Chapter 4
RESTORATION OF GIFTS

God’s endtime plan includes a time of restoration of His glory, a time of restoration of His power, and a time of restoration of His gifts and ministries to the Church.

In Ephesians 4:11, you’ll find that when Christ ascended on High, He gave gifts to men: some apostles, some prophets, some evangelists, and some pastors and teachers for the perfecting—or maturing—of the Body of Christ.

Our mistake has been that we’ve only
recognized three of these ministry gifts: the pastor, the evangelist, and the teacher. For the Church to ever be what She ought to be, and for us to have the ministry and do the work God intended, we must have the manifestation of the fivefold ministry. We must recognize the ministry gifts, honor them, and permit them to function in the way God wants them to function.

We also must recognize what we call the gifts or manifestations of the Holy Spirit: the word of wisdom, the word of knowledge, faith, gifts of healings, the working of miracles, prophecy, discerning of spirits, divers kinds of tongues, and interpretation of tongues (1 Cor. 12:8–10).

Now notice the next verse, First Corinthians 12:11, “But all these worketh that one and the selfsame Spirit, dividing to every man severally as he will.”

Notice He is not dividing the gift; He is dividing the manifestation of the gift.What we call the gifts of the Spirit belong to the Church. They have existed all the time; they have just been lying dormant. The manifestation of them is
given to individual members of the Body of Christ as the Spirit wills.

We also need to understand this: Those who stand in the fivefold ministry offices are more or less equipped with some of these spiritual gifts in order to function in their offices. For instance, to stand in the office of a prophet, one must have a consistent manifestation of at least two of the revelation gifts (word of wisdom, word of knowledge, or discerning of spirits) plus prophecy.

A prophet is one who has visions and revelations; the word of knowledge operates in prophets. On the other hand, any believer may have a manifestation of the word of knowledge as the need arises.

There is going to be a renewal of the
spiritual gifts.

In conclusion, turn to another portion of Scripture:

LUKE 5:36–38
36 And he [Jesus] spake also a parable unto them; No man putteth a piece of a new garment upon an old; if otherwise, then both the new maketh a rent, and the piece that was taken out of the new agreeth not with the old
37 And no man [no man!] putteth new wine into old bottles [or wineskins]; else the new wine will burst the bottles, and be spilled, and the bottles shall perish.
38 But new wine must be put into new bottles; and both are preserved.

You must understand the illustrationJesus is using. These wine “bottles” were made of skin. Once wine was put into them, they would swell up and change shape. As the skin became old, it became brittle, and if wine were put into an old skin, it would burst.

Therefore, they would renew those old wineskins. First, they’d soak them in water for a long time. Second, they’d take olive oil and rub it into the skin until it became soft and pliable again. Then the skins were like new again; they could put new wine into them and they wouldn’t burst.

Jesus was saying that individuals, local churches, or denominations often are just like those wineskins: old, empty, dead, and brittle .

How can we be soaked in water to be renewed? Paul, talking about the Church, said in Ephesians 5:26, “That he might sanctify and cleanse it with the washing of water by the word.” Washing of water by the word!

So there must be a fresh saturation of the Word of God. And in these latter times, God has raised up the teaching ministry for this very purpose.

Many of us, praise God, have been saturated with the Word of God. Others need to be. Unless they are, they’ll never be able to hold the new wine.

We know that after they soaked skins in water, they rubbed olive oil into them until they became soft and pliable. Oil is a type of the Holy Spirit! The Psalmist said, “. . . I shall be anointed with fresh oil” (Ps. 92:10).

Fresh oil! That’s what we need today: a
fresh anointing of oil—the Holy Spirit—
and its coming!

Is a new wave coming? Some people are looking for something brand new; something that has never happened before. In that sense, there’s never going to be a new wave. God’s going to do everything He’s ever done before.

