Vice President, Sen. Kashim Shettima has lampooned those opposing the federal government’s decision to relocate some departments and units of the CBN and FAAN from Abuja to Lagos, saying the move is for the interest of the generality of Nigerians.

Shettima said President Bola Ahmed Tinubu’s ‘Renewed Hope Agenda’ would not make any policy or decision that would be sectional, or at the detriment of some geographical location of the nation, and described those opposing the relocation process of these departments as mischief makers.

The VP spoke on Saturday as a Special Guest of Honour at the 10th Annual of Sir Ahmadu Bello Memorial Lecture and Merit Awards which took place in Maiduguri, Borno state.

Represented by his Special Adviser on Political Matters, Dr. Hakeem Baba-Ahmed on the theme: “Creating Pathways for Peace: Tackling Banditry and Insurgency through Good Governance for Sustainable Development in Nigeria”, Shettima said, late Sir Ahmadu Bello, the Sardauna of Sokoto of blessed memory lived a worthy life of emulation for the betterment of the North and the country as a whole, and commended members of the Foundation for not only choosing Borno as venue for the Lecture, but the theme which is apt and timely, in view of the numerous security challenges affecting the state, the North East sub-region, and the country in general.

He said, “the event in line with President Tinubu’s vision, has brought about many critical stakeholders including traditional rulers to collectively brainstorm and chat a new way forward in bringing lasting solutions to end insecurity, banditry, kidnapping, poverty, corruption and all other social vices in the region and the nation in general.

“Recently, there were those opposing the federal government’s decision over planned relocation of some departments and units of the Central Bank of Nigeria (CBN) and Federal Airport Authority of Nigeria (FAAN) from Abuja to Lagos, I want to reassure the people of the North that the move is for the interest of the generality of Nigerians.

The federal government has ordered an investigation into allegations of corruption against the Chief of Naval Staff, Vice Admiral Emmanuel Ogalla.

Ogalla is accused of providing security for oil thieves and receiving huge sums in return against the federal government’s touted war against oil thieves.

A statement by the director of press in the ministry of information, Mr Henshaw Ogubike, the minister of state for defence, Muhammed Bello Matawalle, called for a thorough and impartial investigation to ascertain the truth of the claims.

He said the administration of President Bola Tinubu has zero tolerance for corruption in the public service.
“Though these allegations might be mischievous, the Ministry of Defence is committed to upholding the highest standards of integrity and accountability within the Nigerian Armed Forces. The allegations leveled against Vice Admiral Emmanuel Ogalla are serious,” he said.

Speaking on the source of information, he said: “We respect the role of the media in fostering transparency and holding public figures accountable. At the same time, we urge responsible journalism that adheres to the principles of fairness, objectivity and accuracy.

Accusations of this nature can have far-reaching consequences on the reputation of individuals and institutions, and thus, it is crucial to avoid premature judgments.”

The minister assured that the Ministry of Defence would collaborate fully with relevant authorities to conduct a comprehensive investigation into the matter.

“We remain committed to the principles of due process and fairness, ensuring that findings will be based on concrete evidence and legal standards.

“It is our collective responsibility to maintain the trust and confidence of the Nigerian people in the institutions that safeguard our nation’s security. We call for patience as the investigative process unfolds and trust that justice will be served in accordance with the rule of law,” he said.

OAGF DOES NOT MAKE PAYMENTS ON BEHALF OF MDAs

The Accountant General of the Federation (AGF), Dr. Oluwatoyin Madein has clarified that the OAGF does not make payments on behalf of MDAs for projects and programmes implemented by the MDAs.

The AGF was reacting to media reports concerning a request from the Ministry of Humanitarian Affairs and Poverty Alleviation for payment of grants to vulnerable groups in some States of the Federation.

She stated that allocations are released to self-accounting MDAs in line with the budget and such MDAs are responsible for the implementation of their projects and payments for such projects.

In a statement in Abuja, the AGF explained that although her Office received the said request from the Ministry, it did not carry out the payment. The Ministry was however advised on the appropriate steps to take in making such payments in line with the established payment procedure.

The AGF noted that in such situations, payments are usually processed by the affected Ministries as self-accounting entities and no bulk payment is supposed to be made to an individual’s account in the name of Project Accountant.

She added that such payment should be sent to the beneficiaries through their verified bank accounts.

Dr. Madein reiterated her determination to uphold the principles of accountability and transparency in the management of public finances. She advised MDAs to always ensure that the requisite steps are taken in carrying out financial transactions.

