*The National Drug Law Enforcement Agency (NDLEA) has appealed for calm among candidates undergoing the aptitude test for its recruitment exercise nationwide. The Management of NDLEA made the appeal in Abuja while assessing the compliance of prospective candidates towards the ongoing NDLEA recruitment exercises nationwide. The agency’s spokesman, Jonah Achema, said on Monday in Abuja that the agency was aware of “little hitches” in the ongoing Computer Based Test (CBT) with particular reference to Abuja Centre, and is determined to ensure that the integrity of the recruitment process is maintained in the selection of suitable 1000 Narcotic officers in the first phase of the recruitment exercise. “We are not unaware of the complaints by those excluded by computer from the ongoing exercise on grounds of age, improper documentation at the time of application and/or failing to upload relevant documents in support of their application. “These are the pre-qualification requirements for the recruitment exercise. Some may have been excluded on account of their own carelessness, having left the email address and telephone number used for the application dormant or replaced, and consequently could not be reached,” Achema said. He said that this recruitment exercise, which is the first phase of the exercise for 15000 personnel, is to recruit 5000 personnel and is targeted majorly at the lower rank personnel (4000 out of the 5000) in order to address the current personnel gap in the agency. He said the Agency is happy with the successful completion of the aptitude test in all the centers except Abuja where impatience and unruly behavior of some applicants led to the rescheduling of the aptitude test for applicants who were unable to write the test. He said the test for Abuja centre will hold from Friday December 27th to Monday December 31st, adding that the affected applicants were being contacted through emails and SMS.*

19/12/2019

The ongoing Aptitude test is for graduate alone which serve as the first batch and first phase of the recruitment, while second batch for school cert holder will commence as soon as possible.

Wish all shortlisted graduate best of luck and safest journey to their various centers.

Reps move to grant NDLEA autonomy, say agency surviving on charity

The House of Representatives, on Monday, revealed its plan to formulate laws that will grant the Nigerian Drug Law Enforcement Agency (NDLEA) an autonomy, as a full fledged agency.

The agency is currently under the Federal Ministry of Justice, being overseen by the Attorney-General of the Federation (AGF).

But the House Committee on Drugs and Narcotics, at its inaugural meeting on Monday, frowned at the marriage of the NDLEA under the Justice Ministry, saying, it was responsible for the low budgetary funding, which also caused low performance of the agency, over the year.

Chairman of the Committee, The Hon. Francis Ottah Agbo, speaking at the opening session of the committee, also said the agency is carrying out its operations on proceeds from charity and fighting drugs criminals with outdated weapons.

Hon. Agbo, who tasked members of his committee on commitment to drug abuse eradication, regretted that the NDLEA was incapacitated by poor funding.

“If we do our job very well as members of this very important committee, we will be salvaging this country, because almost every crime in this country – call it Boko Haram, kidnapping, cultism, bunkering, armed robbery, etc, are drug-induced.

“But unfortunately, the NDLEA completely survives on charity, so there is little or nothing they can do. So, we must do our best to have an NDLEA that is positioned to fight drug abuse.

“This is an agency that was set up in 1989, but after 30 years, nothing has changed. Because the agency that was established to prosecute drug users, is completely underfunded.
“It is appalling to note that, Nigeria has only 8 sniffer dogs, which were supplied to us by Germans. Another problem is that, the agency has not recruited properly since 1989.
“So, we (lawmakers) must work together to ensure that this is tackled. We must work hard to insulate the NDLEA from the Ministry of Justice. The money NDLEA has as running cost, is less than N200m, even though about N8bn was voted for them in the 2019 budget of the Ministry of Justice, NDLEA has one vehicle to 6 local government areas in Nigeria, with only two personnel per local government.

He said the committee will press hard to secure autonomy for the NDLEA, and also ensure adequate funding for it in the 2020 budget.

He disclosed that the committee has also summoned NDLEA, to appear before it on Wednesday, for its budget defence.

The House is currently considering budgets of Ministries and Agencies of government. The budget-defence session, is expected to close next week.

Remarks from other members of the committee pointed to the fact that the agency was in dare need of intervention from the National Assembly and the federal government.

To this end, the committee unanimously agreed to support a Bill for an Act to separate the agency from the control of the Ministry of Justice and grant it both administrative and financial independence, and to be directly supervised by the Presidency.

25/11/2019

National Drug Law Enforcement Agency (NDLEA) has approved the promotion of 2,788 of its personnel and also redeployed 406 others.

The promotion exercise as well as the redeployment cut across both Narcotic Agent and Narcotic Officer Cadres.

