AGAIN,TROOPS OF 1 DIVISION NIGERIAN ARMY AND AIR COMPONENT OF OPERATION WHIRL GIVE TERRORISTS BLOODY NOSE, NEUTRALIZE 4 BANDITS, CAPTURE ARMS AND AMMUNITION IN KADUNA

In continuation with the onslaught against banditry, kidnapping, terrorism and other criminal activities in the North Western part of the country, troops of 1 Division Nigerian Army and Air Component Operation Whirl Punch dealt massive blow on criminal elements.

In an operation that lasted for about 48 hours, troops cleared Manini-Kuriga, Farin Ruwa, Kwanan Yashi, Makera, Dogon Dawa-Maidaro, road Kidanda-Yadi Forest and Sabon Birnin all in Birnin Gwari Local Government Area and Dogon-Dawa-Kidandan in Giwa Local Government Area of Kaduna State. During the encounter, troops engaged the criminals with heavy and superior firepower, capturing one AK 47 rifle with quantity 20 rounds of 7.62mm Special, six motorcycles and neutralised 4 Bandits while others escaped with gunshot wounds. The troops in their efforts to permanently displace the bandit and rendered the general area inhabitable for all criminals went ahead to destroy all the bandits enclaves, properties and the captured motorcycles.

The General Officer Commanding 1 Division Nigerian Army and Force Commander Operation Whirl Punch, Major General Taoreed Lagbaja expressed his satisfaction with the conduct of the troops during the operation and commended them for their gallantry and resilience. He also urged all law abiding citizens to continue to assist the military and other security agencies with timely and credible intelligence. Additionally, he appealed to members of the public, particularly health facilities and paramedics to watch out for persons who may be seeking medical attention for gunshot wounds and kindly report to relevant security agencies.

An accident involving a vehicle, an 18-seater bus belonging to GUO motors, a Sienna car, Toyota Corolla and a Toyota Matrix car occured in the early hours of Thursday on the Kara Bridge axis of Lagos-Ibadan Expressway. Eye witnesses claimed that the trailer rammed the vehicles from behind which led to the Toyota Matrix car falling off the bridge while the Toyota Jeep got seriously damaged. Gov. Biodun Oyebanji Presens N113.5 Billion Budget Estimate To Ekiti Assembly

IGP ASSURES NIGERIA RESIDENTS OF SECURITY, PROMPT EMERGENCY RESPONSE, INSISTS NO IMMINENT THREATS IN FCT

Rolls Out Emergency Numbers Nationwide

The Inspector-General of Police, IGP Usman Alkali Baba, psc(+), NPM, fdc, CFR, has reiterated the commitment of the Nigeria Police Force, in concert with other security agencies, to ensure the safety of all residents within the country. The IGP emphasized this while charging all Strategic Police Managers in charge of Commands and tactical formations within the country to beef up security in their respective jurisdictions, especially in the FCT.

The IGP similarly directed that all emergency numbers across the country should be activated to full capacity for a 24/7 prompt response with combatant officers and men on standby to respond in case of emergency situations and distress calls. Residents within the FCT are urged to remain vigilant and report any suspicious or abnormal occurrence and persons to the Police through the following emergency lines: 08032003913, 08061581938, 07057337653, and 08028940883.

The IGP therefore allays the fear of residents in the FCT and admonishes them to go about their lawful businesses and normal social lives/engagements as all hands are on deck to nip any security threat in the bud and respond to distress calls promptly. The IGP similarly reiterates the commitment of the Nigeria Police to eliminating all threats, as well as protection of lives and property of all residents of the country.

Gov. Biodun Oyebanji swears in SSG, Commissioner for Justice

Governor of Ekiti State, Mr. Biodun Oyebanji on Monday presided over the swearing-in of the Secretary to the State Government, Dr Habibat Adubiaro and the Attorney General and Commissioner for Justice, Dayo Apata (SAN), with a charge to them to develop new socio political skills and emotional intelligence to cope with the pressure associated with their respective offices.

