Nigeria needs N1.08trn to fix primary healthcare centres

• Nigerian Doctors still perform surgery with candle, torchlight ― Archibong

By Kehinde Akintola – Abuja

The Federal Government disclosed that it would require a whooping sum of N1.08 trillion ($2.83 billion) funding over the next 10 years to fix the primary healthcare system across the country.

This was disclosed at the three-day retreat for National Assembly members on amendments of National Health Act, 2014, where members of the House of Representatives expressed the 9th Assembly’s resolve to address various gaps in the extant legislation including the National Health Insurance Scheme (NHIS).

While reflecting on the poor state of the country’s health sector, Hon Henry Archibong (PDP-Akwa-Ibom), who decried the dearth of infrastructure including power across the country, underscored the need for proactive steps to retain human resources required in the health sector and stop the migration to greener pastures.

“We need to retain our human resources. I am a medical doctor and I remember when I used to practice, I have done surgeries with lantern, I have done surgeries with candles, I have done surgeries with Torchlights and a lot of Nigerian Doctors still do that.

“So it’s not as if we are having scarcity of professionals, if you go abroad, you will find out that 7 or 6 out of 10 Doctors practising abroad are Nigerians. One of the reasons why they are leaving is that the healthcare system is not properly organised to be able to retain those human resources for health.

“So we need to make laws, we need to review the laws to make sure that those people stay back in this country and give our people the much-needed attention and the treatment,” Hon Archibong stressed.

In an interview with Parliamentary Correspondents, the Minister of Health, Dr Osagie Ihanire, who reiterated the resolve of the present administration towards revitalization and operationalisation of the 10,000 PHCs across the country, disclosed that there are available data showing to confirm that 30% of the PHCs have so far been revitalised.

He also tasked subnational governments on the need to ensure year on year increase in budgetary allocation for health, in line with Abuja Declaration as well as strengthening innovative funding mechanism by pushing for dedicated health tax (such as Sin taxes, telecom, etc) related funding with adequate protection.

The Minister, who spoke during an interview at the sideline of the Retreat, disclosed that the present administration has “resigned the primary healthcare centre. Before the primary healthcare centre is just like a dispensary that will be open by 8 o’clock and close by 4. Now we want it to be comprehensive, open round the clock, that means you must have staff quarters there. Every primary healthcare centre, we have a new design for it.

“They must have light, and the most reliable here is solar-powered light. So we have solar-powered light both for the primary healthcare centre and the staff quarters. They must have water, they must have a borehole, then they will have equipment, they will have human resources on health, they will have midwives, they will have nurses and a doctor if possible. You can’t have a doctor everywhere but if we have one, it’s fair.

“We can also involve the private doctor, private doctors who want to come and manage these hospitals can do that. So there are many options to make sure we get these primary health centres working.

The Minister also beckoned on Development Partners, Civil Society Organisations and philanthropists to synergize with Federal Government in achieving the feat, stressing that the project requires

“We are also looking to our partners if you want to help us this is the time to help us to build these primary healthcare centres we need about 9,800.

“It’s a lot of money, I cannot give you a figure but we have about 3,000 working now, so we have about a-third and we need more. There are some we need to upgrade, which cut across all the states.

“We want to upgrade them just like I told you now, a staff quarter, some are like dispensary like I told you. That is the agenda of the President to have sound healthcare available at the grassroots, the villages in the semi-urban areas, in the other areas we have massive grassroot where they don’t even have transport to go all the way to big hospitals but they can reach the nearby primary healthcare centres.

“And with the programme the health insurance is launching, at the basic health provision fund, members will get a card you can go for your treatment, and if you have something like hypertension, you will not only be diagnosed, you will be given medicine free of charge, that is the vision that President Buhari has.

“And if we have something like diabetes, you are assured of medicine, so that will galvanize the pharmacy industry in Nigeria because the bulk purchase of these medicines will activate and strengthen the pharma industry to start

Nung Obong Indigenes Appeal to Gov Emmanuel to Impress Contractor to Return to Site

Indigenes of Nung Obong in Nsit Ubium Local Government Area under the auspices of Nung Obong Patriots and Nung Obong Development Association have appealed to the Governor, Mr. Udom Emmanuel to impress it upon the contractor handling construction of Ikot Eyo/Nung Obong/ Ikot Ntung road in the community to return to site.

Indigenes of the community made the appeal while carrying out interventions on a section of the Ikot Eyo/Nung Obong/ Ikot Ntung road to make it motorable.

The community lauded the Governor, Mr Udom Emmanuel for awarding contract for the construction of the road including a broken bridge which had cut off residents of Nung Obong and Mbiekene from accessing neighbouring communities.

The community said the contractor handling the road project, Bulletin Construction Company, halted work on the road during the last rainy season and has not resumed work at the site since then.

The communuty stressed that the road which links many communities including Ikot Eyo, Edem Idim Okpot, Mbiekene, Nung Obong, Ikot Ntung is economically important for the continued rural trading and farming which are the mainstay of indigenes of the area.