Go down by the ocean and watch the waves come in. You may say, “That’s a new wave.” Yes, it’s a different wave from the one that came in before, but it’s still the same water, even though it’s higher than the first wave.

The move of God often comes in gently. But it keeps pushing in until, before you know it, it covers a whole territory.The truth is, the new wave started in 1982. It’s here now! It’s gathering momentum. It’s going to continue to sweep in, in even greater power—a greater move of the Spirit, power, authority, and character of God.

There’s even a move of God going on in some of the Communist countries. I believe there’s going to be a tidal wave of glory that’s going to sweep all nations right into the kingdom in these last days!

ACTS 3:20,21

You’ll find that the Greek word translated “restitution” in verse 21 also can be translated “restoration,” and it reads that way in many translations.

Notice that Peter connected times of refreshing (we often call them “revivals”) with the Second Coming of Christ.
Thus, Peter taught us that times of refreshing would come from the presence of the Lord in the time of the Lord’s return!

So there are two things to notice: (1) times of refreshing, and (2) times of restoration. This passage from Acts teaches us that just before the Lord’s Second Coming, we will experience both.

Some will ask what I mean by “restoration.” I mean restoration of the power of Christ, restoration of the authority of Christ, and restoration of the character of Christ. God wants all three of these characteristics to be exhibited in the life of the Church and in the lives of individual Christians.

Christ is the Head of the Church. We are the Body. You know your head cannot exercise any authority except through your body, so Jesus is not going to personally exercise any authority on the earth except through His Church.
Jesus carries out His work through the Church, but members of the Church have been so weak they haven’t recognized the authority and power of the Head—the authority that belongs to them.
There are many things the Lord wants
to do—and He’s been trying to do—for
many people, but they won’t let Him!

Chapter 2
A MESSAGE TO BELIEVERS

Paul is writing here to the Church at Ephesus—Spirit-filled believers. Notice what he said:

EPHESIANS 4:22–24
22 That ye put off concerning the former
conversation [this word in Greek means
“manner of life” or “conduct”] the old man,
which is corrupt according to the deceitful lusts;
23 And be renewed in the spirit of your mind;
24 And that ye put on the new man, which after God is created in righteousness and true holiness.

Put on the new man!
That new man is Christ in you, the hope of glory.

That new man is the man on the inside who has become a new creature in Christ Jesus: “Therefore if any man be in Christ, he is [he is, not he’s going to become] a new creature [or creation] . . .”
(2 Cor. 5:17).

That man on the inside is a new man, created in righteousness and true holiness, as we just read in Ephesians 4:24.
Even though Paul said to “put off . . . the old man,” we’re still living in the flesh, and that flesh hasn’t been redeemed yet. Our flesh—our body—will want to go on doing what it’s always done. So how do we put on the new man, and how do we “put off” the old man? Let’s read further in Ephesians 4:

EPHESIANS 4:25, 26, 28
25 Wherefore putting away lying, speak every man truth with his neighbour . . .[lying doesn’t go with the new man]
26 Be ye angry, and sin not: let not the sun go down upon your wrath . . . [How can you be angry and sin not? By keeping your mouth shut. Anger doesn’t belong to the new man; it’s part of the old man.]
28 Let him that stole steal no more: but rather let him labour, working with his hands the thing which is good, that he may have to give to him that needeth.

Paul got both words in there: “labor” and “working”! He didn’t say, “Let him get on welfare.” You know, you could take a little side journey here and step on a few toes.

In the time of the Early Church, civil governments didn’t have any welfare programs. The Church took care of its own needy, including widows and orphans.
Paul, however, writing to Timothy, said that when widows had children or nephews, they should support them, not the Church. In other words, if the widows had some relatives, they should take care of them (1 Tim. 5:3–8).

We’ve gotten away from this; the government is doing everything; the government is almost God, you see. But Paul said the widows’ relatives should take care of them. And he said believers should work with their own hads to earn their living.

