....As UN Agency Promises 2024 Intervention Budget To Support Humanitarian Trust Funds In Nigeria

The Federal government has reiterated the need for all development partners, including the United Nations agencies providing humanitarian services in Nigeria to be properly coordinated by the government and to make decisions during planning for 2024 based on priorities of Government.

According to the federal government, the era of rendering duplicating humanitarian services and wasting minimal resources in the country was over.

" We must stop working in silos and pull together to see how we can effectively use the little resources available to solve humanitarian crises in 2024"

Minister for Humanitarian Affairs and Poverty Alleviation, Dr. Betta Edu stated this when she received in audience, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), led by the Deputy Director Operations and Advocacy Division in West and Central Africa from UN Headquarters New York at the Ministry's Headquarters in Abuja.

The Minister said the Nigerian government will henceforth take the lead in humanitarian situation reviews, using dashboards and implementation of operations in the country to provide a coordinated response and durable solutions to humanitarian challenges in the country.

Said Edu: "We need to make joint decisions, Government must be on the driver's seat, we don't want to be informed and communicated but we must plan together and implement together that way we can hold each other accountable for what goes on in the field.

"The era of duplication of functions and services in the humanitarian space is over. We need to stop working in silo but integrate and coordinate among all the different development partners in Nigeria"

*FG to Lift 50 Million Nigerians out of poverty in 42 months and 133 Million Nigerians by 2030 in Line with SDG*

The Minister of Humanitarian Affairs and Poverty Alleviation, Betta Edu, has outlined some of the specifics that will be done to remove 50 million people from poverty in Nigeria, as directed by President Bola Tinubu within the next 42 months while the push to lift 133m multidimensionally poor Nigerias out of poverty by 2030 will bee on course.

The President had on Wednesday, November 1st, announced that Ministers would sign a Performance Agreement with him at the end of the three-day cabinet retreat for ministers, presidential aides, permanent secretaries, and top government functionaries.

Fielding questions from State House Correspondents on the day two of the three-day retreat at the State House Conference Center, Abuja, she stated that the ongoing payment of N25,000 to poor households in Nigeria via the conditional cash transfer programme for the next three months, amounting to N75,000, was part of it.

The minister explained that although the Programme is for an immediate cushioning of the economic shock that these households are experiencing as a result of fuel subsidy removal, it will contribute to directly affecting the lives of 61 million individuals which is about 15 million households from poverty.

Edu added that the process is being carried out rigorously to ensure that the right people get the money. And it is completely traceable. She said the government is identifying the beneficiaries, verifying their identities through their NINs and BVNs, and ensuring that they are paid. Many have started receiving funds, and their details are traceable. The Ministry will partner with NIMC to ensure the very poor across the nation get their NIN so they can access funds.

Circulating Humanitarian Trust Fund Portal is Fake- Betta Edu

The Honourable Minister for Humanitarian Affairs and Poverty Alleviation, Dr Betta Edu, wishes to inform the general public that a circulating portal "FG Humanitarian and Poverty Alleviation Trust Fund Portal" did not emanate from the
Federal Ministry of Humanitarian Affairs and Poverty Alleviation.

The said portal is fake, created by undesirable elements with the sole intention of defrauding unsuspecting members of the public.

The minister said there will never be a portal from either the Federal Ministry of Humanitarian Affairs and Poverty Alleviation or any other ministries departments or agencies of government or its partners to apply for or access funds from the Humanitarian and poverty alleviation Trust Fund.

The general public is, therefore, advised to discountenance the circulating link to the alleged portal as it is a creation of fraudsters.

Iyaloja Money scheme: Humanitarian Minister Begins Market Sensitization In FCT Community

....Reaches out to widows, poor and vulnerable in Ushafa ,Other Villages

The genuine intention of President Bola Tinubu's target to reach out to a minimum of fifty percent of poor and vulnerable individuals across Nigeria within the next twelve months has continued to gain momentum across the country.

