LEYTA RAISES ALARM OVER DIVERSION OF NEMA RELIEF MATERIALS MEANT FOR FLOOD VICTIMS IN EDU, MORO AND PATIGI

PRESS RELEASE

30/09/2021

Lafiagi Emirate Youths Transparent Association (LEYTA), after due consultations can authoritatively report that the relief materials provided by the National Emergency Management Agency (NEMA) to be distributed to flood victims in riverine communities in three local governments of Edu, Moro and Patigi respectively of Kwara State were diverted by the officials of NEMA in Ilorin.

LEYTA, acting on its mandate and an intelligence report it received from some of the affected victims, immediately swung into action in order to get to the root of the matter and establish the truth. The flood victims had alleged attempts to shortchange them when they were asked to submit their tickets they were issued during the enumeration exercise some few months ago.

It is important to note that the riverine communities where flood has wreak much havoc on lives and properties in Kwara are found in Edu, Moro and Patigi local government areas respectively. How the officials of NEMA came about distributing same items to other LGAs quickly raised eyebrows amongst the beneficiaries of the program that is designed to assuage the loss of properties to flooding.

However, the plan to shortchange the flood victims in Edu LGA started during the enumeration exercise when the officials only captured a handful of the victims that were drawn from all the communities located on/along the bank of the River Niger. The officials only arrived at the Local Government Secretariat late and left soon after spending only a few hours, returning to Ilorin with the rest of the tickets that were shared amongst people from other local governments.

Recall that the Kwara State Government last year only distributed relief materials to victims of rainstorms in Kwara Central without considering extending a similar gesture to especially people from Edu and Patigi LGAs.

The additional eight LGAs that were never affected by the flooding and benefitted from the relief materials include Oyun, Ilorin East, Offa, Ilorin West, Ilorin South, Ekiti, Ifelodun and Isin LGAs.

The association would like to use this medium to call on National Emergency Management Agency Headquarters, other relevant government agencies, civil society organisations and other interest groups to ensure that all the materials that are supposed to be distributed to the flood victims get to them without any form of compromise.

LEYTA at the instance of the TIC Chairman of Edu, Hon. Aliyu Mohammed Labasa was at the Kwara State Ministry of Agriculture in Ilorin where the distribution took place. The LEYTA team interacted with the officials who confirmed to our team their modus operandi which was against the usual practice.

Beneficiaries from Edu and Patigi LGAs were asked by the officials to form 30 people in a group where each group shared 15 bags of fertilizer, 10 bags of maize seed, 10 spraying can, 1 pumping machine, 2 cartoons of chemical, 10 bags of rice.

LIMITATION ON POLITICAL CAMPAIGN IN NIGER STATE
UNDER ABUSE.

Nigerians and her institutions such as INEC,Political Parties and rests are by section 1(1) of the 1999 CFRN legally responsible to hold this provision supreme. We all believe that, the 2023 elections are coming and definitely they must be series of subtle campaigns for various elective positions. But it must be in according to the time scheduled.

That every political participant/s must operate within the provisions of Electoral Act (2010 ) ( As Amended ) if in the actual sense they want to achieve success. But surprisingly those who are supposed to ensure compliance with the necessary laws guiding any form of political activities closed their eyes to the provisions as contained in this Act and thereby making it useless.

In Niger state there are campaign pictures all over jostling for the Governorship which is the highest office without paying particular attention to the necessary laws of land as provided by section 99(1 ) of the Electoral Act 2010 ( As Amended ) which states as clearly as follows:
" For the purpose of this
Act,the period of
campaigning in public
every political party
shall commence 90
days before polling day
and end 24 hours prior
to that day "

What is the concerned institutions are doing to the enforcement of this law from now to 2023.It is a fact that, good example must be the beginning of any good thing. It is unfortunate that,if those jostling for the position of Governorship should be the first to step on this provision ,than it is very unfortunate.

Therefore,it is my hope that INEC of Niger state must quickly arrest this situation and call those Aspirants or their faithfulls to order by removing these campaign pictures immediately or otherwise be one of the grounds of disqualifications since a critical law of the land is proudly violated.

