PRESS STATEMENT ON BANANA ISLAND BUILDING COLLAPSE

The Lagos State Government has launched a probe into the collapse of a seven-storey building under construction on Banana Island, Ikoyi, following a directive by Governor Babajide Sanwo-Olu.
Nobody died in the incident, which occurred on Wednesday - as of the time of this report. Twenty-five people were rescued from the site, which Lagos State Emergency Management Agency (LASEMA) scanned with a high-precision 3-D Laser Imagery System for life, and found no evidence of anyone trapped in the rubble. A roll call has also been done by the site supervisors, with everyone accounted for.
Lagos State Emergency Management Agency (LASEMA) has continued with the excavation of the site, using the architectural designs. The site has been divided into quadrants for a painstaking search and rescue operation.
Presently, quadrants 2 and 3 have been levelled to ground zero, with the search operation completed. Quadrants 1 and 4 are ongoing.
Physical Planning and Urban Development Commissioner Bamgbose-Martins, an engineer and Special Duties Special Adviser Mobolaji Ogunlende are
co-ordinating the operations. LASEMA Permanent Secretary Dr Olufemi Oke-Osanyintolu is leading the search-and-rescue efforts.
Commissioner for Health Prof. Akin Abayomi has visited the site and hospitals where victims of the incident were admitted.
Of the 25 persons rescued by LASEMA, 16 with moderate injuries were admitted at General Hospital, Odan, Lagos Island and Police Hospital Falomo for treatment and care. Nine others with minor injuries, such as bruises, were treated and discharged at the site by Lagos State Ambulance Services (LASAMBUS).

Of the 16 persons on admission, 11 were taken to Police Hospital Falomo. Eight of the 11 persons have been treated and discharged. Some are required to come for daily follow-up and management. Three with various injuries, including blunt traumatic chest injury, knee injuries, deep lacerations and others, are on admission.
At the General Hospital Odan, Lagos Island, there are five patients with more serious injuries.
The State Government, as a matter of policy, will be responsible for the emergency treatment and care, including the medical bills of the patients on admission, It will also provide a post-trauma counselling support and care for all victims through the Lagos MiND programme (Mental Health in Development) - a free mental health counselling and support service provided by the Ministry of Health.
Preliminary investigations have shown that the incident occurred during concrete casting. Eyewitnesses said one of the concrete mixer trucks rammed into some load-bearing columns of the building, causing a loud bang and leading to the collapse.

The building was hitherto sealed by the Lagos State Government for not having the approval to commence construction, but the developers continued to build, hiding under the security of their estate/gated community.

Mr Governor has directed that all developments on Banana Island be placed on hold, subject to a comprehensive audit by the officials of the Lagos State Building Control Agency (LASBCA). This is to determine:
• how many buildings are being constructed without approval from the Lagos State Government; and
• if all approved buildings are being built in line with the approval limits provided.
This exercise will be extended to other estates and gated communities.

SANWO-OLU COMMISSIONS NETWORK OF NINE ROADS WITH BRIDGE IN KOSOFE

In fulfillment of his administration’s resolve to provide the necessary infrastructure for sustainable development in every part of Lagos State, Governor Babajide Sanwo-Olu on Monday commissioned a network of nine roads with a bridge within Soluyi Community in Kosofe Local Government Area of the State.



The Governor said the commissioning of the nine roads with a total length of 2.840km, including a bridge, which will serve a population of more than 300,000 people, within the Soluyi-Araromi-Ifako-Gbagada communities, demonstrated the topmost priority that his government accords the welfare and well-being of the people of Lagos, in line with the vision of a Greater Lagos.



Speaking during the commissioning of the project witnessed by thousands of residents in Soluyi Community, Governor Sanwo-Olu said the completion of the projects bears is promise made and delivered by his administration, to ensure continuity of governance by completing projects that were inherited from the previous administration, especially those that are directly beneficial to the well-being of the people.



The network of nine Roads includes Aderemi Akeju Street with Deck on pile Bridge, Okun Street, Femi Kufo Street, Brown Street, Adegbenro/Ganiyat Dawodu Streets, Yetunde Street, Anipole Street and Sosanya Street.



