police Constables in the General Duty and Specialist Cadres. The Police Recruitment Board is set to open the application portal on October 15th, 2023, marking the beginning of an essential phase in enhancing the Force's capabilities and effectiveness. The online application portal will be opened for the period of six weeks from 15th October to 26th November 2023, where prospective applicants are required to complete the online application forms and submit same within the specified period via www.apply.policerecruitment.gov.ng

Applicants shall be of Nigerian origin by birth and must possess the National Identification Number (NIN) with a minimum of 5 credits in not more than 2 sittings in WAEC/NECO or its equivalent with credit passes in English and Mathematics, and aged between 18-25 years for General Duty, and 18-28 years for Specialists; medically, physically, and psychologically fit and must not be less than 1.67m tall for male and 1.64m tall for female, with not less than 86cm (34 inches) expanded chest measurement (for male only). Applicants must be free from any financial embarrassment and not convicted of any criminal offence.

The available Specialised Fields include Medical Assistant (Junior Community Health Extension Workers (JCHEW), Veterinary Assistant (Relevant Certificate in Animal Health/Livestock), Band Section, Communications/Info-Tech Specialist, Driver/Mechanic, Marine, Plumbers. Masons, Painters, Tilers, Electricians, Welders and Carpenters

The Inspector-General of Police hereby issues a strong charge to all applicants, urging them to exercise vigilance and caution throughout the application process. He warned against the activities of fraudsters and individuals who may attempt to exploit the recruitment process for personal gain. The IGP assures that the Police Recruitment Board comprises dedicated and disciplined individuals who will ensure a transparent and meri-based recruitment process devoid of corrupt and other sharp practices. He emphasized that the application and selection process is FREE, and will be carried out through official channels and that unscrupulous activities should be promptly reported to the authorities for necessary action.

The Nigeria Police Academy Wudil Kano State has conducted a colourful graduation ceremony for 169 cadets of the 5th Regular Course of the academy. The occasion which took place today at the parade ground of the academy and have distinguish personalities in attendance including the reviewing officer the President and Commander-In-Chief of the Armed Forces of the Federal Republic of Nigeria Dr. Bola Ahmad Tinubu GCFR ably represented by the Vice President Dr. Kashim Shettima GCON, the Inspector General of Police IGP Kayode Egbetokun, Governor of Kano State amongst others. POLICE ACADEMY COMMENCES APPLICATION INTO 10TH REGULAR COURSE CADET DEGREE PROGRAMME

• Interested and Qualified Candidates to Register on www.polac.edu.ng, as IGP Warns Impostors, Fraudsters

The Nigeria Police Force wishes to invite interested and qualified candidates of Nigerian extract to register online for admission into the 10th Regular Course Cadet Degree Programme. The online registration process will run for a period of six (6) weeks (*from 24th July to 3rd September, 2023*) availing both male and female Nigerians of good character the opportunity of serving the fatherland.

The requirements for admission into the Academy include that the applicants must:
i. be of Nigerian origin by birth and possess National Identity Number (NIN), JAMB result (2023 only) with not less than 180 marks, and must have selected Nigeria Police Academy, Wudil as first choice in the JAMB form.
ii. possess a minimum of 6 credits in not more than 2 sittings in WAEC/NECO or its equivalent with credit passes in English and Mathematics.
iii. be aged between 17-21 years by 31st October, 2023.
iv. be medically, physically, and psychologically fit and must not be less than 1.67m tall for males and 1.64m tall for females.
v. have not less than 86cm (34 inches) expanded chest measurement (for males only)
vi. not be married or pregnant at the time of admission.
vii. have a valid email address and phone number.
viii. SSCE (WAEC/NECO) Statements of Results or certificates before 2019 will not be accepted.

The method of application is virtual. All interested applicants who meet the criteria above are advised to visit the Academy’s website: *https://www.polac.edu.ng*, generate Remita Retrieval Reference (RRR) code which would be used to make payment of a non-refundable fee of Three Thousand, Five Hundred Naira (N3,500) only through any commercial bank branch in Nigeria. Successful payment will open up a form that applicants are required to fill out and upload scanned copies of their SSCE results, birth, and state of origin certificate.