We’ve got students who come to school and want to sponge off the other students. They call that “living by faith.” I call it “living by ignorance.” They’ll live with someone as long as they can.

No! The Lord told us to work. (If He told you not to work, He’ll meet your needs; you won’t have to be a burden to anybody.)

But we’ve got them every year. There are a lot of religious con people in the world. They’ll con you out of everything you’ve got, if you’ll put up with it. And some of these religious con people pick up on what they think the faith message
says, but that’s not what it says at all.

They want to “claim” everything you’ve got.

A man who’s living off of other people is really stealing from them. And while I’m on the subject, people who go to a church and don’t put anything in—who never pay their tithes or give offerings—are stealing from the rest of the people. They want to get blessed, but they want the other fellow to pay for it.

These people need to put off the
character of the thief and put on the
character of Jesus. He was a giver!

Chapter 1

THE NEW WAVE
Be patient therefore, brethren, unto the coming of the Lord. Behold, the husbandman waiteth for the precious fruit of the earth, and hath long patience for it, until he receive the early and latter rain.

Be ye also patient; stablish your hearts: for the coming of the Lord draweth nigh.—James 5:7,8

James is talking here about the Second Coming. Of course, Jesus is the Husbandman. He hasn’t come yet—that’s quite obvious—so He’s waiting for some reason or other, isn’t He? What hinders Him from coming?

The Scriptures tell us why He is waiting and what He is waiting for. He’s waiting for “the precious fruit of the earth . . . until he receive the early and latter rain.”
The precious fruit of the earth” means a harvest.)

Jesus has not yet received the harvest that is to come; He has not yet received the fullness of the early and the latter rain. But I believe Jesus is coming again.

Jesus said He is coming again.
The angels said He is coming again.
The Word of God teaches HE is coming again.

Many have asked, “Is there a new wave coming? Are we in that wave now? Is there more to come?”

Personally, I believe we entered into the new wave.. Certainly there’s more to come.

Our text talks about “the early and latter rain.” Another reference is Zechariah 10:1: “Ask ye of the Lord rain in the time of the latter rain; so the Lord shall make bright clouds, and give them [or send them] showers of rain, to every one
grass in the field.”

Among other things, rain typifies a refreshing or blessing. James wrote this letter to Hebrew Christians, who knew about Israel’s rains. The early (or “former”) rain occurred in November,
after the autumn harvest, to prepare the land for future planting. The latter rain, of course, came in the spring, prior to the harvest, to mature the crop.

In times past, we’ve heard preaching and teaching about the darkness that will cover the earth in the last days, but I think people forget about the rest of this prophecy:

ISAIAH 60:1–3
1 Arise, shine; for thy light is come, and the glory of the Lord is risen upon thee.
2 For, behold, the darkness shall cover the earth, and gross darkness the people: but the Lord shall arise upon thee, and his GLORY shall be seen upon thee.
3 And the Gentiles shall come to thy light . . .

Isaiah is really prophesying about the glorious access of the Gentiles to the Church. There’s coming a manifestation of His glory, Isaiah says.

In Acts 2, Peter preached a sermon on the Day of Pentecost, referring to the Lord Jesus Christ and His resurrection. But in Acts 3, Peter’s message reachedover into the end times; it’s a messagethat applies to us.

In the 19th verse he said, “Repent ye therefore, and be converted, that your sins may be blotted out, when THE TIMES OF REFRESHING shall come from the presence of the Lord.”

The American Standard Version gives a better translation: “Repent ye therefore, and turn again, that your sins may be blotted out, so that there may come seasons of refreshing from the presence of the Lord.

Let’s go on reading in Acts:

ACTS 3:20,21
20 And he shall send Jesus Christ, which
before was preached unto you:
21 Whom the heaven must receive until
THE TIMES OF RESTITUTION of all things, which God hath spoken by the mouth of all his holy prophets since the world began..