Governor Sanwo-Olu who also expressed commitment to the completion of all ongoing road projects in Kosofe and other parts of Lagos State announced that work would commence in January on the construction of the Opebi-Ojota link road and bridge.



He allayed the fear of the residents of the area, promising that the proposed link road and bridge will not affect their properties as speculated.



"We are going to flag-off the Opebi-Ojota Link Bridge in January. We have awarded the job to Julius Berger and I want to assure you that no house would be demolished. The Right of Way for that road and the link bridge does not have any demolition. It is a swamp and we are going to be doing a bridge. The road and bridge will ease movement from Ikeja to Opebi and Ojota," he said.



According to Governor Sanwo-Olu, the newly-completed network of nine roads with a bridge will serve as an alternative route, a by-pass, for motorists within the Soluyi Community to the Third Mainland Bridge and Apapa-Oworonsoki Expressway via the Third Axial underpass.



He said the roads will also address the perennial environmental and infrastructural challenges facing the community, including flooding, as well as “increase property values, help improve quality of life and the productivity of residents. He added that it would reduce maintenance cost on vehicles, and reduce the cost of doing business and earning a livelihood in the area.


“And, in addition to all the benefits I have just outlined — improved transport connectivity, the standard of living, environmental mitigation, and so on — these projects have also directly impacted the community in terms of job creation. I am pleased to note that in delivering these projects, jobs were created for about 380 persons: including engineers, supervisors, and various cadres of artisans.”


Governor Sanwo-Olu while stressing the need for people to take ownership of public property, implored the Community Development Association of Soluyi Community to immediately assume ownership and responsibility for the judicious use of the roads, adding that “they must care for them with devotion and dedication, and keep them clean, and the drainage free of waste, at all times.”



Speaking earlier, the Special Adviser to Governor Sanwo-Olu on Works and Infrastructure, Engr. (Mrs.) Aramide Adeyoye, said the driving force behind the construction of the network of roads with a bridge is to ensure connectivity and reduce the burden and pressure on major arterial roads that link to an integrated intermodal transport system which in turn opens up the local economy.



She also appreciated the vision of Governor Babajide Sanwo-Olu and his deputy, Dr. Obafemi Hamzat, to continue to improve the speed and ease with which people can commute from one point to another in line with the State Transport Master Plan.



“The delivery of the network of nine roads and a bridge has helped in improving connectivity while providing multiple bye pass, encourage traffic flow from Diya Street through either: Ajayi Aina / Ibrahim Onashokun / Paul Odulaja / Yetunde Brown / Adegbenro / Ganiyat Dawodu to the Third Axial Underpass or Ayodele Okeowo / Soluyi Road / Femi Kufo / Okun / Aderemi Akeju / Yetunde Brown / Adegbenro / Ganiyat Dawodu to the Third Axial underpass which has considerably helped in reducing traffic gridlocks in the axis,” she said.



Member of the House of Representatives representing Kosofe Federal Constituency, Hon. Rotimi Agunsoye, described Sanwo-Olu as a quiet achiever, saying the Governor is doing tremendously well in the delivery of dividends of democracy to the people of Kosofe and Lagos State at large.


Also speaking at the event, a member of the Governor's Advisory Council (GAC), the apex leadership body in Lagos State chapter of the All Progressives Congress (APC) Omooba Muyiwa Sosanya, described Sanwo-Olu as 'Infrastructure Governor'



The Chairman Lagos State House of Assembly's Committee of Works, Hon. Abiodun Tobun, said Governor Sanwo-Olu is a pride of the ruling party, APC noting that the Governor has made the party proud with his performance in different sectors, which are visible in different parts of the State.

•Invites youths for Peace Walk to herald 'healing of Lagos’

Lagos State deserves true healing after the disturbances that trailed last year’s protests against police brutality, Governor Babajide Sanwo-Olu said on Tuesday.

He said only sustenance of harmony can guarantee the realisation of aspirations of all residents.

