Please, note that of the above mentioned 15 nations, the total population of 11 of them, including Efiki/Ibibio, Gbagyi, Kanuri, Edo/Urhobo, Tiv, Nupe, Idoma, Ebira/Igala, Barriba/Busawwa, Birom/Angas and Adamawa, is equivalent to the total population of the Yoruba nation. They are insignificant compared to the Yoruba, but under the unitary system, they compete and even dictate to the Yoruba nation.

The entire population of the Ibo and Ijaw nations comes to 54 million, which is below the total population of the Yoruba nation at 60 million. However, these two nations see the Yoruba nation as a pushover that must be dictated to in the scheme of things in Nigeria.

The actual population of the Hausa/Fulani in addition to other minority ethnic groups added as part of this nation is 49.4 million, which is below the total population of the Yoruba nation at 60 million.

In addition to the Yoruba being the majority ethnic nation in Nigeria, it contributes 80% of Nigeria's GDP and 49% of Nigeria's revenue to finance, the economy of Nigeria. It is but the unitary system that enables the insignificant minority groups and regions that contribute an insignificant amount of revenue to control the majority Yoruba.

Under the regional system of government, the minority rights are protected while the majority rules, but the Fulani and the Ibo will continue to reject a return to the regional government. The solution remains organized violence that includes the use of chemical and biological weapons to defend the Yoruba civilization.

DENIAL OF IGBOS OF THEIR RIGHT TO ASSUME AND OCCUPY THE HIGHEST POLITICAL OFFICE ----THE OFFICE OF THE PRESIDENT OF NIGERIA IN 2023 --- IS A JUSTIFIED CASE FOR REMEDIAL SECESSION

The Igbos should and must recognise/regard group or region in Nigeria presenting a candidate for the 2023 presidential election as their political enemies.

The principle of zoning must be observed as has been practiced for decades in Nigeria. It must be allowed to complete its cycle before it would be subjected to review or appraisal.It is now the turn of the Igbos to present the next president of Nigeria in 2023. Moreso, and in the circumstances, the ultimate questions that need to be asked are : why would this zoning arrangement be jettisoned at this stage when it is very obvious that following that long established tradition, it naturally falls on the Igbos to produce the next president of Nigeria in 2023? Why was it not jettisoned in 2014/2015 for instance?

Consequently, the Igbos must forget about the narrative that there are other zones that have not produced the president of Nigeria because the truth is that the three major pillars of Nigerian politics right from inception are the Igbos, the Hausa-Fulani and the Yorubas.The principle of rotation has ,therefore, been there right from the political independence of Nigeria. Isn't it ridiculous then that apart from the ceremonial presidency of Late Dr.Azikiwe that it is only the Igbo among these there who have not been given their fair share and especially in this democratic dispensation? The geo-political zones were the product of the PDP political and administrative strategy for convenience. But even if it is not, justice and equity demands that it is the turn of the Igbos. Igbo politicians in Nigeria must make up their minds and be prepared that this time around, any attempt to gang up against the Igbos( the south east zone ), and scheme out of being the main candidates in all the political parties is an unjustified exclusion of them from exercising their civil and political rights at the highest level of the political life of Nigeria. The vice president of Nigeria is a suicidal mission and therefore unacceptable and no Igbo should present himself or herself for such. The history of political exclusion of the Igbos is well documented and this would be the height of it.

The state assemblies of the South East must be ready to collectively and simultaneously pass a bill for REMEDIAL SECESSION, either for AUTONOMY WITHIN NIGERIA AS A FIRST STEP OR for OUTRIGHT INDEPENDENCE from Nigeria as a final solution when the SOVEREIGNTY OF NIGERIA MUST HAVE BEEN CALLED INTO QUESTION. If this happens, the Nigerian state, the rest of Nigeria would have no choice but to come for negotiation or the status quo continues. Yes, the Nigerian state will have no choice because that decision is a democratic one and not done through the use of force.

Gentlemen of the Press, Delegates from the 19 Northern States and the FCT, Ladies and Gentlemen, Good Morning all.