Walking in the Light

The reason many people & churches never prosper and manyministers never fulfill the call of God upon their lives isbecause they don't follow God's plan—not only His plan
spoken to their hearts by His Spirit, but also Hiswritten plan, the Bible. When the light of God's Wordcomes, it shows us God's plan for each one of us.

You see, the entrance of God's Word gives light! Thelight of God's Word reveals God's plan for the individualbeliever and God's plan for the Church!

The reason some folks seem to be just partiallyblessed—blessed only in a limited measure—is becausethey're just partially walking in the light of what Godhas for them. Others refuse entirely to walk in the
light. For example, I heard one preacher say about aparticular Biblical principle, "Bible or no Bible, I'm notin favor of it." I'm in favor of everything the Bible says! Idon't want to fall short in any area of the Bible!

Can you understand why God has blessed somepeople only so far? Have you ever noticed that withsome moves of God, when the waves of blessing come,some people only seem to go so far and even then, thereare those who "die on the vine," so to speak? It's
because they don't walk on in God's plan. Or sometimesthe plan that they are walking in is all right for the day, but it is not the full revelation of the Word of God or ofGod's plan for them. Then, too, once that wave reaches
its crest, if people are not careful, they will ride thatthing in to the shore and become dry and dead. No, geton the next wave that is coming, hallelujah! If you don't,the time will come when God will have to almostwithdraw HisPresence, because you won't walk on inthe light.

It's not enough simply to have God's plan in a
directional sense. You must also walk in the light of HisWord which has already been revealed to you,practicing it in all areas of your life and ministry, andyou must continue to walk in any further illuminationwhich He gives you. The plan of God won't be fulfilledin your life—even though you may have clear direction
concerning the future—if you refuse to obey His writtenWord.

Likewise, the plan of God will not be unveiled to youin a further measure unless you are willing to move onwith Him and to undergo change. You see, some peopleget comfortable where they are. They becomecomfortable in a particular location or position. They
become comfortable with the knowledge they have ofGod. It takes effort and often sacrifice to continue topursue God and His plan. That's another reason whysome people reach a point of stagnation and neverprogress in their lives and ministries past a certainpoint—they're not willing to pay the price to go furtherwith God.

Let's never reach the point where we become
complacent about practicing the Word of God in ourlives. Let's never get so comfortable where we are thatwe're unwilling to change in order to move forward withGod. God will always be moving forward. I want to gowith Him and be in on everything He wants to do in
this hour!

Let's walk in the light and fully accomplish the
plans and purposes of God!

Prayer Meetings
We desperately need to get back to holding prayermeetings in our churches. Most of what people callprayer meetings today have deteriorated into little or nopraying. What does "prayer meeting" mean? It meansyou meet to pray. If you're going to call it a prayermeeting, then that is the purpose of it. You should
devote the major portion of time to prayer...

Prayer is God's plan.

But men look for some human plan, some humanformula, some "get-fixed-quick" scheme.

God hasn't got any "get-fixed-quick" plans. The newbirth is instant, but spiritual growth is not. Spiritualdevelopment takes time.

We live in a time of fast food. All you need to do is todrive up to the window and get it. We live in a time ofninety-nine cent sales. But God is not putting on anyninety-nine cent sales.The things of God still cost thesame price they did years ago. They never go up in priceand never go down in value.

Pastors, get God's plan. Get down on your knees andstay there until you find out what His purpose is foryour life and ministry.

Pastors are responsible to be the example for theirflock to follow, and they are responsible for taking thetime to prepare themselves so they can follow the moveof God's Spirit. What often happens to some pastors isthat when God does begin to move in their churches,they draw back from the supernatural instead of
guiding it correctly and finding out what God's plan andpurpose is for their church. Failing to follow God's planand to move with Him kills the move of the Spirit. Thenthe church gets dry, dead, and dull, and splits in threeor four different directions.

