Katsina Assembly: APC settles for Daura, R***a as speaker, deputy

The All Progressives Congress (APC) and Governor Dikko Radda have adopted Nasir Yahaya Daura and Abduljalal Haruna R***a as Speaker and Deputy Speaker of the Katsina State House of Assembly.

Daura represents Daura constituency in the northern zone while R***a represents Safana in the central zone.

The special assistant on digital media to Mr Radda, Ishaq Miqdad in a statement said the adoption followed a two and a half hour closed door meeting at that Government House on Monday ahead of the inauguration of the State Assembly on Tuesday.

During the meeting, Mr Radda addressed the 34 members elect as well top party executive members and stressed that the decision was aimed at "strengthening unity and inclusiveness in the legislative duties and delivering a people-parliament that Katsina would be proud of."

Mr Radda called on the aggrieved aspirants to sheath their swords and support the consensus candidates produced by the party with the view to achieve purposeful leadership.

Other adopted principal officers include Shamsudden Dabai (Danja) as House Leader, Ibrahim Umar Dikko as Chief Whip, Mustapha Yusuf Jibia as Deputy House Leader and Salisu Rimaye as Deputy Chief Whip.

Police kill 2 terrorists, rescue kidnapped person in Katsina

Police operatives in Katsina State have killed two terrorists and rescued a kidnapped victim while repelling attack on two communities.

The command’s Public Relations Officer, SP Gambo Isah, made this known in a statement on Tuesday in Katsina.

He said, “On Feb. 12, 2023, at about 04:45 hours, a distress call was received that terrorists in their numbers, shooting sporadically with AK 47 riffles, attacked Kitibawa village, Dutsinma Local Government Area and kidnapped one Alhaji Ado Rumawa.

“Consequently, Area Commander, Dutsinma, led police patrol team to the area and engaged the terrorists in a gun duel.

“The team succeeded in repelling the terrorists and one of them was neutralised.”

Mr Isah said the kidnapped victim was rescued unhurt, while many of the terrorists fled with gunshot wounds.

He said that the police were presently combing the area for the injured hoodlums and those likely to have died.

The command spokesman also said another terrorist was neutralised along Danja-Bakori road.

“On the same date at about 01:35 hours, a distress call was received that some terrorists numbering about 20, armed with dangerous weapons, blocked Danja-Bakori road, along Unguwan Balarabe junction.

“They were robbing unsuspecting members of the public of their belongings.

“The DPO Danja Division led a police patrol team to the area and engaged the hoodlums in a gun duel.”

According to him, the team successfully repelled the terrorists and forced them to flee with various degrees of injuries, while one of the hoodlums was neutralised.

Mr Isah said that a cutlass, three mobile phones and a stick were recovered at the scene.

We'll conduct elections in all local government areas of Katsina - state government

The security adviser to Katsina state governor, Ibrahim Katsina, has said elections would hold in all the 34 local government areas of the state despite fears in some quarters that some areas are all vulnerable.

Mr Katsina, a retired Director of the State Security Service (SSS), spoke Tuesday afternoon while addressing newsmen during the opening session of a two day step-down workshop on the State Three Tier Security Structure.

He said terrorists' activities in the state have reduced to 80 percentage due to efforts being made by the state government and security agents.

"The state government is working assiduously with INEC, security agencies and other stakeholders like traditional rulers and other community leaders. In fact, this is part of the arrangements to ensure community based security aporoach to the problems and as far as I'm concerned, elections will hold peaceful and successful in all the local government areas of the state. Base on the measures we're puting, I'm assuring you that elections will hold successfully," he said.

He said the workshop aimed at enhancing community based approach towards addressing the security challenges in the state.

"You know we introduced the three tier security structure in the state. The UNDP studied it and found it imperative. It shows what we're doing as a government is getting global attention and this is just to enhance community approach to tackling the security issues. We've involved traditional and community leaders into the system. This is to also mobilized local government institutions and other stakeholders so that we can come up with common strategies in combating insecurity," Mr Katsina said.

The Yandakan Katsina, district head of Dutsin Ma, Sada Sada Muhammad - Sada, said the security setting has helped in reducing the rate of attacks in his domain.