This a press conference by the Arewa Advocates for Good Governance on the candidacy of a Visionary Leader, transformational Agent, Unifying Factor, Shrewd Administrator, Patriotic and a Problem Solver, His Excellency Engr. Chief (Dr.) David Nweze Umahi, the executive Governor of Ebonyi State.

A man that deployed his education, exposure and experience passionately to do things differently in changing the ugly narrative of Ebonyi State.

Umahi's MISSION is to build and consolidate on the peace and Godly foundations laid by past and present leaders of Nigeria, committed to the ideals of the founding fathers of the Nation; and to pursue an integrated policy of economic development and transformation anchored on agro-industrialization, aggressive prospection/exploitation of the rich mineral deposits of Nigeria, to make the nation a tourist destination and a haven for investors through a balanced and vibrant economy; and provide effective leadership and benign political governance that will ultimately lead to significant improvements in the standard of living for all Nigerian.
Ladies and gentlemen, His dream is of a Nation that will be a land of abundant opportunities, where every man and woman will live life to their fullest potential; a land where citizens' lives and liberties are safeguarded and properties protected; a land of equity, peace and security where no one is oppressed. His dream is of a united Nigeria where no-one suffers discrimination on account of gender, tongue or creed. He will desire a land where every child will have access to qualitative and comprehensive education and where qualitative healthcare is accessible and affordable to all; a land where the fruits of our soil can be harnessed to put food on the table and thereby banish hunger; a land that brims with employment opportunities for our teeming youthful population.

He has a dream of producing men and women who will not be derided as truck- pushers and street-traders in road traffic, but men and women who will be renowned as leaders in all spheres of human endeavour: in politics and government as in the academia, in the arts as in the sciences and technology, in agriculture as in commerce and industry, in sports, culture and entertainment as in religion.
The full manifestation of this dream will be the creation, through our collective effort, of a Nigeria where our skilled Youth, like elsewhere, will be the most valuable resource, our citizens are warm and friendly, because they are free from want; where there is social justice and where there is true FREEDOM & PROSPERITY. His dream is to see a Nigeria that will be the Food Basket of Africa - providing integrated, full scale agri-business services across the entire value chain, and engaged in the industrial conversion of selected agricultural produce into processed and semi-processed forms; leading the way in green and inclusive growth and wealth generation, e-business and knowledge enterprises; as well as having its fair share of the commanding heights of the economy, (notably Agriculture, Oil and Gas, Mining, Telecommunications, Banking and Finance) and its fair share of Federal Government and Private Sector appointments.

Consequently, ladies and gentlemen, this Engr. Dave Umahi's dream is to see a Rapid industrialization and its multiplier effects; Enhanced internally-generated
revenue; Generation of sustainable employment, particularly in the private
sector; Financial empowerment of citizens leading to a higher quality of life; and A global destination for cultural and eco-tourism and global leisure resort.

According to assessments, Chief Dave Umahi's Landmark achievements have been outstanding since he came to office in 2015 as the Governor of Ebonyi State. He has performed so marvelously well in the areas of infrastructure, health, sports development, agriculture, empowerment, rural development, among others.
Recall that among the major Umahi's landmark achievements in his 6 years include; construction of world class flyovers, standard stadium, construction of concrete roads all over the State, youths and women empowerment as well as agricultural revolution among the notable is One Man, One-Hectare Rice Programme.
Road Construction: Governor David Umahi of Ebonyi has completed 8 Flyovers in fiveyearsandover30roadswithinthecapitalcityofAbakaliki. Hehasrebuilt some federal roads, especially the Afikpo-Abakaliki Road and the Nkalagu Road. Moreover, the Abakaliki Ring Road that spans 198km and cut across 8 Local Government Areas that was embarked 38 years ago during Chief Jim Nwobodo's era which will be directly benefitted by road users including the farming, mining and industrial communities which the road serves as it provides them with ready access to markets. Such users would benefit from travel time savings, vehicle operating cost savings and accident cost reduction savings.

