Kadafur visits DDR Camp in Gombe State

Borno State Deputy Governor H.E Umar Usman Kadafur was received at DDR Camp by Col. Abiodun Johnson, the Commandant of the DRR Camp, Operation Safe Corridor, who informed him that no fewer than 2,168 repentant Boko Haram members have graduated from the Federal Government’s De-radicalisation, Rehabilitation and Reintegration (DRR) programme in Gombe State.

Johnson said that the clients had passed through various rebuilding programmes and underwent series of medical screening, psychological and psycho-spiritual counseling, sports therapy, drug abuse counseling and western education programmes.

He said that during the six months programme, the clients were trained on vocational skills, including carpentry, cap knitting, shoe making, tailoring and electrification.

He explained that all the clients also ventured into farming in the camp as a compulsory trade, noting that the programme was divided into three phases; the initial documentation, initial medical test, intelligence profiling, NIMC profiling Biometrics and capturing.

“We are also doing categorisation to monitor different psychological points of mind of the client, which will give us the advantage of knowing the type of psychological first aid they will undergo.

“We also have the buy in process where everybody must accept that they will be part of the programme,”he said.

After the programme, the clients graduate with skills that enable them to become self-reliant, he further explained.

“The reintegration was done by partners in collaboration with community leaders. We also have feed back mechanism through our partners to find out what the clients are doing. So far, the feedback we are receiving is impressive, as they have been doing very well,” he stated.

He said that the repentant Boko Haram fighters swore an oath of allegiance to the Nigerian government before they were released back to their respective society.

Earlier, Kadafur said that he was at the DRR camp as part of his familiarisation tour to get a first hand account on activities of the federal government DRR intervention.

The deputy governor, who doubles as the Chairman of the DRR in Borno, said that the state had received over 90,000 ex-militants under the programme.

He explained that the clients were undergoing rehabilitation in Hajj camp, Shokari and Bulumkutu camps DRR camps in the state.

He noted that the management of repentant militants has a lot of challenges which required a lot of expertise and experience, noting that the state had been getting required support from all the agencies and international partners.

“We therefore came to this tour of your facilities to see how we can replicate what is obtainable in your DRR programmes.

“We have sponsored our traditional leaders to workshops in Kigali, Somalia and Colombia to familiarise themselves with the process of rehabilitation of ex-combatants.

“The visit has yielded a lot of results as it has started to change the perspective of the traditional rulers on how they perceived the programme,” he said.

Yobe State Government has sent a delegation to Maiduguri to condole the government and people of Borno State over the unfortunate and untimely passing away of , Engr Ibrahim Idriss Garba the Honourable Commissioner Ministry of RRR.

The delegation who were received by the State Deputy Governor H.E Umar Usman Kadafur on behalf of the Borno State Government have extended the deep sympathy of the Yobe State Government over the unfortunate death of Engineer Ibrahim Idriss Garba and prayed for God Almighty to grant him eternal rest as well as gives the government and people of Borno State the courage and fortitude to bear the irreparable lost.

Commissioner’s death: Borno Police Investigating Cause

The Borno State police command has commenced urgent investigation into the death of the state's commissioner for Reconstruction, Rehabilitation and Resettlement (RRR), Engr Ibrahim Idriss Garba, Governor Babagana Umara Zulum’s spokesman, Malam Isa Gusau has confirmed.

The state commissioner of police was at the house at which Engr Ibrahim died in Maiduguri on Saturday, the spokesperson added.

Governor Babagana Umara Zulum received the news with intense shock and profound grief. The Governor mourns alongside the late commissioner’s family, other loved ones, friends, associates, and members of the state executive council.

Late Engr Ibrahim Idriss Garba was the Governor’s Special Adviser on Special Projects before he was elevated and appointed commissioner of RRR, at the commencement of Zulum’s ongoing second term.

“May Allah forgive the commissioner’s shortcomings and admit him into Aljanna.”