Thereafter, applicants are required to print out completed online forms and guarantor forms to be filled and submitted at the Nigeria Police Academy during the physical screening. Automated physical screening exercise will hold at the Academy at a date which will be communicated in due course. Successful candidates will participate in a Computer Based Test (CBT), a subsequent Automated Medical Screening Exercise, and an Automated Interview/Selection Exercise for Final Selection of candidates who will undergo a 5-year academic and police training leading to a Bachelors Degree and commissioning into the Nigeria Police Force as Assistant Superintendent of Police II.

The Acting Inspector-General of Police, IGP Kayode Adeolu Egbetokun, Ph.D., NPM, assures that the process will be conducted in the best tradition of transparency and accountability. He advises the applicants to be wary of online imposters, scammers, and other criminal elements who might want to take advantage of the application process to dupe innocent applicants. The IGP however warns that anyone found wanting in this regard will be arrested and prosecuted.

NUHU RIBADU HAS TAKEN OVER AS THE NEW NSA.
Following the sacking of service chiefs including the Inspector General of Police and the National Security Adviser (NSA) by President Bola Ahmad Tinubu GCFR, the immediate past immediate past National Security Adviser (NSA) Major General Babagana Mongunu (rtd) has handed over to the incoming National Security Adviser Malam Nuhu Ribadu. Malam Nuhu Ribadu a retired Assistant Inspector General of Police (AIG) also served as the pioneer Chairman of the Economic and Financial Crimes Commission (EFCC) from it's formation in 2003 to 2007. Before his appointment as the EFCC Chairman, he served as the legal officer at the Police Force Headquarters Abuja up to the rank of an Assistant Commissioner of Police (ACP).

FG HAS RENAMED SOME AIRPORTS ACROSS THE COUNTRY
President Bola Tinubu GCFR has renamed some federal airports after several prominent Nigerians.
The renaming of the airports was announced in a memo released by the Federal Ministry of Aviation dated June 1, 2023, and signed by Mrs Joke Olatunji for the Director of Airport Operations on Monday.

The statement noted that the President renamed the airports “as part of reforms of the Aviation sector.”

The Maiduguri Airport was renamed after the immediate past President Muhammadu Buhari and the Port Harcourt Airport after the late nationalist Obafemi Awolowo, while the Nasarawa Airport immortalised the late founder of the Sokoto Caliphate, Usman Dan Fodio.

Also, the Benin Airport was renamed after the late Oba of Benin, Oba Akenzua II, Ebonyi Airport after the late Senate President Chuba Okadigbo, and the Ibadan Airport after the late Premier of the old Western Region, Ladoke Akintola.

RECRUITMENT INTO THE NIGERIA IMMIGRATION SERVICE

The Civil Defence, Correctional, Fire and Immigration Services Board (CDCFIB) is inviting applications from suitably qualified candidates for full time appointment to fill existing vacancies in the following positions in the Nigeria Immigration Service (NIS).

1. POSITIONS:

CATEGORY A: SUPERINTENDENT CADRE
i. Superintendent of Immigration (SI) CONPASS 11 Professional (Doctors):
Applicants must possess minimum of First Degree (MBBS) from a recognized Institution of higher learning and NYSC Discharge Exemption Certificate.
ii. Deputy Superintendent of Immigration (DSI) CONPASS 10 Professional.
(Pharmacists):
Applicants must possess minimum of First Degree in Pharmacy from a recognized Institution of higher learning and NYSC Discharge/Exemption Certificate.
iii. Assistant Superintendent of Immigration II (ASI II) CONPASS 08

CATEGORY B: INSPECTORATE CADRE
i. Assistant Inspector of Immigration (All), General Duty, CONPASS 06.
Applicants must be holders of National Diploma (ND), NCE or Advanced NABTEB obtained from recognized Institutions.