Education: Chief Dave Umahi's administration reconstructed and equipped schools across all the LGAs of Ebonyi State, He also approved the promotion of the state university staff – a decision that had stalled for years.

He constructed and equipped the Ebonyi State School of Nursing and Midwifery and the King David University of Medical Science, Uburu which is an Ultramodern 21st Century International Medical University.

Health: He declared emergency in the health sector, He built the first virology centre in the south east from scratch, to reduce Lassa fever deaths and also built the Largest Surgical Ward in Alex Ekweme Federal University Teaching Hospital. He constructed and equipped 2 general hospitals in 20 days and rehabilitated all the general hospitals in LGAs and other PHC Facilities across the wards of Ebonyi State.

He also took up the Abakaliki water reticulation to ensure adequate supply of pipe borne water to every nook and cranny of the state, to increase the public health status of his people.

Agriculture: Perhaps, the best achievement of the Dr. Umahi's government so far is its agricultural initiative. The administration poured billions of naira into the sector as soft loans to farmers, targeting expanded rice farming. The plan worked and rice production tripled this year. The government also procured parboiling machines for its three rice mills. It is also partnering with the federal government and the central bank in this regard, with the objective of making the state the nation's biggest producer of rice.

Chief Umahi reactivated the Abandoned Ebonyi State Rice Mill and make it modern with the capacity of producing 38 Metric Ton Capacity per hour which happens to be the Largest Rice Milling Plant in Nigeria.
He also reactivated the Ebonyi State Fertilizer Plant which is the largest fertilizer company in South-East and South-South with the Capacity of producing 80 Metric Ton per hour.

Workers Welfare: His government has paid workers' salaries till date and workers have received 13th month salaries for the last 6 years. Salaries are paid before 20th of every month, while those of teachers are paid before the 15th of every month. Pension of retired workers are also paid as at when due. His government also payed owed gratuities in installments. Gratuities have not been paid since the creation of the state in 1996.

Umahi's zeal to transform Ebonyi was born out of the experience he gathered as both former chairman of PDP in the state and deputy governor. His policy trust on the industrialisation was key, which he began with the construction of three industrial clusters across the three senatorial zones aimed at developing each sector. These include agriculture, technology and human empowerments. As an engineer, he engaged new technology in constructions with particular reference to roads where 8 inches concrete roads started springing up in the state. Parks, markets and streets started wearing new looks. Pedestrian crossing, flyovers, street lights, water fountains were also built to change the face of Ebonyi, transforming it to one of the fastest growing economies in Nigeria.

Empowerment for youths and widows has taken a new shape in the state, positively impacting lives of many. Today, many youths who were mere street urchins have become employers of labour through the rich empowerment programmes of the Umahi administration.

Engr. Umahi as the Youth Friendly Governor also organized a 1 week Youth Summit in Abakaliki and released the sum of N2.6 Billion for Ebonyi Youth and also approved the N3 Billion Youth Small Scale and Medium Enterprises Grant Fund.
He is one of the Governors that stand steel against the Biafra Nation Agitation and as he always say “United Nigeria is Product of Unifying Figure at the Helms of Affair”
Before his arrival on the scene as Governor, Nkalagu was known for its rich mineral deposits and cement production in the entire southeast of Nigeria. But these endowments were just lying untapped. In fact, the company was a shadow of itself. But after his visit to China, the governor promised to set up two cement factories in the state.

Chief Dave Umahi also initiated Electric Tricycle Town Shuttle, Built the Ebonyi Ultra-Modern Shopping Mall, Ecumenical Center, New Dubai, New Las Vegas, Ebonyi International Conference Center and the Construction of Ebonyi State International Airport nears completion and it will soon start operation. Gentlemen of the Press, Engr. Chief David Nweze Umahi is the man that turn Ebonyi from the dusk of the nation to the Nigerian Dubai in the shortest record
time.

We are strongly convinced that your wonderful achievements in Ebonyi State will be replicated at the National Level when you succeed President Muhammadu Buhari in 2023.

