REPORTS ON INSPECTION OF HOSPITALS, MILITARY CELLS AND CORRECTIONAL INSTITUTIONS BY OFFICE OF THE OMBUDSMAN

Oct,24.2023, Office of the Ombudsman through Advocate Tlotliso Polaki disclosed that after their investigative report, they found situations at the hospitals and cells not conducive for human habitation.

It is a matter of must that the law of human rights be practised on every person to guarantee protection of their existence. This she supported with emphasis that, in its own right, the law is meant to recognise, protect and conserve the rights of people.

She stipulates the importance of making sure everyone live in harmony, in this case, those in custody without their choice. She reported that this investigation started in Maseru. Then, followed other districts including Berea, Leribe, Mohale’s Hoek , also the Mohlomi Hospital in Maseru.

She showed reason of their office for an in-depth examination of the Mohlomi Hospital as a state of the health of in-patients there. Their health deteriorates because of health conditions they face there, as well as a congestion of patients due to high rate of admission, she explained.

The report observed also a high number of inmates inside the cells, but fewer buildings to house them. Describing that these numbers increase because of the individuals detained awaiting their trials, while others are prisoners already charged.

Regarding the fact that they all are kept in there (in prisons), whilst in particular those not yet charged are challenge on space housing them, state resources and others, she therefore advises that courts of law work on trials as fast as they can.

She detailed that, challenges most of these face include, lack of finances, laboratory machines, other equipment, other services and service providers in these facilities. Further showing that, most of the patients do not receive full services in the hospitals due to lack of resources like medication, test kits and machines.

Further studies for the Mohlomi Hospital discover that, it lacks psychiatrics. Result of this is nurses departing going to other countries as greener pastures, in particular for better salaries.

For the same reasons, the referral hospital, Queen ‘Mamohato Memorial Hospital, in Maseru, is suffering a loss of a big number of nurses. In this regard, Adv. Polaki advises for salary revision and a wealth of staff. Saying, this would maintain stability of facilities and ensure on their functionality.

Office of the Ombudsman observes that officers in-charge of these facilities should take control in de-institutionalizing them. Rebuild and introduce hygiene, health conditions; also to work to improve on their food scheme because both patients and prisoners are insufficiently fed. Adding that a tight security fencing is also of crucial importance.

She concluded with a dire need for fumigation of the facilities, er****on of watchtowers, high-mast lighting (apolo lights) and installation of CCTV equipment.
