FCT Security: FG Approves N2.6b For Purchase Of Vehicles, Equipment

The Federal Executive Council (FEC) has approved the procurement of utility vehicles, security gadgets, and accessories to support security agencies operating within the FCT at the sum of N1.835 billion.

Giving details of the purchase after the FEC meeting on Wednesday, the Minister of the FCT, Mohammed Bello, disclosed that 60 utility vehicles with communication gadgets will be bought at that amount and delivered within two months.

Additionally, the FCT minister noted that the Council approved the supply of various security gadgets and accessories to support security agencies in the nation’s capital at a total sum of N847.1 million.

The two procurements amount to N2.68 billion.

Iniubong Umoren: Court Sentences Uduak Akpan To Death By Hanging For Murder

Justice Bassey Nkanang of the Akwa Ibom State High Court on Thursday sentenced Uduak Akpan to death by hanging for the murder of Iniubong Umoren.

Umoren, a graduate of Philosophy, University of Uyo, was killed on April 2021. She was job hunting while awaiting mobilisation for the compulsory National Youth Service Corps (NYSC) scheme.

Uduak’s father, Frank Akpan, and his sister, Anwan Bassey (2nd and 3rd accused) were discharged and acquitted.

Finding Akpan guilty of r**e in the over two-hour judgement, the judge said the prosecution has proved beyond doubt the case of r**e and murder against Mr Akpan.

After the judge read out the judgment, the convicted ra**st attempted to escape from the courtroom but was overpowered by security officials.

When the convict first appeared in court on July 26, 2021, he pleaded guilty to murder, but not guilty to r**e.

Having admitted to murdering the victim, the court, however, entered a not-guilty plea for the murder of Ms Umoren.

To the surprise of many, Akpan later made a U-turn during his trial and denied ra**ng and killing Ms Umoren.

He told the court that he had a fever the day he pleaded guilty and that it was the influence of his Investigating Police Office that made him plead guilty.

The convict also denied the confessional statements he made to the police, stressing that a similar statement made to the Department of State Services (DSS) was done under duress.

But Ama Okeke, a call data analyst with the DSS, who testified before the court, presented a video recording of Mr Akpan’s interview session which countered his claims. The court admitted the video as evidence.

Presenting a call record analysis in court, the DSS official said Akpan and Ms Umoren were at the same cell record and coordinate (location) in Nung Ikono Obio in Uruan Local Government Area.

According to Okeke, investigations by the secret service led to the arrest of Mr Akpan’s sister, who is the 3rd accused person, Bassey-Awan, in Calabar, Cross River State.

Apart from his confessional statements to the police and the DSS, the convict told reporters how he lured and killed the victim while he was paraded at the police headquarters in Uyo.

In his testimony before the court to justify his son’s innocence, Frank Akpan, the father of the convict, told the court his son had a mental disorder and was an outpatient at the University of Uyo Teaching Hospital.

TERRORIST INVASION CLAIMS OVER 5000 LIVES IN BENUE SINCE 2011 -Ortom

Benue State Governor, Samuel Ortom has revealed that the unprovoked attacks by Fulani terrorists on unarmed people of the state since 2011 have claimed more than 5,000 lives in the state.

Governor Ortom spoke on Thursday, August 4, 2022, during the passing out parade of the first batch of 500 personnel of Benue State Community Volunteer Guards at the IBB Square, Makurdi.

The Governor noted that the worsening insecurity in the country has complicated Benue State’s security situation as other forms of criminality have started creeping in due to the federal government’s refusal to decisively address insecurity.

Governor Ortom said it was due to the failure of the federal government that the state government decided to revisit the Benue State Vigilante Law of 2000, which was enacted to complement the conventional security agencies in the state to address emerging security issues.

He explained that the law had to be amended by his administration to pave the way for the Community Volunteer Guards to assist the conventional security agencies to curb insecurity in the state.

According to the Governor, "By the provisions of the new law, the Benue State Community Volunteer Guards can therefore carry legally approved weapons which we have duly provided."