The Elemese known as the Ooni’s guards which is a family title in the culture guards the Ooni’s seat, Stool and Rug wherever they may be moved to.

*Communiqué Issued At the End of The Pan-Yorùbá Meeting,*
*Held Today, the 17th of March, 2021, at Mapo Hall, Ìbàdàn, Oyo State*

*We, the Yorùbá Leaders of Thought, comprising Ọbas, Chiefs, policy shapers, politicians, technocrats, intelligentsia, security-related groups, and socio-cultural groups, have met and decided for the Greater and Common Good of the Yorùbá, as follows:*

*1) The Yorùbá are resolute in their determination not to stand idle and watch our space and land desecrated. Only an arsonist allows a fire to burn and destroy. We will not permit strangers to abuse our hospitality and desecrate our hallowed land and our sacred spaces. Indeed, we invoke the ancient maledictions reserved for such malefactors. Our forests need no permission to swallow them.*

*2) The Yorùbá, are confronted by the realization that we are living in a time of bad metaphors. A time when dogs do not hearken unto the whistle of the hunter and the rivers which have forgotten their sources, still continue to flow. The world is turned inside out and the socio-political fabric of Nigeria is ripped into shreds. Today in Buhari's Nigeria, the ship of state has veered dangerously off course, and heads almost irreversibly towards jagged rocks of destruction. Insecurity has reached such an abyss that hundreds of people are kidnapped in broad daylight with impunity.*

*3) The Yorùbá are convinced that Nigeria is on the verge of a catastrophic calamity, of potentially greater magnitude than either the internecine conflict of 1967 to 1970 or the brazen disenfranchisement of 1993! Nigeria as we know it, has embarked on uncharted seas, with nihilists as crewmen. We are a country divided along distrusting ethnic lines, exhausted by its failures, cynical about its own future, authoritarian by reflex and controlled as a personality cult by a section of the country. The relentless pursuit of power by a group of self servers, the ruthless cabal that respects neither Equity nor Equality, with an entrenched sense of entitlement, has taken away any sense of belonging to this union, by the Yorùbá. When injustice becomes law, resistance will be a duty!*

*4) The Yorùbá announce their exhaustion with this Government’s obsession with Lies and Denials of truths and facts. Farmers-Herders clashes are denied despite photographic evidence of massacres and eye-witness reports of mayhem. Terrorists roam the land in the garb of herdsmen, killing, ra**ng, kidnapping and maiming, with little or no reaction from constituted authority. A high ranking Government official declares that bandits are not criminals.*

*5) The Yorùbá are perplexed by the fact that the Nigerian state is bombing the Eastern Security Network (ESN). Yet, the same Government is embracing and romancing terrorists. It is now safe to say this is a Government that panders to terrorists, protects terrorists, pays ransoms to terrorists, and prevaricates Terrorism, with absolutely no sanction by the Northern dominated security apparatus of Nigeria. How exactly can such a Government continue to seek the support of the Yorùbá going forward!?*

*6) The Yorùbá hereby make known their opposition to Sheikh Gumi's interaction with these dreaded terrorists. A video circulating on social media that shows the Sheikh trying to divide the Nigerian Army along religious lines is an abominable wake-up call. The Sheikh is guilty of incitement, when he claims that it is Christian soldiers who attack bandits to sow religious tension. To encourage bandits to be selective in their reprisal attacks and avoid women and children is tantamount to aiding and abetting Terrorism and sabotage. The Sheikh has forgotten that thousands of Christian soldiers have lost their lives battling Boko Haram and other Terrorists. The Nigerian Military is one of the few institutions that have resisted division along religious lines. By condoning Sheikh Gumi’s felonious pronouncements, the Government is allowing him to fan the embers of crisis, while hiding under the cloak of mediation.*

