EERC Assumes Full Regulation Of Enugu State Electricity Market

Oct 22, 2024

In a historic move, the Enugu State Electricity Regulatory Commission, EERC, on Tuesday, assumed full regulatory oversight of the Enugu State electricity market following the lapsing of the transition period for the transfer of regulatory oversight from the Nigeria Electricity Regulatory Commission (NERC) to the state agency.

This development, which makes Enugu the first state to commence the development of a sub-national electricity market in Nigeria, also saw the EERC, issue licensees to Mainpower Electricity Distribution Limited, an EEDC subsidiary set up to take over electricity operations of EEDC in Enugu State effective midnight of Wednesday and the first Independent Power Project, IPP, in Enugu State, to Fedikore Limited, to build a power plant with a nameplate capacity of 10MW.

This followed the enactment of the Enugu State Electricity Law, 2023, and the setting up of the EERC.

This saw Enugu State emerge in April this year as the first state to be handed the regulatory power over its electricity market by NERC, but with a six-month transition period, which elapsed on Tuesday, thus effectively empowered to now fully exercise the constitutional right to develop its electricity sector across the value chain of generation, transmission, distribution, or retailing services, including Mini-Grid and Off-Grid electrification solutions.

In his address, the Chairman of EERC, Chijioke Okonkwo, described the event as significant “as it marks the beginning of the development of sub-national electricity markets not only in Nigeria, or West Africa, but across the African continent.

“Today completes the six months transition for the transfer of regulatory authority from the national regulator, NERC, to the EERC, as stipulated in Section 230 of the Electricity Act 2023, and the consequential Order of NERC dated 22nd April 2024.

“Today, we now take on the monumental responsibility of regulating and guiding the electricity sector in Enugu State. This assumption of regulatory oversight is not just about the transfer of authority, but represents a shared vision for a more efficient, responsive, and innovative electricity market.

“NERC has laid a strong foundation, and we are confident that EERC will build on that legacy to bring about positive changes for the people of Enugu State and beyond, in line with Enugu’s realities.

“Our mission is clear: to ensure that Enugu has access to reliable, cost effective, and sustainable electricity while promoting fairness and innovation in the sector.

“We are here to enhance the quality of life for all residents, businesses, and stakeholders by creating an efficient regulatory environment that fosters growth and transparency,” Okonkwo stated.

The Chairman commended the Governor Peter Mbah Administration for zero political interference in the affairs of the Commission.

“I must say that we have enjoyed a tremendous level of independence from the state government activities and our own role. We have been established and supported to take off. However, we have also been given the authority and independence to develop the regulations and policies that we have put in place, not minding how they impact on the state government,” he concluded.

Speaking, a Board member of Mainpower Electricity Distribution Ltd, Kester Enwereonu, assured the people of the state of a better electricity experience in all ramifications.

“We are not just identifying with EERC as the pacesetter, Mainpower will also want to be the pacesetter. We are assuring you that in the coming weeks, months, and years, and with the regulatory structure that are now tailored to the needs and purposes of the state, we are going to have an improved service to the people of Enugu State,” he said.

For his part, the Founder and MD/CEO of Fedikore Ltd, Dr. Chukwueloka Umeh, described what is happening in Enugu as revolutionary, expressing Fedikore’s joy to partner with EERC.

“The EERC has done a fantastic job in starting this revolution that is about to happen and we are pleased to be a part of it. Fedikore set up last year as the first IPP in Enugu State. We built 4mw plant at 9th Mile to supply power to the Enugu State Water Corporation here in Enugu.

“So, we are very committed to working with the state, especially given the leadership provided by both the government and the EERC so far. We believe that with the support of EERC, the state and with the partnership with Mainpower, we can do amazing things here to start the industrial revolution that we are talking about for many years.

*Constructive Dialogue, key to Sustainable Peace, Security in S'East,

A coalition of civil society organizations and other critical stakeholders in the South East geopolitical zone have urged the Federal government to adopt non-kinetic approach as part of measures aimed at addressing separatist agitations in the area.
This call was made during a one day dialogue tagged 'Building Trust and Enhancing Civil-Military Relations in Nigeria's South East Geopolitical Zone', organised by the Security, Violence and Conflict Research Group, SVCRG, University of Nigeria, Nsukka in collaboration with the United States Institute for Peace, USIP.
Participants in the dialogue called on the Federal Government to release Nnamdi Kanu from detention in order to consolidate recent gains made in restoring peace and security in the South East, Nigeria.

Speaking to newsmen, the Coordinator of SVCRG, Professor Freedom Onuoha, said the call for the release of Nnamdi Kanu was based on the outcome of a research conducted by his group on the cause of insecurity and separatist agitations in the South East.
According to Onuoha, "SVCRG in its research on countering violent separatism and criminality in South East found out that the use of non-military approach in quelling agitations in the zone, including the release of Nnamdi Kanu would guarantee peace in the zone.

