"The Local Government system will be designed the way it ought to be.

"Congratulations and commiserations, to manage in difficult times when resources are lean because of the weight of the job that awaits you.

Soludo turns Anambra to huge construction site

By Izuchukwu Adichie

I have delayed writing this piece so that I could study reactive opinions and observations, particularly as it concerns the nascent developmental steps Mr Governor is taking. Yes, there's something remarkable going on in Anambra recently, and ndi-Anambra and all its residents are currently applauding Governor Chukwuma Soludo’s wisdom, ensuring in distribution of road infrastructure projects evenly across the state.

From Amansea to Onitsha, to Awka capital territory to Nanka, from Ekwuluobia to Awa, to Nimo to Okpoko, and to others, the many road projects Governor Soludo have awarded has turned the state into a huge construction site. The era of cars breaking down and littering Anambra state roads, as well as broken roads is over. This is expected to make traveling within Anambra communities a pleasurable experience.

Yes! Governor Soludo is preparing Anambra for the future that everywhere you turn to in the state, you will find a contractor. For this reason, today, ndi-Anambra do wonder why God delayed making him Governor as early as 1999. Yet no one can question God who knows when and how best to use Soludo.

There are evidence that abound, and they have alot to do with his accomplishments at financial sector, that included a regime of consolidation of 89 banks to 25 with a stronger capital base. He also institutionalised Nigeria Security Printing and Minting Company Ltd PLC -MINT. In addition to the consolidation of the banks, he helped grow the external reserve from $10 billion to an all-time high of $62 billion and inflationary pressure was low, at a time single digit for 24 consecutive months. He was a key figure in the macro-economic high scores attained by the Obasanjo administration.

During the gubernatorial campaigns, Soludo acknowledged that all the major economic roads within the state has collpased and must be rehabilitated, whether abandoned or half-executed by his predecessors. While the thrust of ASUBEB is to manage public early child care centers, recruitment, appointment, posting of staff, disbursement of funds provided by federal government, state and other sources, among others, the major mandate of the PPSSC is the management of all Post Primary Schools or institutions subject to the general directions of the Hon. Commissioner of Education, Collection of School fees and other revenue, Supervision and Quality Assurance, Investigation of matters affecting post primary schools and institutions, Establishment of schemes for staff development, Consult with and advise the Ministry of Education, among others.

Speaking shortly after the inauguration, Governor Soludo said that each member of the boards were carefully selected, saying that there is a reason behind their unique composition as there are more females in the school system.

"Ninety seven percent of teachers in our Primary schools are women, while 87 percent of our secondary schools' teachers are women.

The Governor pointed out that comparatively, Anambra State wasn't doing badly in the education sector; "comparatively, we are not doing badly in the state. But then, like I always say, we are Nigerians but as Ndi Anambra and so, we can do better than the level we are currently operating".

The Governor further said that presently, four categories of schools operate in the state, which he identified as the public-public, mission-public, mission-private and private-private. He, however stressed that the major concentration of the boards will be on public-public and mission-public schools.

According to the Governor, "a system is as strong at its weakest link. You are being called to come and remedy. To achieve this, you have to think in a disruptive but positive manner. In some cases, question the norm, but bring about innovation. Take the Nigerian standard as the minimum, but then, there is no maximum limit", he stated.

The Governor further added, "this is the 21st century. Ask the question of how we can compare with what is happening at the global space. I feel very personal and emotional about this sector and the job, myself being a teacher. Anambra is nothing but the best. We are confident that you will take our education to the next level".

"Supervision is part of your role. We are even thinking of setting up an independent supervisory agency. You've got work to do which will require deployment of technology. We will continue to train our teachers because without teachers, there is no world.

"Anytime I go to schools, I go to the nursery section and what I see through their eyes is their telling me, "my future is in your hands, don't let me perish.

"Recruitment which has been done in three rigorous stages. As you have come, we'll recruit about four to five thousand teachers. My litmus test for recruiting a teacher is this question- will I be proud to have this person teach my child? After the recruitment, over time, we will be having continuous evaluation because teaching is a vocation for which you must be passionate about.

"The future of our educational system is partly in your hands. We want to end the era of schools without teachers and improve the quality of teaching, concluded the Governor".

Introducing the members of the boards, earlier, the Head of Service, Barrister Theodora Okwy Igwegbe explained that everything done under the present administration plugs into its vision.

Barrister Igwegbe noted that being a responsible and responsive Governor, Professor Soludo understands that a good society cannot be achieved without education.