We must learn to do things correctly no matter how pressed or wished.INEC to note and to take action immediately. A drive across Niger state especially Zone A will show all these posters.

May we be guide.

Another plus to Gov Abdulrazaq, as three Kwara Utd players get Super Eagles call-up

That Kwara State Government is currently on the verge of a fascinating sports revolution at the grassroots would hardly come as a surprise to many particularly those who have been following the development in sports under the leadership of Governor Abdulrahman Abdulrazaq.

Apart from the facilitation of a new Kwara United into the premier league, three players of the club have also received invitations to the Super Eagles Team "B".

In a letter dated 21st September 2021, addressed to the Club by the Nigeria Football Federation and signed by the Secretary of Super Eagles Team B, Ekene Okoli, the trio of Stephen Chibueze, Christopher Nwaeze and Afeez Nosiru Babatunde have been invited to participate in the Super Eagles Team B Invitational Tournament in Congo.

The tournament is expected to hold from 30th September to 4th October in Congo.

*Dagbalodo: We take responsibility for people's welfare: Kwara Govt*

The government has seen a video of some community folks digging up the soil in search of water in Dagbalodo village of Patigi local government area of the state. This video is another spur for our administration to ramp up existing efforts and partnerships to bridge the inherited infrastructural gaps in not just the water sector but in virtually every area of basic human needs across the state.

Specifically on water, the administration’s recent needs assessment report has revealed acute shortage of water supply in a few local government areas such as Asa, Patigi (where Dagbalodo community is situated), Moro, and others.

Despite the yearly budgetary allocations of billions of naira purportedly allocated to the sector pre-2019, this administration inherited no functional waterworks in the state while the entire staff of the water corporation were on strike for non-payment of salaries. That sums up the pitiable situation in the water sector.

This administration is however not sleeping on the report it did on water shortage; neither is it proud of this preexisting precarious situation, such as the one at Dagbalodo community.

So far, as part of its stop-gap measures to address water scarcity pending when sustainable water sources would be available statewide, the administration has dug some 500 boreholes between June 2019 and July 2021. These cut across the three senatorial districts.

Similarly, the Kwara has entered into a partnership with the FG to boost rural access to sanitation facilities, including potable water, in frontline local government areas such as Asa, Moro, Patigi, Ilorin East, among others. The choice of these areas is as a result of the acute water scarcity revealed in recent situation reports.

The government is not relenting in ensuring that people have access to drinkable water in a sustainable way as dictated in the Sustainable Development Goal (SDG) 6 to which this administration is committed.

Between 2019 and now, the administration has fixed nine water works across the state, including in Patigi, and is constructing new ones in Jebba and Dumagi. The results have taken Kwara from where it was, while more efforts continue to go into deepening public access to clean water in every part of the state.

The administration takes full responsibility for the welfare of the people of Kwara State, including in deepening access to water even to the remotest corner. However, these efforts are understandably limited by resources which must be spread to other sectors like basic education, healthcare, rural and urban roads, and other human capital development indices. It is against this background that we call for patience and understanding while the administration continues to fill the inexplicably deep gap it inherited in public access to basic amenities, especially in the rural areas of the state.

Finally, I will be leading a team from the Ministry of Water Resources to visit the Dagbalodo community on Tuesday to address the issue along with other such requests elsewhere in the state. This is without prejudice to the administration's overall strategy to addressing water shortage in a sustainable way through functional waterworks.

Alhaji Femi Agbaje
Hon. Commissioner for Water Resources

PRESS STATEMENT ON THE PAYMENT OF OUTSTANDING ALLOWANCES OF BATCH A AND B OF THE 2016 AND 2018 N POWER VOLUNTEERS NATIONWIDE

Following the payment system challenges faced by the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development which has been overcome, the Ministry has commenced the final payment of the arrears on the few outstanding allowances of Batches A and B N Power volunteers. The accounts of these 14,021 volunteers were flagged in March 2020 by the Federal Government payment system, the Government Integrated Financial Management Information System (GIFMIS), for various reasons including but not limited to:

1) beneficiaries having multiple accounts, and
2) beneficiaries account receiving other payments such as salaries and allowances from multiple Federal Government Ministries, Department and Agencies (MDAs) on permanent employment or for participating in other schemes. These acts violate the regulations guiding the N-Power volunteer programme and could amount to gross misconduct and corruption.

