MEMO: OFFICIAL STATEMENT ON THE AFRICAN UNION (AU) SUMMIT 2024 HELD IN ADDIS ABABA, ETHIOPIA, 14 – 15 FEBRUARY, 2024

The Biafran Provincial Government -BPG [Government of the State of Biafra]; the Head of State BPG and Commander-in-Chief of the Armed Forces of the State of Biafra, the Biafran Supreme Military Council of Administration -BSMCA, the Peoples and Armed Forces of the State of Biafra, having observed and consulted official reports of the African Union 47th Ordinary Session of the Permanent Representation Committee hereby makes the following recommendation:

1. The theme of the African Union summit 2024 which emphasised on the in-depth reform of Education in Africa should begin with the education and re-orientation of African leaders on the core value in respect to rule of law as a conscience efforts to the wellbeing and empowerment of the citizens for the creation of prosperity in Africa.

2. The Pan-African Parliament should also be reformed as an institution for the checkmating of Member States in promotion and respect to Human Rights and Fundamental freedoms in the continent.

3. Most of the African leaders are in dilemma and ignorant of the real situation in countries they administrate due to their frequent travels outside the continent for their personal engagements.

4. In taking stock of the fragmentation of the world and to avoid a catastrophic armed conflict in the Western Africa region, the right of Self-determination, National sovereignty, Independence and Territorial integrity must be accorded and recognised for the Peoples and State of Biafra.

5. The flagrant contempt of regional, international laws and international humanitarian laws by the occupying government of Nigeria is a case study on the failure of African leaders to consolidate on the progress in the continent.

6. Why the outcry and advocate for a two-state solution to the Israel-Palestine conflict while there is a conspiratory silence on the wanton killings and destructions of lives and properties of the Peoples of Biafra by the occupying terrorists forces of Nigeria?

7. The shelling and bombardment of innocent and defenseless Biafran civilians is precarious and misery, and should be of utmost priority than that of Palestine and Ukraine.

8. The abating of Xenophobia in Africa should also be prioritized rather than the Israel-Palestine conflict.

9. To promote unity, solidarity, peace, integration and development in Africa, Member States should adhere and practicalise human rights and fundamental freedoms as obligated in relevant laws, instruments, resolutions, practices, mechanisms and decisions.

10. The achievement and implementation of the 2030 UN Sustainable Development Goals is the catalyst for the feasibility of the African Union Agenda 2063.

11. The Peoples and State of Biafra have made advanced progress in researches, innovation and production in the areas of Agriculture, Manufacturing, Housing, Armament, Science, Technology, etc.

12. The 31 Provinces which includes the National Provincial Capital of the State of Biafra, Letu-Edda, is capable of generating economies of scale and agglomeration with the necessary workforce for the promotion of peace, stability and prosperity in the continent.

In conclusion, the African Union Commission; Member States, Permanent Representative Committee, Organs and Specialized Agencies, Ambassadors, Regional Economic Communities and others should contemplate on the words of Ma Ellen Johnson Sirleaf, former Liberia President and First Female Head of State in Africa which states as thus: “HISTORY WILL JUDGE US NOT BY WHAT WE SAY IN THIS MOMENT IN TIME, BUT BY WHAT WE DO NEXT TO LIFT THE LIVES OF OUR COUNTRYMEN AND WOMEN. IT WILL JUDGE US BY THE LEGACY WE LEAVE BEHIND FOR GENERATIONS TO COME.”

OFFICIAL STATEMENT ON THE 45TH SESSION OF UNITED NATIONS GENEVA UNIVERSAL PERIODIC REVIEW OF THE OCCUPYING NIGERIA STATE

The Biafran Provincial Government -BPG [Government of the State of Biafra]; the Head of State BPG and Commander-in-Chief of the Armed Forces of the State of Biafra, the Biafran Supreme Military Council of Administration -BSMCA, the Peoples and Armed Forces of the State of Biafra hereby acknowledges the United Nations Human Rights Council -UNHRC, Special Procedures, the Universal Periodic Review and Independent Investigations on the 45th Session of human rights review of Member States held at the United Nations Office in Geneva -UNOG on 23 January 2024.

As the Biafran Provincial Government -BPG [Government of the State of Biafra] awaits the Adoption Outcome Reports on the Human Rights record of the occupying government of Nigeria, we recommend the following:

1. The sanctioning of the occupying government of Nigeria for the intentional violation and noncompliance to human rights and international humanitarian laws.

2. The investigation of numerous massacres by the occupying forces of Nigeria against Biafrans exercising the Right to peaceful assembly and prompt prosecution and punishment to those responsible. The survivors and loved ones of those massacred must be repatriated by compensation, rehabilitation, restitution and a guarantee that it won’t happen again.

3. The contempt for judgements by competent court of jurisdiction on cases involving pro-Biafran activists by the occupying government of Nigeria is a breach of Article 3 of the African Charter on Human and Peoples Rights that Every individual shall be equal before the law and also shall be entitled to equal protection of the law.

4. The flagrant disregard of Article 9(3) of the International Convenant on Civil and Political Rights which requires that detainees suspected of a crime are brought before a court of law within few days but the occupying government of Nigeria has continually committed the criminal offence of Enforced Disappearance against Indigenous Biafrans.

5. The state-sponsored torture of defenceless Biafrans exercising their inalienable Right to Self-determination by the occupying forces of Nigeria in numerous places of detention is a contravention of Article 5 of the Universal Declaration of Human Rights declaring that “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”

6. The prompt legal proceedings on the investigation of the occupying government of Nigeria for alleged crimes against humanity and war crimes under Article 7 and 8 of the Rome Statue of the International Criminal Court.

7. The support for the abolition of the death penalty and the right to life, liberty and security of person as enshrined in Article 3 of the Universal Declaration of Human Rights. Moreover, the indigenes of Biafra are mostly those persons placed on the death row by the occupying government of Nigeria.

8. Necessary steps should be undertaken to address the negative environmental and human rights impacts caused by oil pollution in the coastal region of the State of Biafra. These includes effective clean-up of oil pollution, compensation, repair and maintenance of pipelines, access to adequate standard of living, water, health and education for the denizens.

9. The immediate investigation, prosecution and punishment of corrupt political officeholders whose actions has deprived the citizens of social protection, the achievement and enjoyment of the Sustainable Development Goals. We strongly advocate for their travel ban, seizure and Reparation of their assets abroad.

10. The mutual recognition and bilateral relations with the Peoples and State of Biafra for our inalienable Rights to Sovereignty, Independence and Territorial integrity as enshrined in the United Nations Charter.