Some pastors are afraid to follow the move of God'sSpirit. They say, "I'm afraid of fanaticism and wildfire."You know, if things get out of order, I've said for years,"If there is wildfire in the church, don't bother aboutthat; there are enough wet blankets around to put itout." Most of those folks complaining about wildfire
haven't got any fire at all! I agree with a statement Ionce heard another minister say, "I'd rather have alittle wildfire and God moving, than have no fire at alland the order of a graveyard."

If you're a pastor, what are you going to do if aprayer group gets out of order? You need to take in charge personally and began to direct
them rightly. We channeled that power in the rightdirection...

Pastors, don't back away from intercessory prayergroups. Be there yourself and direct them. "Well, I don'tknow how." That's where the problem is. Find out howto lead people in prayer, but don't back off from thisarea. If you are going to have the miraculous operatingin your church, you are going to have people
praying. And you are going to have to pray yourself.

Let's get God's plan on the matter! We see this kindof prayer as God's plan in Acts chapter 4. Youremember the story: In Acts chapter 3, the man at theGate called Beautiful was healed. Peter and John werearrested for questioning and were commanded not topreach or teach in the Name of Jesus.

ACTS 4:23,24
23 And being let go, they [Peter and John] wentTO THEIR OWN COMPANY, and reported allthat the chief priests and elders had said untothem.
24 And when they heard that, THEY [the wholecompany] lifted up their voice to God with oneaccord [they prayed], and said, Lord, thou art God....

First, notice verse 23. When you get into trouble, itis good to know what to do, isn't it? Go to people whoknow how to pray. There's truth to the saying, "Birds ofa feather, flock together.".

When Peter and John got into trouble, did they say,"Man, we're in trouble! Dear Lord, we'd better get acommittee together and go talk to the chief priests andelders and see if we can't work this thing out"? No, theywent to those who knew how to pray! There is power in united prayer!

Then in verse 24, it says, "... they lifted up their
voice to God with one accord...." That doesn't meanevery one of them said the same thing to God in prayer.
The Bible is saying that this is the Holy Spirit
interpreting their prayer—this is the essence of whatthey were all praying in one accord. Everyone didn't saythe same words by rote, but that is what they were allsaying in effect in the Spirit, and that is the way Godheard it.

The disciples didn't begin their prayer by talkingabout the problem. They didn't put the problem first—they put God first. They didn't start praying about themess they were in and what a fix they were in becausePeter and John had gotten arrested.

"We may all wind up in jail! Oh my, my, my, whatare we going to do now? Momma told me I shouldn't getinvolved with that bunch. If only I'd listened toMomma!"

Is that what the disciples said? No, no, no, no!
They said, "... Lord, THOU ART GOD ..." (v. 24).
Aren't you glad He's God? No matter what happens, Heis still God! No matter how dark it looks or what kind ofmess it looks like you're in, God is still God!

ACTS 4:23-31...

Some people get excited when the power of Godcomes on people, and they shake or fall under thepower. You wait until the building starts shaking—thenthey will really get excited!

In Acts 5, we find the answer to their prayer.

Isn't that strange? Sick folks who were vexed withunclean spirits. "I thought all spirits had to be castout?" No, they were healed every one. Glory to God,everyone that Peter's shadow fell on, was healed. God isGod! And He always will be! He's still GOD! He stillworks the same way now that He did here with the
Early Church.

Why is it so important that we have the proper kindof prayer meetings in our churches? Because there's amove of God on! God is wanting to restore thesupernatural operations of His Spirit in our localchurches.

So let's get in tune with the purpose of God andrestore prayer meetings in our churches to what Heintends for them to be. We'll see powerful results whenwe do!

What's Your Purpose?

"Some people get My plan," Jesus said. "I speak tothem, but in trying to carry out that plan, theirpurposes become wrong. So I cannot bless them becauseman's purposes and pursuits must be lined up with Myplans and purposes for the fullness of My blessing."