The spokesman of the agency, Jonah Achema, on Monday said that a total of 290 Chief Superintendent Officers have been promoted to Assistant Commanders of Narcotics; 529 Superintendent of Narcotics were moved to Chief Superintendent of Narcotics; and 673 Deputy Superintendent of Narcotics have been promoted to Superintendent of Narcotics.

“Others promoted are 115 Assistant Superintendent of Narcotics now promoted to the rank of Deputy Superintendent of Narcotics; while 662 Assistant Superintendent of Narcotics II have now moved to rank of Assistant Superintendent of Narcotics I. “Others within the rank and file promoted are 519 in number. This includes those promoted on account of additional qualification, special promotion and upgrading,” he said.

The Chairman/Chief Exective, NDLEA, Col. Muhammad Mustapha Abdallah, (rtd.) urged the officers and men to see their promotion as a call to higher service and to continue to distinguish themselves. “The exercise is expected to spur the benefitting officers and men to put in their best in the service of the Agency and the nation,” Abdallah said. He noted that the exercise was commenced in phases and that this final phase has succeeded in normalizing the structural disjointedness of the workforce. “The promotion exercise followed the completion of the process set in motion by the Agency to address the lingering backlog of promotion in the Agency. “In the process, the Agency interfaced with the Office of the Head of Service which approved a new Scheme of Service for the Agency in line with 2019 Establishment Rules. “The Scheme of Service, geared towards professionalizing the Agency has made provision for a new ranking structure of three (3) cadres which are: Narcotic Assistant Cadre, Narcotic Agent Cadre and superintendent of Narcotic Cadre.

Earlier, six officers of the rank of Commander of Narcotics (CN) were promoted to the rank of Assistant Commander General of Narcotics (ACGN). The Agency equally elevated a total of 1,311 staff, made up 1,291 staff within the rank and file and 20 others converted to officer cadre in the first phase of the promotion exercise.

He said the redeployment affected 24 command officers, 198 superintendent cadre officers and 114 other ranks. He said the development will boost morale of officers and men who must have overstayed in one duty post leading to declining productivity and exposure to hazards.

The National Drug Law Enforcement Agency (NDLEA) officials are embarking on 24 hours surveillance in the FCT to rid the city of drug abuse and illicit drug trafficking.

The Chairman, NDLEA, Col. Muhammad Abdallah (Rtd) said this during a presentation of appreciation letter by the Wuse Zone 4 Traders Association (WZ4TA) on Thursday in Abuja.

Abdallah said that the high rate of drug abuse in the country had necessitated the need for the surveillance, adding that it would be a permanent exercise.

He said that this was coming after the approval of recruitment of the 15,000, officers and men by President Muhammadu Buhari to boost the agency’s manpower.

“I must say this is the main reason for the recruitment of 15,000 officers and men approved by the President, knowing that the agency is in need of manpower to carry out its operations effectively.

“The first phase of the recruitment had been done and we will commence the second phase as soon as possible. We will start with 5,000 before the year runs out so they can start their training in January.

“The Minister of FCT, Muhammed Bello, had been on the same page with the agency and every step we have taken had been supported by the Minister.

“And with other sister agencies, we have been able to carry out operations successfully and we promise to do more,” he said.

Abdallah said that the agency was ever ready to collaborate with any community in the FCT and its environment to rid the Nation’s capital of drug-related cases.

“We will also talk to all the governors in states to step into the operations of fighting the abuse of drugs in the country,” he added.

Abdallah urged Nigerians to come on board, adding that the need for people to know that the problem was irrational has called for concern.

He appreciated the Minister of the FCT for his support in the fight against drug abuse and promised to work with the administration.

The Chairman, WZ4TA, Mr Abdullahi Abubakar, appreciated the NDLEA boss and the agency for the positive transformation in Zone 4 presently.

“I was pained seeing children and youths involved in drugs, prostitution and other forms of social vices.

“I came to the NDLEA to lay my complaint and I am happy that the agency accepted and helped in ridding the area of drug peddlers.

“Everybody in Abuja knows what Zone 4 is, but today, we are grateful for the changes so far, for cleaning FCT.

“I think that if we as Nigerians play our roles well, like what the NDLEA has done, then the country will move forward, “ he said.

Hajia Zainab Aliyu, a resident of Zone 4, commended the NDLEA for cleaning the community, adding that youths and children are the future of Nigeria.

She decries the use of drugs by youths in the area, adding that it has jeopardised the good and beautiful future they had.

“Some of them are directed at the back of my house selling drugs and doing drugs. Sometimes I walk up to them and counsel them.

“I have helped some of them to gain admission into the university and even took one to a rehabilitation centre. NDLEA has done well but needs to do more to ensure old wounds are not opened again,” she said.

