YET ANOTHER "WIKEFIED" MILESTONE

Artillery 1&2 Junctions had always been hellish to commuters and motorists in the city of Port Harcourt, because of the constant gridlock at those spots.

It was more like a tradition to spend hours in those Junctions especially on Wednesdays. In fact, not stuck in traffic at Artillery Junction comes with a shock, because anyone taking that route always tentatively add at least one hour to the time they estimated to get to their destination in other not to be disappointed.

Just like the Okoro-Nu-Odo flyover project, this is another project that even the fiercest critics of Governor Nyesom Wike did not question the siting of such project there; it was long overdue.

Rumuogba (Artillery 1&2) Flyover, Rebisi (Garrison) Flyover and Okoro-Nu-Odo (Rumuokoro) Flyover were all awarded to Julius Berger in November 2019, 14 months later, they have all been delivered two months earlier than agreed. This is very rare in a country like ours, especially now that most states in the country are lamenting over paucity of funds.

Prudence and vision on the part of Governor Nyesom Wike are the magic wands, if not, we would have been in same wailing situation as other states.

Rumuogba Flyover will be commissioned tomorrow, Tuesday, March 2, 2021 by the former governor of Kano State, Rabi'u Musa Kwankwaso.

GOV WIKE CHARGES APC, OTHER PARTIES TO EMULATE PDP'S COMMITMENT TO PROJECTS DELIVERY

Rivers State Governor, Nyesom Ezenwo Wike says the All Progressives Congress (APC) and other political parties should emulate the Peoples Democratic Party (PDP) in the delivery of democratic dividends to the citizens.

He said the PDP has done well in the State by fulfilling the promises it made to people of the State and they now know the difference.

Governor Wike stated this at the inauguration of the Okoro-Nu-Odo Flyover, which was performed by the former Governor of Cross River State, Donald Duke, on Monday.

The Rivers State Governor challenged the APC to come out bold to tell Rivers people what they will do differently or had done already to convince the people to believe in them.

Governor Wike pointed out that like every other project, the Okoro-Nu-Odo Flyover is among the best projects his administration has delivered because Rivers people deserve the best always.

"I want to thank everybody for your support. Our party is not a party of excuses. When we say something, we do it. Let other parties emulate us. They should not be promising Nigerians and be giving excuses.

"We have promised and we have fulfilled. When they (APC) make promise they should fulfil. PDP has done all its campaigns in this state. Let the other parties come to tell us what they will do differently or had done while in office. Time is already gone for them."

Speaking further, Governor Wike said sceptics thought the three flyover projects he started in 2019 will not be completed within record time of 16 months. But with Rebisi and Okoro-Nu-Odo flyovers completed and commissioned, he said his administration has further demonstrated commitment to enhance infrastructure in the State.

The governor warned community leaders who encourage street traders around the area to desist from the act because trading activities will not be tolerated around the Okoro-Nu-Odo Flyover.

"To the paramount rulers of Rumuokoro Community and Rumuodumaya Community, tell your youths and CDCs, who are always collecting money here, I will not tolerate anybody who will covert this flyover as trading place.

"We cannot spend this money here and you turn this place into a market. I will not accept that. We have built market and motor park for you. Go and use them for your business activities.

"I have told the GOC of the 6 Division and the Garrison commander to tell all their men to stop what they're doing on this road. They collect money and allow people to sell on the road. We won't tolerate it again.

"Leave our road; this is not market, nobody should trade here. Allow the people to enjoy the road."

Governor Wike described former Governor of Cross River, Donald Duke, as role model who inspired him to perform in office.

"I invited you because I know when you were governor, you performed very well. I will not bring anybody who did not perform in office to come and commission my projects.

"You're our role model. We monitored you while you were in office and to see how you took Cross River from nothing to somewhere.

"Today, people talk of Cross River and carnival, who's the originator? You're the one who did everything to put Cross River on the world map. People should not forget history. Today, you are here to see the little thing we are doing, having emulated what you did."

