Heads of delegations and chairs of committees, including Accredited Ambassadors of the International Human Rights Commission, IHRC, Relief Fund in Special Consultative Status with the Economic and Social Council of the United Nations, ECOSOC, rose from the maiden edition of the NgEducators and International Human Rights Commission Model United Nations, NgIMUN, Conference 2024 in Enugu at the weekend calling on governments at all levels around the world to take the lead in education.

They stressed the need to overcome urban-rural education gap and also improve access to quality education for rural populations through increased investment in and the full use of modern technologies, including the establishment of remote education systems and training.

They declared that “education and training should contribute to sustained, inclusive and equitable economic growth by developing requisite skills, in line with labour market requirements and development needs of countries."

Their position was contained in the “Enugu Declaration 2024” rendered by NgIMUN President and Director-General Global, International Human Rights Commission, Relief Fund Trust, Dr. Tivlumun Ahure, at the end of the conference themed, “The development of Education in Developing Countries”

“We emphasise the need to promote and improve the relevance of teaching and learning, including: aligning education policies, curricula, training, and teaching and learning approaches with the priorities identified in national development strategies.

“Ensuring that educational curricula, methodologies, and training yield high-levels of literacy, numeracy, and life skills.

“Enhancing teachers’ training and their continued professional development to improve their pedagogical capacity to conduct student-centres lessons as well as promote creative and critical thinking.

“Encouraging support for the development of the potential and talents of children and young people, the provision of and mainstreaming of skills development and training in technical, technological, and vocational schools, taking into account national and local needs and in cooperation with relevant economic actors,” the Enugu Declaration read.

Continuing, they affirmed the importance of investment in early childhood care and education, recognising its potential to bolster learning outcomes in later years, as well as its particularly strong effects on reducing economic, social, gender, and learning disparities.

Meanwhile, the Heads of Delegations, Chairs of Committees, and participants at NgIMUN 2024, have lauded the Smart Schools initiative of the Dr. Peter Mbah Administration in Enugu State and the allocation of 33 per cent of the state’s 2024 budget to education.

The Smart Green School comprises interactive digital whiteboard, internet system, robotics and artificial intelligence laboratories, modern ICT centre, two science laboratories for primary and junior secondary classes, hybrid multimedia library, creative production studio, and 25 inclusive classrooms, among others.

Speaking when the Commissioner for Education, Enugu State, Prof. Ndubueze Mbah, took them on a tour of Enugu Smart Green School, Owo, one of the 260 being constructed by the administration, leader of the Delegation, Dr. Ahure said, “From reading about it, I saw a marvelous concept, but coming to see it, I see a true educational revolution, first of its kind in Africa.

“It is actually my job to ensure that this kind of thing is replicated somewhere else and in all the places in Africa. I take the trumpet away from Enugu here and blow it elsewhere in Nigeria first, where we will start to talk to Abuja from our experiences here.

“Everyone should be proud of what is happening in Enugu State. There is a man here, who is doing more than UNESCO prescription for the use of budget in the education sector. Isn't that out of this world?”, he stated.

On his part, the Country Director for Congo Brazzaville, Valentine Meri, said, “From what we have seen here, we noticed that Nigeria is actually a leader in the domain of education. We intend to reproduce or to copy what we have seen here in our various countries,” he said.

Speaking, Head of Education at the Secretariat of Nigerian Governors’ Forum, Dr. Leo Ebenezer, commended Enugu’s pace-setting role in education funding and quality.

“The advocacy at the Governors’ Forum is that every state should allocate about 15 to 20 per cent of their budget to education. Enugu has surpassed that. And with the Smart Schools, Enugu has done an excellent job to tell the other states that this is what we need in the country. It is not just talking about out-of-school, it is talking about quality,” he concluded.

*Cost of Governance: CSO Commends Mbah for Emerging Most Prudent Governor in Q1, 2024*

A civil society organisation, the Enugu Good Governance Group, E-3G, has congratulated the Governor Peter Mbah Administration in Enugu State on its emergence as the most prudent among the 36 states governments in the first quarter of 2024.