Sanwo-Olu spoke in live broadcast held at the State House, Alausa, on the State Government’s position on the recommendations of the Judicial Panel of Inquiry on EndSARS submitted a fortnight ago.

The Governor said the State currently faced the hard choice of restoring harmony or doing itself a great harm, urging residents to join his administration in strengthening harmony and put the State on the path of peace.

Sanwo-Olu asked residents to reject those fueling anarchy and suspicion, clinging to unsubstantiated belief that carried no weight of verifiable evidence, while choosing emotion over facts.

His administration, he said, is ready to facilitate better communication between the youths and the State’s security machinery to resolve issues before they become intractable.

He said he would be leading ‘A Walk for Peace’ in December to herald the healing of the land, extending an open invitation to the youths, members of the diplomatic corps, civil society groups, students and the media as well as other stakeholders to join him in the Peace Walk.

The Governor specifically invited Folarin Falana (Falz), Debo Adebayo (Mr. Marcaroni), Dele Farotimi, Temitope Majekodunmi, Segun Awosanya (Segalinks), Adedotun (Just Detoun), Seun Kuti, Commissioner of Police, Hakeem Odumosu and Commander of Rapid Response Squad (RRS), CSP Yinka Egbeyemi and others to join him in the “historic march for our dear Lagos.”

He said: “Nobody will build this city for us. Let us show the world who we are. We are Lagosians. A people of great renown, driven by the irrepressible spirit of Lagos. It is a testimony to our strength and resilience as a people that, despite the huge losses incurred because of these terrible incidents, we have bounced back, with our economy as vibrant and virile as ever. I have no doubt whatsoever that our prospects are as bright as ever and the best lies ahead of Lagos State and Nigeria.

“We will make it easier for our young people to initiate formal complaints on human rights violations through the Ministry of Justice. We will also improve the coordination between the state government and the security agencies, including the police and the military. In this vein, we are studying how to improve security policy formulation, information sharing, and clarifying rules of engagement in times of social unrest.

“Just as we have established a mechanism to compensate all those who lost homes, businesses, and livelihoods to the violent destruction of October 2020, we shall also establish a detailed procedure for the just compensation of citizens with verified claims of police brutality committed during the protests.”

Speaking on last year's EndSARS protests and the events that followed, especially the hijack of the protests by hoodlums, which led to the destruction of public and private property worth billions of naira, the Governor said the Government, the youth, protesters, the Police and other security agencies have learned the appropriate lessons from the EndSARS protests, particularly the Lekki Tollgate incident, with a view to averting any recurrence to the detriment of the State.

On mixed reactions trailing the release of the report of the Judicial Panel of Inquiry, Sanwo-Olu said his administration remained committed to the process that would bring a closure to “painful episode” in the history of the State.

The much-expected White Paper, the Governor pledged, will be issued later in the day.

He recalled that the panel was originally inaugurated to investigate allegations of police brutality committed by the disbanded SARS and in the aftermath of what happened on October 20, 2020, he decided to expand the mandate to include investigating what happened at the Lekki Tollgate that night.

He said: “As a matter of good faith and a sincere commitment to uncovering the truth, we constituted a panel of individuals that we believed were independent, credible, and representative of the various stakeholder community interested in the movement against police brutality.

“Apart from the chairman of the panel being a respected retired jurist, various stakeholders including the youths, protesters, the police and civil society groups were represented on the panel. I am sure no member of the panel can claim that the State Government made any attempt to influence them in any way throughout the duration of its sitting.

“While I commend the panel for undertaking its task to the best of its abilities, it is however regrettable that the panel’s work and the leakage of an unauthorised version of the report have generated much tension. Sadly, a deep wound has been reopened.

“The heated exchanges among various shades of opinion on the report have unfortunately put us all at the risk of missing the larger picture; the fact that what we all seek in common is a land in which we are all safe and secure, law enforcement agents are trusted, and justice is guaranteed for all.

“We have no intention to engage in histrionics or further inflame passion on a matter that has generated intense interest and controversy nationally and internationally. Our decisions and actions will be based entirely on the law, the weight of evidence, and unblemished respect for the truth.”