Inaugurating the Okoro-Nu-Odo Flyover Bridge, former Governor of Cross River State, Donald Duke said Governor Wike is a trail blazer who has demonstrated leadership and spent state resources prudently for the good of Rivers people.

Duke urged the benefiting communities of the project to cherish and protect the project as their own contribution to ensuring that the resource used to build the bridge does not amount to waste.

"I want to congratulate you the people for being steadfast with your son. You gave him support and he has delivered. Leadership is not about winning election. Leadership is about taking people to a destination.

You may not always agree with Governor Wike at the onset. Later on you'll understand the wisdom of his stance. But you are never in doubt where he stands on any issues and that's leadership.

"Today, we are celebrating many things he has done; the development of a community, the prosperity that will be brought into the community, leaving the community better than he met it and of course, we are saying thank you that we have a leader which is very rare to find in our country, that is people who say what they mean and mean what they say."

Providing the description of the project, the Rivers State Commissioner of Works, Elloka Tasie-Amadi said the Okoro-Nu-Odo Flyover is one of three flyover projects sited strategically to ease travel time for commuters in the state.

"The Okoro-Nu-Odo flyover measures 642.75 m from ramp to ramp, 360m of that being the suspended section. The transition area from the 4 lane East-West Road to the 8 lanes of the bridge project measures 236m. 8 lanes because we have 4 lanes on the bridge and 4 lanes on the ground for both service lanes on either side of the bridge, both of which measure 1,760m long and 8.3m wide.

"You are seated in one of the transition zones. This flyover which is a wonderful sight to behold at night is lit with 68 streetlight poles 26 of those are single arm while 42 are double arm giving you 110 nos of 250w luminares, not forgetting the 2 bulkhead luminares under the bridge. All of these are powered by a dedicated substation complete with a transformer and back up generator."

The Commissioner said the Flyover will contribute towards ease of travel along the East-West road, and traffic decongestion around the area.

Former president of the Nigerian Bar Association, Onueze .C. J Okocha (SAN) lauded Governor Wike for his developmental stride and warned the people of the area against converting the flyover to a trading post.

6. In Politics never mourn or wail more than the bereaved. They will get the reward while you inherit their enemies.

7. In Politics, in any event that other interests conflict with your own interests and you have to choose, always choose yours.

8. Never cross oceans for Politicians; you will drown and the best they will do is give a benevolent speech at your burial, lie to your widow and children and eat your food. Politicians will never cross the streets for their foot soldiers.

9. Don’t kill yourself for their ambition or put your life at risk for any politician.

10. Above all, Family and Health are things you should never use to attack a man. Politics is never that serious.

11. Lastly to all the Youths, it’s too risky to sacrifice your Career, Health, Personal Character, Social capital, and integrity in pursuit of short term and temporary rewards, offered by Politicians.

PRESIDENT BUHARI APPOINTS NEW SERVICE CHIEFS

President Muhammadu Buhari has accepted the immediate resignation of the Service Chiefs, and their retirement from service.

Those involved are the Chief of Defence Staff, General Abayomi Olonisakin; Chief of Army Staff, Lt-Gen. Tukur Buratai; Chief of Naval Staff, Vice Admiral Ibok Ekwe Ibas; and Chief of Air Staff, Air Marshal Sadique Abubakar.

President Buhari thanks the outgoing Service Chiefs for what he calls their “overwhelming achievements in our efforts at bringing enduring peace to our dear country,” wishing them well in their future endeavours.

The new Service Chiefs are: Major-General Leo Irabor, Chief of Defence Staff; Major-General I. Attahiru, Chief of Army Staff; Rear Admiral A.Z Gambo, Chief of Naval Staff; and Air-Vice Marshal I.O Amao, Chief of Air Staff.

The President congratulates the new Service Chiefs, and urges them to be loyal and dedicated in the discharge of their responsibilities.

Ize-Iyamu, Oshiomhole, Imuse, others should own up like Mayaki has done.