The group, in a statement by its National Coordinator, Comrade Odinaka Okechukwu, said the report published by the Open Nigerian State, a website supported by BudgIT, which showed that the Dr. Peter Mbah Administration recorded the least recurrent expenses among other states in the first three months of 2024, was yet another indication that the governor’s presence in government was inspired by selfless service.

It is recalled that data published by Open Nigeria States based on the budget implementation report of the states showed that whereas Benue, Imo, Niger, Rivers, Sokoto and Yobe States have no data to their names, the remaining 30 state governments spent N986.64bn on recurrent expenditures, which includes workers salaries, refreshments, sitting allowances, travelling, utilities, among others, in the first quarter of 2024.

Lagos State recorded the highest recurrent expenses nationally, being N189.62bn, followed by Delta State, which recorded N68.68bn.

Ebonyi State recorded the highest recurrent expenses in the South East with N14.95bn, followed by Abia State with N10.92bn and Anambra State with N9.91bn recurrent expenses.

Enugu State recorded only N7.51bn to emerge the least in recurrent expenditures in both the region and the entire country. Imo has no data.

Reacting to the development, the Enugu Good Governance Group said, “This is a clear testimony to the high level of fiscal discipline in the Governor Mbah Administration, and a demonstration that accountability, transparency, and traceability, which he mouthed as guiding principles in the administration of public funds were not mere campaign buzzwords.

“With a record 107.2bn recurrent expenditure, representing about 21 percent of Enugu’s N521.5bn 2024 budget and a whooping N414.3bn or 79 percent of the budget earmarked for capital projects, Governor Mbah has thus far left no one in doubt of his commitment to disrupting the status quo to transform the state in all ramifications.

“Also commendable is the governor’s disposition to citizen engagement. Besides several town hall meetings and media engagements, Mbah, on Thursday, 30th May, 2024 engaged the citizens on X (formerly Twitter) Space, devoting two full hours to interact with mostly the younger generation on the policies, programmes, and projects of his government, among others.”

The group enjoined Mbah to continue on the path of prudence and putting the people above self.

The Enugu State government has begun the disbursement of the second batch of compensation to the property owners and tenants of the Nigeria Railway Corporation, NRC, affected by the soon to be commenced construction of modern transport terminal at Holy Ghost, Enugu.

The move has also been commended by the NRC, which is the lessor of the said properties.

Speaking, the Commissioner for Transportation, Dr. Obi Ozor, however, reiterated processes and criteria for payment of compensation, saying original tenants of the NRC were entitled to compensation.

"The compensation is for property owners, those who are the original tenants of the Nigerian Railway Cooperation. They should go and submit their documents to them after which the Nigerian Railway will forward those documents to the state for immediate payment of their compensation.

"This is the second batch of the compensation. The first batch has already been paid and they are happy.

"For those who are here to collect their payments today, they will fill the indemnity form, and sign it. The state government and the Nigeria Railway Corporation, which is the landlord, will also sign.

"More so, another form ensuring the right of first refusal to these affected persons after the completion of the project will equally be signed here. This is in line with the governor's earlier commitment in writing to ensure that present occupants are given the first opportunity to own places there once ready," the Commissioner stated.

Ozor further stated that in order to mitigate the high cost of transportation in the state, the Enugu State government had procured 50 Compress Natural Gas(CNG) buses with the passenger capacity of 80 persons each for the proposed Bus Rapid Transit (BRT), stressing that additional 100 buses would equally delivered.

In his words, "CNG saves 64% of fuel cost and the buses have trackers and must have each security personnel to guarantee safety of the passengers. We are going to have at least 80 bus shelters where these buses will enter to discharge passengers. The idea is that we shouldn't be dropping passengers on the roads.

"So, what we are doing at Holy Ghost, Agbani, Abakpa, Garki, and Nsukka in the first phase is not all about bus terminals. In these terminals, we will have cinemas and other facilities where people can easily go to have fun."