Governor Ortom maintained that although the campaign of terror has spread across Nigeria, Benue State has been specifically targeted because of his "Administration’s insistence on the rule of law rather than the rule of terror and for always standing with my people in their refusal to surrender their land, identity and Judeo-Christian faith and values to the Islamization agenda," he said.

According to Governor Ortom "The Benue State Community Volunteer Guards represent our modest attempt to support our communities in their daily struggle to escape the worst of the atrocities of the terrorists Fulani herdsmen.

"As we all witness, the passing-out parade of these able-bodied young men, we believe that security will improve in Benue State," Governor Ortom stated.

Governor Ortom also expressed optimism that "The issue of banditry, kidnapping, robbery and most of all, the issue of terrorists Fulani herdsmen attack would be reduced to the barest minimum."

He stressed that operations of the Benue State Community Volunteer Guards would be strictly guided by the enabling law, warning that any personnel found operating outside the law would be shown the way out.

Earlier, Special Adviser to the Governor on Security, Lt. Col. Paul Hemba (Rtd) had said the first batch of 500 personnel of the Community Volunteer Guards have been trained as riot squad, unarmed combat squad and intelligence gathering to work with conventional security agencies at the grassroots to curb insecurity, urging the personnel to be professional in the discharge of their duties.

The Tor Tiv and Chairman, Benue State Council of Chiefs, His Royal Majesty, Professor James Ayatse in a goodwill message commended the State House of Assembly for enacting the enabling law and pledged the full support of the traditional institution to the security outfit.

President-General of Mzough u Tiv, CP Iorbee Ihagh, (Rtd) and President-General, Tiv Youth Organization, Timothy Hembaor also gave goodwill messages on behalf of socio-cultural organizations in the State.

Barely 48 hours after his directive to Nigerian Air Force (NAF) operational and air component commanders to maximize the deployment of firepower against terrorists and other criminal elements, the Chief of the Air Staff (CAS), Air Marshal Oladayo Amao has approved the immediate appointment and redeployment of new Branch Chiefs, Air Officers Commanding (AOCs) and other senior officers.

Among the newly appointed Branch Chiefs are Air Vice Marshal (AVM) Jackson Yusuf, formerly Chief of Training and Operations (CTOP) who is now the Chief of Policy and Plans (COPP) Headquarters NAF (HQ NAF), Abuja, AVM Oluwafemi Ogunmola, former Director of Intelligence Surveillance and Reconnaissance now Chief of Communications Information Systems (CCIS), HQ NAF, AVM Aliyu Bello, former Chief of Standards and Evaluation (COSE) is now redeployed as the CTOP, HQ NAF, Abuja while AVM Nkem Aguiyi takes over as the Chief of Air Intelligence (CAI) and AVM Hassan Abubakar, former AOC Logistics Command is now the Chief of Standards and Evaluation. The National Broadcasting Commission (NBC) has imposed a fine of N5 million each on Multichoice Nigeria Limited, owners of DSTV, TelCom Satellite Limited (TSTV), and NTA-Startimes Limited for broadcasting a documentary by the BBC Africa Eye titled, “Bandits Warlords Of Zamfara”.

Trust Television Network (Trust TV) was also fined N5 million for the broadcast of another documentary titled, “Nigeria’s Banditry: The Inside Story”, which was aired by the station on March 5, 2022.

NBC disclosed this in a statement titled, ‘NBC Sanction PayTV Platforms’ issued on Wednesday. August 3, 2022, and signed by its director-general, Balarabe Shehu Illela.

Recall that last week Thursday, the Minister of Information and Culture, Lai Mohammed, noted that the Federal Government would sanction Trust TV and BBC for “terrorism glorification” in their documentaries.

The Minister said the federal government is aware of the “unprofessional” documentary by the BBC Africa Eye, where interviews were granted to bandit warlords and terror gangs, thereby promoting “terror” in the country.

While appreciating the need of educating, informing, and enlightening the public on issues bordering on developments and happenings within and outside the country, the Commission is advising broadcasters to be circumspect and deliberate in the choice and carriage of contents deleterious to Nigeria’s national security.

BENUE STATE GOVT PLACES RESTRICTIONS ON COMMERCIAL MOTORCYCLISTS

The Benue State Security Council has restricted the operations of commercial motorcycles, also known as Okada in the state.

