"Beyond the Ballot Box: Understanding the Complexities of Democracy Beyond Elections"

By Julius T. Jaesen, II, BA, MA, Cand. M.Sc.
[email protected]

Elections are often hailed as the cornerstone of democracy, symbolising the voice of the people and the mechanism through which leaders are chosen to represent their interests. However, the mere act of holding elections does not inherently guarantee the establishment or preservation of democracy. While elections serve as a vital component of democratic governance, the true essence of democracy extends far beyond the confines of polling stations and ballot boxes.

In recent decades, the global landscape has witnessed a proliferation of elections across diverse political contexts, ranging from established democracies to emerging and transitional states. Yet, amidst this widespread embrace of electoral processes, the realisation of genuine democracy remains elusive in many societies. This paradox underscores the critical importance of recognising that democracy is not synonymous with elections alone, but rather encompasses a varied and impenetrable framework of principles, institutions, and practices that uphold the values of freedom, equality, and accountability.

At its core, democracy entails more than the mere ritual of casting votes at regular intervals. It encompasses a broader spectrum of norms and institutions that safeguard individual rights, promote political participation, and foster inclusive decision-making processes. Consequently, the presence of elections, while essential, must be complemented by a robust institutional infrastructure that upholds the rule of law, protects civil liberties, and ensures the separation of powers.

By the same token, the quality of elections is equally significant in determining their contribution to democratic governance. Free and fair elections constitute the bedrock of a legitimate democratic system, providing citizens with the opportunity to express their preferences without coercion or manipulation. However, in many contexts, elections are marred by irregularities, fraud, and systemic biases that undermine their credibility and legitimacy. In such instances, the mere act of voting fails to translate into meaningful democratic outcomes, as the electoral process becomes susceptible to gerrymandering and distortion by powerful interests.

Likewise, the existence of competitive elections does not guarantee the existence of a vibrant and pluralistic democratic society. In many authoritarian regimes like Cameroon, Qatar, Lebanon, Rwanda, Mozambique, Pakistan, Palestine, Oman, Kuwait, Ethiopia, Cuba, Egypt, Togo, UAE, Zimbabwe, Haiti, Niger, Venezuela, Russia, Guinea, Burundi, China, Eswatini, Congo Brazzaville, Burkina Faso, Central African Republic, Democratic Republic of Congo, Myanmar, Belarus, Libya, Equatorial Guinea, Djibouti, Iraq, Vietnam, Mali, Guinea-Bissau, Nicaragua, Azerbaijan, Eritrea, Sudan, North Korea, Syria, Gabon, Saudi Arabia, Iran, Yemen, Jordan, etcetera, elections serve as a façade of legitimacy, offering a semblance of popular participation while perpetuating authoritarian rule behind the veneer of democratic institutions. Under such conditions, electoral contests are often characterised by restrictions on political opposition, censorship of dissenting voices, and manipulation of electoral laws to favour incumbent regimes. As a result, elections become a tool of authoritarian consolidation and resilience rather than a vehicle for genuine democratic change.

In addition to the electoral process itself, the broader socio-political context plays a pivotal role in shaping the trajectory of democracy within a society. Factors such as socioeconomic inequality, ethnic and religious divisions, and institutional weaknesses can impede the consolidation of democratic norms and undermine the legitimacy of electoral outcomes. In contexts marked by deep-seated social cleavages and structural inequalities, the electoral arena may serve as a battleground for competing factions seeking to advance their narrow interests at the expense of broader societal welfare.

In light of these complexities, it is imperative to adopt a holistic understanding of democracy that transcends the narrow focus on elections as a panacea for political transformation. Genuine democracy requires a sustained commitment to the principles of pluralism, inclusivity, and accountability, supported by robust institutions and a vibrant civil society. By recognising the limitations of elections as a standalone measure of democratic progress, we can cultivate a more nuanced understanding of democracy that addresses the varied challenges facing societies striving to uphold democratic ideals in an ever-changing world.

Excerpt from my unpublished article.