Governor Sanwo-Olu, while expressing his administration’s commitment to end human rights abuses, said he has never been in any doubt as to the sincerity, patriotism and noble motivations of both organisers of EndSARS protests and those who participated in the movement to see an end to the human rights abuses by the now disbanded Special Anti- Robbery Squad (SARS).

He said it is also on record that the Federal Government accepted all the demands of the protesters, including the immediate scrapping of SARS, adding that the National Economic Council (NEC) also recommended the establishment of State Panels of Inquiry into cases of police brutality and the Lagos State Government was the first to set up its own panel.

He said: “I can boldly say that no State took the advocacy for police reforms and justice in the face of documented brutality more seriously than we did in Lagos. We have so far paid N420million in compensation to victims of police brutality, in line with the recommendations of the panel.

“My good people of Lagos State, you will also recall that in solidarity with the protesters, I joined our youths at various points during the demonstrations, particularly at the Lekki Tollgate and Alausa.

“I received the charter of demands of the protesters and promised to pass them on to the President and Commander-In-Chief of the Armed Forces, President Muhammadu Buhari.

“I kept my word and passed on the demands to the President, who promised to act promptly on the issues raised. However, perhaps as a result of entrenched lack of trust between the government and the governed over the years, the protesters responded to the government's concessions with skepticism, and the demonstrations continued, even growing in intensity.

“Regrettably, what had been very well organized and peaceful protests were subsequently hijacked in different parts of the country, particularly in Lagos. In the ensuing descent into anarchy, many of our compatriots were caught up in the violence. Several policemen were killed. Public and private property, including critical infrastructure, were set on fire, leading to losses estimated at several billions of naira.

“At that point, I imposed a curfew to restore normalcy in Lagos. We had only one goal in mind: the maintenance of law and order, and the protection of citizens going about their daily lives. This is more than a legal duty. It is a sacred obligation under the constitution of the Federal Republic of Nigeria, which I swore to uphold,” the governor explained.

Governor Babajide Sanwo-Olu has declared three days of mourning over the Ikoyi building collapse, which occurred on Monday. No fewer than 32 persons are believed to have died in the incident.

All flags are to be flown at half-mast in public and private buildings and official engagements cancelled during the mourning period.

The Lagos State Government, once again, commiserates with all those who lost their loved ones in the unfortunate incident.

Governor Sanwo-Olu has visited the site thrice to encourage the rescuers and console relations of those who are believed to have been trapped in the 21-storey building. He was today at the hospital to cheer up those injured before swearing in a six-man panel of Inquiry to find out why the building went down and recommend measures to prevent such incidents.

Sanwo-Olu inaugurates tribunal to probe Ikoyi building collapse

•‘Public deserves to know what went wrong’ - Governor

•Panel chair: ‘We’ll be guided by professionalism’

Lagos State Governor Babajide Sanwo-Olu, on Thursday, inaugurated members of the investigation tribunal that will conduct inquiry into the misconduct responsible for the collapse of a 21-storey structure on Gerrard Road in Ikoyi on Monday.

The Governor also signed the instrument legitimising the composition of the panel and empowering the tribunal to summon anyone and organisation useful to the investigation.

Members of the tribunal, who are totally drawn from the private sector, took the oath at the event held in the LASWA Building at Falomo, Ikoyi. Their duty begins immediately and they are expected to report back within four weeks.

President of Nigeria Institute of Town Planners (NITP), Mr. Toyin Ayinde, is the chairman of the panel, while Ekundayo Onajobi, a lawyer in private law firm, is the Secretary.

Other panel members are a structural engineer, Dr. Akintilo Idris Adeleke; an architect, Yinka Ogundairo; representative of Institute of Builders, Mr. Godfrey O. Godfrey, and Mrs. Bunmi Ibrahim, a real estate lawyer.

The moment of tribunal’s inauguration was encapsulated in gloom; Sanwo-Olu was visibly in sombre mood, describing the event as a “sad one” for Lagos.