*7) The Yorùbá are convinced that the North is already at war with itself. Rather than face that situation squarely, the Northern-controlled Federal Government keeps trying to divert attention by teasing out conflicts in some areas and exporting crisis to other locations. The Yorùbá call it, "da bi mo se da". It will not work. The Yorùbá will not swallow the bait and allow our hard-won inheritance to be consumed in the consequent conflagration.*

*Cognizant of the foregoing, It has become imperative that the territory that was known as Western Region under the 1963 Constitution, along with other peoples having affinities with the Yoruba Nation in Edo, Delta, Kogi and Kwara be organised in pursuit of our political identity and socio-economic welfare of all.* *Notwithstanding any politically correct labels, our quest is to think through and fashion out the pathway for the progress of our peoples at the homeland and across the world.*

*The Yorùbá hereby resolve as follows:*
*i) The Yorùbá have decided to embark on a venture of massive resistance to the issue of insecurity. Àmòtékún and other support systems, fully incorporating both Traditional and Modern security measures and systems have been integrated to form the South West Security and Stakeholders Group (SWSSG) which is presented to the Yorùbá and the world today. The role of SWSSG is the protection of our patrimony, our physical and human assets, our forests and our intangible legacies which have been inviolate and inviolable for over a millennium.*

*ii) The forests of the Yorùbá are sacred, untouchable, and out-of-bounds to terrorists. May the curses of all our forefathers hold to account all who attempt to cede even one inch of our forests to any ranch or settlement for the use of foreigners, despoilers, ruiners, ravagers and desecraters of our forests. Our forests house our spirituality, our Essence. Our Egungun, our Oro, our spirit, our food security, our culture, our Being!*

*iii) The Yorùbá distance themselves from the oft-repeated untruth that "Nigeria's unity is non-negotiable". This is nothing but a falsehood. Be it known, now and ever — “The unity of Nigeria is highly negotiable!” If we cannot be happy together, then let us find peace and joy, apart. Nigeria can only remain Nigeria if all parties agree to deal equitably with each other.*

*iv) The Yorùbá are resolute in their fierce determination to pursue vigorously our own chosen destiny to be FREE men and women, and never to be 2nd class citizens in our own land and space.*

This was the house of late Chief Joseph Adediran Ajao, the late Bashorun of Aawe at his family compound in Aawe town.

He was born in 1900 and died in 1962 at the age of 62. He built the house in the 1940s

If you have heard of Ajao Estate and Papa Ajao, both in Lagos, then you have heard of Chief Joseph Adediran Ajao as the said estates were named after him as he was the intermediate owner of all lands comprised in these estates.

This building was one of the best when newly built in Aawe. I was reliably informed that people used to come from as far as Oke-Ogun area to look at the house.

The late Alaafin Oba Onikepo Shiyanbola Ladigbolu together with his Aremo and other Oyo dignitaries were some of those who attended the house warming ceremony.

Viewpoint: Criminal Cartels on the Loose In Nigeria

Following a tip-off in July 2016, the Office of the National Security Adviser (ONSA) arrested an obscure fruit seller under a bridge in Zaria, Kaduna State. Investigations revealed the man to be a high-ranking Boko Haram operative who coordinated the finance cell of the group with others in Dubai, United Arab Emirates (UAE) to disburse funds to various terror camps in North East Nigeria as well as Diffa, Nigér Republic. From what I gather, the Zaria arrest proved to be a major breakthrough that eventually revealed a pattern of financial flows and transactions not only to Boko Haram field operatives but to other criminal cartels, particularly those engaged in kidnappings for ransom.

The ONSA investigations further revealed that between 2015 and 2016, the sum of $782,000 was transferred from Dubai to Nigeria through Bureau De Change (BDC) operators to aid Boko Haram. As reported in the media, this was what led to the conviction in April 2019 of six Nigerians, including a man identified as a government official. Later that same year (December 2019), an Abu Dhabi Federal Court of Appeal affirmed the judgment of the lower court and upheld the imprisonment sentence imposed on the six Nigerian citizens. Aside laundering money for the terror group, these men were also found guilty of running a Boko Haram cell in the UAE to raise funds and material assistance for the insurgents in Nigeria. Although the convicts claim innocence, follow-up investigations have helped the security agencies to better understand the movement of money by criminal cartels in Nigeria. The investigations also led to the arrest of accomplices in Kaduna, Kano and Zamfara States.

