Armed Forces of Liberia (AFL) lends helping hands to families of mudslide victims in Rivercess, makes huge donation

Monrovia,Liberia: The Armed Forces of Liberia (AFL) on Monday. April 1, 2024 dispatched a second batch of delegation to Chio Town in Rivercess County.

The team's arrival in the county comes immediately a day after the drawdown of the first team which was dispatched by the AFL consisting of a platoon size and a task of Search and Rescue Operations.

Monday's visit by the army to the county witnessed a cash donation of $200,000LRD and 20 bags of 25kg rice to the immediate families of the mudslide victims.

Making the presentation on behalf of the Chief of Staff of the AFL, Brigadier.General Davidson Forleh, the Assistant Chief of Staff for Operations, Col. Joseph Gayfloy described the mudslide incident as saddened and that the donation was the Chief of Staff and the men and women of the army way of sympathizing with the people of Chio Town.

According to Col. Gayfloy, the AFL takes seriously its Civil Military Responsibilities with the citizens of Liberia and stands ready to always be supportive to the citizenry during national disaster and when need arises. He then lauded the inhabitants of the town for being receptive to the personnel dispatched earlier, while also seizing the moment to caution the residents to avoid illicit mining at the site of the incident, describing it as a death trap.

Receiving the donation from the AFL, two local government officials speaking separately, Paramount Chief John Sowee, and Unification Town Chief George Nawaye, expressed gratitude to the country's military for identifying with them in the period of bereavement. The two local leaders assured that the donation will meet its target audience as they pray the AFL's leadership to keep the army as a civilian military and a Force for Good.

On March 26, Liberians woke up to the news that 10 residents of Chio Town had died and others currently on critical list in a mudslide after they were reportedly engaging in illicit mining at a mining site operated by Devaco Mining Company.
LibFirst TV investigation uncovered that the depth of the mining pit is believed to be 15ft deep and 30ft long undermined. Additionally, Chio Town has two mining companies, Devaco Mining Company, and Tee Spoon Mining Company reportedly licensed by the Ministry of Mines and Energy. But the locals have frowned on Devaco by alleging that contrary to a-6month assessment certificate given by the Government of Liberia, Devaco has mined in the area since June 10, 2021 and have failed to construct any health facility, school and road for the locals. These claims, however remain unsubstantiated by our platform as there is no trace of any head of Devaco Mining Company up to press time.

Monday, March 11, 2024 – Monrovia, Liberia –

On April 14th, 2022, the LACC lifted a story from FrontPage Africa Online news Outlet Captioned “US$1.1million of donor funds wasted/mismanaged by the Ministry of Health. According to the news outlet, the Liberia Coordinating Mechanism (LCM) at the Ministry of Health acknowledged the investigative report published on April 8, 2022, by the Office of the Inspector General (OIG). The report released by the OIG highlights systemic fraud and misappropriation by the Ministry of Health, a principal recipient of the Global Fund Grants and recommends that robust actions be taken by the government of Liberia.

Consequently, the Liberia Anti-Corruption Commission immediately utilized the open-source, obtained the investigative report and lunched a full scale investigation.

Today, the Liberia Anti-Corruption Commission (LACC) is pleased to announce that following extensive investigation and diligent legal proceedings, and pursuant to Section 5.1 and 5.2(d) of its 2022 Act, the Grand Jury of Margibi County sitting in its February Term, A.D. 2024 has indicted twelve (12) persons to answer to the Crimes of Economic Sabotage, Theft of Property, Tempering with Public Records, Criminal Felicitation and Criminal Conspiracy.

Those indicted were jointly and severally charged to answer to the above crimes which grows out of Financial Improprieties and Kickbacks by Officials of the Margibi County Health Team (MCHT), in the tone of US$188,978.86 from the USAID funded project intended to improve the Health Care Delivery service of citizens of Margibi County.