The Edo State Chapter of the People's Democratic Party (PDP) has called on the candidate of the All Progressives Congress (APC), Pastor Osagie Ize-Iyamu; ex-National Chairman of the APC, Comrade Adams Oshiomhole and former factional State Chairman of the party, Col. David Imuse (rtd) to own up to the lies they spread during the last governorship election just as the spokesperson of the APC's campaign council, John Mayaki has done.

The apology by Mayaki is an open admission of the obvious fact that APC ran its campaign on fake news, lies, alternative truth and other variants of fabrication to hoodwink unsuspecting members of the public to buy into their ominous quest to mortgage the collective patrimony of Edo people. These lies and fabrications they have carried over to the law courts to also hoodwink the honourable courts and gain unmerited public sympathy.

Since Mayaki has owned up to the antics of the APC during the governorship election, it is only proper for his paymasters, including Oshiomhole, Ize-Iyamu, Imuse and others, to take responsibility for prodding Mayaki and his ilk to take on such ignominious role of advancing the interest of APC through such schemes.

After a careful appraisal of the apology by the spokesperson of the APC campaign council in the last governorship election, John Mayaki, to Governor Godwin Obaseki; former Edo APC State Chairman, Barr. Anselm Ojezua and Resident Commissioner of the Independent National Electoral Commission (INEC) in Akwa Ibom State, Mike Igini, it is manifestly apparent that fabrication and outright lies were the fuel of the communication campaign of the APC in the last election in the absence of a coherent and viable message for Edo people given their unabashed quest for power.

Upon chancing on the statement, I drew the attention of the Governor of Edo State, Mr. Godwin Obaseki, who was the target of attacks by the APC in the election, to the statement and its submissions. The Governor in his usual good nature as a person who does not bear grudges against people, accepted the apology and said he has forgiven John Mayaki.

Though the Governor has taken his stand on the matter, Edo people who are lovers of truth and honour, demand that the puppet masters behind Mayaki and his ilk admit to the fact that they had in that election elected to take Edo people for a ride in trying to hoodwink them with fables and fabrications to advance their personal and collective interest.

With the admission of Mayaki, it is obvious that Oshiomhole, Ize-Iyamu, Imuse and others are hiding behind a needle if they still claim that they weren’t actively invested in spinning and propagating fake news against the Governor and the state government to boost their chances in the election.

So, I hereby specifically call on Comrade Adams Oshiomhole, Pastor Osagie Ize-Iyamu, Col David Imuse (rtd) and all their hirlings to show respect to Edo people, toe the path of honour and have the decency of admitting to the fact that they spread lies and concocted fake stories to sell their mandate. It is the most honourable thing to do; it is the most noble step to take.

That Mayaki has owned up to the tactic and ignoble schemes of the APC and their candidate does not absolve all others of the defilement of the public space that was their stock in trade during the elections. Each and every one of them must own up to their role, tender well-intentioned apologies and commit to be of good character.

In the spirit of the season, the leadership of Edo APC should seek penance so they may be given absolution.

The Edo State Governor, Mr. Godwin Obaseki, has rolled out measures to halt the spread of coronavirus (COVID-19) in the wake of the second wave of the pandemic.

The governor, in a broadcast on Wednesday, announced the reintroduction of restrictions and reactivation of disease surveillance and management protocols, including public health and safety guidelines to fortify the state government’s efforts at flattening the curve of the second wave of the virus.

Obaseki noted that “In line with the Federal Government directive, we have adjusted our curfew to now begin from 12 mid-night to 4 am daily, beginning from today, December 23, 2020, except on December 31st, 2020”

According to the governor, all schools in the state will remain shut until January 18, 2021.

He said: “the government has decided to reintroduce the following measures in Edo State to limit the spread of the second wave of COVID-19, particularly during this holiday period: Wearing of facemask is mandatory in public places; there should be drastic reduction in number of people attending religious, political and social gatherings in one place; people are advised not to patronize or enter any public facility without hand wash station, provided with soap and running water; Make use of hand sanitisers and observe adequate hand hygiene.”

