Two Nigerians Arrested In Drug Buy-bust Operation In The Philippines

Government anti-narcotics operatives have arrested two Nigerian nationals and seized at least P6.2 million worth of he**in in a buy-bust operation at a shopping mall in Imus City, Cavite, in the Philippines.

Police Region 4A identified the suspects as Enuka John Chukwuemeka and Christopher Nwabufo, both residents of Golden Acres Village, Las Piñas City.

Police said the suspects were arrested on Wednesday, September 13, 2023, after they sold 40 grams of he**in worth P240,000 to a poseur buyer at the main entrance of a shopping mall in Barangay (village) Tanzang Luma 5 at around 4:05 p.m.

During routine frisking following the arrest, law enforcers reportedly found another kilo of he**in worth P6,000,000 and 15 grams of ma*****na with an estimated value of P1,800 in the possession of the suspects.

Authorities are investigating the source of the illegal drugs.

The operatives also seized two mobile phones from the suspects, which will be subjected to digital forensic examinations to determine records of drug transactions.

The President, National Union of Road Transport Workers, Tajudeen Baruwa and 21 others, including three other national officers of the union are currently being detained by the police in Abuja, and have been charged with alleged criminal conspiracy, culpable homicide, public disturbance, and conduct likely to cause breach of peace.

They were arrested and detained between Tuesday and Wednesday, and subsequently moved to the facility of the defunct Special Anti-Robbery Squad popularly known as abattoir, located in Guzape, Abuja, The PUNCH reports.

Confirming the development in an exclusive interview with our correspondent on Thursday night, the spokesperson for the FCT Police Command, Josephine Adeh revealed that the suspects would be charged in court following the conclusion of the police investigation.

“The NURTW President was arrested alongside 21 others. They’re being charged with criminal conspiracy, culpable homicide, public disturbance, and conducts likely to cause breach of peace. They’ll be arraigned in court once investigation is concluded,” Adeh revealed.


The PUNCH had on Tuesday reported that at least one person was killed, and several others injured, while the FCT Commissioner of Police, Haruna Garba earlier confirmed the arrest of 23 male suspects, and recovery of three riffles, following the chaos that engulfed the Garki area of the FCT on Tuesday during a violent clash between two factions of the NURTW on Sapele Crescent, off Ladoke Akintola Boulevard, Garki II, Abuja.

Speaking over the development in an exclusive interview with our correspondent on Tuesday night, CP Garba said, “Twenty-three persons have so far been arrested, and the death toll is only one; a yet-to-be-identified male. And three rifles were also recovered from the suspects.”

Meanwhile, our correspondent gathered that following the chaos that ensued on Tuesday, CP Garba invited Baruwa to a meeting on Wednesday which was also attended by the faction other NURTW faction led by its former Vice President, Tajudeen Agbede and Musiliu Akinsanya aka MC Oluomo, who was formerly leading the disbanded Lagos Park Management Committee whose members now occupy the NURTW Headquarters in Abuja.

A source who spoke in confidence for fear of victimisation, said Baruwa honoured the invitation believing that the meeting would help address the ongoing rift, but he was instead arrested and detained alongside three other NURTW national executives – the General Secretary, Chukwudi Asogwa, the Deputy General Secretary, Abdulkadir Musa, and another officer whose name could not be ascertained as at press time.

However, members and supporters of the Lagos State Park Management Committee led by Agbede who allegedly forcefully took over the NURTW national secretariat located at Garki 2 after a violent attack, were neither arrested nor detained.

The PUNCH reports that Baruwa had on several occasions raised the alarm and sought the intervention of the Nigeria Police Force and Department of State Services over an alleged plot by the Agbede and MC Oluomo’s group to launch a violent attack on the secretariat but the security operatives feigned ignorance.

Baruwa also alleged that the police were working in connivance with Agbede and Oluomo’s NURTW faction; an allegation that led the Nigeria Labour Congress to give the NPF a 48-hour ultimatum to vacate the secretariat of the union.

