FCTA PRESS RELEASE

PRESIDENT TINUBU APPROVES THE APPOINTMENT OF THE FCTA HEAD OF SERVICE, PERMANENT SECRETARIES, OTHERS.



1. His Excellency, President Bola Ahmed Tinubu (GCFR) has approved the appointment of the Chairman and Commissioners of the FCT Civil Service Commission.

2. They are:



I. Engr. Emeka Ezeh – Chairman

II. Hon. Ahmed Mohammed – North West

III. Chief Anthony Okeah – South-South

IV. Mohammed Magaji Ibrahim – North East

V. Miskoom Alexander Naantuam - North Central

VI. Hon. Jide Jimoh – South West

VII. Barrister Martin Azubike – South East



3. Similarly, Mr. President also approved the following to fill existing vacancies in some critical agencies of the FCTA. They are:

i. Abdulkadir Zulkarfi - Coordinator Satellite Town Development Department;

ii. Chief Felix Obuah - Coordinator Abuja Metropolitan Management Council; and

iii. Oladiran Olufemi Akindele - Coordinator, Abuja Infrastructure Investment Council (AIIC).

4. Also, to strengthen the bureaucratic structure of the Federal Capital Territory Administration, Mr. President equally approved the appointment of the Head of the Civil Service and Permanent Secretaries in the FCT Civil Service.



5. Mr. Atang Udo Samuel is appointed as the Head of the Civil Service and the following as Permanent Secretaries:

I. Dr Adam Babagana – North East

II. Wanki Adamu Ibrahim – North East

III. Asmau Mukhtar – North West

IV. Dogo Aliyu Wadata Bodinga – North West

V. Olusa Olusegun – South West

VI. Adetoyi Rabiu Kolawole – South West

VII. Grace Adayilo – North Central

VIII. Olubunmi Olowookere – North Central

IX. Ibe Prospect Chukwuemeka – South East

X. Okonkwo Florence Nonubari – South South



6. The appointments take immediate effect.

7. The appointees would be sworn in on Monday 18th March, 2024.

ALGON OFFICIALLY REACTS AND SEEKS LEGAL REDRESS:

Bridgestone Law Attorneys, the official Attorneys for the Association of Local Government of Nigeria (ALGON) Rivers State Chapter, have served a letter to the management of Nigerian Info 92.3FM in Port Harcourt demanding immediate retraction, withdrawal, and recantation of a false and defamatory statement made and published through their radio station and other media handles belonging to their organization.

The publication made on the 13th of February 2024, was reckless and without regard for the truth, which goes against the ethics of professional journalism, the ALGON Chairman Sir Allwell Ihunda stated on behalf of the ALGON.
According to the ALGON Chairman "This false publication has caused a lot of negative reactions and is portraying members of ALGON as callous and wicked officeholders. It has also caused conflict with the Nigerian Union of Local Government Employees (NULGE), who now see them as wicked administrators" he further stated.

The ALGON gave the radio station 7-day ultimatum to respond and tender a written apology and subsequent withdrawal and retraction of the false publication or face a defamatory suit in the court of competent jurisdiction.

In swift response, the radio station has written to the association, offering an unreserved apology and promising to retract the false publication made against them through their radio station, their sister station WAZOBIA 94.1FM, and other social media handles, including Facebook, X, and Instagram.

PORT HARCOURT CITY LOCAL GOVERNMENT CONDOLES WITH THE WIGWE FAMILY OF ISIOKPO OVER THE PASSING AWAY OF DR. HERBERT WIGWE, AND HIS WIFE AND SON.

The Mayor of Port Harcourt City Local Government, Sir Allwell Ihunda DSSRS JP, and the entire people of Port Harcourt City Local Government Area send heartfelt condolences to the Wigwe family of Omueke Isiokpo in Ikwerre Local Government Area on the untimely deaths of their son, Dr. Herbert Wigwe, and his wife and son in a helicopter crash in the USA.

These are painful deaths not only to the bereaved family but also to all Iwhuruonha people, the Ikwerre Local Government Area and Rivers State as a whole.