Meanwhile, the Dubai security breakthrough helped to expose how some of the criminal networks operating in Nigeria had perfected a seamless method of laundering money through BDC operators. Once the money has been given to a BDC operator in Dubai, he contacts an associate in Nigeria who gives the same amount in cash to the coordinator. On the instruction of the Boko Haram leadership, the coordinator goes ahead to distribute the funds to members who incidentally have no direct contact with one another, in an elaborate scheme to cover their tracks. The same pattern was discovered for disbursement of ransom monies from kidnappings, especially those traced to illegal mining in Zamfara State.

What the foregoing suggests quite clearly is that we are dealing with a serious national security threat that is not only well organized but well-funded. For instance, the thriving Nigerian gold market in the UAE has been traced to activities of illegal miners in Zamfara with Aminu Kano International Airport as a gateway. “It is the most notorious airport in the country”, a security source told me last week. But the real challenge is in Zamfara where the proliferation of arms and hundreds of muscle men working as miners, (licensed as well as illegal) engage in kidnappings. A combination of porous borders, weak signal and technical intelligence, lack of proper data of licensed miners and the influx of illicit drugs such as Tramadol have combined to make banditry the most lucrative enterprise in the state.

According to security sources, there is a nexus between kidnappings for ransom and terrorism as well as between gold prospecting in Zamfara State and the general wave of criminality by herdsmen that has spread to the southern part of the country with dire implications for national peace and security. For instance, a clear pattern has emerged between ISWAP and kidnappings with many of the herders implicated as foot soldiers. “Most of the herdsmen you see all over the place, whether in the north or south, kidnapping, ra**ng and maiming people are employees of a larger terror network. They kidnap but the ransom does not go to them”, a senior security officer told me.

Most of the people identified with illegal mining in Zamfara State are herders who realize that more money can be made from kidnappings. They are not only ‘diversifying’ their business, many of them are also moving southward. “A lot of these Fulani marauders are from Mali, Niger and Burkina Faso” said a security source. Sadly, rather than tackle the problem, the presidency indulges in making excuses that lead to accusations of complicity and most often in a manner that threatens the unity of the country as an inclusive polity founded on diversity. And with that, kidnappings for ransom has become the most lucrative enterprise in the country.

In October 2019, a former Inspector General of Police (IGP), Mohammed Abubakar disclosed that over N3 billion was collected by bandits as ransom from relatives of victims in Zamfara alone within a period of eight years. Abubakar who chaired a committee set up by the current governor, Bello Matawalle to find solutions to banditry in the state, said the report covered the period from June 2011 to May, 2019. The money, according to Abubakar, was collected from 3,672 victims whose relatives paid to secure their freedom. Abubakar said that a total of 4,983 women were widowed, 25,050 children orphaned and 190,340 persons displaced by banditry over the period in the state.

While that level of threat should worry the authorities, there is also an international dimension to the criminality that is just as intriguing to security agencies. I understand that there are more than a thousand Chinese and Indians in the mining business in Zamfara State. “Yet, not a single one of their nationals has been kidnapped.” Meanwhile, some of the people who serve as security personnel to these miners have been discovered to be engaged in kidnappings for ransom, raising questions about who they work for.

The threat coming from this criminal enterprise is now political given what the senate yesterday described as “issuance and counter issuance of eviction notice by some ethnic entrepreneurs and groups posing as ethnic nationalists and champions”, while kidnappers continue to operate mostly on the roads, outskirts of towns and farms where they ambush innocent rural people. That these kidnappers kill, maim and r**e is bad enough. That they are identified as belonging to a certain ethnic colouration is the problem. They particularly enjoy brutalizing their victims which perhaps explains why in most instances, they force their captives to walk long distances on thorns and sharp stones in the bush.