Mr Sada said the involvement of religious and traditional rulers in security issues has helped greatly in boosting residents confidence to identify and report suspected terrorists as well protect themselves from being attacked.

Participants at the workshop include religious and traditional leaders, representatives of all security agencies in the state, members of vigilante groups and other stakeholders.

Katsina, like many other states in the North West and a part of North Central, has been witnessing the activities of terorrists that led to the death and displacement of hundreds of thousands of people since at least 2011.

"We've money." Buhari's minister caught on camera boasting APC will use money to win Katsina

The minister of Aviation, Hadi Sirika, has been caught in a video clip bragging that the All Progressive Congress, APC has a lot of money and would use it to influence elections in 2023.

KATSINA BEAT understood that the minister made comment Thursday during a Fundraising dinner for the party's governatorial candidate in Katsina state, Dikko Radda.

Mr Sirika, who is very close to President Muhammadu Buhari, is one of the top leaders of the party in Katsina and the country in general.

In the video clip, Mr Sirika said there would be no political heavyweight in the state that could politically fight him or the State governor, Aminu Masari and emerge winner.

"No one can tell me that there is any influential politician in Katsina state that can go to Dutsi (his local government area) and defeat me or go to Kafur (the governor's area) and defeat him. It's impossible. And if anyone thinks it's possible, we'll see because the day of the election is coming.

"I tell you. Therefore, we'll gather money. We've money. And we've a lot of it (money). Money, yes I swear to God we've and we'll make use of it. I swear to God, if it's money, we've. We've the materials needed for the election and we'll use it," Mr Sirika boasted.

Electoral Act

The Electoral Act frowns at voter's inducement while the Independent National Electoral Commission INEC has set a limit for amount of money a governatorial candidate and the party, for instance, can spend.

In part VII of the Electoral Act 2010, titled, "Electoral Offences", sub part 124 "Bribery and Conspiracy" said candidate or their agents should not bribe or induce voters to vote for them.

Point (d) of the part said, "Any person who advances or pay or causes to paid any money to or for the use of any other person, with the intent that such money or any part thereof be expended in bribery at any election, or who knowingly pays or causes to be paid any money to any personnel in discharge or repayment of any money wholly or in part expended in bribery at any election."

Another Electoral Act point in protest against what Mr Sirika said is point (b) under the "undue influence" part.

It reads,"A person who being a voter, corruptly accepts or takes money or any other inducement during any of the period stated in paragraph (a) of this section, commits an offense and is liable on conviction to a fine of N100,000 or imprisonment of 12 months or both."

Immunisation has reduced child mortality in Katsina – Official

Child morbidity and mortality has reduced due to sustained immunization in Katsina State.

The Katsina State Immunisation Officer, Hajiya Sahura Muhammad, disclosed this on Friday in Katsina.

The Multiple Indicator Cluster Survey (MICS) indicated that the under-five mortality rate in the state has come down by 29 per cent, between 2011 and 2021.

Muhammad said the vaccines administered to this category of children are BCG, OPV HepB, Penta, IPV, PVC, Measles, and Yellow Fever, among others.

According to her, Katsina State has 1,636 health facilities, offering immunisation services across the 34 local government areas (LGAs) of the state.

The state immunisation officer said the vaccination teams were able to exceed the set target of 90 per cent coverage in some vaccines, with the exception of three antigens.

“The areas we are having problems are Hepatitis B, IPV 2 and Measles 2.

“We recorded less than 80 per cent coverage, unlike other vaccines, where we recorded up to 100 per cent and above,” she said.

According to Muhammad, a child is supposed to start immunisation immediately after delivery, or before reaching two weeks.

“If a child is brought two weeks after delivery, it means that child has missed some level of protection against vaccinated diseases and as such, will be counted among unimmunised children.

“IPV2 was introduced recently; up to now, some mothers and caregivers are not bringing back their children to receive the second dose.

“Measles second dose is given after a child reaches 15 months. The chances of bringing back their children to receive the second dose is low,” she said.

Muhammad attributed the success in immunisation in Katsina State to enhanced collaboration with the district and ward heads, as well as support from the development partners.