In a communiqué signed by the NLC President, Joe Ajaero, and the General Secretary, Emmanuel Ugboaja, the union had threatened it would muster all its affiliates for a showdown in support of what it said is the legally elected NURTW leadership.

It had accused the NPF of interfering in the internal affairs of NURTW and other unions, saying the police have usurped powers of arbitration in disputes, contrary to the dictates of statutes governing industrial relations.

It also alleged that the Inspector-General of Police, Olukayode Egbetokun did not intervene following the invasion of the NURTW national secretariat by thugs to unseat the elected leadership of the NURTW. The NLC affirmed the legality of the Baruwa-led NURTW leadership, and warned that moves to upturn governance of the transport union could lead to breakdown of law and order.

The Kebbi State Police Command has intercepted two articulated vehicles conveying 7,500 live cartridges and parcels of Indian h**p worth over N600 million.

The News Agency of Nigeria (NAN) reports that one of the trucks was coming from Ghana through Togo and Benin Republic to Nigeria, while the second vehicle took off from Benin Republic to Nigeria, beating different security checkpoints.

Briefing journalists on the development, the spokesperson of the command, SP Nafi’u Abubakar, described the arrest as “huge.”

He said that on September 10 at 7:30 pm, a police border patrol team on Saransa-Maje Road, Bagudo Local Government Area, intercepted a container truck with Lagos registration number IT 21520 LA, conveying 4,927 parcels suspected of being Indian h**p, valued at over N300 million.

Abubakar said three suspects, Emmanuel Chukwuma from Abia State, Kanta Bisa from Ghana, and Shola Adeyemi from Ondo State, were arrested while others escaped.

Two days later, on September 12, at about 9:30 pm, the same border patrol team intercepted another container truck with registration number IT 21608 LA, conveying 7,500 live cartridges and 4,106 parcels of dry leaves suspected to be Indian h**p.

“The substance is valued at over N300 million, and one AbdurRasaq Agbola of Iyana Ajiya area in Ibadan, Oyo State, was arrested,” the Kebbi Police spokesman added.

Chicago State University Refuses To Authenticate Tinubu’s Submitted Certificate

A new development, yesterday, crept into the alleged certificate scandal Presidential Bola Tinubu, as the Chicago State University (CSU), has refused to authenticate the certificate Tinubu submitted to the Independent National Electoral Commission (INEC) ahead of the of February 25 presidential elections.

Also, the United States District Court for the Northern District of Illinois, on Tuesday, adjourned ruling on a subpoena application for Tinubu’s records from the universe.

Counsel for CSU, Michael Hayes, while speaking before Judge Jeffrey Gilbert in Chicago, stated that the school was not in a position to authenticate Tinubu’s certificate as either fake or genuine.

The recent statement, however, contradicted the school’s previous assertions that it issued a certificate to the Nigerian politician after he graduated in 1979.

Hayes, at the hearing in Chicago, which began at about 1:30 p.m. (local) and lasted several hours in the lawsuit brought by Atiku Abubakar, candidate of the Peoples Democratic Party (PDP) said, “Is the diploma authentic or is it a forgery? My client can’t answer yes to either of those questions.”

The lawyer insisted that the school’s administrators, if asked under oath won’t be able to certify Tinubu’s certificate because they “just don’t know” where he obtained it or how.
Hayes was responding to the judge’s inquiry into the school’s ability to confirm under oath that Tinubu was issued the certificate he tendered to Nigeria’s electoral office as part of his final eligibility paperwork in June 2022.

Hayes insisted that CSU records showed Tinubu attended the school, but admitted there were several contradictions that the school’s administrators won’t be able to clarify under oath.

Those discrepancies included the June 22, 1977, date that Tinubu’s certificate carried, as well as the school’s president at the time the certificate was obtained and typographical, font and header errors on the document.
Tinubu on June 17, 2022, submitted a certificate to INEC that was purportedly issued in 1979 and signed by Elnora Daniel.

