Today, members of the Confederation of Registered Nurses, Nigeria, visited the Honourable Member representing Ikot Ekpene/Essien Udim/Obot Akara Federal Constituency, Dr. Patrick Umoh. They came to express their appreciation for his recent advocacy efforts in the House of Representatives. Ikot Ekpene Fed. Constituency: CHRAN Lauds Patrick Umoh Over Palliatives to Constituents

The member representing Ikot Ekpene/Essien Udim/Obot Akara Federal Constituency in the House of Representatives, Abuja, Dr. Patrick Umoh, has been commended by the Center for Human Rights and Accountability Network (CHRAN) for distributing the presidential palliative rice to his constituents on Friday, 1st March, 2024.

The commendation, which was contained in a press release dated Monday, 4th March, 2024, was signed by CHRAN's Director and Secretary, Otuekong Franklyn Isong and Barr. Christopher Ekpo, respectively, and made available to newsmen in Uyo.

The CHRAN stated that Patrick Umoh's gesture to his constituents in Ikot Ekpene/Essien Udim/Obot Akara Federal Constituency came in the midst of refutations on the issue by some of his colleagues of Akwa Ibom extraction in the National Assembly.

The advocacy group vowed to continue to track the Presidential Palliative Rice even as it monitored the distribution of the palliative by Hon. Umoh.

The Center noted that the Hon. Umoh palliatives distribution exercise, which took place on Friday, 1st March, 2024 at Ikot Ekpene Federal Constituency, was peaceful and successful.

The Center stated that the rice, packed in bags, were distributed to constituents within the three (3) local government areas constituting the federal constituency.

The group noted that apart from the palliative rice, the Federal Lawmaker also met with the Family Heads (Mbong Ekpuk), youths, and persons living with disabilities (PLWD) from the three local government areas and shared a happy moment with them.

The CHRAN stated that 510 bags of rice and a total of N2.3 million were distributed to the people.

The CHRAN recalled that Hon. Patrick Umoh had in December, 2023 celebrated Christmas with his constituents and had presented to them 300 bags of rice, 3 cows, and the sum of four million naira ( N4m).

The CHRAN urged other National Assembly members from the State, who are yet to distribute the palliative rice and other items, to borrow a leaf from Dr. Patrick Umoh and be transparent and accountable to their constituents.

The CHRAN further stated that it was sanguine that the President Tinubu Palliatives had been received by all the National Assembly members on behalf of their constituents, and so urged them to distribute same to their constituents without further delay.

The CHRAN maintained that it will soon organise a Press Conference to name and shame the National Assembly members who have not distributed the palliatives to their constituents.

The CHRAN stated that it has reliable information to the effect that palliatives worth N57.8 billion had been approved for members of the National Assembly by President Bola Ahmed Tinubu for onward distribution to their constituents and that same had been released and shared to all members of the National Assembly.

The CHRAN also stated that it has been reliably informed that N200 million worth of rice was given to Senators as palliatives for their constituents while N100 million worth of rice was given to members of the House of Representatives as palliatives for constituents.

It would be recalled that the Presidency, while showcasing Tinubu’s scorecard in palliatives disbursement to Nigerians, had revealed that each Senator got N200 million worth of palliatives for their constituents while each member of the House of Representatives received N100 million worth of palliatives for their constituents.

As part of constituency engagements, on Friday, March 1, 2024, the honourable member representing Ikot Ekpene/Essien Udim/Obot Akara Federal Constituency, Dr. Patrick Umoh, met with the forum of family heads (Mbong Ekpuk), youths, Movement of the People (MOP), and a collective of persons living with disabilities (PLWD) from the three local government areas comprising his Federal Constituency.

Addressing the family heads, Hon. Umoh recognised the forum as a vital structure for promoting unity and peace in the Federal Constituency. He thanked them for their support during the elections and urged them not to waver in their prayers for their son, the President of the 10th Senate, His Excellency, Senator Dr. Godswill Obot Akpabio, CON, emphasising his role as a point of contact for other leaders.

Hon. Dr. Patrick Umoh Presents Motion Urging Suspension of Revised Guidelines for Nurses and Midwives' Certificate Verification

In a bid to address urgent public concerns, Hon. Dr. Patrick Umoh, KSJI, the Honourable Member representing Ikot Ekpene/Essien Udim/Obot Akara Federal Constituency, on Tuesday, February 27, 2024, presented a motion of urgent public importance on the need to halt the implementation of the revised guidelines for the verification of certificate(s) issued by the Nursing and Midwifery Council of Nigeria.