The discourse surrounding the qualifications and backgrounds of individuals taking up crucial positions in government has been a perennial point of contention among politicians, scholars, democracy activists, academics, students, journalists, etcetera.

The scrutiny of political appointments often centres on the meritocracy principle, asserting that individuals occupying key governmental roles should possess a certain level of educational attainment and relevant work experience. This brings us to the question: are these critiques based on genuine concerns about qualifications, or do they carry an implicit bias against certain individuals, irrespective of their capabilities?

In the broader context of political appointments, especially in Liberia, the evolving political landscape of governance requires an examination of whether academic credentials and work experience alone are sufficient indicators of one's ability to lead effectively. Whilst traditional criteria may provide a framework, the dynamism of contemporary challenges demands adaptability, innovative thinking, and a nuanced understanding of diverse perspectives.

"Weighting on the discourse on political power".......
By Julius T. Jaesen, II

Political power, when wielded without a steadfast commitment to managing it responsibly and serving the public interest, can become a double-edged sword that leaves those entrusted with it vulnerable to its corrosive effects.

Throughout history, instances abound where leaders, blinded by personal gain or driven by self-interest, have squandered the potential of political power, leaving behind a trail of disenchantment and disillusionment among the populace. The very essence of political authority lies in its potential to bring about positive change, yet when wielded irresponsibly, it can lead to a multitude of adverse consequences.

When individuals fail to manage political power with a sense of accountability and a dedication to the welfare of their constituents, the ramifications are far-reaching. Society, instead of progressing towards collective prosperity, may witness the erosion of trust in institutions and the deterioration of the social contract that underpins governance.

The inherent imbalance in power dynamics can give rise to a sense of alienation among the citizenry, as they perceive their representatives as detached and indifferent to their needs. In such scenarios, the once-potent tool of political power becomes a symbol of betrayal, leaving in its wake a populace disillusioned with the very systems designed to safeguard their interests.

Also, the mismanagement of political power often results in policies that disproportionately favor a select few at the expense of the broader population. Economic disparities may widen, and social inequalities may deepen as those in power prioritise personal gain over the common good. The erosion of institutions that are meant to serve as checks and balances can lead to unchecked authority, fostering an environment where corruption flourishes, and the interests of the public take a backseat to the interests of the powerful few.

In the long run, the consequences of poorly managed political power extend beyond the immediate tenure of those in office. The erosion of public trust can have lasting effects, undermining the very foundation of a functioning democracy. A society that loses faith in its political leaders risks descending into a state of apathy and disengagement, with citizens becoming increasingly skeptical about the efficacy of their participation in the democratic process.

To sum up, the impact of political power on a society hinges on how well it is managed and whether it is wielded in service of the public interest. When leaders fail in this duty, the repercussions are profound, sowing the seeds of discontent and eroding the foundations of a just and equitable society. The challenge lies not only in attaining political power but in wielding it responsibly, with an unwavering commitment to the welfare of the people it is meant to serve.

The blatant and inherent moral hypocrisy displayed by the CDC in questioning President Joseph Boakai for not addressing the establishment of a war crimes court in his State of the Nation Address (SONA) is glaring and raises legitimate concerns about their credibility. It's undeniable that the CDC, during their opposition years, vocally advocated for a war crimes court, even going to the extent of symbolically carrying caskets when the erstwhile US President George Bush visited Liberia to emphasise the urgency of addressing past atrocities.

However, the stark contrast glaringly emerged when the CDC assumed power, as their promise to pursue justice through the establishment of a war crimes court remained unfulfilled. This failure to translate their vehement advocacy into tangible actions when in a position to effect change diminishes their moral authority to criticise President Joseph Boakai's government for a similar omission.

The irony lies in the fact that the CDC, which once positioned itself as a champion of justice and accountability, now finds itself on the receiving end of scrutiny for its inaction. The moral high ground they once claimed during their prolonged opposition eroded in the face of their failure to implement the very changes they championed.

Moreover, the duration of the CDC's uninterrupted 12-year opposition tenure, during which they vociferously opposed certain policies and practices, puts into perspective the disappointment felt by the Liberian people who expected a departure from the status quo when the CDC finally ascended to power. Instead, the last 6 years under their administration witnessed a continuation, and in some cases, an exacerbation of the challenges they vehemently criticised.

