Adamawa Deputy Governor, Seth In Over N100Million Contract Scandal, Threatens Lawyer For Demanding N8Million Professional Fee
Seth's company, Yepwa-Multi Ventures Limited was allegedly awarded multiple contracts by the Adamawa State government between 2019 and 2020.

BY SAHARAREPORTERS, NEW YORKOCT 31, 2021

Adamawa State deputy governor, Crowther Seth, has been enmeshed in multiple contract scandals amounting to over N100 million.

In Nigeria, it is against the law for public officials to get involved in public procurement of any kind.

Sections 5 and 6 of the code of conduct prohibits the government from awarding contracts to companies belonging to government officials to check conflict of interests

The deputy governor was also reported to have allegedly threatened a lawyer, Danbaba Rigange, for demanding N8 million professional fee.

Seth's company, Yepwa-Multi Ventures Limited was allegedly awarded multiple contracts by the Adamawa State government between 2019 and 2020.

Documents seen by SaharaReporters show Yepwa-Multi Ventures Limited was awarded four different contracts from 2019 to 2020, by the Ahmadu Fintiri-led administration.

The breakdown of the awards by the Ministry for Local Government and Chieftaincy Affairs indicates that Yepwa-Multi Ventures Limited got two separate contracts for Christmas decorations in 2019 and 2020, costing the state a total of N85.9 million.

Yepwa-Multi Ventures Limited was also awarded contracts for the electrification of Hadiyo village at the cost of N30 million and provision of an electricity transformer at Lafiya at the cost of N18 million, both in the Lamurde local government area by the same Local Government Ministry.

Trouble started when Seth allegedly refused to pay the 10 percent legal/documentation fees, agreed upon between Yepwa-Multi Ventures Limited and a lawyer, Danbaba Rigange.

Accordingly, Rigange told SaharaReporters that he was not only heading to court against the deputy governor but will also petition the Economic and Financial Crimes Commission (EFCC) and other security operatives.

Further to that, Ifegwu Mbonu, a law firm, wrote Seth, demanding payment for professional services rendered in connection to the said contracts.

A copy of the letter obtained by SaharaReporters reads "that at different times in the years 2019 and 2020 you instructed him (Rigange) to act as Secretary of your company, Yepwa-Multi Ventures Limited.

"Which company you are the alter ego for the purposes of contracts awarded to your said company, Yepwa-Multi Ventures Limited by the Ministry for Local Government Affairs of Adamawa State, for Christmas decorations, beautifications, etc.

"That our client drafted and franked the contract agreement and equally signed as the Secretary of your said company and it was agreed that our client will receive 10 percent of the contract sum as his professional fees.

"That so far, you have only paid our client the sum of N150,000, leaving a balance of N7.850 million.

"It is, therefore, our client's instruction to write you this letter to demand the payment of the sum of N7.850 million, being the amount you presently owe our client for services duly rendered for your benefit.

"Take notice that if our demand is not complied with within the period stipulated in this letter, we shall proceed to take all necessary actions we deem appropriate to ensure that our client receives the said money, including but not limited to petitioning the EFCC (Economic and Financial Crimes Commission) and the DSS (Department of State Services)."

IS DEPUTY GOVERNOR, CROWTHER SETH STILL IN ROMANCE WITH THE ALLEGED TERRORIST OF LAFIYA?

Lunguda nation will hardly forget the conspiracy theories and conspiracy of silence surrounded the unconscionable genocide and well-coordinated attacks of their kinsmen in Dumna axis of Guyuk local government under the guise of communal clash. Though many will view this as a calculated effort to open the almost healed wounds in the conscience of Nungurala extraction, but whatever may be the interpretation, a monster that consumed us yesterday must be tamed so as not to consume us tomorrow.

Prior to the panel of enquiry constituted by the Adamawa state government to investigate crises between Lunguda/Waja, many truth seekers and fact checkers who were having interest in ascertaining the cause and masterminds of the crises were asking questions that only truth commission can provide answers to those questions, but the deafening silence coming from the set up panel have being forcing many to conclude that the panel is a sheer theatre and mere exercise meant to calm down nerves of the aggrieved and to make the issue die a natural death irrespective of who is at fault.

It could be vividly remember that at the peak of the crises, the deputy governor of the state, Chief Seth Crowther was alleged to be covertly and overtly romancing with the alleged mastermind of the crises in the area. It is still green in our minds how Chief Crowther was literally undressed and utterly disgraced in Guyuk before the Governor and other state government officials over suspected pitching of camp with their sworn enemy at their detriment.

Only recently, the embattled deputy governor was reported to have drove in his official convoy to the residence of the widely suspected criminal in Lafiya for courtesy visit. The presence of the deputy governor with his official convoy in the house of the controversial figure in question has not only create a fear in the minds of commuters and residents of the area, but has also proved that the alleged criminal is an ally of the government and he operates with the official backing of the state government.

We have reliably gathered that Deputy Governor visited the controversial figure on the 2nd January while coming back from Biyu of Borno state where he attended a programme of Bura people. Sources from Garkida reported that while the Deputy Governor was jollificating in Biyu, gunmen attacked their community which is close to Biyu and they all thought that Deputy Governor will follow through Garkida to condole the community on behalf of the state government, but he has dashed their hope by proving that he prioritized his friend of Lafiya to whole Garkida community.

Though, there is a sharp argument from different schools of thought that Chief Crowther Seth has been a bosom friend of the suspected criminal even before he becomes the deputy governor of the state, which according to them their intimacy is justifiable. I don’t fancy rubbishing unreasonable line of thoughts, but one thing for certain is that, the suspected criminal would have long being with his maker, and the accused deputy Governor would have honourably resign for people aligning him with such a controversial personality if to say Nigeria is a saner clime where crime and criminals are neither harbour nor glorify by high ranking men.

Our findings has it that the alleged gangster was ill and the Deputy Governor visited him in his residence to check on him. Whatever may be the reason, Chief Crowther Seth is not supposed to visit such a controversial figure particularly now that accusations are still flying on his head as not only his sympathizer but also his backer. And most importantly, Deputy Governor taking the official convoy of state government to the house of such contentious personality did not only belittle the state government, but has equally exposed it to be nominal partner of his dirty business.

With this development and the deafening silence coming from the set up panel of enquiry, the lunguda people are now fully aware of the clandestine alliance between Adamawa state government and the accused mastermind of their genocide. If Governor Fintiri wants to be exonerate from this, then he should cross examine and openly query his deputy for visiting a widely known controversial figure in his residence with full government convoy, but anything short of this, Lunguda nation will henceforth begin to see Governor Fintiri as the figure head of their movement.

I don’t want to bring to public space how Chief Crowther Seth has being boasting that he will work on the members of the panel to clear him anytime his name comes up as culprit, but could this be the source of his impetus and audacity to gallivant around and visit contentious figure with full government convoy?

Equally important, I don’t want to remind Lunguda people of how the Deputy Governor intentionally boycott the burial of their dear son, late Young Morris who has been a warrior and defender of his ancestral home and Numan federation at large. This is enough for every sane person to decipher the message boldly written on the wall. To set record straight, let me conclude by reminding Governor Fintiri the collective voice of Lunguda people put to him the day his deputy was disgraced in Guyuk: ‘’we don’t have problem with you Fintiri, we only have problem with your Deputy simply because is aligning with our enemy who is killing our people. If you didn’t change your deputy we shall have problem come 2023’’