Highlighting the significance of the Nursing and Midwifery (Registration, etc.) Act, Cap. N143, Laws of the Federation of Nigeria, 2004, which regulates the nursing and midwifery profession, Hon. Umoh expressed concern over the recently issued Revised Guidelines for Verification of Certificate(s) by the Nursing and Midwifery Council of Nigeria, scheduled to take effect on March 1, 2024.

The motion underscores objections raised by health professionals, particularly the National Association of Nigeria Nurses and Midwives, against the implementation of these guidelines. It criticises the requirement of two years' post-qualification experience before certificate verification, deeming it unreasonable and potentially restrictive to nurses seeking further education or training.

Moreover, the motion highlights concerns regarding the requirement for a letter of good standing from the Chief Executive Officer of the applicant's workplace, cautioning against potential exploitation and coercion.

In response to these concerns, Hon. Umoh's motion proposes several resolutions, including urging the Nursing and Midwifery Council of Nigeria to suspend the implementation of the Revised Guidelines pending investigation and mandating House Committees on Health Institutions and Legislative Compliance to ensure compliance and investigate the controversy surrounding the guidelines.

The motion was referred to the House Committee on Health Services, to report back within 2 weeks.

*ONE YEAR LATER: REMINISCING ON THE BIRTHDAY OF THE MANDATE THAT THE LEGISLATIVE AGENDA OF THE PEOPLE NOW STANDS ON*

The saying is that the voice of the people is the voice of God and it is now the first anniversary since the tumultuous statement of the people in re-echo of God's will that Ikot Ekpene/ Essien Udim/ Obot Akara pass the bounden duty of legislative representation to Dr. Patrick Umoh, the winner of the elections to the Seat of Member , Ikot Ekpene/ Essien Udim/ Obot Akara.

The victory of one year ago was a testament to the enduring characteristics of Dr. Patrick Umoh whose mandate came as a crescendo of sort in his aspiration to demonstrate and showcase quality representation for the benefit of his people. The story is that he struggled to earn a seat in the state's House of Assembly but was never able to satisfy the politicians for a ticket on two consecutive attempt.

In what was reminiscent of the Abraham Lincoln's fate, providence eventually scheduled a tougher job for him at the National Assembly at one of most difficult times in the country. The metamorphosis of his aspiration, to a party ticket and to the people's mandate suffered a lot of false starts, pains, disappointment, distractions and cost. It was both frantic and calm for a candidate who litigated on pre-election issues up to the Court of Appeal and persevered through an election petition that went all the way to the Court of Appeal too on false and unsubstantiated allegations.

The making of this unassuming and humble leader was birthed on the back of God's chosen giants and men of goodwill. Humanly speaking, Sen. Godswill Akpabio CON, President of the Senate of the Federal Republic of Nigeria and his dear wife takes the lead and is followed by the State Chairman of APC, Obong Stephen Ntukekpo, The Chairman of Campaign Council- Chief Sunny Ibanga, the Director General of Campaign- Hon. Joseph Tombere, the All Progressives Congress, Chapter and Ward coordinators, Ntiufan Patrick Umoh, believers and supporters and most importantly, the entire people of Ikot Ekpene/ Essien Udim Obot Akara. Nigeria will be grateful for everyone who played a role in servicing parliament with the quality that Dr. Patrick Umoh exudes in chambers.

At 9pm of 25th February 2023, the Returning Officer of the election brought the mandate to life. A year later the legislative agenda of the House of Representatives and by extention, the hopes of Nigerians descends into his hands, beckoning on the mastery of his knowledge, leadership and patriotism to prove his mettle in ensuring that the lower chambers work to ease the pains of Nigeria and lead the country back to prosperity and peace.

Soon, the report card will be out and the expected excellence in it will be because the people of Ikot Ekpene/ Essien Udim/ Obot Akara said yes to him.

Member, representing Ikot-Ekpene/Essien-Udim/Obot-Akara Federal Constituency, Hon. Dr Patrick Umoh declared that today marks one year of the social contract he entered into with the people of his Federal Constituency when they turned out in their numbers to cast their votes for him and place their collective destiny in his hands.

Umoh stated this while sharing thoughts with journalists at Abuja Airport on his return from Lagos where he had gone to attend the event of the burial ceremony of the mother of one of the Legislative aides of the President of the Senate.

"Exactly one year ago , the will of God through the people of Ikot-Ekpene/Essien -Udim/Obot Akara was made manifest and I was declared as the winner of the election to the seat of Member, Ikot-Ekpene/ Essien-Udim/Obot-Akara Federal Constituency " , the doctorate degree holder in Law stated.

Recalling his political journey, Hon Umoh who is the Chairman, House Committee on Monitoring, Evaluation and Implementation of Legislative Agenda noted that the mandate came as the outcome of persistent struggle for liberation having made two attempts to clinch the tickets of the party for State House of Assembly elections but to no avail, not knowing that providence had scheduled him for the National Assembly which is the reality of today .