In essence, the CDC's loss of moral authority to critique President Joseph Boakai's government stems from their inability to deliver on promises made during their opposition years and their failure to bring about the transformative change they advocated. This moral lapse underscores the importance of consistency and accountability in political discourse, as the Liberian people grapple with the repercussions of unfulfilled promises and the widening gap between rhetoric and action. One of the foremost challenges facing the LNP is the issue of inadequate resources. The police force has historically grappled with limited funding, affecting their ability to procure modern equipment, provide comprehensive training, and maintain a sufficient number of personnel. To address this challenge, the new administration should prioritise resource mobilisation, seek partnerships with international organisations, and leverage diplomatic ties to secure funding for essential upgrades and capacity-building initiatives.

My one-cent opinion on President Boakai's nomination or recycling of officials from past administrations...

To question Boakai's nominations on grounds that he should've opted for new players other than recycling old politicians from previous administrations without focusing on the expertise and integrity they bring to his administration is to undermine or make invalid part of the very reasons why Liberians in their plurality preferred him (JNB) over the rest of the other candidates some of whom were new political actors with better physical and mental acuity. If Liberians truly desired a complete break from the past and were displeased with all politicians who have worked with past administrations, they wouldn't have elected President Boakai, an experienced statesman with the longest track record of public service over his rivals in the just-ended presidential and legislative elections. I think they want someone who they believe can get the job done.

President Joseph Nyumah Boakai's recent nomination of qualified individuals who served in the government of former President Ellen Johnson-Sirleaf is a strategic move that underscores the importance of experience, continuity, and the utilisation of seasoned professionals in governance. Casting aspersions on these nominations merely because they were associated with past administrations overlooks the wisdom behind the electorate's choice of President Boakai, who embodies decades of public service and statesmanship.

The appointments reflect a commitment to tapping into the wealth of institutional knowledge and expertise garnered by those who have previously served in high-ranking government positions. In a complex political landscape, the experience of these individuals can be invaluable in navigating challenges, implementing effective policies, and ensuring a smooth transition of governance. Dismissing them solely based on their past affiliations neglects the fact that their contributions were crucial in fostering stability and progress during their previous tenures.

Moreover, the argument that appointments should prioritise new political actors over experienced professionals fails to acknowledge the nuanced nature of governance. A balanced approach that blends fresh perspectives with seasoned expertise is essential for sustainable development and effective governance. President Boakai's nominations demonstrate a commitment to inclusivity, recognising that a diverse set of experiences and skills is essential for addressing the multifaceted issues facing Liberia.

Critics who suggest that these nominations contradict the desire for change which can only be achieved by new political players and not recycled officials overlook the fact that President Boakai's political journey involved working in previous governments. This highlights the inherent contradiction in disapproving of qualified individuals solely based on their historical affiliations. If Liberians truly desired a complete break from the past, they would not have elected President Boakai, an experienced statesman with a track record of public service.

In essence, the president's nominations reflect a pragmatic approach to governance that values competence and experience over mere political novelty. Leveraging the expertise of individuals who have demonstrated their commitment to public service ensures a more stable and effective administration. Ultimately, President Boakai's decision to appoint individuals with a history of service is a testament to his dedication to the well-being and progress of Liberia.

Once again, I am being hurled before the Judiciary Inquiry Commission (JIC) on spurious charges. I submit that even alleged criminal defendants are given the opportunity for a probable-cause hearing while judges are not afforded this common professional courtesy. It is rather unfortunate that the Judiciary Inquiry Commission is being used by individuals to oust the Apex Court of its constitutional duty to regulate the practice of law in Liberia and affirm, rever, remand, modify, and such other processes based on decisions emanating from subordinate courts. It appears and based on personal experience, that some persons of dubious character are using the JIC to sully the names of judges. What is troubling, however, is that a body that ought to sanitize the judiciary now appears to denigrate judges, putting their lives and reputation at risk”.