Obaseki noted: “The reason why I decided to address you today is to bring to your attention that a second wave of covid-19, which has been ravaging the world, has now hit us in Edo State.

“As at this morning, we have recorded 32 active cases with 4 new cases in the last 24 hours.

“Experts have warned that from experience, the second wave in any epidemic is usually larger than the first. This is why as a government we are very concerned.

“Arising from the experience, which we gained during the last outbreak of COVID-19, we now have in place a robust disease surveillance system in the state with well-trained contact tracers, who can undertake active case searches; we have 4 PCR molecular laboratories that can undertake large numbers of tests with procedures to promptly obtain results from the laboratories.”

Reassuring the government’s readiness to manage active cases and check the spread of the virus, the governor stated: “Our case management system is intact to provide care for confirmed cases. We also have 4 well-equipped, functional isolation centers spread across the state.

“Even though we have created the capacity to respond to the new outbreak of COVID-19, our strategy to cope with the second wave is to decrease the incidence of the disease and decrease the mortality from the disease

“In order to decrease the number of COVID-19 cases and reduce deaths from this second wave, we must emphasise public enlightenment. As much as possible, you should avoid crowded places, closed places and close contact with other people.”

The governor continued: “We appreciate that during the yuletide period, there are normally a lot of interactions with family and friends, but unfortunately, we would have to sacrifice this old practice so that we can be alive to enjoy many more Xmas and year end activities in future.

“Let me use this opportunity to thank religious leaders for their support and assistance during the first wave of the pandemic. I encourage them to actively and continuously disseminate information on adhering to safety guidelines to halt the spread of the disease.

“Several corporate institutions particularly banks have so far done well in enforcing social distancing and other safety measures. They are however encouraged to intensify efforts this time around to ensure that we curb the spread of this deadly virus.

“Market unions and trade associations are encouraged to rally their members to adhere to public health and safety guidelines outlined to halt the spread of the disease. Do not sell items to anyone not wearing facemasks so that they don’t put your life at risk.

“For our brothers and sisters returning from abroad, we urge you to contact the Edo Emergency Operation Centre on this toll-free number: 08003625000.”

Obaseki urged all Edo residents to be circumspect so as not to lose their loved ones as they go about celebrating during the yuletide season.

He added: “In as much as the government will enforce the rules relating to COVID-19 in Edo State, it is important that each and every one of us take personal responsibility to protect ourselves and the people around us. We must abide by all public health and safety measures to ensure that we are safe.

“We appreciate the burden and dislocation which these restrictions cause our citizens and hope that with the discovery of the COVID-19 vaccines, this would be the last wave of the epidemic we would have to deal with.

“Just as we collectively fought the first wave of COVID-19 together earlier this year, if we remember to wash our hands regularly with soap and water, keep a safe distance from other people and wear facemasks when in public, we will similarly overcome this wave.

“Except it is absolutely necessary to go out, please stay at home.”

The Federal Government has ordered the closure of bars, nightclubs, and restaurants across the country, just as it reduced the number of guests at weddings, conferences, among others, to 50, following the second wave of COVID-19.
These were part of the new measures President Muhammadu Buhari has approved to curtail the further spread of COVID-19 across the country.
Boss Mustapha, Chairman of the Presidential Task Force on COVID-19, disclosed this at a briefing in Abuja on Monday.

Boss Mustapha said: “The PTF has surveyed developments and actions taken by governments around the world, assessed our domestic environment and has, accordingly, submitted its recommendations to Mr. President on immediate measures to be taken.

“Accordingly, President Muhammadu Buhari has authorised the PTF to engage with the states and the FCT to assume full ownership of this stage of the response by deploying legal structures and resources, including enforcement to manage the pandemic within their jurisdictions.