Address by his Excellency, Prof, Babagana Umara Zulum, Con,Mni, FNSE,on the occasion of annual General meeting/Election of Executive Members of the Borno State Chamber of Commerce, industry mines and agriculture ( Boccima )held on Tuesday,10th October,2023 at the Multi-purpose Hall Government House Maiduguri.

The State Governor was Represented by his Deputy Governor H.E Umar Usman kadafur During the occasion.

It is my honour and privilege to welcome you all to this august occasion of the 2023 annual General meeting ( AGM ) and election of Executive Members of the Borno State Chamber of Commerce, industry, mines and agriculture ( Boccima ) with a theme "post insurgency Re-invigoration of economic activities in Borno State.

Distinguish invited guests, ladies and gentlemen, Borno State was faced by existential threat hitherto by the insurgents where thousands of our people were displaced by the insurgents and had to flee to safer places including our neighbouring countries of Chad, Cameroon and Niger Republics. But today, we all have to thank almighty Allah, as inaccessible road were opened up and became Free and safe to travelers. In the same vein, most of the internally Displaced persons ( IDPs ) are being returned to their ancestral homes and business activities are gradually picking up across the state.

Our economy needs resuscitation and this is a task that requires collective and concerted efforts all and sundry. Our intention and desire is not to expose the economic potential of Borno State but also to invite and encourage investors to come and team up with us in our struggle to transform Borno State Back into a better investment destination and among the best in Nigeria. Borno State is richly endowed with vast agriculture land for cultivation of both food and cash crops which include Groundnuts, beans, cotton, guinea corn, millet, wheat, Rice, Gum, Arabic, fruits and vegetables and potential to many unknown tropical crops and tree crops. Animal husbandry in Borno is centuries long tradition and practice, Borno being one of the highest producer of cattle, camel,sheep and goats is another area that deserves the attention of any serious investor. Products such as hides and skin, meat and milk are in commercial quantities to sustain any industrialist wishing to establish any modern agri-bussiness outfit.

In addition to these, there are mineral resources among which are potash,feldspar, clay, quartz,kaolin and most of these mineral are yet to be developed.Preliminary investigation have indicated that these mineral resources exist in commercial quarantine.on the international frontie, Borno State shares international frontiers with three countries, namely; the Republics of Niger, Chad and Cameroon.Borno State is therefore placed in a strategic position in terms of availability of markets for export commodity production. The Nigeria National Petroleum company limited and some private firms are continuing with oil exploration within the state and there is great potential for oil and gas in the state.I am therefore encouraging invest in the state to make the export of non-oil products.

Finally, I would like to seize this opportunity to enjoin all stakeholders here for the annual General meeting and Election of the new Executive Members as well as the contestants to play by the rules and ensure politics without bitterness but with a lot of fairness.

*Gov Zulum Returns To Maiduguri After International Engagement.*

This afternoon, His Excellency Prof. Babagana Umara Zulum returned to Maiduguri at the end of his international engagements.

He was received by Deputy Governor Hon. Usman Umar Kadafur, the state party chairman of the APC, members of the state executive council, politicians as well as party supporters.

Borno Deputy Governor H.E Umar Usman Kadafur mourns Professor Umaru Shehu ,says his transition signifies end of an era .

The deputy governor described Umoru Shehus transition as a great lost to the people and government of Borno state, describing him, as “a good father who was always ready to identify with government and celebrate humble accomplishments and achievements.”

In a statement from the office of Director Press, the deputy governor said the late Professor was a strong believer in progressive ideals, and that he remained true to his convictions over the years until he breathed his last.

Kadafur further described Professor Umoru Shehu , as a humble and an amiable father saying that Borno has lost a quintessential intellectual whose knowledge of and commitment to the cause of Medical profession health care issues were second to none.

The Deputy Governor said: "I received with sadness news of the death of Prof.Umoru Shehu. This is a huge loss to the entire country as a whole he added.

Emeritus Umoru Shehu was a visionary and an exemplary Professor of medicine who brought tremendous progress ,, and unprecedented development in the field of medicine and health care services to the people. and will be long remembered for his impacts, achievements and outstanding legacies.