Henceforth, commercial motorcycle operators would only be allowed to operate from 6am to 8pm everyday until further notice.

The security council took the decision at its emergency held on Wednesday, August 3rd, 2022.

Briefing newsmen after the meeting, Governor Ortom stated however that the earlier outright ban on the use of motorcycles in the Sankera geopolitical zone comprising Katsina-Ala, Logo and Ukum still subsists.

He said the decision followed the recent security alarm raised by the Nasarawa State government and what is happening in Abuja, the Federal Capital Territory, FCT, and other parts of the country.

The Governor emphasized that the decision to restrict the activities of commercial motorcycles was aimed at nipping in the bud the resurgence of criminal elements suspected to be moving into the state.

The Governor stated that security agencies in the state have been mandated to enforce the new regulations, saying stiff penalties such as arrest and prosecution awaits anyone found flouting the order.

The security council also resolved that all heavy-duty vehicles coming into the state, with covered tarpaulins would be searched at designated checkpoints along routes in and out of the state with the contents thoroughly checked before being allowed to pass.

He also disclosed that the 500 personnel of the Benue State Community Volunteer Guards, which will be formally launched on Thursday, August 4th, 2022 to complement conventional security agencies in the state have been trained and kitted with an additional five hundred expected to begin training next week.

The Governor who said the Community Volunteer Guards would work with the traditional rulers and other security agencies in fighting crime expressed optimism that being members of the communities, it would be easier for them to fish out criminals.

Governor Ortom noted that the Security Council also approved a committee headed by the SSG, Professor Tony Ijohor to work towards regulating the activities of miners, which he said have been causing environmental hazards.

Other members of the committee include the Commissioner for Lands and Solid Minerals, Hon. Bernard Unenge, Attorney General and Commissioner for Justice, Barrister Micheal Gusah and Adviser on Mining, Andrew Kputu as well as the chairmen and second class chiefs of Gboko, Kwande, Ogbadibo and Logo as members.

On the controversial Water Resources Bill reintroduced in the National Assembly, Governor Ortom maintained that Benue State has never supported it and will continue to reject it.

"We rejected it before. We still reject that Bill, which is another way of bringing in RUGA, Cattle Colony and Open Grazing. Benue State is not party to that and we, therefore, demand apology from those linking us to that bill," the Governor stated.

NIS redeploys 69 senior officers

The Nigerian Immigration Service (NIS) has approved the redeployment of 69 senior officers to zones and commands formations across the country.
The Comptroller General, NIS, Mr Isah Jere, approved the postings in a statement by the Service’s Public Relations Officer (SPRO), Mr Amos Okpu, on Wednesday in Abuja.
The deployment which is contained in a circular vide NIS/HQ/ADM/4423/170 and dated Aug. 1, is with immediate effect.
The statement said that eight Assistant Comptrollers General (ACG) and 61 Comptrollers of Immigration (CIS) were affected by the posting order.
It said that the ACGs deployed include: ACG KM Amao formerly the Comptroller of Ogun Command is moved to the General Services Division at the Service Headquarters Abuja.

ACG K.N Nandap, formerly in-charge of the Murtala Mohammed International Airport Command (MMIA) Ikeja, is now the head of the Combined Expatriate and Residence Permit Card Division (CERPAC) at the Service Headquarters.
“Similarly, ACG Abdullahi Usman is now the Head of the Division of Regular Migration at the Service Headquarters.

Meanwhile, ACG M.A Ushie of the Document Fraud Unit has been moved to the Diplomatic/Official Passport Division while ACG ES Fagbamigbe formerly of Idi-Iroko Border Command now heads the Land Border Division at the Service Headquarters.
Other comptrollers posted include: A.O Adesokan who has been moved from Training and Staff Development (TSD) Abuja, to the MMIA while the acting Principal Staff Officer (PSO) to the Comptroller General, Ahmed Mustapha becomes the new Comptroller of Kano State Command.