But Ms Daniel only arrived at CSU in 1998 from Hampton University, 19 years after Mr Tinubu was said to have graduated.

She then left the school in 2008 following a financial mismanagement scandal or 14 years before June 2022 when CSU issued yet a fresh certificate in Tinubu’s name under subpoena from a Nigerian lawyer, who had inquired about Mr Tinubu’s education there.
The contradictions, among others, caused Mr Abubakar to file the suit to compel CSU to produce records relating to Tinubu and make its top officials available for deposition to certify the produced records, according to the Nigerian opposition leader’s lawyers.

Alexandre de Gramont, who appeared in court for Abubakar, said the documents and depositions were being sought for use in the Nigerian Supreme Court, where the final battle over Tinubu’s election has headed.

Atiku has until September 20 to appeal the September 6 decision of the Court of Appeal, which is the first instance court in the presidential election tribunal process in Nigeria.

Co***ne To Overtake Crude Oil As Colombia’s Main Export After $18.2b Revenue

Co***ne is set to become Colombia’s main export, overtaking oil, as production of the narcotic continues to expand as the government takes a more lenient policy regarding drugs, according to estimates by Bloomberg Economics.

Oil exports posted a drop of 30% in the first half and the trend of co***ne trade has consistently risen, meaning the latter could be Colombia’s No. 1 export as soon as this year, according to Bloomberg economist Felipe Hernandez.

“We estimate co***ne export revenues jumped to $18.2 billion in 2022 — not far behind oil exports of $19.1 billion last year,” Hernandez said in a note.

“The government is destroying laboratories where coca leaves are manufactured into co***ne, but that hasn’t prevented production from expanding.”

Colombia’s co***ne output surged to a record 1,738 tons last year, while the amount of land planted with coca, the raw material for making the drug, rose 13% to a record 230,000 hectares (570,000 acres) in 2022 from the previous year, according to a UN Office on Drugs and Crime report published this week.

Hernandez said the increase in co***ne production has had a short-term effect on activity, domestic demand and external accounts while not seeming to correlate with the performance of the Colombian peso.

President Gustavo Petro, the first Colombian leftist leader, has changed the nation’s approach toward drug trafficking, seeking to hit drug lords who benefit more from the sale of narcotics overseas rather than targeting coca leaf producers, who are the weakest link in the production chain. Petro is seeking talks with the nation’s main drug-trafficking groups, in the hope of ending six decades of civil conflict though peace accords.

The new policy approach toward drugs is facilitating illegal groups to increase co***ne production, Hernandez said.

Bloomberg Economics calculates the export volume as the difference between production and seizures, meaning the figure could be lower as the calculation doesn’t account for domestic consumption and seizures in transit and destination countries, while it estimates the export price adjusting the methodology of average wholesale prices in 2015-2018 and the cost, insurance and freight export price calculated by Andres Arias ((2019).

The Federal Government has inaugurated a 15-man Inter-Ministerial Committee to organise the celebration of Nigeria’s 63rd Independence Day anniversary.

Secretary to the Government of the Federation, Senator George Akume, who inaugurated the committee on Thursday in Abuja, also rolled out activities lined up for the 63rd Independence anniversary celebration.

Akume who is the chairman of the committee said the proposed activities for the celebration would be subject to finalization by the committee.

He said it was constituted to plan, organise and execute all approved activities befitting Nigeria’s 63rd Independence anniversary celebration on October 1, 2023.

According to him, on October 1, there would be presidential broadcast by President Bola Ahmed Tinubu as part of the programmes lined up for the celebration.

Members of the committee include: Minister of Information and Culture; Minister of Interior, Minister of Finance and Coordinating Minister of the Economy and Minister Foreign of Affairs, Minister of the FCT, National Security Adviser, Inspector-General of Police, Director-General, Department of State Services and Commander, Guards Brigade.

Others are: Permanent Secretary, General Services Office, Permanent Secretary, Special Services Office, Permanent Secretary’, Ecological Project Office, Permanent Secretary, Ministry of Health and Permanent Secretary, Political and Economic Affairs Office.