"I pray Allah to overlook his shortcomings and admit him to Al Jannah Firdaus. May He also grant his immediate family, and the entire people of Borno State the fortitude to bear this great lost."

The deputy governor was among the thousands of dignitaries who accompanied the Vice President and attended the funeral prayer of late Professor Umoru Shehu at his residence in Maiduguri, Borno State.

Prof. Emeretus Umaru Shehu, an internationally renowned professor of medicine, is dead.

He died on Monday morning at University of Maiduguri Teaching Hospital while receiving treatment.

His funeral prayer is scheduled today at 4:30PM in his residence, house No. 4 Jarafu Close, Old GRA in Maiduguri, capital of Borno.

Until his death, he was chairman board of directors of the Institute of Human Virology of Nigeria, IHVN.

The over 90 year old professor also held significant positions in several universities, including the University of Nigeria, Nsukka, Ahmadu Bello University, and the University of Maiduguri.

May Allah forgive and grant him Al-Jannatul Firdau's, Ameen.🙏

Over 500 Women Enjoyed Empowerment from Borno's First Lady to mark the 63rd Independence Anniversary

-Each Woman Received a 50kg bag of Rice and Cash of One Hundred thousand Naira

In commemoration of Nigeria's 63rd anniversary, Borno State First Lady Dr. Falmata Babagana Umara Zulum.

In his welcome address, the Honourable Commissioner, Ministry of Poverty Alleviation, Hon. Sainna Buba said the First Lady's initiative keyed into the Ministry's mandate of alleviating poverty, hence the collaboration.

In a goodwill message, the APC State Chairman, Hon. Bello Ayuba appreciated the First Lady's initiatives and said that Gov Zulum's strategy of distribution of palliatives remains the best in the country. He commended the committee for a job well done.

Flagging off the empowerment scheme, the first lady disclosed that 500 women are listed as beneficiaries, and each of them will receive a 50kg bag of rice and a cash of one hundred thousand naira.

While urging the beneficiaries to make good use of the gesture, the first lady said that this is the first batch, and there will be subsequent batches coming up to cover more women.

Hon. Kadiri Rahis, Member representing MMC Federal Constituency, and Hon. Zuwaira Gambo, in their separate remarks, called on the women to reciprocate the first lady's gesture by staying in peace and unity for the overall development of the state

We must continue to work towards a more just and safe nation, where all citizens can live in peace. Let us use this Independence Day to reflect on our history and progress, and to renew our commitment to building a better future for Nigeria.

AT NDA PASSING-OUT PARADE:
PRESIDENT TINUBU VOWS TO CRUSH TERRORISM, POVERTY IN NIGERIA

President Bola Ahmed Tinubu today restated his administration's commitment to eliminating poverty, terrorism and all forms of criminality in Nigeria.

Already, the Nigerian leader who is also Chairman of the Economic Community of West African States (ECOWAS) said the administration is currently implementing programmes and policies that would empower Nigerians to combat the challenges of poverty, criminality and terrorism.

President Tinubu, who was represented by his deputy, Vice President Kashim Shettima, gave the hint on today during the passing-out parade of Cadets of the 70 Regular Course, Direct Short Service Course 27 (Army) and Direct Short Service Course 31 (Air Force) of the Nigerian Defence Academy in Kaduna.

Reading the President's address titled, "The Heroes of Nigeria's Path to Prosperity and Security," at the passing-out parade, VP Shettima said, "Every day, every minute, we are reminded of the consequences of economic and social disintegration around us. This is why we favour cooperation and the formation of bilateral and multilateral alliances to create opportunities for our people.

"We are implementing programmes and policies to empower our citizens to combat the challenges of poverty, criminality, and terrorism. From preparing for the food security crisis triggered by the Russian-Ukrainian war, to responding to banditry attacks on farmers, natural flood disasters, and the repercussions of military coups, this administration has remained vigilant in devising solutions to mitigate their impact and enhance national security".

As part of moves to deal decisively with the criminal elements, President Tinubu noted that his government has embarked on a new era in the country's national defence and security strategy.