The effort to remove multi-dimensionally poor people out of poverty in Nigeria is being addressed through different programmes targeted at the Grassroot, in line with the president 8 point agenda.

Minister for Humanitarian Affairs and Poverty Alleviation, Dr Betta Edu, who is on the driver seat, saddled with the responsibility of renewing the hopes of Nigerias daily in their millions continue this stride in the federal capital territory communities.

Residents of Ushafa village in Bwari Area Council of the Federal Capital Territory, FCT, and many other subrubs played host to the Minister Of Humanitarian Affairs and Poverty Alleviation Dr Betta Edu,friday, as she engaged market women and petty traders ahead of the launch of the IYALOJA MONIE next month.

The program has the target of reaching out to at least 1.5 million Nigerians nationwide.

Excitement was, however, palpable in the air as the residents trooped out in their numbers to join the Minister, as she moved from one petty trader's table to the other.

The Minister who left the opulence and glitz of Abuja city centre to reach out to the poor and vulnerable people in Ushafa was pleased with the opportunity to interact with those whom the interventions are meant for.

Newly christened "The Iyaloja Market Fund," the non interest loan of N50,000 would be given to Phase 1 of market traders, selected from 109 markets across every Senetorial zone in Nigeria.

Humanitarian and Poverty Alleviation Trust Fund: Betta Edu Seeks Private Sector's Support, Engages Chevron, MTN,Others

It was a busy day in the office of the Minister for Humanitarian Affairs and Poverty Alleviation, wednesday as the innovation of President Bola Tinubu on Humanitarian and Poverty Alleviation trust fund have beginning to gain momentum.

Multinational organisations and development partners have started showing interest in supporting the trust fund project. Chevron, MTN Foundation, UNHCR were the latest callers in the Minister’s office.

The aim of the trust fund was to knock out Poverty and humanitarian crises in the country and provide a readily available pool of funds from Government, Private sector,other countries and Philanthropic individuals to address the National social safety programs targeted at poverty alleviation as well as humanitarian emergencies devoid of bureaucratic bottle necks.

Recall that the Chairman and members of the Federal Executive Council of Nigeria had on Monday approved the creation of the Humanitarian and Poverty Alleviation Trust Fund, which is a flexible form of financing.

The fund is designed to help Nigeria respond to humanitarian crises, emergencies, and internal displacement challenges as well as adequately address the issue of poverty in the country.

As part of the efforts to actualize this set goals,Minister for Humanitarian Affairs and Poverty Alleviation, Dr Betta Edu,wednesday has commenced serious engagements with with private sector and others to achieve their buying in and contributions to the success of the Trust Fund.

FEC Approves Setting Up of Humanitarian and Poverty Alleviation Trust Fund.

The Federal Executive Council (FEC) on Monday approved the establishment of a humanitarian and poverty alleviation trust fund as part of the administration’s efforts to cushion the economic hardship on vulnerable Nigerians.

President Bola Tinubu, who presided over the weekly FEC meeting, conveyed the approval to the cabinet members in attendance at the State House,Abuja.

Minister of humanitarian affairs and Povertyalleviation, Dr Betta Edu , who briefed State House correspondents at the end of the meeting, said the fund is expected to garner up to $5 billion annually from Government, Donors, Private sector, Philanthropic individuals and other innovative forms of resource mobilization.

According to Edu, there would be a governing board that would supervise the implementation of the fund.

The minister said the governing board “will involve key stakeholders that are relevant to the process”.

“This is a flexible form of financing that is supposed to help Nigeria adequately respond to humanitarian crises, emergencies and internal displacement challenges as well as adequately address the issue of poverty in Nigeria,” she added.

“This of course is a victory for the poor and indeed, would bring help and succor which the Renewed Hope Agenda stands for.”

She said the council also approved the ratification of the African Charter protocol on the protection of the rights of older persons in Nigeria.

“We have signed up to the African charter and this has made us one of the countries within Africa that has approved that older people be protected and should not be discriminated against at any level,” Edu said.