“District and ward heads are being given feedback on quarterly basis, to know the performance of their LGAs in terms of immunisation coverage.

“Where we need their support, we usually engage them to support our vaccination teams working in their areas,” he said.

The Katsina Command of the Nigerian Customs Service has intercepted smuggled Vehicles and other means of conveyance worth N119,245,538 in October 2022.

The command controller Wada Chedi revealed this during a press briefing Tuesday afternoon in Katsina.

He said, the command arrested four suspects in connection with the seizures and granted administrative bail pending the conclusion of the investigations.

Meanwhile, the command has succeeded in collecting the sum of N179,206,288 million that was collected in October 2022, representing a 47 percent increase in the revenue collected.

Wada further explained that the successes were attributed to the resilience and commitment of the officers and men of the command working with an effective synergy that is existing among the sister security agencies.

He called on the good people of Katsina state and the business community to take advantage of the reopened Jibia Border to conduct their trans-border business.

Dallazawa dynasty in Katsina wants Filin-Kangiwa renamed

Members of Dallazawa Dynasty, one of the royal houses in Katsina, have called on Gov. Aminu Masari to rename Filin Kangiwa at Emir’s Palace, Kofar Soro, after the first Fulani Emir of Katsina, Malam Umaru Dallaje.

The call was made during the launching of a book on the history of the first Fulani Emir, Malam Dallazawa, Katsina Gidan Dallaje, held on Saturday in Katsina.

The News Agency of Nigeria (NAN) reports that the members of the dynasty established a forum called, ‘Mallam Umarun Dallaje Descendents Association (MUDASA)

In his welcome address, a member of the family, and one of the authors of the book, Alhaji Suleiman Saulawa, said the call was necessary.

According to him, the late Malam Dallaje has contributed immensely towards the development of the Katsina Emirate and the state in general.

He further explained that Dallaje was the 39th Islamic leader of Katsina and the first Fulani emir as well as the patriarch of the Dallazawa dynasty.

Alhaji Saulawa also revealed that “members of the dynasty are spread across the globe, therefore the launching of the book was important to the entire members of the dynasty.

“The decision to come up with the book came into existence about 30 years ago with the aim to bring all our members together as a united family.

“And also to ensure that we strengthen the existing relationship between our members, and also to assist the less privileged members of the MUDASA”.

“The aim of publishing this book on Hausa language was also to inform our young members about the history of the Dallazawa dynasty, because it has never been done in this language.”

He explained that the fund realised from the launch of the book will be used for the rehabilitation of ‘Gidan Yarima’, at Sararin Kuka, to become a centre for the MUDASA members.

The 5th Waziri of Katsina, Prof. Sani Lugga, said the launch of the book was a great development, and called for the sustainance of such initiative.

He further commended the Dallazawa for honouring members of other royal families that contributed towards the success of the reign of late Malam Dallaje.

FUDMA student leads Africa’s team to global health competition

A 200-level student of Federal University Dutsin-ma (FUDMA) Ibrahim Adamu is leading four other African students to the finals of the Innovate4Health Global Design Sprint in Switzerland.

FUDMA spokesperson who disclosed this in a statement on Saturday, added that the Microbiology undergraduate will lead the “Team KONIC” to the competition to seek solutions to Emerging Infectious Diseases.

He said the four other members of the team are Kenneth Chukwuebuka-Egwu, University of Nigeria Nsukka, Naomi Chinyere-Chikezie, University of Port Harcourt, Oluwaseun Aguda, Obafemi Awolowo University, and Clifford Yeboah-Duodu, Kwame Nkrumah University of Science and Technology, Ghana.

He said the competition would focus on bringing forward a new generation of innovators to address the challenges of emerging infectious diseases.
According to the statement, ReAct–Action on Antibiotic Resistance, the International Federation of Medical Students Association, and the Innovation + Design Enabling (IDEA) Access Initiative of Johns Hopkins Bloomberg School of Public Health jointly sponsored the design sprint.

“Team KONIC proposes the development and deployment of a mobile application to monitor the supply chain of antimicrobials in the food system in Northern Nigeria.

“And educate farmers on AMR and sustainable farming practices through a user-friendly mobile SMARF App.