This, he said, would be driven by a resolute commitment to confront the substantial threats and challenges that confront us within the West African sub-region.

"I have directed all heads of defence and security institutions to unite in their efforts to protect our nation's integrity and well-being, and as Chairman of the ECOWAS, we are diligently working to enhance our regional conflict management and development mechanisms. To forge a path towards greater peace, stability, and progress across West Africa and beyond is not negotiable," he added.

The President noted, however, that in tackling poverty inflicted on Nigerians by activities of the terror groups, he would treat every region equally and give them a sense of belonging in his government.

He stated: "Distinguished ladies and gentlemen, justice is the mainstay of prosperity, and so we are going to be fair to each region. Whether in tackling the secessionist elements disrupting the peace and economic activities of the good people of the South-East or doubling up our efforts in winning the counter-insurgency in the North East, and whether in pursuing normalcy in the North-West or in making the farmer-herder crises a thing of the past in the North-Central, every group will be treated as equal and given a sense of belonging in our government.

"While I acknowledge that we have made bold decisions to bolster our economy, even as some developed economies face the threat of recession, our commitment remains resolute. We are intensifying our efforts to implement tangible measures that will alleviate the hardships caused by the removal of fuel subsidies and the unification of exchange rates.

"Our immediate actions, such as reducing taxes on strategic manufacturing industries, distributing grains from the national reserve to vulnerable demographics, providing fertilizer and farm inputs, and extending soft loans to small and medium-scale industries, all serve as a clear message to our nation.

"We stand firmly with our citizens, determined to guide our country towards a path of accelerated economic growth and opportunities, where no one lives on handouts."

The president further said he was proud of the devotion and dignity with which the NDA and its alumni have safeguarded Nigeria, noting that the passing-out parade was not just a ceremony to honour the transition of the graduants to a more active phase of duty to their fatherland.

According to him, the ceremony "stands as a symbol of our enduring commitment to the ideals of patriotism and investment in our human capital.

"I am, therefore, delighted to witness the passing-out parade of the Cadets of the 70 Regular Course, Direct Short Service Course 27 (Army), and Direct Short Service Course 31 (Air Force)," he added.

President Tinubu continued: "Our solemn commitment to safeguarding Nigeria’s security hinges upon a crucial realisation: without vigilant attention to the very foundations and individuals who fortify order and stability, this promise remains unattainable. It is here, at the Nigerian Defence Academy, that this promise crystallises into action.

"In a world characterised by swift advancements and transformative technologies, our mission is clear: we strive to nurture not just ordinary defenders but paragons of excellence, both among men and women, who serve as vigilant protectors of our cherished nation.

"Since 1964, this institution has moulded the character, physique, and intellect of valiant officers and academic specialists beyond the shores of this country. Year after year, this Academy attracts the most ambitious among us to train them and reintegrates them into society.

"Year after year, we reaffirm that sound education is the ultimate security strategy, and our resilient Armed Forces are proof of this. This prized legacy, thankfully, is one to which we are not the only testifiers. There's an international consensus on the quality of this Academy, an institution that has given a sense of purpose to alumni from as far as Zimbabwe, Uganda, Togo, Sierra Leone, Niger, Central African Republic, Chad, and Burkina Faso".

Addressing the graduating Cadets, President Tinubu pointed out that like those before them, they were "stepping into a world fraught with threats, a world that demands unique skill-sets to conquer the adversaries of the state.

"They are going to find themselves in a dynamic landscape, one marked by combat and regimental realities vastly different from those encountered by their predecessors".

The President further asked the authorities of the NDA to access the support it requires to invest in scientific research and technological innovations, as well as develop prototypes and concepts that align with local content policies of the Federal Government.

He noted: "The future of our great country doesn't only rest upon the valour of these young patriots but also the curricula with which our warriors and scholars are formed.

"If we must take the centre stage in protecting our people, this Academy must access the support it requires to invest in scientific research and technological innovations and develop prototypes and concepts that align with the Federal Government's local content policies.