NPOWER: FG Set To Commence Payment of 9months backlogs to Beneficiaries

The Federal Government has said that it is ready to commence payment of backlogs to Npower beneficiaries who are on the programme.

This was made known by the Npower National Programme Manager Dr. Akindele Egbuwalo.

Egbuwalo mentioned this during a meeting with some Npower Beneficaries at his office in Abuja, adding that the main purpose for the temporary suspension of the programme was to address all matters directly affecting beneficiaries with keen focus on the issues of delayed payments of stipends.

He added that, as a result of the temporary suspension of the programme for thorough restructuring and forensic audit, funds have been recovered from the existing payment service providers and plans have been put in place by the programme to commence disbursement of the 9 months outstanding stipends to beneficiaries from November, 2023. Payments will be carried out in installment, he noted.

While assuring all beneficiaries of complete transparency and accountability, Egbuwalo stated that in line with the new agenda of President Bola Ahmed Tinubu, the Npower programme will be continued as Renewed Hope Job Creation Programme (RHJCP) under the supervision of the Honourable Minister, Dr Betta Edu, which will be expanded to target 5 million beneficiaries in 5 years where 1 million youths will be absorbed each year under the graduate and non-graduate stream.

Responding, Sani Garba, a beneficiary from Yobe State who was present at the meeting noted that their concerns was mainly regarding the delayed 9 months stipends, adding that a national protest had initially been planned by different clusters of Npower beneficiaries due to inadequate information.

N-POWER 8MONTHS DEBTS TO BE PAID SOON, AS INTERNAL AUDITS AND INVESTIGATIONS LEADS TO RECOVERY OF FUNDS HELD BY CONSULTANTS FOR SEVERAL MONTHS.

The Federal Ministry of Humanitarian Affairs and Poverty Alleviation has recovered funds held by the consultant for several months. The National Program Manager of N-Power, Mr Akindele, made this known following the meeting held with representatives of the N-Power beneficiaries.
“The good news is that the funds have been recovered yesterday and you will be getting your money soon.
Payment for N-Power Beneficiaries Batch C who have been owed for eight months will begin soon” he said

The National Program Manager revealed that the Honourable Minister of Humanitarian affairs and Poverty Alleviation Dr Betta Edu, have been working round the clock to arrest irregularities within the Program and other social investment programmes.

“These irregularities have made the common man to lose faith in the ability of Government to provide social safety cover for its population but Dr Betta Edu is engaging all necessary steps to resolve these issues and deliver the Renewed Hope Mandate of President Bola Ahmed Tinubu to Nigerians” he assured

“Many irregularities which hitherto had sabotaged the smooth implementation of the Program are being addressed. It would be recalled that on assumption of duty it was noted that many beneficiaries did not receive payment for their monthly allowances while monies were been held up by the consultant managing the enrollment and payment system whose contract had long expired. The good news is that the money have been recovered and it would allow for payment of beneficiaries”

This and more are irregularities which the Honorable Minister is committed to resolving so as to create a good foundation upon which the Renewed Hope N-POWER will expand to reach 5 million young Nigerians.

*Edu flags off Distribution of Relief non-food Materials To Over 900 Households In Shwari IDP camps In Maiduguri *

The Minister for Humanitarian Affairs and Poverty Alleviation, Dr. Betta Edu, Friday flagged off the distribution of non-food items to the Internally Displaced Persons (IDPs) covering over 900 households at Shwari Camp 5 in Maiduguri, the Borno state capital.

The relief items include hundreds of mattresses, pillows, blankets, footwear, wrappers, and treated Insecticide mosquito nets.

The Minister assured the 480,000 unregistered IDPs that the Federal government was not unmindful of their plight and humanitarian needs, saying President Bola Ahmed Tinubu's Renewed Hope Agenda, geared toward eradicating poverty will cover them directly working with the state Government.

She promised them that the social register, conditional cash transfer, and other social intervention programs of the federal government would be extended to them.