“In line with the authorisation, the PTF wishes to issue the following advisories to sub-national entities for implementation over the next five weeks because these activities are considered super spreader events:
“Close all bars, night clubs, pubs and event centres, and recreational venues; close all restaurants except those providing services to hotel residents, takeaways, home deliveries and drive-ins shall remain closed;
“Restrict all informal and formal festivity events including weddings, conferences, congresses, office parties, concerts, seminars, sporting activities, end of year events shall be restricted to not more than 50 persons;

“Limit All gatherings linked to religious events to less than 50% capacity of the facility of use during which physical distancing; mandatory use of face masks shall be strictly enforced, and
“Where more than 50 persons are attending, any such events, the gathering should be held outdoors only.”

LAGOS RELEASES PUBLIC HEALTH DIRECTIVES

For the avoidance of doubt, the following measures must be noted and complied with:
🛑 All public servants from GL 14 and below, except emergency workers and first responders, are to work from home as from Monday, December 21st for the next 14 days – in the first instance.
🛑 All schools must shut down with immediate effect, and until further notice.
🛑 Concerts, carnivals and street parties are banned in Lagos State until further notice.
🛑 Night Clubs have not been allowed to open yet. All Night Clubs in Lagos must immediately shut down, until further notice.
🛑 The midnight to 4a.m curfew imposed by the Federal Government remains in place.
🛑 The protocol of ‘No Mask No Entry’ must be enforced by all public places: Offices, Businesses, Markets, Shops, and so on.
🛑 All Places of Worship (Churches, Mosques, etc.) must ensure that no gathering exceeds two hours, and also that no gathering exceeds 50% of the maximum capacity of the Venue.
🛑 All Event Planners must obtain prior clearance from the Lagos State Safety Commission (www.lasgsafetyreg.com) for all events, and ensure that any planned gatherings do not exceed 300 people.
🛑 Where the capacity of a Venue exceeds 300 and permission has been granted, the occupancy shall not be more than 50% of such a venue.
🛑 Ample ventilation must also be maintained at all times in all Venues, and Deep cleaning of the premises must be carried out BEFORE and AFTER every event.
🛑 A minimum of 2 meters' distance should be maintained between seated or standing guests.
🛑 All guests and service providers at events MUST wear nose masks/coverings before entry.
🛑 Hand sanitizers or hand washing units are to be positioned at the entry point and various spots within the hall. Provision must be made for all guests and service providers to wash their hands before entering the venue or use hand sanitizers, as well as undergo a temperature check, which is mandatory.
🛑 Guests and service providers with high temperature (above 37.5) are to be politely turned back and referred to paramedics or the emergency response team that must be present.
🛑 Health, Safety and Environment Officers must be present at all public gatherings (Religious or Social) and must be trained in basic first aid procedures.
· All Events’ Staff must also be educated on recognising COVID-19 symptoms.
🛑 The Safety Commission has been directed to visit Event Centres and gauge compliance with the established guidelines, to stop the virus from spreading. If there is evidence of lack of compliance at any Event Centre, it will be shut down immediately.
🛑 Security agents have been mandated to ensure full enforcement, without exception. No one will be deemed to be above the law.
🛑 Any and all breaches of these regulations and public health protocols will lead to immediate closure as well as attract heavy fines, and any other sanctions and penalties deemed fit, in line with the Lagos State Infectious Diseases Control Regulation 2020.
🛑 Event Centre Owners/Planners/Vendors will be responsible for any breach of protocols by their Staff.

The Lagos State Safety Commission is responsible for the coordination of all Government matters relating to the safety of lives and property of Lagosians. The Commision is vested with powers to formulate policies, provide advisory and be the regulatory body on safety related issues.

This is to inform the general public that His Excellency Governor Nyesom Wike, CON, GSSRS, POS (Africa), Governor of Rivers State, has approved the reopening of all Public and Private Nursery and Primary Schools in the State with effect from Monday 23rd November 2020 for First Term 2020/2021 academic session, in line with the School Calendar published by the Ministry of Education in August 2020.

By this announcement all Head Teachers, Proprietors and other concerned persons should take all necessary steps to ensure safe and hitch-free resumption in line with extant COVID-19 Protocols.

Pupils, Parents and Guardians and the general public should please take note.