"The separatist agitations is being sustained because of what some locals perceive as unjust and continued detention of Nnamdi Kanu. And to achieve sustainable peace and security in South East, the concerns raised by these locals should be addressed by the Federal Government.

"The Federal Government has tried the military approach to stop separatist agitations in the zone for several years now and it had not extinguished the flame of violent separatism. So, we advocate for critical and strategic dialogue with the agitators which would lead to the release of Nnamdi Kanu from detention, and some kind of concessions.

Professor Onuoha, equally called on South East Governors to show sincere commitment in discussing with the Federal Government to use political solution to effect the release of Kanu from incarceration in order to stem the tide of insecurity and violence in the zone.

The Country Director, USIP, Professor Chris Kwaja, called for strategic dialogue between the military and agitators to improve civil-mIlitary relations in South East.

Professor Kwaja, who was represented by the Programme Officer of USIP, Terfa Hemen, equally called on South East Governors to listen to the yearnings of the people of the zone by constructively engaging with the Federal Government to adopt political solutions to the crisis in the region.

Participants discussed several other issues bordering on civil military relations in the region and articulated measures for strengthening trust and collaboration between the military and local population towards sustaining the recent gains at restoring normalcy in the region.

In his presentation titled 'Insecurity, Separatist Agitation and Militarisation in South East, the Director, Institute for Peace, Security and Development Studies, Nnamdi Azikiwe University, Awka, Anambra State, Prof. Chukwuemeka Nwanegbo, stated that the failure of governance led to separatist agitations in South East.

Nwanegbo, further said that the military approach adopted by the Federal Government in quelling agitations in South East turned it into violent movement, adding that government ought to have integrated the freedom fighters into peace building process to achieve sustainable security and peace in the region.

According to him, while insecurity has put development on reserve gear in South East, building trust and strengthening relations between the civilians and military is needed to enhance security in the region.

Addressing newsmen, the Head, Peace Building, Institute for Peace and Conflict Resolution, Ministry of Foreign Affairs, South East Zonal Office, Princess Amaka Uzodinma, called on government agencies and stakeholders to engage youths in ethical value reorientation to forestall get-rich-quick mentality amongst them.

She also called on both the federal and state governments to initiate programmes geared towards youths empowerment and strategic engagements.

Also, while discussing the ' Gender Impact of Separatist Agitation in South East,' Dr. Obioma Chike-Okenyi, of the Institute for Peace, Conflict and Development Studies, IPCDS, Enugu State University of Science and Technology, ESUT, raised the issue of alleged sexual molestation of women by the military.
She advocated for more gender awareness campaign for women, and urged the appropriate authorities to diligently investigate allegations of sexual harassment by security forces in order to gain the trust of the local population.

These are part of the requirements for registration into Federal Government Girls College, Lejja. Just take a good look at the requirements and you begin to wonder if the children are going to open a building materials shop or herbicides shop. For unity Schools that are supposed to be tuition free to enable the poor have access to education, college administrators have turned the schools into business ventures.
And worse still after parents have provided all these materials, the principals will resell the materials to traders in the market.
It's really sad how endemic corruption have eaten deep into every facet of our lives. And those who should check the excesses of these principals are also accomplices in this organised criminal enterprise.

*BREAKING: Enugu Govt moves to build new ultra modern market in Nsukka*

The Enugu State government has commenced plans to build an ultra-modern market in Nsukka.

This was made known in a 19th June 2024 letter by the Acting Surveyor General of the state, Surv. Chime Justus, sighted by our correspondent.

In the letter with the subject "Completion of Acquisition of Hundred Hectres at Nru, Ede-Oballa, Eha-Alumona Boundaries for the Purpose Market," the Surveyor General directed the Deputy Director in charge of the Computing Department to, as a matter of urgency, outline the steps needed to ensure speedy completion of the acquisition of hundred hectares of land at the borders of Nru, Ede-Oballa and Eha-Alumona communities in Nsukka Local Government Area, which had commenced earlier.

The letter reads; "Recall that you had earlier on commenced the acquisition of hundred hectares of land at Nru, Ede-Oballa and Eha-Alumona boundaries for the purpose of market.

"You are also required to intimate the Office of the steps needed to commence this assignment immediately to avoid delay."

Recall that the Enugu State Government had on June begun the removal of Ogige Market at the expiration of the eight-month notice issued to the traders in October 2023, to vacate the market, which was originally designated as a motor park, for the building of Modern Bus Interchange aimed at repositioning the transport system of the state.

Our correspondent gathered that the traders at Ogige Market, Nsukka were given a temporary place at Aku Road Market, Nsukka.

However, it was reported that there were concerns that the market may not be able to accommodate much of the traders in future since the population of the town is rapidly growing.

This necessitated the decision of the Dr. Peter Mbah Administration to put in motion processes to build an ultra modern market at the borders of Nru, Ede-Oballa and Eha-Alumona communities in Nsukka LGA.