Dr. Edu expressed optimism that the relief items will go a long way in cushioning their harsh living condition and Government will provide more durable solutions for them to cater for their families.

"The goal is to get everybody wherever they are, out of poverty and humanitarian crises, this is the commitment of President Bola Ahmed Tinubu.

"The President has directed that Nigerians who are living under one dollar per day, not even one dollar ninety-five cents daily, should be reached and pulled out of poverty.

"Vocations and skill training, micro small and medium size enterprises amongst other interventions are important for those who are here and ready, but for those who can trace where they came from, we will reunite them with their families and provide them with economic start-up capital to remove them and their families out of poverty", the Minister said.

Continuing, Dr Edu said: "For some of you who have lost your husbands or children, Mr President says your resettlement is inevitable, in partnership with the State government and other development partners.

"President Tinubu has asked me to tell you that, you will be given economic startup and properly reintegrated back into society"

She lamented the poor living conditions of the unregistered IDPs who are largely from Northern Borno, vowing "we must change the narrative". She commended the state Governor Professor Zulum for being exceptionally hands on!

The state Commissioner for Women Affairs and Social Development, Hajia Zuwaira Gambo, who was on hand to conduct the Minister around the camp said, the state government had at various times provided for the IDPs.

Gambo appealed to the Federal Government through the Minister to complement what the Borno state government is doing to ease the suffering of the IDPs. She lamented that the number of IDPs keeps increasing daily.

"We appreciate your coming, Honourable Minister; the distribution of these nonfood items will go a long way to cushion the suffering of these IDPs.

"We equally appreciate Mr. President for his interest in the humanitarian needs of our people in various IDP camps in this state", the Commissioner said

The Minister was accompanied to the IDP camp by the Acting Honourable Commissioner, National Commission for Refugees migrants and IDPs, Ambassador Catherine Udida, and other top officers of the Ministry of Humanitarian Affairs and Poverty Alleviation.

EDU ASSUMES OFFICE AS NEW MINISTER OF HUMANITARIAN AFFAIRS AND POVERTY ALLEVIATION...raises hope for 136 million poor Nigerian.

The new Minister of Humanitarian Affairs and Poverty Alleviation, Dr. Betta Chimaobim Edu today assumed office at the Ministry's Headquarters in Abuja and raised hope for 136 million poor Nigerians.

She said that His Excellency, President Bola Ahmed Tinubu, GCFR, is passionate about alleviating poverty and renewing the hopes of Nigerians.

According to her, if the statistics of having over 200 million Nigerians is correct, then 136 million poor Nigerians is alarming and completely unacceptable to President Bola Ahmed Tinubu.

She said the Ministry was renamed to bring back smiles on the faces of Nigerians and assured that before the end of Mr. President's first tenure, a lot would be done to address the issue of poverty in the country. "There is need to get down to those who are underserved and renew their hopes. We are going to be very sincere, transparent and accountable to Nigerians. We are going to speak out and tell them what we are doing".

She told the management and staff of the Ministry that she is a team player, a good listener and operates an open door policy. She solicited the cooperation of all staff and stakeholders to realise the vision of Mr President of lifting 136 million poor Nigerians out of poverty.

She said there is a huge task ahead and all hands must be on deck to achieve the mandate of the Ministry.

Dr Edu pledged to make the Ministry one of the best Ministries in Nigeria.

In his remarks, the Permanent Secretary, Dr. Nasir Sani-Gwarzo, mni, NPOM, said it is a nice coincidence that the Minister was assuming Office on 21st August the same day the Ministry is marking its 4th anniversary.
He appreciated Mr. President for the appointment of a vibrant woman to head the Ministry, adding that the Ministry is the closest to the people because it mops up the fallout from other Ministries and agencies.

He assured the Honourable Minister of the full cooperation and support of the management and staff of the ministry to achieve the mandate given to her.

He officially handed over the affairs of the Ministry to the newly inaugurated Minister.