Others include: Compt. Sh*ttu Fatai now in-charge of Border Patrol Command Lagos; Compt. Gwama Muhammad who now heads the Idi-Iroko Border Command and Compt. MM Saddiq who is now the Principal Staff Officer to the Comptroller General.
“The Passport Control Officer, Ikoyi Passport Office Compt. A.O Bewaji has been moved to the Service Headquarters while Compt. Michael D**e takes over as the Comptroller, Seme Border Command Lagos.
“The Comptroller in-charge of Discipline is now moved to head Osun Command while Compt. Sabo A Rano Commandant, Immigration Training School Kano is now the Comptroller of Gombe State Command,” it added.
Compt. F.D Dakat of Onne Marine Command moves to Akwa Ibom Command to take over from Compt. GE Didel who has been moved to the Migration Directorate at the Service Headquarters among others.
The CG enjoined all the officers deployed to continue to avail the service their rich experiences in their new commands and formations in order to improve service delivery and national security. (NAN).

2023: DG For APC Presidential Campaign Has Been Chosen, Says El-Rufai

Ahead of the 2023 general elections, a director-general has been picked for the All Progressives Congress (APC) presidential campaign council.

This is according to Kaduna State Nasir El-Rufai, who briefed journalists on Monday after a meeting the APC governors had with the party’s presidential candidate, Bola Tinubu, and his running mate Kashim Shettima, in Lagos.

He said other positions in the council are being discussed, adding that President Muhammadu Buhari and the APC National Chairman, Abdullahi Adamu, would be briefed before a formal announcement.

Though there are some reports that ex-APC National Chairman, Adams Oshiomhole was appointed as the director-general of the party’s presidential campaign council, he denied it.

Also in attendance at the meeting were Oshiomhole and the APC National Secretary, Iyiola Omisore.

Insecurity: Majority of APC senators back Buhari’s impeachment – Bulkachuwa

Senator Adamu Bulkachuwa, yesterday, revealed that majority of senators elected on the platform of the All Progressive Party (APC) were in support of the impeachment of President Muhammadu Buhari over failure to tackle security challenges.

The Bauchi lawmaker in an interview on national television, said the decision to serve impeachment notice on the president was supported by majority of the senators during a closed session where worsening insecurity and the president’s impeachment were discussed.

He said the impeachment action was not immediately known by the public because it was discussed where journalists or even staff of the assembly were welcomed.

Bulkachuwa said lawmakers had done their best to support the government to resolve issues affecting Nigerians.

He said “No, it is not the question of the party per say, what is happening is that we in the legislative arm of government have tried all within our power, except one thing. In terms of finacing , we We have tried by making sure Mr. President has all he needs by way of budgeting.

On the ultimatum given to President Buhari on insecurity, the Bauchi senator said since that notice, the president had met with security chiefs, and that within the security sector, changes have been carried out.

Obi, Tinubu divide PDP, APC stalwarts in Enugu

The Presidential candidates of Mr. Peter Obi of the Labour Party and Asiwaju Bola Tinubu of the All Progressives Congress, APC, have created parameters among members of the Peoples Democratic Party, PDP, and the APC in Enugu state.

While a 2023 PDP, Governorship Aspirant in the state, Denge Dr. Josef Umunnakwe Onoh said he will remain in PDP and campaign for the Tinubu Presidency in APC, a 2019 presidential aspirant in APC, Dr. SKC Ogbonnia washed his hands off Tinubu and has pinched tent with Obi in the Labour Party, even while he remains in the APC.

Both Onoh and Ogbonnia are credible politicians from Enugu state with respective followership in their different political parties.

Disclosing his preference for Tinubu against Obi, Onoh said that Tinubu has been tested and delivered creditably in Lagos state, adding that age was no barrier, just as Tinubu’s running in a Muslim/Muslim ticket was not of any qualms to him.

According to Onoh, in addition to Tinubu’s tested performance, his insistence on the former Lagos state Governor is anchored on the Southern Nigeria leaders, particularly the Southern Governors, which comprised of both PDP and APC governors, who met in Asaba, Enugu and Lagos, respectively, where they insisted that the next president of Nigeria, come 2023, must emerge from the southern part of Nigeria.