You can have the right plan with the wrong purpose.
Even in our individual church services and
meetings, we can miss God's purpose and fall far shortof His best. As I was caught up in the Spirit with Jesus,He told me that He has a plan and a purpose for everymeeting.

"When it comes to having church, when it comes toservices, when it comes to meetings," Jesus said, "menmake their own plans and then ask Me to bless theirplans. I bless them as far as I can, but I cannot put My
full approval and blessing upon them because men arepursuing their own plans."

Then God spoke about the different kinds ofmeetings—believers' meetings, evangelistic meetings,healing meetings, teaching meetings, prayer meetings,worship services, and so forth.

Sometimes in a campmeeting-type of setting, wehave the time to combine many different kinds ofservices.

However, people in a church setting often try tohave constant campmeeting, or all crusade-typeservices. You can't have campmeeting all the time. Inorder for people to get a balanced spiritual diet, theyneed all kinds of meetings. When we try to have all
kinds of meetings in one, none of them are as successfulas they should be. Then the Holy Spirit is hinderedfrom moving like He wants to move because man isoperating according to his own purpose and notaccording to God's purpose. Although His power will bein manifestation as much as possible under the
circumstances, it won't be all that God has in store forus.

But if we'll learn God's purpose for each meetingand emphasize that, we'll have success in every meetingwe hold. I'm reciting to you things that the Lord said to me. I don't know about you, butsome of the things He said to me corrected my thinking.

Believers' Meetings
One kind of meeting that we don't see much in thelocal church is a believers' meeting. People in the EarlyChurch went to church because they had something.Today, most people go to church to get something. Well,if you have to go to church to get something, that's fine.But, really, Christians ought to bring something withthem when they come to church.

We find believers' meetings specifically mentionedin scripture:
1 CORINTHIANS 14:26-29
26 How is it then, brethren? when ye come
together, every one of you hath a psalm, hath a
doctrine, hath a tongue, hath a revelation, hath
an interpretation. Let all things be done unto
edifying.
27 If any man speak in an unknown tongue, let
it be by two, or at the most by three, and that bycourse; and let one interpret.
28 But if there be no interpreter, let him keep
silence in the church; and let him speak to
himself, and to God.

Let the prophets speak two or three, and let theother judge.

This is not talking about just any kind of service. Itis talking about a believers' meeting. Nobody is presentbut believers. "... Brethren ... when ye come together..."(v. 26).

First Corinthians 14:23-25, makes this plain:

Here, in this passage, believers have come together.The unbeliever might or might not come in. If he does,the manifestation of God's Presence in the church is tobe so great that he will fall down before Him..

First Corinthians 14:26 says, "... when ye come
together, every one of you hath a psalm ... doctrine ...tongue ... revelation ...interpretation. Let all things bedone unto edifying." How many believers are supposedto have something from the Holy Spirit? All of them! Ofcourse, this will work better in a small church than it
will in a large one. "... EVERY ONE of you hath a
psalm, hath a doctrine, hath a tongue, hath a
revelation, hath an interpretation. Let all things be doneunto edifying" (v. 26)...

"Whatever the HolySpirit has given you—give it. If the Holy Spirit hasgiven you a song, just start a chorus. If the Holy Spirithas given you tongues for the whole body, speak it out.
If the Holy Spirit gives you the interpretation, go aheadand interpret. If you have a prophecy, prophesy.Whatever the Holy Spirit gives you—give it."

Remember, prophecy is inspired utterance. Becauseprophecy is speaking forth, there is an element ofprophecy in testimonies. In these believers' meetings,people would get up and testify, and although theywould sometimes start off speaking in the natural,
they'd get inspired and their testimony would blesseveryone. As they spoke, something would just go outover the whole crowd.

We don't know too much today about the power ofGod in manifestation. Oh, we see the gifts of the Spiritoperate sometimes, but God wants us to have all of it.He wants us to have His full plan.
God plan is the best....