Akume said the celebration of the 63rd independence anniversary has provided an opportunity to reflect on the contributions and sacrifices of the national heroes and he**ines who fought for the independence of Nigeria from the colonial masters.

The Lagos Annex, Force Criminal Investigation Department of the Nigeria Police Force, Zone 2, Alagbon, has revealed that it invited music promoter, Samson Balogun, aka Sam Larry and others, following the receipt of the June 27 petition by the late singer, Ilerioluwa Aloba aka Mohbad, over alleged assault, amongst others.

The federal police department further noted that a lawyer to Sam Larry and the other suspects also wrote a counter-petition against Mohbad, alleging defamation of character, after the singer failed to show up to defend his case.

In an exclusive telephone interview with our correspondent Thursday night, the spokesperson for the Lagos Annex of the FCID, Oluniyi Ogundeyi, further revealed that the late singer, Mohbad failed to show up at the police station to adopt and defend his petition, and also provide proof of the allegations, to assist the police in prosecuting the suspects, if necessary.

This followed the emergence of a document, wherein the late singer reported a case of alleged threat to life, malicious damage, assault, and oppression, among others, against a music promoter, Samson Balogun, aka Sam Larry and others, in a petition to the FCID Annex, Alagbon, Lagos State.

In the June 27, 2023 petition, Mohbad alleged that Sam Larry and 15 others all armed, stormed the venue of a video shoot where the deceased and another artiste, Omoniyi Temidayo aka Zlatan Ibile, were working; and threatened to wreak havoc.

He added that they eventually destroyed equipment worth over N5 million at the scene, and assaulted him (Mohbad) before he narrowly escaped after sustaining injuries.

The petition read, “I of the above name and address, a law-abiding citizen and a Musician bring to your notice the assault and threat to my life by the above-mentioned persons.

On 25th June, 2023, while having a video shoot with another artiste by name Zlatan (Ibile, the above-mentioned persons numbering about fifteen led by Sam Larry Elegushi invaded the premises with dangerous arms such as guns, cutlasses etc where I was shooting video and scattered the whole process of the shooting, damaged the equipment I was using for the shooting valued about Five Million Naira and started threatening my life which in the process they became violent and assaulted me which I sustained injuries but narrowly escaped.

“Attached to this petition is the said pictures. Total amount I paid for the shooting they have destroyed is Eight Million Naira (N8,000,000) which is non-refundable.

“However, during the assault, they were boasting that they work for Oba Elegushi and that they have been asked to deal with me for reasons best known to them which to date they are still threatening to kill me if seen. Sir, I call on your good office to save my life from the above mentioned persons and bring them to book.

“Sir, I call on your good office to save my life from the above mentioned persons and bring them to book,” the petition partly read. Thank you for your timely intervention.”

When contacted by our correspondent on Thursday night over the recent development, the Police Public Relations Officer, FCID Annex, Lagos, Oluniyi Ogundeyi revealed that the police could not act on the petition due to Mohbad’s refusal to come up and adopt, defend, and also provide evidence to support the allegations made by him.

Ogundeyi said, “We received the petition, and followed up on the information provided in the petition, and the suspects were invited. But Mohbad refused to show up to defend his petition and also provide evidence to assist the police in carrying out a proper investigation and forward the matter to the legal department for prosecution, if necessary.

Chicago State University finds itself at the center of a political dispute involving the newly elected president of Nigeria, Bola Tinubu.

Tinubu's political rival, Atiku Abubakar, claims that documents showing that Tinubu graduated from Chicago State in 1979 are not authentic. Submitting false records to the National Election Commission before the vote should nullify the election, Abubaker claims.

According to the People's Gazette, Tinubu submitted a certificate to the election commission purportedly issued in 1979 and signed by university President Elnora Daniel. But Daniel didn't arrive at CSU until 1998 and left about ten years later.