Meanwhile, speaking to newsmen, one of the beneficiaries and Managing Director of Farm Associate Nigeria Limited, a livestock feed production company, Alhaji Isa Okeke, lauded the state government for fulfilling its promises.

He said the reason it seems people were always apprehensive was because of failed promises of the past governments, saying he was happy that the Mbah administration had kept every promise made for people to begin to trust government again.

Okeke said that as a renowned agriculturalist, he was always ready to partner with the state and bring his ideas towards the actualisation of.what he described as the very ambitious plans of the Mbah Administration in the agriculture sector.

In his remarks, the District Public Relation Officer, Eastern District Headquarters, of the NRC, Dr. Onyedikachi Onovo, commended the state government for the smooth process of the payment of compensation, maintaining that the interest of the Corporation was to ensure that due process was followed in the payment of compensation to its tenants in the area.

He further urged those whose names were yet to be captured to do the needful by submitting their details to NRC for immediate payment by the state government.

"Our interest as the Nigerian Railway Corporation is to ensure that due process is followed in paying the property owners. It's important that we are here and we pray it continues smoothly so that everyone will be happy at the end of the day.

"Those whose names have not been captured should hasten up and submit their details to the Nigerian Railway Cooperation for onward transmission to the state government, which is ready to pay them their compensation. It's a good move and I laud the state for this," Dr. Onovo said.

Prominent leaders of Enugu State have commended Governor Peter Mbah over what they described as his tremendous impact, saying with what the governor had done in just one year, Enugu would become the number one destination for investment, tourism and living in the next four years.

They gave the verdict at a state banquet held at the Old Government Lodge, Enugu, to mark the governor’s first anniversary in office.

The event attracted former governors Jim Nwobodo, Sullivan Chime, and Ifeanyi Ugwuanyi, National Assembly and State House of Assembly Members, traditional and political leaders in the state, among others.

While urging total support for Governor Mbah, the leaders however urged him not to be deterred by naysayers, as his works would ultimately speak for him as they materialised.

Former governor of Enugu State, Sullivan Chime said Governor Mbah had literally turned Enugu into a construction site, while water was no longer a source of high blood pressure for him and most residents.

“I am thanking the governor and his team for what they have been able to do so far. Personally, in my house, I have a tanker that I use to supply water. My tanker was using 400 liters of diesel. My blood pressure used to rise each time they wanted to buy fuel that they would use to bring water. But we now have water.

“So, all these things that are impactful in the lives of the people. The problem we have as a people is that we always forget where we are coming from. But I assure you that by 2027, His Excellency will not need to campaign for his second term. It happened during our time. In 2011, the people we didn't even know were campaigning for us and it will happen again for Mbah,” he stated.

Citing personal experience, Chime, however, reminded the governor that criticisms would always come from political mischief makers and those whoy could not imagine where he was taking the state to, but assured him that the same people would still turn round to sing his praise at the end of the day.

“You all would remember, when we were in government, the criticisms, and the shouts. Anytime we wanted to embark on development, they would start negative talks.

“When we entered Polo Park Mall to develop it, there was no kind of abuse I didn't get. A reverend priest used my name for a mass sermon. There was nothing he didn't call me. He said I was collecting a source of survival from the poor. Nobody knew what the government was about to do. But when it came up, the whole mouths that said bad things started saying good things about me.

“About the same time when we wanted to develop Coal City Garden, an elder statesman addressed a world press conference castigating me and my government. There was nothing they didn't call me. But when the estate came up, all those people that said bad things about me started saying good things.

“When we also wanted to build the new state secretariat, we had to bring down the old structures that were not functional. We were lucky social media was not powerful as it is now. But the words going round were that I started the project to move out billions of Naira from the state coffers. But when we finished it, the same naysayers started saying good things again.

“I am not in government, but we are interested in what is happening. So, each time we see what they are pushing on social media about demolitions, I tell them that I don’t think this government has gone astray yet. They are doing as expected.

