*President Tinubu Suspends National Social Investment Programme*

President Bola Ahmed Tinubu, GCFR, has suspended all administered programmes by the National Social Investment Programme Agency (NSIPA).

This is further to the ongoing investigation of alleged malfeasance in the management of the agency and its programmes.

All four (4) Programmes administered by NSIPA, viz; N- Power Programme, Conditional Cash Transfer Programme, Government Enterprise and Empowerment Programme and Home Grown School Feeding Programme (the "Programs") have been suspended for a period of six (6) weeks in the first instance.

President Bola Ahmed Tinubu has also raised significant concerns regarding operational lapses and improprieties surrounding payments to the Programs' beneficiaries.

He has therefore constituted a ministerial panel to conduct a thorough review of the Agency's operations with a view to recommending necessary reforms of the NSIPA.

During the period of this suspension, all NSIPA-related activities, including but not limited to all distributions, events, payments, collaborations and registrations are now frozen.

The President wishes to assure the stakeholders and all Nigerians that his administration remains committed to a swift and unbiased process that will ensure that, going forward, social intervention programmes will work exactly as intended, to the benefit of the most vulnerable Nigerians.

"We, the Exited N-Power volunteers, are writing to bring to your attention a situation in which we have been wronged by Sadiya Umar Farook, the former Minister of Humanitarian Affairs, Disaster Management and Social Development. Hon. Sadiya Umar has claimed that she paid us upon our exit from the N-Power program, but this is not true. We have not received any compensation for our time in the program, and we believe that Hon. Sadiya Umar should be held accountable for her false statements and for failing to fulfill her obligations to us.

We want to appeal to our amiable President Bola Ahmed Tinubu to please bring back Mr Afolabi Imoukhuede to head the N-Power program.
When Mr Afolabi Imoukhuede was the head of N-Power program from 2016 to June, 2020, the Batch A and B Volunteers had a transparent selection process without knowing anybody and payment are been paid directly on monthly basis to the Beneficiaries without any delay. The program was also successful under his leadership because of his dedication and passion to build the Youth and also ensured the right set of people benefited directly until the program was hijacked by selfish politicians who doesn't care about the masses. Batch C stream 1 and 2 have been in total mess since the program have been hijacked by bad leadership and If Renewed Hope N-Power program must succeed again under NSIPA to achieve it purpose, then we need a trusted, tested, dedicated, passionate person like Mr Afolabi Imoukhuede to head this program again.

New Police Act, 2020

President Buhari on September 16, 2020, signed the new Police Act 2020 into law and this replaced the old Police Act, CAP P.19, LFN, 2004.

Below are the highpoints of the new amendments that every Nigerian should be aware of:

1) Section 66(1) of the Police Act 2020, ONLY a Police Officer who is a LEGAL PRACTITIONER, can prosecute. Police Officer who is NOT a LEGAL PRACTITIONER cannot prosecute unlike the the Old Act that gave non-Police lawyers prosecutorial power.

2) Just like in the movies, Nigeria can now have private detectives who are not employed by the government. The Nigeria Police Force is responsible for vetting and approving the registration of Private Detective Schools and Private Investigative Outfits. See Sec. 4(i).

3) The Police is mandated to report the findings of its investigation to the Attorney General of the Federation or State as the case may be. See Sec. 32(1).

4) The Act prohibits the Police from arresting anyone based on a civil wrong or breach of contract. See Sec. 32(2).

5) The Act equally prohibits the arrest of any person in place of a suspect. See Sec. 36.

6) The Act makes it mandatory on the police officer or any other person authorized to effect an arrest to inform the suspect his rights to:

i. Remain silent or avoid answering any question until after consultation with a legal practitioner or any other person of his own choice. See Sec. 35(2)(a).

ii. Consult a legal practitioner of his own choice before making, endorsing or writing any statement or answering any question put to him after the arrest. See Sec. 35(2)(b)

iii. Free legal representation by the Legal Aid Council of Nigeria or other organizations where applicable. See Sec. 35(2)(c).

7) The Act also makes it mandatory on the Police to notify the next of kin or relative(s) of the suspect immediately after the arrest of the suspect. See Sec. 35(3).

8.) A suspect shall be accorded humane treatment. And a suspect shall not be subjected to torture, cruelty, inhumane or degrading treatment. See Sec. 37.

9) The statement of a suspect can be taken only when he wishes to make a statement. See sec. 60(1).

10) The statement, where the suspect wishes to make one, MAY be taken in the presence of a legal practitioner or any other person or organization of his own choice. See sec. 60(2).

11) Where a suspect is arrested and detained for more than 24 hours, if the offence he was arrested for is not a capital offence, his lawyer or relatives can notify any court that has jurisdiction to try the matter about his arrest. See sec. 64(1).

12) The notification can be made in writing or orally. See sec. 64(3).

The court SHALL order the production of the suspect and inquire into the matter. Where it is convinced that the suspect should be released on bail, the court shall admit him to bail.

13) The Police are mandated to take the photographs and fingerprint impressions of all suspects who are in lawful custody. See sec. 68(1).

14) Where a suspect refuses to allow the Police to take his measurements, photograph and fingerprint impressions, the Police have the right to apply to court to compel the suspect to submit himself. See sec. 68(2).

15) On the last working day of every month, an officer in charge of a police station must report to the nearest magistrates the cases of all arrests made without warrant in his jurisdiction, whether the suspect have been admitted to bail or not. See sec. 69(1).

NIGERIAN POLITICIANS ARE DESTROYING OUR YOUNG GIRLS - Dr Sam Amadi

Terrible things happen in Nigeria. We have lost the present and we want to lose the future.

I just left Transcorp Hotel Abuja after my news analysis at Arise News TV. As I stepped to the lobby of the hotel, I saw a bevy of pretty young girls in their early 20s crowded in a corner. There were all skimpily dressed as if there were commercial s*x workers. The time was 10.30pm.

One of them rushed to greet me. “Good evening sir”. She was one of my students. I recognized her clearly because she had a slight disability and I paid attention to make sure she followed the coursework. I was shocked. I recognized three of those hotly dressed pretty young girls as fresh graduates of my department.

What are they all coming to do at this kind of Hotel at this hour and dressed in this manner? Of course, I think I know what it is. A Nigerian politician or man of means have arranged them for his pleasure and those of his friends and acquaintances. Everyday, our girls are disoriented by these politicians who have neither shame nor conscience because they have access to power and money.

We pride ourselves that we have a large youth population and that is a huge asset. But the truth is that we have a large hardware. The software is highly corrupted. Why do we intend to organize these adolescents into the life of immorality?

This reminds me of the experience I had as a special adviser to senate president. Once we went to open a new government house built by a Governor in one of the southeast states. The Governor arranged a special reception for us. When we got to the venue of the so-called reception, I was shocked. Tens of very young girls sourced from the nearby university – between 17-22 years- were already dancing with top government officials.

I screamed and accosted the majority leader of the State House of Assembly. He boldly answered “Man Sammy, these adolescents are our counterparts”. Wow. What? I requested to be taken back to the hotel. That was the end of the reception for me. I couldn’t believe that someone will arrange first year students for an entourage that has the Senate President and the Chairman of the Senate Committee on Education. We are finished.

These politicians have done more harms than you can imagine. They have destroyed the economy. They have destroyed infrastructure. They have also destroyed the morality and the viability of our human capital. How can such young girls who are debased that early rise up to be moral champions of tomorrow? How? Pretty difficult.’