The visionary contributions of the late Dr. Herbert Wigwe to the banking and financial ecosystem stand him out as one who believed in the greatness of Nigeria. Indeed, our nation has lost a nationalist.

Our prayers are with the family they left behind; that the family, their associates and friends may find the fortitude to bear the irreparable loss.

WIKE FLAGS OFF CONSTRUCTION OF 11KM ROAD IN KWALI

…REITERATES COMMITMENT TO DEVELOPING THE RURAL AREAS
..CONFERRED WITH TRADITIONAL TITLE OF KAURAN KWALI

1. Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike has reiterated the commitment of the FCT Administration to the development of the rural communities in the FCT.

2. The Minister made this commitment when he flagged-off the construction of 11km Yangoji-Sukuku-Ebo Road in Kwali Area Council. The FCT Minister who noted that governance means nothing if the needs of the people at the rural level are not met, assured that President Bola Ahmed Tinubu is also fully committed to the welfare of the rural dwellers.

3. He said he was directed by the President to interface directly with the rural communities when the issues of insecurity arose, adding that the President has also directed him to provide the necessary infrastructure, in line with the Renewed Hope Agenda, to bring back the lost hope of the people.

4. According to the Minister, “Mr. President has said you don’t need to lose hope. I’m bringing back that hope for you. And how is he bringing back that hope? We must have to touch the rural areas because these are the people who felt they have been abandoned, who felt they are not going to get anything from government”.

5. “So, Mr. President said no, you don’t need to lose hope. I am here. I’m going to give you back your hope. I’m going to give you back your infrastructure. When the issue of insecurity came, he directed that I must interface with the people to let them know that he is there for you. He will not abandon you at this point in time”.

6. The Minister who also thanked the Yangoji Community in Kwali for coming out in large numbers to support the road construction project, urged them to take ownership and defend the project to the last.

7. The Minister also assured that all abandoned projects in Kwali Area Council under the Federal Capital Development Authority (FCDA) would be completed, adding that the FCT Administration has also identified 24 schools for rehabilitation in the six Area Councils.

8. Barr. Wike while also assuring that no project would be abandoned in the FCT under the administration of President Tinubu, pledged that the FCT Administration will continue to interface with FCT residents to better understand their needs.

9. He said, “FCT people, this is your own turn to benefit. We will not be tired of coming to meet you from time to time. In fact, if there was anyway to relocate and stay with you and understand how you feel, we will do it.

10. Also speaking on the effects of the economic reforms of the Federal Government, the Minister expressed confidence that the situation will soon turn around for the better and called for patience, understanding and continued support of the people for the government.

11. “Continue to support the Area Councils, continue to support Asiwaju’s Administration so that all the promises he has made, he will be able to fulfill them. Continue to pray for him for God to give him the strength, the health and the wisdom because it is not easy”.

12. The FCT Minister also stressed the need for cooperation between the FCTA and the six Area Councils, urging them to set aside their political differences and provide good governance for the interest of the people.

13. He said, “I don’t care where you belong to. All I care is how we are going to work together to make the lives of our people to be better and that is why we are here. I’m happy I’m working with all the Area Council Chairmen. I’ve never asked them one day which party do you belong to because I don’t care. All I care, are you doing what will make the people happy? If you are, then you are my friend. If you are not doing anything and then you say you are in the same party with me, I will turn my face because you must make people to be happy”.

14. Speaking on the availability of funds for contract awards in the FCT, the Minister revealed that contractors in the FCT no longer wait for mobilization before moving to the sites, due to the renewed confidence they now have in the FCT Administration.

15. On the efforts of government to tackle the security challenges in the FCT, the FCT Minister who was also conferred with the title of Kauran Kwali assured that he will continue to lead the battle against insecurity in the FCT and warned that criminals in the nation’s capital would soon meet their waterloo.

16. He Said, “You have an opportunity now to repent. If not, I’ve told the security agencies to send you where you are supposed to be”.