"You intend to restore the dignity of teaching for Anambra state to attain the highest literacy height, so that our children will be employers of themselves and employers of labour", Barrister Igwegbe concluded.

Speaking separately in a vote of thanks, the Chairpersons of the two boards, Dr. Vera Nwadinobi and Nkechi Perpetua Ikediegwu said that even though they are not the most qualified, they were called upon to perform the onerous task.

They alluded that the team members are gurus in the assigned roles and expressed optimism that they will deliver on the job.

*OBI DR GIBSON NWOSU (EZE-UZU AWKA) LEADS AWKA DELEGATION ON A COURTESY VISIT TO GOVERNOR SOLUDO*

By Christian ABURIME

Governor Chukwuma Charles Soludo, CFR has again reiterated that the rule of law (law and order) remains the fulcrum of his administration

The Governor made the remark when he received a team of delegation at the Government Lodge led by the Traditional Ruler of Awka, Obi Dr. Gibson Nwosu (Eze-Uzu Awka).

Addressing the delegation, Governor Soludo stated that, "Anambra State passed a law in 2007. The law has been there for 15 years before I took over power. The Anambra Traditional Ruler's Act, Section 18, 19 and 20 stipulates that Nobody has the right to say he is king, except he has a certificate of recognition from Government."

"The law of the land will not be violated no matter my relationship with you, even if it's a family member. The law is the law! We must build a society regardless of your status where everyone is equal in the eyes of the law", Soludo said.

"Presenting yourself as King when you are not recognized by the Government is a crime. My job as Governor is to ensure that the laws of the state are obeyed. Security, law and order, are the first fingers of my administration." Governor further explained

Continuing, the Governor said: "We are sending this message to many communities. People who desire to be King must go through the process of the law", Soludo added.

Speaking on the status of Awka, Governor Soludo said: "Awka is an ancient city and the State Capital. The location of Awka is almost at the boundary. God has designed that Awka will be the State Capital."

He further noted that, "To whom much is given, much is expected. Awka has a responsibility to be an exemplary city to others. It will take all of us working together to make Awka great but there's need for peace. Without peace, there will be no progress."

"We will all pass away one day but what legacy are we going to leave? This is what matters in life! Awka must put it's house in order! Awka has people and assets."

"The money will we use to repair Anambra is largely from private Capital. Awka has self made private individuals that can work together with Government to make Awka great", Soludo said.

Mr Governor advised the visitors to immitate the Neni Model of development. According to him, "If you claim you are wealthy, how many kilometer of roads have you tarred? Awka has a masterplan and should be at the forefront to enforce physical planning."

He advised that Awka people alone and their resources can transform the City into whatever they want it to be

"The job Ndi Anambra employed me to do is to make Anambra a Liveable homeland. To be Liveable, there must be law and order but Awka must lead the way". Governor Soludo concluded

Eze Uzu Awka in his speech said God Almighty ordained Soludo to be Governor. He maintained Awka is a peace loving community that does legitimate business.

"How can a young man from nowhere rise up and declare himself King? But God has given me a heart of patience because I know that judgement at the appointed time will take it's rightful place", Eze Uzu said.

Eze Uzu used the occasion to present a copy of the Traditional Institution of Awka Development Union, the true history of Awka to Soludo.

"Mr Governor, you have come for peace. Solution is your name. We don't want to fight or cause violence. We believe you will bring peace in Awka. And when Awka has peace, your reign as Governor will be prosperous. We urge you Mr Governor to read and digest the document", Eze Uzu stressed.

In a separate speech, Prof A.U. Noyelu on behalf of Awka community appreciated Governor Soludo's action to put a stop to the abominable act of a young man who claims to have connections and protrays himself as Igwe.

"With due respect and honour, Our Igwe is 86 and does not deserve someone else to undermine his position."

"The Awka people chose Obi Dr. Gibson Nwosu as king but someone felt he could wake up one morning and take over the stool of authority. The rule of law restores normalcy because the Awka people has just one traditional ruler." Prof Noyelu said

Among the Awka delegation were the traditional Prime Minister of Awka Community Chief Benjamin Okoye, Professor Austin Nnonyelu, Chief Ken Ekwenugo, Chief Sabastine Anaekwe, Chief Okey Nwanna, Ken Chukwurah and Mr Abuchi Nwozor.

Also present at the occasion were the Chief of Staff to the Governor, Mr Ernest Ezeajughi and Deputy Chief of staff and Chief Protocol to the Governor, Hon Chinedu Nwoye (Glamour) among others.