Quoting the global risk consultancy, ‘Control Risks’, the Financial Times of London, recently reported that Nigeria has the highest rate of kidnaps for ransom of both locals and foreigners in all of Africa. “For most businesses, the greatest risk to their employees is while they are travelling,” Tom Griffin, senior partner for Africa and the Middle East at Control Risks was quoted to have said. “Almost half of all kidnaps in Nigeria recorded by Control Risks occur during road travel, with kidnappers often selecting targets based on perceived wealth during roadside ambushes, roadblocks or attacks in traffic congestion.”

We must admit that we have a crisis on our hands that is not restricted to any section of the country. It is national. In the clip of the interview he granted a television station that has gone viral, Alhaji Bashir Kurfi, National Chairman, Network for Justice narrated an incident that happened in Kurfi, Katsina State where he hails from. “One lady came to share her story. She went to see her daughter who gave birth and then the bandits came—they asked her to hold the baby and they r**ed the daughter. And then after, they asked the daughter to hold the baby and they r**ed the mother. This is what is going on everyday…it is the reality on the ground and it is a shame on us.”

It should worry President Muhammadu Buhari that whether on land or in water, the Nigeria territorial space is now one of the least safe spaces in the world. The latest report by the International Chamber of Commerce’s International Maritime Bureau (IMB) reveals that over 95 per cent of the 135 shipping crew members kidnapped last year were recorded in the Gulf of Guinea and mostly on Nigerian waters. “Incidents in the Gulf of Guinea are particularly dangerous, as over 80 per cent of attackers were armed with guns,” according to the IMB.

That there is no coherent strategy to deal with the challenge can be glimpsed from the interview granted the BBC Hausa Service by the Kaduna State Governor, Mallam Nasir elRufai. While he advocates that you do not appease criminals, his Zamfara State counterpart believes in offering ‘amnesty’ and money to bandits and kidnappers to make them change their ways. El-Rufai has therefore cited lack of unity and cooperation among the governors of the North West as one of the reasons the security challenges persist. The governors, according to El-Rufai, have different approaches to ending banditry and kidnapping.

This is where the moral authority of the president can help. He should be able to impress upon the governor of Zamfara State that you do not make deals with criminals. Bandits and kidnappers being offered government largesse will never keep to deals as we see with the experience of Katsina State. And while there is a place for the personal efforts such as the one being undertaken by Sheikh Gumi, the state must muster the capacity to restore law and order without bowing to criminals.

At a time we are facing apprehension over impending national crisis, it is the responsibility of leadership to identify solutions to difficult problems, ensure stability of the polity, and guide the society to prosperity. The fear of a national crisis, this time, is fueled by criminal activities traced to herdsmen who now roam the country with impunity. The rising profile and complexities of conflict disorders in the country therefore requires a hands-on approach from the president. Sadly, that is precisely where the problem lies.
That sundry criminal cartels have overpowered the capacity of the state to restore law and order is no longer in doubt. But more worrisome is the fact that our national security challenge is being framed around identity politics which can only exacerbate the situation. The tone of debate yesterday in the Senate reflected this unfortunate national divide. According to a senator from Adamawa State, Binos Yaroe, whenever kidnappers are arrested anywhere within the country, the majority of them always turn out to be Fulani. That is the kind of rhetoric you also get from the street. “Right now, we are an endangered species. People are going into homes to abduct, to r**e, herdsmen are everywhere. We have spoken several times and nothing has been done. Posterity beckons”, said Senator Biodun Olujimi from Ekiti State in a note of resignation.

The connecting thread for the variants of violence that we witness across the country today, as I have argued several times on this page, is that the Nigerian state has lost what Max Weber described as the monopoly of “the legitimate use of physical force” to criminal cartels. Until we muster the capacity to effectively confront them, we will continue to be at their mercy. But whichever way one looks at the current challenge of insecurity across Nigeria, it all leads to the doorstep of President Buhari. It is therefore my hope that he will address that challenge most decisively. Before the amber light turns red!