“The App will provide Unique Identification Numbers (UIN) to farmers, veterinarians, animal scientists, diagnostic laboratories and pharmaceutical stores.

“The SMARF App will contain details and contact information of all the veterinarians and animal scientists that are signed into it, and farmers can then navigate to this section to contact the professionals that are located closest to them.

“The SMARF App will also show prescribed drugs and laboratory results on the farmer’s profile and use the farmer’s UIN to ensure that pharmacists can only sell drugs upon validating their prescription,” Umar-Amin added.

He however said that the final, which was earlier scheduled to hold in Switzerland, would now be conducted via zoom, due to some logistical issues.

Katsina village head arrested over banditry

Police in Katsina State have arrested the ward head of Gobirau Village in Faskari Local Government Area of the state for alleged connivance with terrorists.

Police spokesman, SP Gambo Isah, paraded the village head before newsmen on Friday alongside some other suspects.

He said the police received a distress call that one Yahaya Danbai (35) was attacked on his farm by a suspected terrorist using AK 47 rifle.

“The farmer summoned courage, overpowered his assailant, disarmed him and killed the terrorist.

“He took the recovered AK 47 rifle and reported the incident to the ward head, Malam Surajo Madawaki (50).

“Rather than report the matter to the police, the village head called one Hamisu, a notorious leader of the killed terrorist and handed over the recovered AK 47 rifle to him.

“Consequently, Hamisu mobilised his gang, surrounded the village, brought out the gallant farmer and killed him instantly,’’ SP Isah said.

He said also that the terrorists placed a N10 million ransom on the community because the farmer killed one of their members, failing which they would kill everybody in the village.

“Since then the said ward head went into hiding, until he was eventually arrested.

“In the course of investigation, the village head confessed to the commission of the offence,’’ he said.

The spokesman added that the police arrested other criminals, including suspected informants, a car snatcher and also cattle rustlers.

According to him, other suspects arrested included suspected armed robbers, a pa******le and a woman accused of killing her step son by throwing him into a well.

Katsina State Government, AGILE and NTI train 150 teacher master trainers on digital skills and remote learning in the state.

The Adolescent Girls Initiative For Learning and Empowerment, AGILE in collaboration with the National Teachers' Institute, Kaduna (NTI) has began the training of no fewer than 150 teacher master trainers on digital skills in Katsina State.

The training organised by the Adolescent Girls Initiative For Learning and Empowerment, AGILE project in Katsina State was flagged-off on Wednesday 16th November 2021 and is expected to last for 5 days.

During the flag-off exercise of the training at Umaru Musa Yar’adua University, the project urged the participants to pay attention to what they are going to be taught and give the facilitators all the needed cooperation.

The AGILE project will equip 30 secondary schools with computer accessories, solar system and internet connectivity as part of the project's effort to empower secondary schools students (with emphasis on adolescent girls) with digital literary skills. additional 30 computer Centres shall receive the same support in year 2023 until considerable number of schools are reached.

The Director and Chief Executive officer of the NTI, Professor Musa Garba Mai Tafsir represented by the Acting Director, Academic services of the institution, Dr. Oyedeji Mobolaji thanked the Katsina State Government and AGILE project for giving them the opportunity to train the master trainers. He added that the management appreciated the gesture and will in turn give their maximum best to make the partnership a rewarding and successful one.

Other speakers at the event include Malam Yakubu Abbas, the Zonal Coordinator, NTI North-West, Zonal office and Abas Muhammad Dodo, the Katsina State coordinator, NTI.

On their part, the participants of the training who spoke through their representative, Abdullahi Bishir, promised to participate fully in the training and also accorded the trainers all the necessary support required from them.

Masari pardons prisoners on death row

Governor Aminu Bello Masari of Katsina state has released six inmates on death row and reduced the severity of 11 other inmates on death row.

In a statement by the public relations officer of the Nigeria Correctional Centre in Katsina, Najibullah Idris, the governor acted based on the power vested on him.

He said the gesture was to mark the independence day celebration as the need for the decongestion of correctional centres across the country.

Najibullah said the six inmates have been released by the centre while those with commutation have been effected.