But the APC-affiliated Ogbonnia rather took a swipe against Tinubu, stating that Peter Obi of the Labour Party was the face of democratic revolution whose time has come in Nigeria.
Ogbonnia said that his first disdain for Tinubu was that neither fellow party members nor ordinary Nigerians can claim to know who Ahmed Tinubu truly is.

Explaining further, Ogbonnia said that if the truth is told, no conscious and well-meaning Nigerian would wish for an extension of the current national government under APC which Tinubu roundly endorses. He said that the party had far better and younger candidates to fly its presidential ticket but chose to settle for the highest bidder in the ageless Tinubu.

Pantami kicks against new tax on calls, data

The Minister of Communications and Digital Economy, Isa Pantami, has kicked against renewed attempts by the Federal Government to add a five per cent excise duty to telecommunication services.

When implemented, this will bring the total tax telecom consumers pay for telecom services to 12.5 per cent.

He disclosed this while speaking in Lagos at the ongoing exhibition organised by the Nigeria Office for Developing the indigenous Telecom Sector, an agency domiciled in the Nigerian Communications Commission.

According to him, the telecom sector already contributes a lot to the Nigerian economy, and adding more taxes could impact negatively its growth.

He urged the government to consider taxing other sectors of the economy that are not contributing to national development.

Presidential Primary Aftermath: Wike Meets With Some PDP Governors, Others

Governor Nyesom Wike of Rivers State on Sunday hosted a crucial meeting with some governors of the Peoples Democratic Party (PDP) who coordinated his presidential campaign.

The meeting held behind closed doors at the Rivers State Governor’s Lodge in Abuja, the Federal Capital Territory (FCT).

Although the agenda of the meeting was unclear, it might revolve around the events that have unfolded in the aftermath of the PDP presidential primary that threaten to split the main opposition party.

Those at the meeting include Governor Seyi Makinde of Oyo State, Governor Okezie Ikpeazu of Abia State, Governor Samuel Ortom of Benue State, and Governor Ifeanyi Ugwuanyi of Enugu State.

Also present are some former governors such as Donald Duke of Cross River State, Gabriel Suswam of Benue State, Olusegun Mimiko of Ondo State, Seriake Dickson of Bayelsa State, Ibrahim Idris of Kogi State, and Jonah Jang of Plateau State.

In May, former Vice President Atiku Abubakar polled 371 votes to emerge as the PDP’s flagbearer ahead of Wike who scored 237 votes to come second in the party’s presidential primary.

Former Senate President Bukola Saraki (70); Akwa Ibom State Governor Udom Emmanuel (38), Bauchi State Governor Bala Mohammed (38), Former Senate President Pius Anyim (14), Mrs Tari Diana Oliver (One), and Mr Sam Ohuabunwa (1) shared the remainder of the valid votes.

Weeks after the primary was held, the PDP presidential candidate named Governor Ifeanyi Okowa as his running mate in the forthcoming election.

This, however, led to a disagreement among party stakeholders as some commended the choice of Okowa while others rejected it, saying Atiku should have picked Wike who was the runner-up in the primary in the stead of his Delta counterpart.

In a bid to address the perceived grievances of the governor, the Board of Trustees (BOT) of the PDP set up a reconciliatory committee to meet with Wike of Rivers State over the fallout of the party’s presidential primary and crisis trailing the nomination of a running mate.

APC Senator Decries Worsening Insecurity, Asks NSA To Resign

A senator elected on the All Progressives Congress (APC), Sani Musa, on Sunday called on Mr Babagana Monguno to resign as the National Security Adviser (NSA).

Senator Musa who hails from Niger – one of the worst-hit states by terrorists’ activities – decried the worsening security situation in the country.

He believes Monguno, a retired major general and former Chief of Defence Intelligence, has no reason to remain as the nation’s top security strategist with the continued killings of innocent people.

Armed non-state actors, including bandits and terrorists, have scaled up activities recently, extending their operations to attacks on security apparatus such as the correctional facility in Abuja and some security formations.

One of such is the attack on troops of the Presidential Guards Brigade which provides security for the seat of power and the nation’s capital where some soldiers were reportedly killed.

Amid the outcry over the deteriorating situation, Mr Monguno last week said the security agencies have adopted a new strategy to tackle the threat.