“In fact, when I started seeing and hearing about demolition, I told myself that it seems like government is back; a government that wants to work is back because overseas, when we went to South Korea in 2011, government was destroying old structures and rebuilding them into something new and presentable.

“So, I am pleading to everyone to continue to support this administration. Let's give them time so they will be able to achieve all the great things they have started. It's not even easy to achieve this great one they achieved in just one year. Mbah is working. I can't go through all the projects they have embarked on or are embarking on. But as somebody rightly pointed out, what is visible to all is that Enugu is now a huge construction site,” Chime said.

Collaborating Chime, former governor of old Anambra State, Senator Jim Nwobodo, urged Governor Mbah to remain focused on his vision as his works speak for him.

“Someone came to my house to complain to me that they have finished demolishing Gariki park; that I should speak to him (Mbah). I asked him why will I speak to him. If it is the governor then he means well.

“I am urging you to be patient. Good things don't come easy. Anything that is good takes time to manifest. No matter what you do, people will talk.”

He urged the people of the state to keep supporting the governor.

“I know what he can do. With what he has done in just one year, I am sure that by this time next year, everyone will be asking when he is going back for a second term,” the elder statesman said.

To mark his first anniversary in office, Governor of Enugu State, Dr. Peter Mbah, on Wednesday, began the commissioning of 71 urban road projects, being the first phase of contracts awarded for the construction and reconstruction of roads in the state capital.

He also announced a second phase comprising 80 roads, adding that government would, in addition to other major rural roads, also construct a minimum of 10km of road in each electoral ward to ensure that the rural areas were not left out.

He said government had a policy to ensure that all Trunk A and Trunk B roads in the urban and rural areas were paved.

At Mount Street/Umuchu Road junction, Idaw River, the governor performed a symbolic commissioning of Idaw River, Uwani, and Coal Camp Zones, as the people of Idaw River celebrated the first road intervention projects in the area in the past 52 years.

The roads commissioned were Broderick Street, Silver Smith Street, Asata Mine Road, Ogbete – Jamboree – Ajogwu Road, all at Coal Camp, as well as Emeka Ebila, Idaw River Secondary School Road, Umuchu Street, Omachiani Street, Iloh Franco Street, St. Charles Street, Umu Ohachie Street, and Ozoude Street, as well as Meniru Street, and Mount Street Bypass, all in Idaw River.

Others were Bishop Anyogu Street, College Road, Edeozie Street, Kenyatta Street to Timber Road under Uwani Zone and St. Peter’s Road, Odudukoko Street, the Garki flyover as well as four flyover ramps at each of Garki and Amechi Awkunanaw flyover all in Gariki Zone.

Amidst drumming by grateful residents, Mbah said, “I am being informed that in the last 52 years, there has never been an intervention here. But I am telling you that you are the only reason we exist because our primary purpose of being in government is for your security and your welfare. That is what keeps us awake at night. That is what gives us the kick to wake in the morning.

“So, let me start by thanking God for a day like this. Let us also say to you that what we are witnessing here today is consistent with the pledge we made to you that if you gave us your mandate, that we are going to serve you with every fiber of our being.

"We want to ensure that you have access to every basic amenities. So, things like paved road, water, and electricity should be taken for granted. These are basic amenities and should be taken for granted.

"Last year, we flagged off the construction of 71 urban roads. Today, we are commissioning those roads as a part of the interventions.

“But you haven't seen anything yet. The 71 roads are just the phase one. We are about to embark on another 80 roads construction.

“Beyond that, it is also heartwarming for us to note here that we are not leaving our rural communities behind. We plan to do 10 kilometers per ward across the 260 wards.”

At St. Peter's Road, Gariki, Awkunanaw, the governor, assured residents of Idaw River, Awkunanaw and any part of Enugu yet to get pipe borne water that government was equally working day and night to complete the reticulation work that would get water to them.

"Please just give us some time if you haven't started getting running water in your houses. Water is coming.

“You will also have your streetlights mounted and all the children we have in Enugu State today must have access to the Smart School because we want to produce smart Enugu children. This is essentially what we are in government for - to ensure that governance gets to the grassroots.”