SPEAKING LEGALLY ON GOVERNOR OBASEKI'S PDP CANDIDATURE! ⚖️📌

Governor Obaseki's PDP candidature is in good legal standing~~~

Given the heightened level of interest, political propaganda and misinformation in the oncoming Edo State governorship election, it has become important to enlighten the Nigerian public that the facts of the two scenarios involving Chief Uche Nwosu in the 2019 governorship election in Imo State and Governor Obaseki in the current 2020 APC gubernatorial primary election Edo election are not similar or analogous.

It will be warped analysis, illogical and non sequitur to assign the two developments in Imo State and Edo State involving Chief Uche Nwosu and Governor Obaseki respectively the same legal effect as some are erroneously doing following the decision of the Supreme Court in that Chief Uche Nwosu's case.

Those into this red herring are unserious in law and fact although they may be entitled to indulge in media sensationalism and political irritation of their opponents.

Pointedly, Governor Obaseki is in good legal standing as PDP Gubernatorial candidate in Edo State in the oncoming September 2020 governorship election.

Decided cases and legal jurisprudence are crystal clear that a dissatisfied party member like Governor Obaseki is at liberty to leave the former party (in this case APC) and go elsewhere to prosecute his political ambition (in this case PDP) provided he or she does so within and in a manner consistent with the Electoral Laws and INEC Guuidelines/Timelines for participation in the said election.

The facts of Governor Obaseki's case are not the same or even analogous to that of Chief Uche Nwosu which the Supreme Court decided and these are why those thinking otherwise missed it-

1. Chief Uche Nwosu was screened and duly cleared by APC to contest as an aspirant in the 2018 Governorship primary election in Imo State.

On the contrary, Governor Obaseki was screened and expressly disqualified or not cleared by APC as an aspirant to contest in the Edo PDP Primary election.

2. Based on 1 above, Chief Uche Nwosu, as a duly cleared aspirant contested the APC governorship Primary.

On the contrary, Governor Obaseki was not cleared and did not contest the APC guber primary as he moved on to another party following 1 above and is now PDP gubernatorial candidate.

This is consistent with the right to freedom of association guaranteed in section 40 of the 1999 Constitution as amended which includes the right to dissociate.

3. Chief Uche Nwosu averred that he was denied his victory in the APC governorship Primary and he went to court to enforce his right and said victory. He swore affidavits and deposed that he won the 2018 APC governorship primary and that the Court should estop APC from fielding anyone else other than himself as the APC Governorship candidate in Imo. Chief Uche Nwosu eventually left APC and participated in the said 2019 governorship election as a candidate under the platform of AA.

On the contrary, Governor Obaseki-

(i) did NOT participate📌 in the APC Primary;

(ii) did not appeal his supposed disqualification to APC Appeal Committee;

(iii) did not appeal to or petition APC NWC over the disqualification; and

(iv) did not go to court against APC over anything including his purported disqualification.

The above are the clear and indubitable facts and reasons why it is logically idle and legally untenable to equate what the Supreme Court decided over Chief Uche Nwosu's 2018/2019 governorship aspiration and candidature in Imo State which began in APC and ended in AA with Governor Obaseki's current governorship aspiration.

Succinctly stated, the time at which Governor Obaseki left APC to join PDP (before the APC primary election) is different from the time Chief Uche Nwosu left APC for AA (after participating in the APC Primary election).

The decision of the Supreme Court in Chief Uche Nwosu's case did not foreclose the constitutional right of an aggrieved member from leaving the party to contest on the platform of another political party.

Political party membership is not death sentence.

Political mobility is legit and constitutional.

In the case of APC V LERE (2020) 1 NWLR (Pt. 1705) 254, the Supreme Court restated the absolute right of a political party to choose who can fly its flag in an election and emphatically stated that "a dissatisfied member's remedy is to leave the party and seek his political ambitions somewhere else."

This is the law and nothing more pretentious.

Conclusively, Governor Obaseki's PDP candidature is in good legal standing.

Politics, political campaigns and associated fatuous comments are not one and the same with recondite legal positions and settled decisions of the courts.

A new normal is possible!