Nine inmates on death row were commuted to life imprisonment, one of them was commuted to 15 years in prison while the other one was commuted to 30 years in prison.

He said the state controller of correction, Muhammad Abdulmumin Haruna commended governor Masari for the gesture.

He called on judges in the state to make use of non custodial measures to complement the efforts being made to decongest prisons.

Flood kills 24, destroys 16,625 houses in Katsina

At least 24 persons were killed as flood and windstorm affected no fewer than 16, 625 houses in Katsina state.

This was revealed by the State Emergency Management Agency (SEMA) in a statement by its
spokesperson, Mr Umar Muhammad, in Katsina on Friday.

He said the disasters were recorded in all the 34 Local Government Areas (LGAs) of the state during the 2022 rainy season.

Muhammad said several other persons sustained various degrees of injury as a result of the natural disasters.

The spokesperson also said that 16, 625 houses were damaged d by the disasters.

He said 1, 620 farmlands were also submerged in Kafur, Danja and Ingawa LGAs.

He said that properties and farm produce estimated to cost millions of naira were destroyed as a result of the disasters.

Mohammed said that the agency had already assessed the affected houses and farmlands in order to assist the victims.

He added that the state government would soon start distribution of relief assistance to the victims.

Police rescue 9 victims of human trafficking in Katsina

Katsina State Police Command has rescued nine victims of human trafficking en route Libya through the Niger Republic border.

The victims who are mostly youth between the ages of 19 and 32 from the North-West, South-East, South-South, and South-West of Nigeria were conveyed from Kano State to Daura Local Government Area of Katsina State.

Katsina State Police Public Relations Officer, SP Gambo Isah, while briefing newsmen at the Command headquarters in Katisna said, “on the 29/9/2022 at about, based on credible intelligence, the command raided a criminal hideout at Daura LGA and rescued victims of human trafficking.

“In the course of investigation, the victims stated that they were conveyed from Kano State to Daura by a driver, who on sighting the police team, abandoned the victims and took to his heels.
“They further stated that they were en route Libya through the Niger Republic border in Katsina State.
“Investigation is ongoing with a view to arresting the fleeing suspect,” he said.

Katsina state ministry of Education in collaboration with Adolescent girls initiative for learning and empowerment (Agile) project has flag-up a 2-day zonal level training on first aid skill, evacuation techniques and safe school declaration.

Speaking at the event, the Agile state coordinator, Mustapha Shehu stated that the project in collaboration with Nigerian red cross society Katsina branch is to train 6000 people on various first aid training.

Mustapha said, the people to be trained include Students and their Teachers in all the secondary schools across 12 zonal quality assurance offices in the state.

The chairman Nigerian red cross society state branch, Dr. Aliyu Idris Funtua commended the ministry of Education and Agile state field office for assigning the branch to provide the training for 578 school children across the state.

In his remarks the state branch secretary, Nigerian red cross society, Dr Bala Abdullahi said the training would equip students with the basic first aid skills, evacuation techniques and disaster management skills.

Dr. Bala said in the event of possible attack the students would support themselves before major mitigation measures are taken.

Woman gives birth to Quintuplets in Katsina

A 30 year old woman, whose name has been given as Hajara, in Doma village of Tafoki ward of Faskari local government area of Katsina state has successfully given birth to five children Wednesday afternoon.

Katsina Beat gathered that Hajara is the first woman to give birth to Quintuplets in the state though there were instances of women given birth to quadruplets.

They include three boys and two girls.

Katsina Media Post, a vernacular local news source, reported that the woman is still at the General Hospital in Funtua as at 4pm.

"Yes, she is the first woman to have given birth to five children at the same time. They were all in good conditions and she delivered them successfully," a medical health worker in Funtua Hospital told this newspaper through phone.

The councilor representing Tafoki ward, Abdullahi Mai Currency confirmed the development to Katsina Media Post and said the children were in good condition.

"I'm currently at the hospital (General Hospital in Funtua) with the woman and her immediate family members including her husband, Shuaibu. She is and the children are in good condition but they need support because of their situation," he said.

He said Hajara might not be able to breastfeed the children considering their economic situation.