17. Speaking earlier, the Chairman, Kwali Area Council, Hon. Danladi Chiya, who is also the ALGON Chairman, thanked the Minister for the project and called for the completion of previously abandoned projects in the Council.



18. Hon. Chiya also disclosed that the road which will lead to Kuje Area Council, will, on completion make it easy for farmers to transport their goods to neighbouring Area Councils as well as enhance security in the council.

19. Giving the overview of the project, the coordinator, STDD, Olusegun Olusa, recalled that the FCT Administration had earlier flagged off the construction of the 7.2 kilometer Paikon Kore-Ibwa road in Gwagwalada, in addition to the 9km Gaba-Tokulo road in Bwari as well as a 5km dual carriageway in Kuje area Council, adding that the rural communities in the FCT are now beginning to feel the impact of the Renewed Hope Agenda of President Bola Ahmed Tinubu.

20. He said the scope of work for the Yangoji-Sukuku-Ebo road will consist of the construction an 11km asphaltic road on 8 meter carriageway which also include site clearance and earthwork, reinforced concrete pipe culverts of various sizes, 150mm thick crushed stone-base course, among others.

PRINCE WELI-WOSU TAKES OVER SOUTH-SOUTH NCPC OFFICE

The new federal commissioner (South-South), Nigeria Christian Pilgrim Commission (NCPC), Chief Hon Prince Weli-Wosu { JP}, FNES, DSSRS on Tuesday, took over the mantle of leadership at the commission’s South-South Administrative Office in Portharcourt, as he formally assumed office weeks after the reconstitution of the commission.

The federal commissioner on arrival at the south-south administrative office of the commission was received by his predecessor, Barr Forgiven Amachree and management staff of the commission, as well as officials of the Christian Association of Nigeria(CAN).

Chief Weli-wosu upon arrival held a familiarization meeting with staffs of the commission and relevant stakeholder, who were on ground to accord him a rousing welcome.

Recall that Chief Weli-Wosu was recently appointed among other eminent Nigerians as members of the Nigerian Christian Pilgrim Commission, Abuja by President Asiwaju Bola Ahmed Tinubu, with an express directive to assume office with immediate effect, pending their formal inauguration.

Prince Weli-wosu was accompanied by family members, friends and associates, who wished him a successful tenure in office.

Highlight of the brief ceremony was the official handover of the South-South Administrative Office of NCPC to the new federal commissioner, Chief Prince Weli-Wosu by the outgone commissioner, Barr Forgiven Amachree.

WIKE FLAGS OFF THE RESURFACING OF 182 ROADS IN MAITAMA, GARKI, UTAKO DISTRICTS

1. Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike has flagged off the resurfacing of 182 existing roads and remedial works on bridges in Maitama, Garki and Utako Districts of the FCT.



2. Barr. Wike, who conducted the flag-off exercise in Abuja on Tuesday, February 06, 2024 in the Maitama District, charged the contractor to ensure that the project is completed within the stipulated time, emphasizing that the projects must be completed before May, 2024.



3. The Minister who warned that he would not hesitate to revoke the contract of any contractor who fails to perform, welcomed the idea of local content in the award of contracts but insisted that the contractor must show adequate capacity to execute the job.



4. He said, “I support local content, but what I don’t support is local content without capacity. All of us would like our people to do the job but I would also not say because you are doing the job, you don’t do it well and within the time schedule. No. So, local content, whether you are white or you are black, do it well and do it within the time schedule”.



5. The FCT Minister also stated that the development of the FCT is sacrosanct and goes beyond political party affiliations, adding that the FCT Administration is working with the six Area Council Chairmen, irrespective of party differences, to support the Renewed Hope Agenda of President Bola Ahmed Tinubu in the FCT for the benefit of the people.



6. According to the Minister, “What we are doing today has nothing to do with political party. What we are talking about is governance, how will the people of Abuja benefit?. Party is a vehicle that takes you to your destination. When you get to your destination, you come down and work. This is about governance.



7. “That’s why today, all the Area Councils are cooperating with us. It doesn’t matter whether they are in party A or whether they are in party B because poverty does not know the party you belong to. Insecurity does not know the party you belong to. So, we must put our hands together and support the renewed hope agenda of Mr. President”.