At a hearing in Chicago this week, Abubakar's lawyers asked a federal judge to compel CSU to turn over the documents and appear for depositions. Judge Jeffrey Gilbert of the United States District Court for the Northern District of Illinois did not rule on the request

CSU's lawyer, Michael Hayes, told Gilbert that the university wouldn't be able to certify Tinubu's diploma under oath.

A CSU spokeswoman said the university can confirm the president graduated. However, it cannot authenticate the diploma because it is a ceremonial document that is not part of a student's official academic file.

Earlier this year, Nigeria's Presidential Election Petition Court dismissed Abubakar's petition against Tinubu's Feb. 25 election. However, Abubakar continues to fight the results here in Chicago.

As an educational institution, we are sometimes asked to provide information related to student records. Federal law known as FERPA (the Family Educational Rights and Privacy Act) protects the privacy of student records and limits what an institution can release.

In August 2023, a request was made in U.S. federal court for the university to provide information related to educational records concerning Bola Tinubu, the President of Nigeria, and a former CSU student. The university has confirmed Tinubu attended CSU and graduated in 1979 with a bachelor's degree. Federal law, however, prevents us from providing any further information without consent or unless allowed to do so via court order.

CSU is confident in the veracity and integrity of our records regarding Tinubu's completion of graduation requirements and degree certificate. The university is not a party to the Nigerian legal proceedings that spurred this request, and a U.S. federal judge will determine whether the university will provide further requested information.

Our response to the request for Tinubu's academic records has been entirely consistent with our practices, policies and federal law. We would respond in exactly the same manner for any request for any student information by a third party.

ICYMI: Outrage as national power grid collapses twice in 6 hours

Businesses and homes were again left without power supply for several hours yesterday after the nation’s national grid collapsed twice in less than six hours, dropping power generation by 93.5 per cent to 273MW.

The latest collapse came barely two weeks after the controversial celebration of 400 days of stable or incident-free operations by the Transmission Company of Nigeria, TCN.

In 2022, the grid collapsed seven times, with the Federal Government promising to end constant power grid instability.

Data supplied by the National System Operator, a semi-autonomous unit in the Transmission Company of Nigeria showed that the grid collapsed around 12.35 am yesterday.

After several hours, it collapsed again around 6.40am, leaving the entire country without public power supply.

As at 1.30 pm yesterday, data from NSO showed that the grid had begun a slow recovery with load allocation to distribution companies at 585 Megawatts.

The highest loads were allocated to Ikeja DisCo (150MW), Eko DisCo and Abuja DisCo with 80MW each.

Why grid collapsed—TCN

The Transmission Company of Nigeria, TCN, blamed the collapse on a fire incident on Kainji/Jebba 330KV Line 2, adding that the incident is being investigated, with “the view to forestalling future occurrence and invariably further strengthening the grid.”

A statement by TCN General Manager, Public Affairs, Ndidi Mbah, stated that “grid restoration nationwide is in progress and has reached advanced stages, with power supply now available in the West, North-Central, South, East, and a large portion of the northern parts of the country.

“The power supply restoration is sequel to the total grid collapse, which occurred at about 12.35 am, this morning (yesterday), causing outages nationwide, after over 421 days of consistent grid stability.

“In the course of grid restoration, the process initially suffered a setback; this does not amount to another collapse. In the course of any grid restoration process, challenges may be encountered. This happened today while the grid restoration was in progress, but it was promptly addressed”.

Minister of Power confirms system collapse

In his X (formerly Twitter) handle, the Minister of Power, Bayo Adelabu, said: “At 00:35Hrs this morning, Fire outbreak with explosion sound was observed on Kainji/Jebba 330KV Line 2 (Cct K2J) blue phase CVT & Blue phase line Isolator of Kainji/Jebba 330KV Line1 was observed burning. This led to sharp drops in frequency from 50.29Hz to 49.67 Hz at 0:35:06Hrs with Jebba generation loss of 356.63MW.”

Grid unstable
Another government official, who pleaded anonymity, said: “The grid has been very unstable for days before the latest system collapse. As we speak, there is a blackout.”