"This esteemed institution was founded to lead the way and boasts research centers dedicated to exploring scientific inquiries and translating the our grandest ideas and theories into reality. Now is the time for us to be the model for the continent."

Welcoming the young cadets as they join the ranks of the nation's patriotic heroes, President Tinubu congratulated the Commandant and the entire NDA community for upholding their noble tradition.

Earlier, the Commandant, Nigeria Defence Academy (NDA), Maj.-Gen. John O. Ochai, expressed gratitude to President Tinubu for his unwavering commitment and support to the academy towards the realisation of the noble dreams of its founding fathers.

He applauded the personnel and staff of the academy for their unwavering efforts in discharging their duties, as well as the graduating cadets for their tireless efforts throughout their training.

The commandant reminded the graduating cadets that the training they have undergone in the academy would enable them to take leadership responsibilities and positions as military officers of Nigeria.

The event witnessed parades, march past, presentation of prizes to best graduating Cadets, conferment of commission, presentation of parchment of commission as well as administering of the oath of allegiance.

The passing-out parade was well attended by eminent dignitaries, including Senate President, Sen. Godswill Akpabio; Senate Chief Whip, Sen. Ali Ndume; Governors Uba Sani of Kaduna State and Kefas Agbu of Taraba State; Deputy Governor of Borno State, Umar Kadafur; Minister of Defence, Alhaji Abubakar Badaru, and Minister of State for Defence, Alhaji Bello Matawalle.

Others are Chief of Defence Staff, Gen. Christopher Musa; Chief of Army Staff, Lt. Gen. Taoreed Lagbaja; Chief of Naval Staff, Vice Admiral Emmanuel Ogalla; Chief of Air Staff, Air Marshal Hassan Abubakar, and Commandant, Nigerian Defence Academy (NDA), Maj.-Gen. John Ochai, among others

The rally which started today from Ramat square went straight to the government house office of the Deputy Governor with thousands of APC supporters chanting APC BAT, KASHIM and ZULUM, KADAFUR led by the coordinating chairman Mustapha BabaGana Malumbe.

The Deputy Governor H.E Hon. Umar Usman Kadafur assured the supporters of APC administration under Prof BabaGana Umara Zulum will continue to work tirelessly for the progress of Borno state.

The Deputy Governor appealed to them to come out enmass during elections and thank them for the support for organizing the 2million match and 2million votes in support of APC.

Flooding: Kadafur visits affected Communities in Dikwa Town.
..Pays Royal Hommage... Support Victims.

Following his Assignment by the Executive Governor yesterday to lead the committee on Flood, Chaired by Barrister Kaka Shehu Lawan to tour all the affected Communities in the state for the purpose of immediate intervention by the State Government.

His Excellency The Deputy Governor of Borno State Alh. Umar Usman Kadafur has this morning swung in to action and paid an assessment tour to Dikwa local government Area with a view to determining extent of damages, identify victims and to support.

On arrival The Deputy Governor was recieved by the Executive Chairman of Dikwa Hon. Mohammed Alhaji Gumsama, and briefed on Damages, said 'The flood hasn't devastated major portion of the houses and building in Dikwa town, but mostly the farm lands have been devastated by the flood, your Excellency your coming to Dikwa is timely and much anticipated we are much grateful and appreciable to commiserate with us on this flood era'.

The Deputy Governor was taken round to inspect the affected areas in the town to see things for him self for further action.

His Excellency, Kadafur said the committee was in Dikwa to see the Situation and make recommendations to take immediate measures, at 81 Battalion assured the Nigeria Army for a portable environment for them to operate.

Among the areas inspected by the committee are 81 Army battalion Dikwa, Dikwa Motor park, Ngurosoye grave yard and some parts of Ngurosoye Community among others.

Shortly after the inspection H.E Kadafur and his entourage paid a Homage to his Royal Highness the Shehu of Dikwa at his Palace.

The Deputy Governor at Shehu's place said, 'we are in Dikwa for the purpose of ascertaining the extent of damages, and to support victims. And to seek for your blessing.