8. Barrister Wike also thanked the leadership of the National Assembly and the various Committees oversighting the FCT for their support while assuring that the FCT Administration will continue to work with the lawmakers for the development of the nation’s capital.



9. The FCT Minister while also attributing the development strides in the FCT to the support of the President, said the FCT Administration has no choice but to deliver without excuses.



10. He said, “Whatever we are doing here today is not on our own. Mr. President is the Governor of the FCT by law, but he has decided to delegate his functions to us and so many of us he has given that opportunity, we don’t have excuses. We must make the people happy and that’s what we are doing today.”



11. Speaking also on the difficulties occasioned by the road rehabilitation exercise in the FCT, especially the traffic gridlocks, the Minister called for the understanding of FCT residents, stressing that sacrifices must be made to achieve development.



12. On the challenges being experienced in the country due to the ongoing reforms of the Federal Government, Barr. Wike sued for patience and understanding among Nigerians, assuring that Nigerians would soon witness a positive change.



13. He said the reforms of the government were not intended to punish anybody and urged Nigerians to continue to support the President and pray for him to succeed.



14. The Minister who called for the support of FCT residents for the activities of government, urged them to pay their taxes to ensure more development in the FCT.



15. “Pay your taxes so that we can pay the contractors on time and then we have good motorable roads”, he said.



16. Speaking on the efforts to address security challenges in the FCT, the Minister stated that security agencies have been provided with the necessary logistics to address the security issues in the territory and called on residents to provide relevant information that will aid the job of the crime fighters.



17. Earlier in his remark, the Chairman, Abuja Municipal Area Council (AMAC), Christopher Zakka Maikalangu thanked the Minister for his commitment to providing infrastructure in the Abuja Municipal Council and commended ongoing transformations in the FCT



18. Also speaking, the Chairmen, Senate and House of Representatives Committees on FCT, Sen. Ibrahim Bomai and Hon. Muktar Aliyu Betara, respectively, pledged the support of the National Assembly for the developmental activities of the FCT Administration.



19. Both lawmakers expressed their readiness to be a part of history, working with the FCTA, in taking the FCT to the next level of transformation.

RIVERS APC LEADERSHIP VISITS STATE ASSEMBLY, PLEDGES TO STRENGTHEN TIES

The All Progressive Congress (APC) in Rivers State, led by the State Caretaker Chairman, Hon. Tony Okocha, on Tuesday paid a courtesy visit to the Rivers State House of Assembly, a visit intended to strengthen the bond with the legislative arm of government.

Speaking during the visit, Hon. Tony Okocha expressed gratitude to the Tenth Rivers State House of Assembly for granting their request to visit, and conveyed the sympathy of the Party to the Speaker and Members of the House over the recent ugly incident that engulfed the House, where the Assembly Chamber was burnt by some arsonists; adding that their visit is to make it copiously clear that the party stands in unity with the House at this challenging time.

Speaking further, Hon. Okocha condemned and decried the demolition of the House of Assembly Complex, attributing it to a deliberate attempt by the Governor of the State to stonewall democratic process and impede the Legislature from performing it's constitutional functions in the State.

He commended the 27 Members of the Rivers State House of Assembly for their resilience and doggedness in warding off undemocratic forces, and above all thier decision to join the All Progressive Congress (APC), thereby aligning themselves with the ideals of Mr. President's party.

Responding, the Speaker of the Rivers State House of Assembly, Rt. Hon. Martin Chike Amaewhule, expressed gratitude to the State APC leadership for the epoch visit and assured them that the visit would serve as a booster to the Lawmakers. “Your decision to visit us here will definitely strengthen us,” he enthused.

Rt. Hon. Amaewhule harped on the significance of the visit in fostering unity and cooperation between the two entities, adding that the visit serves as a testament to the political dynamics in the State which signals the commitment of the APC in engaging constructively with the legislative arm of government, even in the face of daunting challenges.