Idike debunks insinuations of involvement in arson and destruction of houses in Enugu community

Mr Ogbonna Idike, has debunked insinuations of involvement in arson and destruction of houses in Ikolo community in Igbo-Etiti Local Government Area of Enugu State.

Idike told newsmen in Enugu on Wednesday that the insinuations that he was involved and had a hand in the burning of some houses in Ikolo community recently, in November 2023, was unfounded, misleading, wicked, mischievous, and calculated to damage his image and pitch him against the people of Ikolo Community.

He said that as a well-known peace-loving person, past Executive Chairman of Igbo-Etiti LGA with proven track record of deepeneing development in the entire local government, he did not and will never participate in or sponsor such criminal, dastardly and heinous acts and hereby condemn the destruction and carnage.

Idike stated that the Ikolo and Lelegu Aku communities have been involved in a protracted boundary dispute for more 60 years. That sometime in 2008, the extended Idike Family purchased a piece of land from certain families in Lelegu Aku community and estabished Ezechi Farms Ltd that engaged in agricultural products and others, such as piggery, poultry, satchet water and bottled water production and borehole for supply of water tankers. This business served several communities within and oustide Igbo Etiti LGA, including people from the nearby Ikolo community. Ezechi Farms Ltd operated the farm business in the area peacefully without any issues until sometime in 2017 when people from Ikolo Community came and destroyed farms, buildings and properties of Lelegu Aku community in the area and also descended on our farm, the Ezechi Farm Ltd operational area, and burnt several parts of the buildings, destroyed the poultry, burnt two big listers/generator machines, destroyed big water tanks and boreholes and wasted properties worth millions of naira. We followed the legal process and reported the matter to the police, which investigated the criminal act, made arrests, and commenced legal processes against certain persons from Ikolo community.

Idike Family, being an outstandingly peace-lover and a devout christian family, never contemplated retaliation as that is against our family philosopy. The family spent a lot to rebuild and continued the poultry and water business and replaced the burnt lister generators and other equipment and materials.

About November 5, 2023, people from Ikolo Community came again to the boundary and started destroying buildings and farms belonging to Lelegu Aku Community on a large scale. It was on November 7, 2023, that they, again, moved to Idike Family's Ezechi Farms, maliciously burnt the farm, poulty, piggery, killed and took many away, destroyed the water production equipment, the big water tankers, water boreholes and burnt all the big lister power generators and others valued by a professional valuer at about N28m.

Again, Idike Family did not retaliate but reported the matter to the state and local governments and to the law enforcement agents who have started investigations.

On November 26, 2023, we received news that Ikolo community was attacked and several buildings burnt. This is heartbreaking and totally condemnable. We call on law enforcement agencies to wade into the matter, do proper investigations and bring to book all that have unleashed the criminal acts. He thanked the Enugu State Government through the Deputy Governor of Enugu State who is the Chairman of the State boundary Committee for his intervention and promise to deal with the demarcation and instil peace in the area.

The huge economic benefits will soon kick in and is simply a game changer.”

“Mr. Speaker, we were able to record these modest achievements, and others not mentioned, in all facets of the state despite the surging inflation, unfavourable exchange rate, general insecurity in the country, incessant disruption of economic activities due to the indiscriminate sit-at-home orders in the South-East region occasioned by separatist agitations, the recent devastating flooding with its attendant destruction of farms, properties, loss of lives and livelihoods which left pain and misery in its wake. Regardless, we have continued to maintain a convivial atmosphere essential for progress.

“As we round off our 2nd and last Term in office by May 2023, it is our hope that the coming year will offer a healthier environment that allows us to consolidate our dear state on the part of progress and growth, advance and transit to the next administration. We are emboldened by our unshakable faith and trust in the God of Abraham, the God of Isaac, the God of Jacob and the awesome God of David,” he said.

Concluding the presentation, Governor Ugwuanyi expressed gratitude to the Speaker of the State House of Assembly, Rt. Hon. Edward Ubosi and his colleagues for their cherished cooperation and support since the inception of his administration, stressing that the state assembly has been the bedrock of his government’s equilibrium.

In his remarks, the Speaker, Rt. Hon. Ubosi, on behalf of his colleagues, applauded Governor Ugwuanyi for entrenching peace and good governance in Enugu State as well as the manner the governor has managed the security of the state in the last seven and half years despite some challenges, stressing that Enugu remains one of the safest states in the country.

Rt. Hon. Ubosi commended the governor for the sacrifice and selfless efforts he made to ensure that Enugu joins the league of states enjoying oil producing status not minding the fact that “it is people that will come after you that will benefit it”.

The Speaker, therefore, assured Governor Ugwuanyi and the people of Enugu State of a thorough debating exercise and expeditious passage of the 2023 budget, stating that the members of the state House of Assembly will continue to work harmoniously with the governor to ensure that he fully actualises his lofty programmes and policies for the people of the state.