The Governor said that the public deserved to know what went wrong. He stressed that the work of the panel would not bring back the lives lost, but added that it would check help prevent reoccurrence of such tragic events.

He said: “We are gathered here to perform a sad but necessary duty, which is the inauguration of a 6-member Panel of Enquiry into the collapse of the 21-storey building at Gerrard Road, Ikoyi, on Monday. It is a solemn moment for me personally, but this is an important assignment. Indeed, the generation coming after will not forgive us if we don’t do the right thing on this incident.

“The inauguration of this panel shows sincerely that the State Government is interested in unraveling and get to the root cause of what happened to the building, so that everyone concerned, including the Government, will learn from the very unfortunate incident. Lagosians and the world will be watching and waiting keenly, with the full expectation that the immediate and remote causes of this tragedy will be uncovered.”

Sanwo-Olu identified with distraught families of victims trapped under the collapsed structure, expressing the belief that the outcome of the investigation would assuage their pains and worries.

The oath taken by the tribunal members, the Governor said, empowers them with adequate privileges of Government powers to conduct independent investigation without fear, favour, interference and restrictions.

The Governor believed the tribunal members would bring their expertise and professionalism to bear in unraveling the infractions that brought down the building.

“What this tribunal will be doing over the course of the next few weeks will have important implications for building safety and for emergency response, not just in Lagos, but in the entire country. It will also go a long way towards ensuring that the families of the innocent victims of this avoidable tragedy experience some sort of closure and get justice,” Sanwo-Olu said.

Ayinde said Lagos was in its “dark period”, given the record of fatalities from the site of the building collapse.

He pledged on behalf of members to discharge the duty with all sense of responsibility and in line with ethics.

“We accept at our own liberty and with humility the important assignment the State has placed before us. We will go ahead with a sense of dedicated responsibility. This exercise can only make the expected difference if we all agree to place value on Nigerian life. As members, we promise to be guided by professional standards and hope that we will chart a new course that will guarantee the safety of lives of Nigeria citizens,” Ayinde said.

LAGOS INTRODUCES EDUTAINMENT TO ENHANCE LEARNING FOR STUDENTS

The Lagos State Government has introduced Edutainment - the process of entertaining the pupils while also teaching them at the same time - to enhance better understanding and a further improvement in teaching and learning abilities of teachers and pupils.

Speaking at the Y2021 Lagos State Festival of Instructional Materials held today at the Adeyemi-Bero Auditorium, Alausa, Ikeja, the Honourable Commissioner for Education, Mrs. Folasade Adefisayo, stated that the programme was initiated towards improving learning outcomes of students, adding that the State Government has continued to provide various opportunities for the students to showcase their innate skills and talents to the world.

Mrs. Adefisayo said that the theme of the festival, “Edutainment in the 21st Century Classroom: Panacea for the Achievement of Education 2030 Agenda”, is aimed at stimulating educators to adapt to the new instructional strategies of teaching in the classroom, noting that Edutainment is a form of using entertainment to improve the teaching and learning process.

She observed that asides from academic work, students are also gifted in entertainment as such various co-curricular programmes are being organised by the Ministry to actively engage and build them towards a better future.

In her words: “With the Babajide Olusola Sanwo-Olu administration, education is taking a different dimension and all is being done, through huge investments in the sector, to ensure teaching and learning are improved upon. Our students are doing exceptionally well and our teachers are exposed to best practices”.

“I am thrilled and impressed with the various displays and projects executed by these students which is a testament to the quality of education across all our schools”, she added.

Earlier in his remarks, Permanent Secretary, Ministry of Education, Mr. Abayomi Abolaji, noted that the essence of the programme was to discover the learning abilities of every child, emphasising that instructional materials make learning fun and interesting for the students.

“Teaching needs to be practical, and instructional materials serve as an avenue for learners to be involved in classroom activities. Education is no longer teacher-centred but outcome-based and we will not relent in ensuring our children are given proper learning”, he said.

Abolaji stressed that the State government is doing everything possible to motivate students to always strive for the best and devote more time to their studies.