The Speaker stressed the commitment of the Tenth Rivers State House of Assembly in making laws that will be beneficial to the people of the State.

EMOHUA-KALABARI DUAL CARRIAGEWAY PROJECTS

Rivers State Commissioner for Works Chief, Dr. Dax George-Kelly Alabo, DSSRS, FNIQS has inspected some key projects of the state government to assess their level of progress.

The Honourable Commissioner visited various sections of the Port Harcourt Ring Road project as well as the Emohua-Kalabari Dual Carriageway project.

In the course of the inspection tour, Dr. George-Kelly maintained that work is seriously going on segments 1, 5, and 7 of the ring road project.

"Serious work is ongoing on segment 1, segment 5 and segment 7, demolition work has been completed on these three segments.

On segment 1, road extension, earthworks and stone base are going on.

"As for segment 5, the construction of the Rumuosi Flyover by East-West Road has started, while the construction of Ozuoba/Rumuosi Flyover will commence in less than two weeks time.

"They have started clearing the forest behind Indorama on segment 7, they have also expanded the road linking Refinery Junction and Indorama, soil replacement and stone base work have also started

Dr. George-Kelly D. Alabo, DSSRS, FNIQS has been installed as Chief and Head of the Ancient and Revered Chief Daigbani (Fred) George Amachree Group of Houses of George's Compound in Buguma, Kalabari Kingdom

The stool has been vacant for 64 years until Dr. George-Kelly's enthronement; making him the second person to have headed Daigbani (Fred) George Amachree Group of Houses since its creation in 1911.

The two-day Chieftaincy Presentation and Installation Ceremony was held on Friday, 2nd February and Saturday, 3rd February in Buguma, Asari-Toru Local Government Area of Rivers State

In his remarks, Dr. Dax Alabo George-Kelly FNIQS, FASP, RQS thanked his people for finding him worthy of being the Head of Chief Daigbani (Fred) George Amachree Chieftaincy stool, he pledged to lead with the fear of God and respect for all.

Most notable among the dignitaries from all walks of life who graced the epoch ceremony was the immediate past Governor of Rivers State and the current Minister of the Federal Capital Territory , Abuja, His Excellency, Chief, Barr. Nyesom Ezenwo Wike - CON, GSSRS

The FCT minister extolled the leadership qualities of Dr. George-Kelly, he expressed no doubt in the capacity and capabilities of the newly installed Opuda Daigbani (Fred) George Amachree II in discharging his duties.

Wike admonished George-Kelly to unite his people and preserve their culture and traditions.

"You have been given the task to protect the values and culture of your people. This is a very big assignment but I know you are equal to the task.

"Please use your position for the interest of your people, use it to unite them, use it to bring development to your land," the Minister added.

ABUJA ROAD INFRASTRUCTURE: 13KM ISEX TO BE COMPLETED DECEMBER THIS YEAR – WIKE



1. Minister of the Federal Capital Territory, Barrister Ezenwo Nyesom Wike has disclosed that the project for the construction of the Inner Southern Expressway (ISEX) would be completed by December of 2024.

2. The FCT Minister made the disclosure in Abuja on Monday, January 29, 2024, when he visited the project sites of the Inner Southern Expressway (ISEX), a 13km stretch of road from the Southern Parkway around the Christian Centre and CBN in the Central Business District to the Galadimawa Interchange.

3. Barr. Wike, who described the road project as very ambitious and capable of changing the landscape of the city, assured that it would be completed with adequate funding.

4. The Minister also inspected the 15km Left Hand Services Carriageway of the Outer Southern Expressway Stage II, from Ring Road I Junction (by Apo Roundabout) to Wasa Junction Abuja. He said the expressways, when completed, will decongest traffic within the Abuja city centre.

6. According to the FCT Minister, “We first of all went to the Inner Southern Expressway and then we are now on the Outer Southern Expressway. The importance of these two major contracts, they will do a lot to decongest the traffic you see very often along this road.