CATEGORY C: ASSISTANT CADRE
i. Immigration Assistant III (IA I11) CONPASS 03 General Duty
Applicants must be holders of GCE Ordinary Level, SSCE/NECO, GCE or Its equivalent with a minimum of Four (4) credits in not more than
two (2) sittings, which must include English and Mathematics.
ii. Immigration Assistant III (IA III CONPASS 03 Artisans
a) Motor drivers
b) Mechanic
Applicants must be holders of Ordinary Level SSCE, or its equivalents and appropriate Trade Test Certificate.

2. METHOD OF APPLICATION
Applications shall be online. Candidates are expected to log on to the portal https://cdcfib.career as from Monday 16th January, 2023, to fill and submit the application form. Candidates are advised to print out the Referee Forms which must be duly completed for submission during the Screening Exercise.
Candidates should NOTE that multiple applications shall lead to automatic disqualification.

3. SUBMISSION OF APPLICATIONS
Applications must be submitted online within Two (2) weeks from the date of publication.

4. STATUTORY REQUIREMENTS FOR RECRUITMENT
i. Applicants must be Nigerians by birth;
ii. Have National Identity Number;
iii. Applicants must be holders of the requisite qualifications and certificates;
iv. Applicants must be fit and present certificates of medical fitness from Government recognized hospitals;
v. Applicants must be of good character and must not have been convicted of any criminal offences;
vi. Be required to pass drug test;
vii. Applicants must not be financially embarrassed;
viii. Applicants must be between ages of 18 and 30 years with exception to Doctors and Pharmacists who must not be more than 35 Years;
ix. Applicants’ height must not be less than 1.65m for male and 1.60rn for female;
x. Applicants’ chest measurement must not be less than 0.87 for men;
xi. Computer literacy will be of added advantage;
xii. Any certificate or qualification not declared and accepted during documentation, shall not be accepted after the recruitment.

5. COMPUTER BASED TEST (CBT)
There shall be computer-based test for shortlisted candidates. Appropriate time and date shall be communicated to such persons.

6. CLOSING
All Applications are expected to be completed and submitted within two (2) weeks from the date of this publication.

CANDIDATES SHOULD NOTE THAT THIS APPLICATION IS ABSOLUTELY FREE.

TERRORISTS ATTACKED ABUJA - KADUNA TRAIN WITH 970 PASSENGERS ON BOARD
Terrorists have attacked Abuja - Kaduna bound train with 970 passengers on board.gunmen were said to have blown up the rail track, forcing it to stop.
It was gathered that the 6pm train that took off from Rigasa in Kaduna arrived in Abuja on schedule around 8pm.
However, the one that took off from Idu in Abuja, ran into the explosives planted by the terrorists.

A passenger on the train called for help in a tweet.

“Please this is an emergency. We are inside the train at the moment. Kidnapper’s planted explosives and the train engines have been ruined,” the passenger, identified as Anas Iro Danmusa, twitted from the train.

He added: “We are helpless on the Abuja to Kaduna train. Gunshots still being fired right around us. We are just under the seats praying to God while waiting for help. Since 8pm, we have been here, between Katari and Rijina. I am a living witness”.

In another message, the passenger announced the arrival of the security forces at the scene.

“Alhamdulillah! (Glory be to God!), the soldiers are with us. We are safe!!!” he twitted.

The train was attacked between Katari and Rijana in Kaduna State. No fewer than 900 passengers were said to be on board. This could not be officially verified.

Kaduna State Commissioner of Internal Security and Home Affairs, Samuel Aruwan in a statement issued around 11:00pm, said: “Troops secure Abuja-Kaduna train trapped by terrorists.”
He added that, some of the passengers who sustained injuries had been rushed to the hospital, while efforts were on to convey other passengers from the location.
Aruwan said: “Security agencies have reported to the Kaduna State Government that the military has secured the Kaduna bound train from Abuja trapped by terrorists.
“The Kaduna State Government received multiple reports of an attack on the Abuja-Kaduna train service at around Kateri-Rijana general areas.
“Relevant action agencies were urgently contacted, and robust deployments of personnel were swiftly made to the area to secure the passengers on board.
“Efforts are ongoing to convey the passengers from the location and others that sustained injuries have been rushed to hospitals for urgent medical attention.