Dr Umoh opined that the mandate was not an alarcarte as he encountered Pre election trials from Federal High Court to Court of Appeal and all the way down to the Supreme Court.

The Member also recalled how he was served with a petition challenging his qualification with the gravamen of the asinine petition being that he did not resign as Lecturer in the Department of Jurisprudence and International Law whereas the overwhelming evidence of his resignation was best captured in the Latin aphorism of "res ipsa loquitur".

The Chairman, House Committee on Legislative Agenda took time out to thank the President of the Senate, Distinguished Senator Godswill Akpabio, CON, whom he described lavishly in glowing terms as his BOSS. He thanked Her Excellency, Mrs Ekaette Unoma Akpabio for the many laudable roles she played in his emergence, describing her as the eagle eyed and dutiful Mother who would spare nothing in the protection of the children.

The Obot Akara born Lawyer and Lawmaker was also full of thanks to the State Chairman of APC, Obong Stephen Ntukekpo; the Chairman of his campaign council, Chief Sunny Ibanga; the Director General of his campaign, Hon Joseph Tombere; the All Progressives Congress, (APC); Chapter and Ward Coordinators of the group, Ntiufan Patrick Umoh; Movement of the People, believers and supporters and the entire people of Ikot-Ekpene/ Essien-Udim/ Obot-Akara for entrusting him with the mandate to serve, pledging that going forward he will do his best to serve the people and his dear Country with all his might.

Hon. Dr Patrick Umoh is one of the most cerebral lawmakers that Akwa Ibom has exported to the national stage. Hon. Patrick Umoh leads call for probe into the Closure and Exit of Multinational Companies from Nigeria.

Today, February 20, 2024, the Honourable Member representing Ikot Ekpene/Essien Udim/Obot Akara Federal Constituency, Dr. Patrick Umoh, KSJI, presented a motion on the floor of the House on the Urgent Need to Investigate the Closure and Exit of Multinational Companies from Nigeria.

The motion co-sponsored by Hon. Paul Ekpo and Hon. Lukman Mudashiru, highlighted a concerning trend spanning over seven years, wherein numerous manufacturing companies have either exited Nigeria or ceased production due to various business challenges.

Observed by the Lawmakers, companies such as Surest Foam Limited, Mufex, Framan Industries, MZM Continental, Nipol Industries, Jubilee Syringe among top Pharmaceutical Companies have all exited Nigeria for one reason or the other.

Of particular concern, the Lawmakers noted the potential impact of these exits on the Gross Domestic Product (GDP) of Nigeria, posing risks such as hindered economic growth, job losses, increased poverty levels, reduced government revenue, and diminished investor confidence in the Nigerian market.

The motion's prayers emphasised the necessity for the Federal Government and relevant Agencies/Ministries to implement clearly defined measures to tackle these challenges. These measures include collaborating with the private sector to devise policies that stimulate economic growth and job creation, prioritising investments in infrastructure and power sectors, and providing tax incentives to encourage business and investor engagement in Nigeria.

Furthermore, the motion mandates the committees on Industry, Labour, Employment, and Productivity to conduct an investigation into the closure of local companies and the departure of multinational companies from Nigeria. The aim is to identify and address factors hindering the ease of doing business in Nigeria, thereby assisting the House in meeting its agenda of economic growth and development and preventing further company closures in the country.

The motion was referred to the committee on Industry, Labour, Employment, and Productivity, with a directive to report back to the House within four weeks.

..as UNDP, other partners hail 10th House’ policy direction

The Speaker of the House of Representatives Rt. Hon. Abbas Tajudeen, Ph.D, on Monday, unveiled a policy document on training, retraining and capacity building of members of the 10th House, legislative aides and support staff for better performance and output.

The document, titled ‘Parliamentary Development Programme for 10th House of Representatives, National Assembly, 2023-2027’, was prepared by the Office of the Speaker in collaboration with the United Nations Development Programme.

The Programmes Coordinating Unit (PCU) in the Research and Policy division of the Office of the Speaker spearheaded the process of formulating the document.

At the unveiling done by the Deputy Speaker of the House, Rt. Hon. Benjamin Okezie Kalu, on behalf of the Speaker, were several local and international development and technical partners of the National Assembly.

Speaker Abbas, in his address, noted that the document contained the results of the assessment study conducted by the House with the support of the UNDP and other partners.

“The results are presented today in a document titled Parliamentary Development Programme. This is in line with our Legislative Agenda, which identifies the strengthening of the internal capacity of the legislature as a critical factor towards achieving all our other legislative objectives.