The groups added that indigenes of the community can no longer access their rice farm at Nung Obong, which has over the years been the means of livelihood for the farmers.
While appealing to Governor Udom Emmanuel to kindly include the project among those to be completed within the 2021 fiscal year, lauded the member representing Nsit Ubium in the State House of Assembly, Barr Otobong Bob for speaking consistently on the need for accelerated speed on construction of the road.

AKWA IBOM GOVT ORGANIZES CAPACITY BUILDING TRAINING FOR SENIOR CIVIL SERVANTS.

Governor Udom Emmanuel has further fulfilled his promise to enhance the service delivery in the workforce, with a Capacity Building Retreat and Workshop for the senior civil servants cadre in Akwa Ibom state.

GOVERNOR EMMANUEL'S INGENUITY IN LEADERSHIP

Within the past five years in saddle, Governor Udom Emmanuel has succeeded in placing Akwa Ibom on the world map, attracting laurels and global commendations in all sectors as well as making the state a reference point in all sectors of the economy, because of his sterling Leadership style and strategic approach to Governance.

His proclivity as a peace ambassador, bridge builder, champion and front liner for the unity and greatness of the state is enshrined as word on marble in his political and economic inclusion pillar and his well thought out DAKADDA philosophy for the state.

Additionally, Governor Udom Emmanuel towers tall as a leader with ardent passion for Accountability, Transparency and Prudence, which account for the huge volume of Foreign Direct Investment, FDI, attracted to the State under his stewardship and the continuous publication of the Final Audited Accounts of Akwa Ibom State Government on pages of tabloids.

It is a truism that, the mark of leadership is the inclination to stick to innovative and audacious course of actions and as Apple co-founder, Steve Jobs puts it in a more succinct term, “innovation distinguishes between a leader and a follower”. One of the outstanding features of a good leader therefore, is the capacity to reason freestanding of conventional wisdom.

The above analysis of know-how in leadership, best defines the governance style of Mr. Udom Emmanuel, who in the past fast five years as Governor of Akwa Ibom State has demonstrated a leadership style that has attracted enthusiastic connectivity and economic simulation among his people.

Since his ascendancy to the seat of governance of Akwa Ibom State on May 29, 2015, Governor Udom Emmanuel has manifested a clear insight and understanding of the kernel of leadership through policies and programmes that have positively impacted on every section and sector of the state.

A lot has been said and written about the imprints of Governor Udom Emmanuel in the economic sector as well as the great strides of his administration in infrastructural revitalization and its industrial agenda which have marked out Akwa Ibom as a fast growing state. Nonetheless, one area that social commentators and political analysts seem too often to overlook is the unity project of the state, which Governor Udom Emmanuel has strategically galvanized as a bridge builder.

In words and actions, and in every occasion and situation, the Governor has emphasized the cords that bind the state together, distancing himself and his administration from the agents of destabilization, discordance and acrimony, who rather seek to exaggerate the negligible diversities to undermine homogeneousness of the state.

This underlying philosophy of Governor Udom Emmanuel in running the affairs of the state is exemplified in the equitable distribution of human capital development and his infrastructural expansion drive to every segment of the state without biases and bigotries.

For instance, the Governor has come out clean in ensuring that, all the 3 Senatorial Districts of the state has at least a state-of-the-art medical facility to be reached within a driving span of one hour, while all the 10 Federal Constituencies are to be provided with state-of-the-art Sports Centres towards the development of budding athletes and Footballers. From Uyo to Ikot Ekpene and to Eket Senatorial district, at least one Mega infrastructural facility is erected to boost industrialization and create opportunities for job creation, wealth creation and poverty alleviation amongst the people of the state.

All these culminated in the huge support base of the Governor across the 31 Local Government Areas of the State, devoid of ethnic sentiments. The strength and reach of his support came to fore convincingly during the 2019 gubernatorial election in the state, in which Governor Emmanuel easily won landslide votes in all the 2,980 units of the 329 wards of the state.

For Governor Udom Emmanuel, the unity, harmonious coexistence and holistic development of the state are topmost agenda that must not be sacrificed on the altar of personal ego and self-aggrandizement.

5,478 YOUTHS TRAINED IN ICT, OTHER SKILLS BY AKWA IBOM GOVT

by Mfonobong Ukpong

A total of 5,478 Akwa Ibom youths drawn from the 31 local government areas in the state have so far benefitted from Governor Udom Emmanuel's Skills development and youth empowerment programme in the past 18 months.

The youths were trained in various skills including, ICT, Oil and Gas, Welding and Fabrication, Fashion design among others.

Making the disclosure, Wednesday during a live Radio interview on INSPIRATION FM as part of activities to mark World Youths Skills Day, 2020, the Senior Special Assistant to the Governor on Skills Development, Rt. Hon. Mrs. Alice Ekpenyong, stated that Governor Udom Emmanuel has demonstrated enough commitment towards ensuring that Akwa Ibom youths were economically independent through skills and entrepreneurship development.