But this is not enough for members of the opposition in the National Assembly who handed a two-week ultimatum to the President to resolve the nation’s security challenges and threatened to commence impeachment proceedings against him should he fail to act as demanded.

Although Senator Musa said the government collectively should not be blamed for the current situation, he admitted that it has gone from bad to worse.

Fuel price hike: Workers seek salary increase

Following the increase in the pump price of petrol, some federal and state civil servants have appealed to both governments to increase workers salaries to reduce their hardships.

The workers, who spoke to the News Agency of Nigeria (NAN) in separate interviews on Friday in Katsina, said the appeal was necessary because prices of goods and transportation had also skyrocketed.

Malam Abdullahi Balarabe, a Federal Government worker in Katsina, said that following the hike in fuel price, prices of goods had also doubled.

Balarabe said what he normally bought for N200 was now being sold for between N300 and N400, adding that this was constituting a serious challenge to low earning civil servants.

Mr Edwin Michael, also a federal civil servant, said that he had to park his vehicle to walk to office because some of the fuel stations sold petrol for more than N184 a litre.

Also, Malam Adamu Ibrahim, a state civil servant, said that the situation was beyond description, adding that only God could intervene.

He said that his salary as an office assistant could hardly sustain him for the month.

Ibrahim also called on the state government to increase the salaries of its workers, especially those at the lower grades.

A visit by NAN to the Katsina Central Market showed that traders had increased the prices of foodstuffs and other goods.

Malam Isma’il Garba, one of the traders, said the increase in the prices of goods was due to the hike in transport fare.

NAN reports that a litre of fuel now sells for between N184 and N220 in petrol stations in the state.

GOV ORTOM BACKS IMPEACHMENT MOVE AGAINST PRESIDENT BUHARI

The Governor of Benue State, Samuel Ortom has lauded the National Assembly for issuing a six-week ultimatum on President Muhammadu Buhari to step up the fight against insecurity or risk being impeached.

The Peoples Democratic Party, PDP, caucus of the Senate led by the Senate Minority Leader, Philip Aduda on Tuesday, July 27th, 2022 walked out of plenary to protest the failure of President Muhammadu Buhari to end insecurity in Nigeria.

Senator Aduda and his colleagues later addressed the Senate Press Corps where they issued a six-week ultimatum after which they will initiate impeachment proceedings against President Buhari if he's unable to end insecurity in the country.

Governor Ortom gave the commendation Friday, July 29th, 2022 at the State Governor's Lodge, Abuja when he received a delegation of some members of the National Assembly led by the Senate Minority Leader, Senator Aduda who came to brief him.

The Governor described the decision of both the Senate and the House of Representatives to impeach the President as "patriotic" and, particularly commended some members of the ruling All Progressives Congress, APC who have opted to do the 'right thing'.

According to Governor Ortom, President Buhari has performed far below the expectations of Nigerians in solving both the security and economic challenges of the country and so needs to give way for a more competent person.

The Senate Minority Leader, Senator Aduda had earlier told Governor Ortom that as a leader of the Peoples Democratic Party, PDP in the North Central, the delegation considered it appropriate to brief him on the decision of the National Assembly to impeach the President.

Senator Aduda told the Governor that although the impeachment move was initiated by the Senate, the House of Representatives as well as a good number of the APC members have also joined.

Senator Aduda was joined by Senator Orker Jev and Hon Samson Okwu among others.

Insecurity: Gumi Slams FG Over Threat To Sanction BBC, Daily Trust

Renowned Islamic cleric, Sheikh Ahmad Gumi, has condemned the position of the Federal Government regarding media reporting and coverage of the lingering insecurity in the country.

He specifically faulted the government’s plan to sanction the BBC Africa Eye and Daily Trust for their recent reports which he said exposed the politics of insecurity, the genesis of the crisis, and how bandits and terrorists virtually took control of several communities in the North West.

In a statement on Friday, the cleric commended local and international media organisations for coming out boldly to report about the magnitude of the insecurity, the government’s wrong approach to tackling the crisis, and how it has become a lucrative business for the criminals and few in the position of power and authority.