“As a result, the document before us today reflects our current capabilities and the urgent requirements needed to elevate the standards of our legislative functions,” he said.

The Speaker noted that the need for continuous capacity strengthening in the legislature was well known to all. He also stated that the high turnover rates at the National Assembly posed a significant challenge to maintaining continuity and building on the institutional knowledge crucial for effective governance.

He said: “In this 10th Assembly, over 80 per cent of the members are new to the legislature. This phenomenon, combined with the growing expectations of our citizens for transparency, accountability, and efficiency, underscores the urgent need for a robust framework for capacity building within the legislature.

“As evidenced by the level of engagement, especially on social media, our constituents are becoming increasingly aware and involved in the governance process, demanding greater accountability and better service delivery from their representatives.

“This heightened expectation requires us to be at the forefront of legislative knowledge and practices. Also, the intricate landscape of modern governance demands a higher level of expertise, analytical skills, and adaptability among our members and supporting staff.”

Speaker Abbas added that the UNDP’s Capacity and Institutional Needs Assessment Study had “laid bare the gaps in our current system,” stressing that it had highlighted areas where the House needed to strengthen its capabilities to meet the demands of contemporary governance.

The Speaker noted: “These include but are not limited to strengthening our law-making functions, enhancing our legislative drafting capabilities, improving our research and analysis functions, bolstering our oversight mechanisms, and advancing our engagement with the citizens we serve.

“In view of these challenges, we must embrace a culture of continuous learning and capacity development. We must invest in human capital development, ensuring that members, staff and legislative aides are equipped with the knowledge and tools necessary to navigate the complexities of modern legislative work.

“This involves not only formal training programmes but also fostering an environment that encourages innovation, critical thinking, and a deep understanding of the issues facing Nigeria.”

Chairman, House Committee on Monitoring and Evaluation of the Implementation of the Legislative Agenda, Hon. Patrick Umoh, recalled how Speaker Abbas, upon assumption of office, pledged to ensure full and unhindered access to capacity-building programmes in the 10th House.

Hon Umoh, who spoke through the Chairman, House Committee on Media and Public Affairs, Hon. Akin Rotimi, noted that the Speaker met with partners and shared his vision in this regard with them.

He said: “Following the interaction with partners, the United Nations Development Programme (UNDP), took the lead in commissioning a research and study to put together a capacity building development programme for the 10th House.

“After three months of engagement with some committees of the House, development partners, members and management of the bureaucracy, we now have a document to provide direction for capacity building in the House. This is what the Honourable Speaker and the leadership of the House is here to present to us this afternoon.”

In his remarks, Chairman, House Committee on Civil Societies and Development Partners, Hon. Victor Obuzor, thanked the Speaker for the initiative, saying “this is really assisting (us in) our work.”

The Clerk of the House, Dr. Yahaya Danzaria, also described the development as “an inter-parliamentary wedding between the House of Reps and the development partners through the PCU.”

The Clerk also noted that it was “an effort kick-started since the inauguration of the 10th NASS by the Rt. Hon. Speaker with the collaboration of the leadership.”

Partners represented at the event included UNDP, Policy and Legal Advocacy Centre (PLAC), Konrad Adenauer Stiftung (KAS), YIAGA Africa, Civil Society Legislative Advocacy Centre (CISLAC), Order Paper, BudgIT, Partnership to Engage, Reform and Learn (PERL), the European Union and the National Assembly Business Environment Roundtable (NASSBER), among others.

Dr. Patrick Umoh receives Certificate in Strategic Leadership

The Honourable Member representing Ikot Ekpene/Essien Udim/Obot Akara Federal Constituency, Dr. Patrick Umoh, KSJI, was honoured with a certificate of completion following his successful participation in the "Strategic Leadership through Parliamentary Oversight" programme organised by TEXEM, a prestigious executive education institution headquartered in London, Uk.

The programme was designed to empower lawmakers with the necessary skills for effective oversight functions and the realisation of the Legislative Agenda for the 10th Assembly.

Nominated for the training by the Speaker of the House of Representatives, Rt. Hon. Tajudeen Abass, PhD, Dr. Umoh expressed gratitude to the leadership of the 10th Assembly and the National Institute for Legislative and Democratic Studies (NILDS) for facilitating the training.

Miss Aniefiok Idem Idung, a proud constituent of Dr. Umoh hailing from Ikpe Annang, Essien Udim Local Government Area, has demonstrated exceptional dedication and academic excellence by obtaining a first-class grade from the recently released Nigerian Law School result. Her remarkable accomplishment reflects not only her personal commitment to excellence but also the quality of education and support she received while at the University of Uyo, Uyo, Nigeria.