“The Government of Kaduna State will be liaising with the Nigerian Railway Corporation (NRC) to ascertain the list from the passengers’ manifest for efficient tracking.

“This is to acquire an accurate inventory of all passengers and their actual status.

“Governor Nasir El-Rufa’i who has been in constant touch with the security forces, commended them for their prompt response, and thanked them for successfully securing the train and passengers on board.

“Security forces continue to comb the general area in additional rescue efforts.

“Emerging developments will be communicated to the public,” he said.

The Managing Director of NIRSAL Microfinance Bank, Mr Abubakar Kure, on Sunday, said the bank would continue to support businesses to fast track growth of Small and Medium Scale Enterprises (SMEs) in the country.

Kure said this in Abuja on the sideline of a novelty football match to mark the third year anniversary of the strategic bank.

He told the News Agency of Nigeria (NAN) that the bank will continue to work with relevant stakeholders to fast track the growth of SMEs across the country.

Kure said the novelty match was organised by the bank as part of activities to mark its third year anniversary and also to informally interact with members of staff.

“This event is for us to informally meet, know ourselves better, network and also exercise with this novelty match, with the ultimate aim of improving our productivity,” he said.

According to him, the bank will also continue to encourage physical exercise and sports for all staff members to boost their mental alertness.

Earlier, Mr Darlington Lawson, Executive Director of the bank said the event had helped strengthened the camaraderie among its personnel.

He described physical exercise as good for better health and productivity at work.

Mrs Joy Nkwor, Director, Human Resources of the Bank said the event was an opportunity for the women to show their physical fitness on the field of play.

NAN reports that Nkwor had captained the female team to beat the male team 3-2 in an interesting novelty football match.

The Nigeria Incentive-Based Risk Sharing System for Agricultural Lending (NIRSAL MFB) was established in 2019 to stimulate the flow of affordable finance and investment in the agricultural value chain. (NAN)(www.nannews.ng)

DIG EGBUNIKE DIED IN OFFICE
The Deputy Inspector General of Police in Charge of the Force Criminal Investigation Department DIG Joseph Egbunike has died in the late hours of yesterday (Tuesday) while working in his office located at the FCID Headquarters area 10 Abuja. DIG Egbunike is an Alumni of the University of Nigeria Nsukka and enlisted into the Nigeria Police in 1988 as a Cadet Assistant Supritendent of Police (ASP) and rose to the rank of a Deputy Inspector General of Police. He led the committee that investigated the suspended Deputy Commissioner of Police Abba Kyari in 2021.

BREAKING: Saudi Arabia abolishes COVID-19 restrictions, invites Muslims from around the world for 2022 Hajj and Umrah.

After two straight years of shutting the doors of Mecca and Madinah to Muslim pilgrims due to the COVID-19 pandemic, the Kingdom of Saudi Arabia has announced that it will open the doors of the the two Holy Mosques for pilgrims from around the world to attend the 2022 Hajj and Umrah.

The Saudi Arabia Government had earlier on Saturday announced that the mandatory physical distancing in Mecca and Madinah has been scrapped. In a short speech by Imam Sheikh Abdullah Juhany, he asked Muslims in the Holy Mosques to stand shoulder to shoulder for the morning solat (prayer) on Sunday, citing that the physical distancing has been scrapped by the Saudi’s Ministry of Interior.

The Ministry of Hajj and Umrah on Sunday, announced that the the annual Hajj for this year 1443/ 2022 will take place with pilgrims from around the world and from within the Kingdom stating that the only only condition would be that the pilgrim must be vaccinated.

According to the Press release, it reads: “The annual Hajj for this year 1443/ 2022 will take place with pilgrims from around the world and from within the Kingdom.”