Meanwhile, giving features of the roads, the Commissioner for Works and Infrastructure, Engr. Gerald Otiji, assured the governor that the work was well supervised and done, including the deployment of French drain underground to drain water in the area, which is swampy, to the Idaw River.

The Managing Director of the construction firm, Comag Steel and Construction Ltd., Chief Cosmas Agu, urged the people to avoid dumping of refuse in the drainage or other actions that could have adverse effects on the roads.

A leader of the Idaw River residents, Evangelist Hilary Ayichi, said Mbah had done for the people of Idaw River what no other leader had thought wise to do for about 50 years.

“The administration of Peter Ndubuisi Mbah has brought hope, joy and fulfillment to us. He is the people's governor, who was able to face the enormous task that is in this particular roadwork because of the nature of the area. Thank you, our governor,” he said.

*Mbah Lays Foundation Stone for 5-star Int’l Conference Centre Hotel, Enugu*

Governor of Enugu State, Dr. Peter Mbah, at the weekend, performed the groundbreaking ceremony for the construction of the five-star International Conference Centre Hotel in Enugu.

This was even as he embarked on an inspection tour of the long -abandoned 5,000-capacity Enugu International Conference Centre, which his administration is currently completing and upgrading to modern standards.

Mbah said the five-star facility, which he described as an investment enabler, was in line with his administration’s vision to make Enugu the preferred destination for investment, business, investment, tourism, and leisure, and to grow the state’s economy from $4.4bn to $30bn in four to eight years.

He said his dream was to make Enugu the conferencing headquarters of Africa.

“What we are witnessing here today is just connecting the dots. Recall that we said to Ndi Enugu that our mission is to make Enugu state the premier destination for business, investment, tourism, living, and leisure. We know that there are key enablers if you truly want to make your state the number one destination for tourism. We know also that in order for the International Conference Centre to be attractive, there are also key enablers.

“You cannot be talking about using your 5,000-capacity conference centre optimally without having enough keys. Anybody coming to host a conference of 5,000 participants, the first question is where are the keys. At least, they would like to see a minimum of 10,000 keys because as they are coming, they are probably coming with their family, friends, and all that.

“Again, if we are also looking at attracting three million guests as tourists annually, beyond the international airport that we hope to operationalise very soon, the next question even for the airlines that will be operating here is a five-star hotel where they can accommodate their crews.

“So, this is why I said that we are connecting the dots, making sure that we have all the key enablers to be able to realise our goals, both in the area of making Enugu the destination for tourism and also making Enugu the capital for conferencing in Africa. So, when you talk about a city for conference, you should mention Enugu before Kigali or Cape Town in South Africa. What we are doing today is just to get us closer to that dream,” he stated.

Emphasising on timely delivery, Mbah said the government had made all necessary arrangements to meet its commitment to the contractors, who must work day and night, as there would be no room for cost variation or time overrun.

“We have been assured by the contractor that this project will be ready in eleven months. So, we are hoping to come here by April next year to commission this project. We are going to be on them and we have been assured that they are going to work day and night because we are hoping that the International Conference Centre where work is already going on will be ready a few months from now.

“We want to optimise the Conference Centre and we have been assured that there will be no variation and there will be no time overrun,” he emphasized.

The Commissioner for Works and Infrastructure, Engr. Geral Otiji, said the International Conference Centre Hotel had become most imperative, explaining that besides the main Conference Centre, which is able to sit over 5,000 persons, there were other adjoining facilities that could seat over a thousand people.

Throwing more light on the project, the Projecty Consultant, Arc. Adibe Njoku, said the hotel was the soul that would drive the Conference Centre.

“Containing 335 rooms made up of 224 single rooms, 64 business suites, 25 diplomatic suites, and two presidential suites and every other facility that will enable the hotel function as a five-star hotel,” he explained.

Also, speaking, the Managing Director of China Communications Construction Company, CCCC, Henry Li, thanked the state for entrusting the monumental project to them, and pledged to bring the company’s knowledge, expertise, and deep commitment to excellence to bear on the project.