The Anambra State Commander of the NDLEA, Mr Sule Momodu announced the arrest of the suspect, Mr Ekene Okoye alias Ezenwata, while speaking with journalists at the weekend on the activities of the Command in the month of October, 2019.

Mr Momodu revealed that the suspect, Mr Okoye is one of the three major distributors of cannabis sativa otherwise called “igbo” in Awka, and has been on the wanted lists of the agency for years now.

He stated that with Mr Okoye’s arrest, they will be able to reduce the supply of the drugs within Awka and environs, after one of the three drug lords in the town died recently, leaving just one at large.

ADDRESSING NDLEA WORKERS’ GRIEVANCES.

The management of the National Drug Law Enforcement Agency (NDLEA) said it has started addressing the grievances of some of workers, just as the organisation said it has succeeded in checking the spread of drugs use and trafficking in Nigeria.

Spokesman of the agency, Jona Achema, said the Chairman/Chief Executive, NDLEA, Col. Muhammad Mustapha Abdallah (rtd), made presentations to the federal government recently on the parlous state of the agency and on the welfare of the staff.

He said Abdallah who inherited a staff strength of barely 4, 700 officers and men has secured federal government’s approval to boost the number to 10, 000 in the ongoing recruitment exercise being carried by the agency.

Achema, said the NDLEA boss was determined to put to rest the vexed issue of staff stagnation and poor welfare scheme, which has resulted in the low staff morale.

This has prompted the management of NDLEA to approve the promotion of six officers to the rank of Assistant Commander General of Narcotics, ACGN from the rank of Commander of Narcotics, CN and another five Deputy Commanders of Narcotics, DCN to Commanders of Narcotics.

According Abdallah, “The exercise is expected to spur the benefitting commanders to put in their best in the service of the agency and the nation because the reward for hard work is more work.

“This promotion has come as a result of outstanding performance, but it is an opportunity for you to further distinguish your selves.”

NDLEA spokesman, Achema said the promotion of the senior commanders came on the heels of the elevation of a total of 1, 311 staff, made up 1, 291 staff within the rank and file and 20 others converted to officer cadre.
According to him, only recently, the agency carried out a comprehensive promotion examination exercise to ensure that every member of staff that is due for promotion was not denied and that no fewer than 2, 000 of the agency’s personnel benefit from the pending promotion.

“Col. Abdallah has repeatedly assured the agency personnel that their welfare is integral to the repositioning of the agency and that all the outstanding benefits of the officers and men are well documented awaiting the release of funds by government.

“He has had to halt the indiscriminate transfer of personnel except for exigency of duty, knowing that there is need to make funds readily available for the payment of transfer allowances.

“The Chairman has equally tinkered with the structure of the agency for better performance. He has created two new Directorates of Establishment and Planning and that of Sea Port Operations, both headed by Assistant Commanders-General of Narcotics,” Achema explained.

He said during the current period, the agency also recorded huge success in fighting drug trafficking in the country, noting that the agency was able to put to an end the obnoxious act of putting drugs in innocent air passengers’ luggage, which would have resulted in the killing of some Nigerians in Saudi Arabia.

NDLEA has also started fighting against internal movement of drugs in the country so that the substances would not get to the consumers.

“Take Kano State for instance, where the NDLEA Command has brought the hitherto thriving illicit Tramadol and cough syrup with codeine market on its knees with a sustained crack down on warehouses and joints,” Achema said.

This year alone, NDLEA has arrested 64 suspected drug traffickers and carried out 54 seizures at the Murtala Muhammed International Airport (MMIA), Lagos in the past nine months and has recorded similar successes at other airports.

Acheme, said the success being recorded by the agency is not by chance but through outlined strategy and plan to fight against the trafficking and sale of drugs in Nigeria.

NDLEA said it has to take drastic measures because its records show that drug trafficking is on the rise; so also is the local consumption of hard drugs.

The agency also disclosed that some of those who monitor the activities of drug users and their behaviour, say that drug usage could be seen as an escape from hardship, seeking for euphoria and finding elixir for a mind that is troubled.

So despite the punitive measures introduced by government at different times to discourage drug trafficking, indications show that movement of drugs through the airports and in the states is on the rise, hence the new strategic fight against drugs by the agency.

Recently in Taraba State Command of the agency, in a recent sting operation apprehended 21 suspected suppliers of illicit drugs to the terrorist strong holds.

The Command seized 239 kilograms of drugs from the suspects.

Also in Osun State Command, the agency discovered and destroyed 2.4 hectares of Cannabis plantations located in a near-impossible terrain.

Achema, said similar success was being recorded in other states of the federation, noting that this is a new dawn in the fight against drugs.