7. “But more importantly, the Inner Southern Expressway, you can see how huge it is. It’s a very ambitious project. We are not afraid of tackling it. We believe by the grace of God, with adequate funding, that project is a project that has to be completed and it will of course change the landscape of FCT and this will be completed this year. We believe if we fund them very well, which we’ve been able to do, by December, this Outer Southern Carriageway will be completed”.



8. Barr. Wike also expressed satisfaction with the transformation that is ongoing in the FCT in terms of the provision of major infrastructure and expressed the hope that a lot will be achieved before the onset of this year’s rainy season.

9. He said the contractors were also concentrating on the roads that are to be commissioned by May this year, notably the OSEX from Villa Round About to Ring Road I, the Full scope Development of Arterial Road N20 from Northern Parkway to ONEX, among others, having been heavily funded by the FCT Administration.

10. He further assured that the FCT Administration has the support of President Bola Ahmed Tinubu and will continue to carry out its responsibilities to residents of the FCT.

11. Speaking on the spate of insecurity in the FCT over the last few weeks, the Minister once again assured that the security agencies in the territory are working round the clock to ensure the safety of all residents, adding that security operatives would continue to take the war to criminals wherever they may be in the nation’s capital.

12. Giving an overview of the projects, the Executive Secretary, FCDA, Engr. Shehu Ahmad Hadi explained that the full scope of development of ISEX stretches from AYA Roundabout to meet the OSEX in Kuje.

13. He said the segment visited by the Minister was a 10 kilometer stretch of road from the Southern Parkway to the Ring Road II, around Galadimawa interchange.

RIVERS ASSEMBLY OVERRIDES GOVERNOR FUBARA'S ASSENT TO FOUR BILLS
.. Promise to Strengthen Democratic Institutions in the State

The Rivers State House of Assembly, on Friday, at its 99th Legislative Sitting, has overridden the assent of the Governor to four Bills which were earlier passed and sent to Governor Siminialayi Fubara for his assent.

The House took the decision to override the Governor's assent after the Governor withheld his assent to the four Bills via letters to the House, which were read on the floor of the House; stating that such amendments would create confusion and breach constitutional provisions.

Remarking on the Rivers State House of Assembly Fund Management Bill, which was represented by the Majority Leader, Hon. Major Jack, and debated by Members, the Speaker, Rt. Hon. Martin Chike Amaewhule, cited Section 100(5) of the Constitution of the Federal Republic of Nigeria 1999 as altered, which empowers the House to override the Governor, where the Governor withholds his assent. The Speaker then put the question and the 24 Members present unanimously agreed to override the Governor.

In like manner, the Rivers State Local Government Law (Amendment) Bill, the Rivers State Traditional Rulers' Law (Amendment) Bill, and the Rivers State Advertisement and Use of State-owned Property Prohibition (Repeal) Bill were all represented, debated, and voted upon with a unanimous decision to override the Governor's assent.

Speaking on the decision of the House on the Bills, the Speaker, Rt. Hon. Amaewhule emphasized that reason adduced by the Governor for withholding assent on the Local Government Amendment Bill appears to be anticipatory and tailored toward creating a situation that would make holding of election in the State impracticable, because the amendment curtailed the powers of the Governor in suspending Local Government Council Chairmen and appointment of Caretaker Committees.

Commenting further, Rt. Hon. Amaewhule described the amendment to the Rivers State Traditional Rulers' Law as innocuous and wondered why the Governor declined assent; adding that the House amended the law to include a resolution of the House in the recognition, de-recognition or suspension of traditional rulers the state to curb arbitrariness.

On the repeal of the Rivers State Advertisement and Use of State-owned Property (Prohibition)Law No. 7 of 2022, the Speaker remarked that the House decided to repeal the law so as not to financially overburden the people of the State and impede their access to use of state-owned facilities; but regretted that the Governor withheld assent to all these people oriented Bills.

He enthused that the House would continue to strengthen democratic institutions and ethos in the State; and instructed the Clerk of the House to ensure that copies of all these laws that have now assumed the garb of law by virtue of section 100(5) be transmitted to relevant Ministries, Departments and Agencies.