The Ministry carried out detailed investigation in collaboration with relevant government MDAs and so far the accounts of 9,066 volunteers were cleared for final payment. Based on this reality, the 5 months allowance arrears of these volunteers, totaling N150,000.00 each, is currently being paid. The allowances of the remaining 4,955 is withheld pending conclusion of further investigation. Where clear violations of the agreements are established, such violators will be subjected to appropriate sanctions as stipulated by the law.

Contrary to some insinuations in the public domain, this process is a clear demonstration of the Ministry’s resolve to address this unfortunate incidence in a transparent manner for accountability and to forestall its future occurrence. As it has consistently maintained, the investigation caried out by the Ministry is in the best interest of the Country and has the major goal of institutionalizing the National Social Investment Programme (NSIP) and ensuring its efficient management in line with Mr President’s resolve to ensure transparency and accountability in its implementation at all times.

The Ministry regrets the delays experienced in concluding this process, but assures the public that transparency and accountability cannot be compromised in all its activities.

Anti-open Grazing: Give Us Time To Train Our Members - Miyetti Allah Begs Lagos

The south-west chapter of Miyetti Allah Cattle Breeders Association (MACBAN) says it needs time to train its members on how to stop the practice of open grazing.

Maikudi Usman, zonal secretary of south-west MACBAN, made the plea on Wednesday at the public hearing of the Lagos state anti-open grazing bill.

He said the members of the association need time to be educated on “how they will be breeding cattle in one place and not transfer to anybody’s land”.

“Our breeders are not used to breeding cattle in one place. They move from here to another place. When we say we’ll keep cattle in one place, the owner of the cattle will not have funds to feed the animals in one place,” Usman said.

“They’ve already depended on going from one place to another. Because in the rainy season time, we have where we settle down, and we also have for the dry season.

“We are pleading with Lagos state government to give us time to go tell our people and train them how they will be breeding cattle in one place and not transfer to anybody’s land.

“But breeding in one place, right now, our people do not have the power to do so. What you’re not used to, you have to be taught. And gradually, everybody will understand."

AbdulRazaq meets Works Minister over FG roads in Kwara

Kwara State Governor AbdulRahman AbdulRazaq on Thursday held a marathon meeting with Minister of Works Babatunde Fashola on the bad state of some federal government roads in the state.

The Governor, who had the Works Commissioner Rotimi Iliasu with him at the meeting, thanked the federal government for its projects in the state and drew attention to the deplorable condition of some of the Federal roads in Kwara.

He appealed to the Minister for the roads to be fixed to ease the burden of the people of the state.

Some of the roads discussed include the Kishi-Kaiama; dualisation of the Eiyenkorin Jebba road, with emphasis on the bad section before Oko-Olowo, Ilorin Kabba Road and others.

The Minister said the requests of the Governor would be looked into, especially as the federal government puts finishing touches on the 2022 budget.

No telecoms shutdown in Kaduna State

The Kaduna State Government has no plans to shutdown telecoms services. It has not made such a decision, neither has it announced any such plans.

The Kaduna State Government did not reach out to any federal agency to request a telecoms shutdown, and it has not in any way ordered or effected a communications shutdown.

Residents of Kaduna State should ignore these rumours. It is fake news which some people are trying to pass off as genuine by placing KDSG logo on their false statements. It is simply not true.

Citizens should ignore the fake news. There is no shutdown of telecoms services in Kaduna State. The Kaduna State Government is transparent about security matters. Were a telecoms shutdown deemed to be necessary, that decision would have been formally announced in a properly signed statement posted on official information handles.