The high point of the Lagos State Festival of Instructional Materials included the participation of students in different competitions, ranging from music, dance, drama and project ex*****on.

The six-man independent investigation team set up by Lagos State Governor, Mr. Babajide Sanwo-Olu, to probe the remote and immediate cause of the collapse of a 21-storey building in Ikoyi has 30 days to submit its report.

Sanwo-Olu, on Wednesday, named members of the probe panel at the scene of the incident, with the list comprising professional builder, town planner, structural engineer and legal practitioners - all from the private sector.

President of Nigeria Institute of Town Planners (NITP), President of Nigeria Institute of Town Planners (NITP), Mr. Toyin Ayinde, is the chairman of the panel, while Ekundayo Onajobi, a lawyer in private law firm, is the Secretary.

Other panel members are a structural engineer, Dr. Akintilo Idris Adeleke; an architect, Yinka Ogundairo; representative of Institute of Builders, Mr. Godfrey O. Godfrey, and Mrs. Bunmi Ibrahim, a property lawyer.

The panel’s terms of reference also include ascertaining whether there was a compromise of the building codes by the developer, his contractor and statutory regulatory agencies.

Already, General Manager of the Lagos State Building Control Agency (LASBCA), Arc. Gbolahan Oki, has been suspended indefinitely by the Governor.

Sanwo-Olu was on an official visit to Rome in Italy for G-20 Summit when he learnt of the incident on Monday. The Governor cut short his trip and returned to Lagos on Tuesday to attend to the emergency.

Arriving at the scene, the Governor met with the victims’ family members, raising their hopes and showing compassion to calm them.

Describing the event as “a monumental disaster”, Sanwo-Olu hinted that mistakes must have been made in the process of developing the collapsed structure. The Governor promised a thorough inquiry into the matter, adding that the full wrath of the law would be brought on anyone found to have compromised.

The Governor charged the investigative team to explore all angles to determine the cause of the collapse.

Sanwo-Olu said: “We’ve promised to be open and thorough in investigating the cause of the collapse. In that regard, I have set up a high-powered professional investigative panel whose membership consists of professionals outside of the Government. The panel members have been given clear terms of reference and we are giving them 30-day assignment to tell us what has gone wrong at the site.

“The panel will be finding out who the culprits are. The investigation will start from the heads of regulatory agencies. Be rest assured that if there are other people that are found wanting in the course of investigation, everybody will face the full wrath of the law. Members of the panel are people of impeccable integrity and I will be signing an executive order to give the panel a legal backing.”

Other terms of reference of the panel include, determining whether there was full compliance with physical planning and building materials laws of the State; determining whether there was supervisory or oversight lapses on the part of regulatory agencies, and making necessary recommendations to guard against reoccurrence of similar incidents.

Sanwo-Olu maintained that it was difficult for the Government to know the exact number of people trapped, noting that none of the people linked to the housing project had come forward to offer information on the manifest.

As at Wednesday afternoon, the Governor put the figure of confirmed fatality to 21, while nine persons were evacuated alive from the rubbles.

“I express my deepest sympathy to the families of those that have been involved in this unfortunate incident. For the bodies recovered from the site, we are currently conducting systematic process of identifying them. Before the end of today or tomorrow, the process would have been completed and family members can come forward to identify them,” Sanwo-Olu said.

The State Government set up a medical base and information desk at the site of the building collapse, urging those whose family members were still missing to offer information on identity. There is also a website (www.lagosmind.org/help) and helpline number (09090006463) for the distress family.

The multi-sectoral search and rescue operation was ongoing at press time. The effort is being led by teams of Lagos State Emergency Management Agency (LASEMA) and National Emergency Management Agency (NEMA), with the support of construction giants, Julius Berger, Craneburg, HiTech and China Civil Engineering Construction Company (CCECC).

Those rescued from the rubbles are Oduntan Timilehin, 26; Sunday Monday, 21; Adeniran Mayowa, 37; Sholagbade Nurudeen, 33; Waliu Lateef, 32, and Ahmed Kanleku, a 19-year-old Beninoise.