"About 5,478 youths have been trained in different skills including, ICT, Oil&gas, welding and fabrication in the last18 months. It actually started in 2019.

"We ended the training exercise just before the pandemic. Recently, the government of Akwa Ibom State has distributed some inputs to the youths in Agriculture, under the Cassava Farmers Scheme in partnership with the Ministry of Agriculture".

Alice Ekpenyong, a former Chief Whip in the State House of Assembly hinted that programme would enter the next phase, as her office awaits inputs from the Economic Recovery Committee.

"They are now in the immigration stage, so we are waiting for them to hear what they have for us, and then we'll continue from where they stopped".

Also speaking, the Director of Administration at the Skills Center Development Office, Pastor Godwin George who also fielded questions during the interview said the Office of the SSA to the Governor on Skills Development undertakes the training, monitoring and mentoring of the trainees. He added that at the end of their training the Skills Development Office in partnership with Small and Medium Enterprise Development Agency of Nigeria, SMEDAN ensures every successful trainee is established at the completion of their training programme.

"We ensure every trainee is established. We partner SMEDAN to enable them get SMEDAN certificate and with the certificate they can access CBN loan. we go as far as partnering the Corporate Affairs Commission, CAC to get their businesses registered".

The theme of the 2020 World Youth Skills Day is Virtual Event on Skills for a Resilient Youth in the era of COVID-19 and beyond, and Mrs Ekpenyong told interested participants in the forthcoming skills training programme to register with her office at No 10 Afia Etoi street in Uyo.

The Governor's skills development aide said her team was currently on road shows across markets, and other public places to invites participants for the next phase of the skills training programmes.

"We just concluded a tour across the state and we have identified 24 training centers that we will use for the training programme," she added.

Who says Governor Udom's Media Team is not working?

Just yesterday I read a column written by one of Akwa Ibom finest, Michael Bush, on The Real Meaning of Witchcraft. In one of the paragraphs, he noted that a witch is one who consistently despise blessings in the lives of others but want them to mount a guard of honour when it’s their turn, and one who frequently talk down on people.

And it is not out of place to state that those who are alleging that the governor's media team is not working could rightly be said to be practising Witchcraft.

It's very common in our society today, when someone wants favour from the Governor, he or she would be looking for what to say. The available option has always been to talk down on the efforts of the governor's media team. Who told you that the media team of the governor is not working?

I doubt if such human beings are aware of the calibre of those in the team, from the commissioner for Information, Sir Charles Udoh, to the Chief Press Secretary to the Governor, Mr Ekerete Udoh, not to mention the Media Aides of His Excellency who have intimidating pedigrees.

It is either such human beings have lost touch with reality, or they are practising witchcraft in order to get favour from the governor.

Why is everybody trying to suggest how the governor's media team should work? Can they even match the pedigree of the Information commissioner who has proven that he knows his onions, having spent many years as a communication expert in managing information in various capacities? He is one of the top notch in the country when it comes to information management. Or is it the CPS who has performed his information management prowess outside the shores of this country with several awards to his credit? These men are experts and they have not left any stone unturned in their respective roles.

We all know that the work of the media team include defending the government, promoting programmes and policies of government, getting feedbacks from society and channelling to appropriate quarters. And these guys are assiduously doing this and many more.

On weekly basis, they visit project sites and industries constructed by the present administration and report the progress of work done with pictorial evidence. Most of us come to realize the achievements of the present administration through their reports on all media platforms.

If someone claims that he has not seen what the media team is doing, the person probably must have been blind, deaf and dead in mind. It shows how corrupt such a person is.

The government cannot give everybody an appointment, and trying to discredit other people's efforts would never take you there.

Akwa Ibom people know that the team is working round the clock, from the electronic media to the social media and the print medium, projecting and promoting government programmes and achievements, to the intimidation of the opposition and prophets of doom.

Government sponsored programmes on radio and TV on daily basis report about the achievements of this present administration, and commissioners from different ministries from time to time appear on these programmes to highlight the activities of government in their respective ministries.

The Works Supervisor who doubles as the Chief of Staff to the governor is always at project sites and media men attached to the ministry are always on standby to report work progress to the people. Other commissioners are doing same. How then is someone saying that the activities of government are being under-reported? Are you sure the person is not practising witchcraft?

Can someone tell me who is found wanting among the media guys? Is it the CPS or the Information commissioner that is not doing his job well?

It must be concluded that people who make such claim are not listening to radio, watching television or not reading papers and surfing the net. They should learn to make findings before they condemn.

I do not believe less this striking quote by an anonymous author as I round off my points: Sometimes, people try to expose what's wrong with you, because they can't handle what's right about you.

Let us learn to appreciate the efforts of others, and not always try to pull people down because of selfish interests.