Summary of

1. President Bola Ahmed Tinubu few days ago announced the suspension of one Halima Shehu, the CEO of National Social Investment Program (NSIPA), an agency under the Ministry of Humanitarian Affairs and Poverty Allegation, for financial misconduct.

2. EFCC operatives subsequently arrested Halima Shehu. During interrogation, it was discovered that she moved a whopping N40bn belonging to NSIPA to personal and corporate bank accounts linked to her.

3. Halima Shehu also informed the operatives that she moved the N40bn to private accounts linked to her because Dr Betta Edu, the Minister of Humanitarian Affairs, was transferring monies from the NSIPA account to personal accounts. She reportedly alleged that over N3billion has been moved so far by Betta, and her action was taken to block her from accessing the N40 billion.

4. While that conversation was ongoing, a memo written by Betta Edu to the Accountant General of the Federation seeking authorisation of payment of N585 million to the personal account of Oniyelu Bridget for GVG program in Cross River, Akwa Ibom, Lagos and Ogun States, surfaced.

It was inappropriate in the public service to transfer payments for projects to personal accounts.

5. Betta Edu issued a statement confirming the authenticity of the memo, and claiming that she obtained necessary approvals. She also claimed that the beneficiary of the money, Oniyelu Bridget, is a Project Accountant of GVG scheme.

6. The Accountant-General of the Federation, Mrs Oluwatoyin Sakirat Madein, issued a counter-statement disowning Betta Edu. The AGF in her statement stated that her office declined Betta Edu's request, and further informed her of the illegality in her action.

7. Since the AGF did not authorised the payment, under which authority did Betta act upon to transfer a whopping N585 million to the account of Oniyelu?

8. It is against Financial Regulations for any public officer to transfer agency funds into personal accounts of individuals, not even the President.

9. Im not saying she’s wrong BUT the honorable thing for Betta is to step aside as minister to allow for unbiased investigation by relevant security agencies. Alternatively, her suspension or sack should be a priority if the President is serious with his anti-corruption rhetoric. After all, Halima Shehu was suspended as CEO of NSIPA.

10. We will not allow this scandal to be swept under the carpet.

‘Serious procurement offence’ — group calls for disciplinary measures against Betta Edu

A group known as Progressive Volunteers for Tinubu / Shettima (PVT) says President Bola Tinubu should discipline Betta Edu, minister of humanitarian affairs and poverty alleviation, for authorising the payment of N585 million into a private account.
There was outrage on Friday when a memo surfaced wherein Edu asked Oluwatoyin Sakirat Madein, accountant-general of the federation, to transfer the aforementioned sum to Oniyelu Bridget Mojisola, said to be project account for the Renewed Hope Grant for vulnerable groups.

In a statement on Saturday, George Udom, in Abuja said what the minister did was “serious procurement and fiscal malfeasance that attracts serious penalties”.

Udom said the treatment meted to Halima Shehu, suspended chief executive officer (CEO) of the National Social Investment Programme Agency (NSIPA), should also be handed to Edu.

The recent development in the Humanitarian office has provided President Tinubu a golden opportunity to tell Nigerians and the whole world that he is ready and willing to tackle corruption in a fair, just and impartial manner by also applying same disciplinary measure (suspension) meted on NSIP CEO, Mrs Halima Shehu on the Minister for Humanitarian affairs and poverty alleviation, Mrs Beta Edu,” the statement reads.

“Apart from the fact that Dr Edu and Mrs Halima Shehu are from different geographical divides of the country, the tendency and pattern of the allegations involving the duo are too identical and should not have attracted different approaches and measures in dealing with them by the president.
“Directing payment of public fund into private account by a public officer is a serious procurement and fiscal malfeasance that attracts serious penalty under extant laws, regulations and rules including the public procurement, Fiscal Responsibility, Independent Corrupt Practices and other offences (ICPC), Code of Conduct Acts and the Anti-money Laundering (prevention and prohibition) Act.”

Udom added that the minister has serious questions to answer by instructing payment of public funds into a private account other than that of a legal entity.

In her reaction, the minister said through an aide that the payment followed due process.

Protesting women on Friday afternoon burned down the house of the District Head of Bokkos town in Bokkos Local Government Area of the Plateau state, Michal Monday Adanchi.
According to a source from the area, the incident occurred around 12:30am.

The source said the women burned the house following the arrest of some members of the community for their alleged involvement in the recent killings in the area, adding that the traditional ruler’s residence and his administrative office were burned down.

“The incident began at the police station where they expressed their anger over the arrest of some members of the community. After leaving the police station, they proceeded to the house of the traditional ruler, protesting that he was a sellout. A few minutes after reaching the house, they set it ablaze,” the source said.