The Governor who said the two officials were appointed based on their rich credentials and experiences, restated his promise to get very competent Ekiti indigenes wherever they are to man strategic positions in his administration.

He also debunked insinuations in some quarters that he was under pressure by the immediate past Governor, Dr Kayode Fayemi , his wife, Erelu Bisi Fayemi and former Deputy Governor to appoint their cronies into his cabinet.

Oyebanji said he had promised the people of the state that members of his cabinet would be the best set of individuals that would assist him in managing the affairs of Ekiti in a manner that would bring about the fulfilment of his electoral promises to the people of the State.

According to him, “While I recognize the right of people to freedom of expression, I also have the right to respond to the fake news being circulated on social media. Having listened to the CVs of the two appointees, you will discover that they got this job clearly on merit. My promise to Ekiti people is that I am going to look for the best anywhere to help me run Ekiti and that is what we are going to do.

“We are not going to be distracted as long as we are doing what is right in the interest of our people. But, I need to put it on record that neither the former Governor nor his wife, nor the former deputy Governor has put any pressure on me to appoint anybody. But if I have to go back to his former cabinet and appoint relevant people that can assist me , I will go and pick them.”

Expressing confidence in the professionalism and competence of Dr Adubiaro to serve in the capacity of Secretary to the State Government, Governor Oyebanji stated that her appointment was in consonance with his administration's commitment to gender balance, affirmative action and equity.

The Governor further charged the duo to develop a robust policy engagement platform where policy stakeholders can learn, interact, engage, review and evaluate government plans and programme from time to time to achieve the overall objectives of his administration.

“As you assume office, you need to learn fast on the job and familiarize yourself with the function of your respective offices, you must also acquaint yourself with the manifestoes that earn us the mandate of the good people of Ekiti State and to understand the direction of policies and programmes of this administration.

“Similarly you must pay attention to the political environment under which we operate and apprise yourself to its uniqueness and idiosyncrasies. As top government functionaries, you will expectedly come under intense pressure. You, however, need to develop the right socio political skills and emotional intelligence to manage pressure with firmness and magnanimity."

Responding on behalf of the duo, Apata assured the Governor that they would live a life of dedication, commitment, integrity, loyalty in discharging their responsibilities.

Expressing gratitude to the Governor for the appointment, Barrister Apata said they would key into the vision and mission of his administration and also add value to the progress of the State.

The new SSG, Dr Habibat Adubiaro, who holds a doctorate degree in Chemistry, was formerly Vice Chairman of the Academic Staff Union of Universities (ASUU), Federal University, Oye ( FUOYE) Chapter; while Apata was a former Solicitor General of the Federation and Permanent Secretary, Federal Ministry of Justice, Abuja.

The greatest Challenge and shock I had In the four years of my second tenure was the day the Ekiti State chapter of the Nigerian Union of Pensioners rejected the plan we put before them to defray the backlog of gratuity.

There had been a backlog of gratuities running into N12billion by the time I came and we then entered a partnership with one of the prominent financial institutions to give these pensioners discounted promissory notes that would defray that, but there would be a commission by the institution providing the money. And we explained to them that, look, your gratuity, for example, is an N5million and the provider of this service will take between 10 and 15 per cent commission and you will get between N3.5m to N4m or thereabouts, instead of N5million.

It is still better for you to take this sum, rather than to keep waiting endlessly till when the government will have N5m cash to give you. Yes, you are losing some money, but this N4m million you’re getting is cash at hand, not N5m that you’re expecting but have not seen and that you may not see if – God forbids – you die before the money eventually comes to you.

We’ve concluded this arrangement. Unfortunately, the pensioners eventually refused the offer and lost a major opportunity. When you look at the inflationary trend in the country, N4m cash four years ago will probably be worth just N3m now if not less than that.

WHY I WAS UNABLE TO CONSTRUCT ROADS THAT LINK EKITI TO OTHER STATES

📌Why couldn’t you use your influence as Chairman of the Governors’ Forum or as a former minister in the ruling party to fix some of the roads?