Checks by Vanguard showed that Nigeria’s electricity generation dropped, Tuesday, by 59 per cent to 1,705 megawatts, MW, from 4,182 MW recorded the previous day at 06:00hours, due to grid disturbance.

DisCos appeal to consumers

In notices informing customers of the outage, DisCos blamed the countrywide blackout on the national grid collapse.

Enugu Electricity Distribution Company PLC in a statement by its Head, Corporate Communications, Emeka Ezeh, stated that “a total system collapse occurred at 12:40am today (yesterday), September 14, 2023. This has resulted in the loss of supply currently being experienced across the network .

“Due to this development, all our interface TCN stations are out of supply, and we are unable to provide service to our customers in Abia, Anambra, Ebonyi, Enugu and Imo states.”

On its part, Eko DisCo, stated: “Kindly be informed that a system collapse occurred yesterday at 6:41 a.m. This has resulted in a total loss of supply across our network. We are in continuous communication with our partners at the National Control Centre, NCC, Osogbo. You will be updated as we get more information.”

Also, Abuja Electricity Distribution Company, AEDC, reported the collapse, stating: “The management of AEDC wishes to inform its customers that the power outage currently being experienced is a result of a system failure from the national grid in the early hours of today, 14 September 2023.

“Be rest assured that we are working with the relevant stakeholders to restore power as soon as the grid is stabilized.’’

$7.5bn loans fail to halt collapses
Under former President Muhammadu Buhari, Nigeria secured about $7.5 billion loans to improve transmission infrastructure and halt unending collapses witnessed by the national grid.

The loans came from the World Bank, African Development Bank, the government of Japan, and the Islamic Development Bank among others.

A $486 million loan was advanced by the World Bank under the Nigeria Electricity Transmission Project, NETAP, while another $2.5 billion was taken to finance the Siemens deal targeted at improving the transmission network.

Also, Japan granted a $242.4 million loan to Nigeria for the implementation of the Lagos and Ogun Power Transmission System Improvement Project.

In 2017, the House of Representatives disclosed that foreign loan to the Transmission Company of Nigeria, TCN, totalled $1.5bn, with a separate $500 million loan being negotiated with the Islamic development bank.

The IsDB in 2022 eventually approved a total financing of $1.8 billion for Nigeria, with the electricity loan expected to be a part of it.

Then Minister of Finance, Zainab Ahmed, had in 2020, said the Federal Government requested a $3 billion World Bank loan to finance the transmission network. The fund was provided in four tranches of $750 million each.

The African Development Bank, AfDB, in 2019, approved a $210 million loan for upgrade of the electricity transmission and distribution network.

TCN, others’ efforts not sufficient — Geotechnics boss

However, in an interview with Vanguard yesterday, the Managing Director/CEO of Geotechnics Services Limited, Dr. Adesina Adedeji, who holds a Ph.D. in Geographic Information Systems, with specialisation in Energy Poverty from the University of Leicester, United Kingdom, noted that efforts so far made by many stakeholders, including the government and its agencies, are insufficient to generate, transmit, distribute and supply adequate power on a sustainable basis.

FG should adopt renewables

He said: “Globally, many households, organisations and governments are currently focusing attention on renewables because of the clean energy it provides. It is also targeted at achieving and sustaining a cleaner environment.

‘’Take Germany for example, it produced about 26,000 Megawatts from Solar as of 2006, whereas Nigeria cannot say exactly what it produces.

“Everything is lip service. Until the Federal Government comes up with a guided programme of funding and implementing mixed energy, it will be a tall dream to achieve the required megawatts, whereas it is not rocket science.

‘’The government only needs to put in place people with adequate knowledge and expertise like the saying ‘putting a square peg in a square hole.’ “Therefore, ensuring universal access to affordable electricity by 2030 means investing in clean energy sources such as solar, wind and thermal. Renewables have the capacity to accelerate growth without a negative impact on the environment.