“Our goal is not only to build a hotel, but to create a landmark that will also stand as a beacon of hospitality and innovation in our city”, Li stated.

Meanwhile, touring the Enugu International Conference Centre to inspect the level and quality of ongoing work, Mbah said nothing should affect the completion date in any way.

He said his administration was eager to put the complex to good use and welcome the world.

The Enugu State Government has allayed fears of traders at Ogige Market, Nsukka over the planned construction of a modern transport terminal in the area, assuring that the newly built Aku Road Ultra-Modern Market would accommodate them all, while compensation would also be paid to traders whose structures would be affected by the project.

This was even as the Chairlady of Aku Road Ultra-modern Market, Nkemdilim Ugwuagbo, confirmed the existence of over 5,000 shops and empty plots for expansion in the new market, which she had been lying fallow for many years.

The assurances came during yet another town hall meeting between the state government and the traders and leadership of the market at Adada House, GRA, Nsukka on Wednesday preparatory to the commencement of demolition of the encroached portion of the Old Park at Ogige Market on Saturday, May 25, 2024.

The Commissioner for Transportation, Dr. Obi Ozor, in a heart-to-heart dialogue with the traders, said there was need to rejig the state’s transport system to match with what is obtainable in the developed countries of the world, adding that it made no sense for the administration to build all the roads in Enugu and end up with unkept and highly disorganised and outdated motor parks that make life difficult for commuters.

"The Dr. Peter Mbah Administration has resolved to ensure a total overhaul of our transportation system: air, railway, road, and even the waterways.

“The contractors that will handle the railway project from Enugu, Nsukka to Uzo-Uwani are already in Enugu, and of course you know the governor is already on his toes to ensure that the international terminal at Akanu Ibiam International Airport, Enugu is completed and functional.

“Bus Rapid Transport, BRT, buses with 80-passenger capacity have already been bought and will arrive in Enugu in no distant time. All this is because the state has discovered that half of our salaries go to transportation. We want to reduce the pains of Ndi Enugu and uplift their standard of living.

“We need to start developing Igbo land and change our transportation system so that our people can travel, import, and export their goods with ease.

“We also want to make a passionate appeal that those affected should bring their documents for enumeration, as it will help us to pay compensation and allocate spaces once the project is completed in 12-month time. We will give them the right of first refusal," Ozor said.

Addressing the traders, the Chief Executive Officer, Peace Mass Transit Ltd, Sam Onyishi, called on the traders and the people of Nsukka to be law-abiding and see the project as theirs own, cooperating with the state government to ensure that the project comes to fruition.

Also speaking, the Chairlady of Aku Road Ultra-modern Market, Nkemdilim Ugwuagbo, said the new market was big enough to take all the traders, but has been fallow for so many years. She cautioned against needless politicisation of a project that stands to benefit the people of Nsukka in general.

"We have over 5,000 empty shops in this market with empty lands for expansion.The last administration of Governor Ifeanyi Ugwuanyi wanted to build the terminal, but the people disagreed. Today, Governor Peter Mbah is out to do it. We should know that development has a way of displacing people, but what matters is how the masses tend to benefit from it. I am very sure that the people of Nsukka will rejoice in the end," the Chairlady said.

On the allegation of the high cost of renting shops in the new market, she explained that it was well-captured in the constitution of the market that no shop should be rented above N5,000 a month and none should be sold above N4 million.

Lending his voice also, the immediate past Chairman of Nsukka Local Government, Hon. Walter Ozioko, expressed his dissatisfaction with how some unscrupulous persons were selling shops at the new market at exorbitant prices and urged the traders to report anyone indulging in such acts to the chairlady of the market for immediate revocation of ownership of the shops.

Meanwhile, the traditional ruler of Isiakpu Community in Nsukka, Igwe Patrick Okolo, commended Governor Mbah for the project, which he described as laudable, and urged the government to ensure that the affected traders were adequately compensated.