📍First, the immediate response is that we are unhappy about the condition of the Federal roads linking Ekiti to other states and we have decided, as a policy, to take over those roads, using my network and influence. Just as I said about development partners, we got money from the development partners, we got in principle support from the African Development Bank (AfDB) to reconstruct the Akure – Ado-Ekiti road and dualise it. But the owners of the road – the FG – blatantly refused.

Federal Ministry of Works rejected the offer?
Yes, the owners of the road said ‘leave our road alone and if you do it, you cannot toll it and we will not refund you. Just stay off our roads.’ This started in 2018. I was able to convince President Akinwumi Adesina of the AfDB to support the reconstruction of the road because of his own experience travelling on the road when he came to receive an honorary doctorate degree from Afe Babalola University and on his way back he called me and said ‘Kayode, I’ve just travelled on your road to catch my flight.

This is horrible. I said Mr President, you’re correct and I gave him the story of the road and asked him for money (to fix the road), that’s what I’m looking for.’ And then we started talks on the road and other projects in Ekiti. I went to Abidjan and Dr Adesina pledged to support us but the Federal Government insisted we could not do it. I am sure you can guess which of my friends. You know who my friend is. He’s the friend I was in cabinet with, who was also our captain when we were all Governors in Southwest.

Does he have the final say on such matters?
Well, I happen to know that they have a Federal Executive Council (FEC) policy that after paying more than half a billion as a refund to states (before I came in), for roads that have been reconstructed by states, a position was taken at FEC, that henceforth, no state should do Federal roads, that they (Federal Government) would fix their roads and they won’t pay any refund to anyone for any unauthorised road reconstruction.

In fairness to the government, it was only President Buhari that ever refunded payments for roads since 1999, and it was across the board, it was not selective, it was not partisan. The person who took the highest chunk of the money was Governor Nyesome Wike who took over N70 billion for a refund of roads fixed by previous Rivers governors.

So, you could understand where they were coming from. But it is still inexcusable in this particular instance because we had money. Because they (Federal Government) are the sovereign, AfDB cannot give Ekiti money unless the Federal Republic of Nigeria signs off on the money. So, we then conceded and I then asked the Minister of Works and Housing, Babatunde Fashola, what if we transfer the money to you? The important thing is, to fix our road. It doesn’t matter whether it is Ekiti that took money or you.’ Then we started another round of talks and we transferred the ownership of whatever is coming from AfDB to the Federal Government.

The Federal Ministry of Finance got it and said they would sign – this is just paperwork, the money had not come – transferred it back to them, and they took possession. AFDB then said fine, it will still be in the Nigerian portfolio. The Federal Government can take it, but in taking it you must comply with our procurement process. This is global standard procurement practice, the Federal Government agreed but the road had by now been awarded by the FEC to Dantata and Sawoe. So, they accepted to take it over.

Meanwhile, out of the N30b the road was awarded, the first year, 2021 or 2020, they gave the contractor N400m out of N30b. So, the contractor used the N400m to mobilise to the site. The following year, N1billion was earmarked for the project in the budget and they started some work.

We wanted to do a road, we looked for money to do it, we ran into headwinds and the question to ask yourself is, what is this thing called Federal roads anyway? Because Ekiti people are asking why the roads are bad. They don’t know the difference between Federal roads and state roads. As far as they are concerned, the governor is the closest person to them, he’s the one they will hold responsible, even if he does not know anything about it, they hold him responsible. That is the problem we face.

So, that’s the context of the problem we are grappling with. It is unfortunate. Now, we have shifted, because they are not ready to follow the AfDB procurement process. The AfDB is still asking for updates up till now. We are now chasing the NNPC because the NNPC has also started its own tax credit roads.

So, working with the Ministry of Works and NNPC, we put Ado Ekiti – Akure on the tax credit road, just last week, with the hope that they would accelerate the work and it would still be under the purview of the Federal because that’s what we did for the road between Omuo and Kabba, which we got Dangote to sign up to for tax credit and extend the one they did from Obajana to Kabba to Ekiti boundary. So that’s the nature of our Federal system.