Individuals indicted include:

1. Dr. Augustine N. Fannieh, County Health Officer,
2. Leroy Dorwazia, County Administrator,
3. Dornuu Horace, County Procurement Officer,
4. William Johnson, County Logistics Officer,
5. Roland Reeves, County Finance Officer, All of the Margibi county Health Team, others are,
6. Ernest Flahn, County Logistics Officer,
7. Thomas M. Bonard, County Diagnostics Officer,
8. Barkolleh Kollie, General Manager M.J.K. Business Center,
9. Vamuyan Traore, General Manager, Biomedical Link,
10 A. Mohammed Dunor, General Manager, M.D. Capital Reliable Link
11 . Odoshall Oldpa Kanue, General Manager, God’s Willing Inc.
12 . Momo K. Miller, General Manager, Children Father Business

As at Friday, March 8th, 2024, two of the defendants in persons of Mr. Leroy Dorwarzia and William Johnson were arrested and the indictment was served on them. Law enforcement officers are currently making efforts to have the indictment served on the rest of the defendants. Meanwhile, all the above defendants are to be tried during the May A. D. 2024 Term of Court.

The LACC assures the public that the Commission remains steadfast in its commitment to combatting corruption and ensuring accountability at all levels of society. Corruption undermines the foundations of justice, fairness, and equitable governance, and as such, we are resolute in our pursuit of justice.

We commend the hard work and dedication of our investigative team as well as the astute lawyers of the LACC who lead this process to prosecution. We also laud the cooperation and support of our partners in law enforcement and the judiciary, whose collaboration has been instrumental in bringing these indictments forward.

As we proceed with the upcoming trial, we reaffirm our dedication to upholding the rule of law and holding accountable those who seek to undermine it for personal gains.

Liberia's former Defense Minister, Maj.Gen.(Rtd.) Prince Charles Johnson III has renewed commitment to ensuring that discipline remains his hallmark whether in public or private service following his recent resignation as Defense Minister under a week in office.

Speaking Friday during a surprised honoring dinner organized by some of his closed associates and family members at a local hotel in Monrovia, Hon. Johnson, III indicated that Liberia stands on the edges of development taking into account the pool of talents and professionals across every sector of the Liberian society, but emphasized the need for the culture of discipline as a torch burner.

Since his retirement as Defense Minister within the Boakai's administration on February 12, there has been a huge wave of public concern about his physical and emotional wellbeing.

But in what appeared to be a response, the former Chief of Staff of the AFL and former Defense Minister, Prince C. Johnson III, said he is well and in an excellent frame of mind, stressing that as a soldier he had long prepared himself for such moments.

He used the occasion to shower praises on his predecessor, Maj.Gen.(Rtd) Daniel D. Ziankahn, his office staff, the gallant men and women of military for all the support given him in his 18-year service within the military, while also committing to remaining in Liberia and providing guidance and mentorship to enterprising leaders.

The event marked his first "on the record" public engagement and speech since his resignation.

For their parts, the organizers of the dinner, along with other high profile personages in attendance, narrated that the occasion was aimed at celebrating Prince C. Johnson III for his commitment to duty as an army personnel, his role played in sustaining the country's peace during the October 2023 elections and height at which he and other colleagues of his shaped the Armed Forces of Liberia from being considered "Noko" to what is now widely known and accepted as a "Force for Good", thereby branding him as a Hero.

Remarks By His Excellency Joseph Nyuma Boakai, Sr, President of the Republic of Liberia at the Commissioning Program of Members of the Cabinet and Heads of Agencies Held in the Parlors of the Executive Mansion. February 22, 2024.

Mr. Speaker and members of the House of Representatives,
Madam President Pro-Tempore and members of the Senate,
The Chief Justice and members of the Judiciary,
Officials of Government,
Members of the Diplomatic Corps,
Family members gathered here,
Members of the Media,
Ladies and Gentlemen:

It is a great pleasure to welcome you this morning to the Commissioning program for cabinet members and other officials recently confirmed by the Senate and officially appointed by me to work for the Liberian people.
As you may be aware, this program is a culmination of the process of setting up the government, having identified individuals to play respective roles in the governing of our country.
Although we would have liked to have the full complement of heads of ministries, agencies, and commissions for this event, we are nevertheless delighted to commission some of the country’s experienced and dedicated women and men to start full service for the citizens.
Ladies and gentlemen,
When we officially took office, we informed the country and the world that the “business- as – as usual” approach to government would be a relic of the past for this administration, and we mean it. This is why we expect nothing less than the ministers, heads of agencies, and advisors to be commissioned today, and the others to follow later, to execute the mandate of their respective offices and perform their duties efficiently and selflessly for the public good.
The cabinet as the highest decision-making body of the government must perform at the highest level, delivering on the government’s priorities to achieve the developmental agenda we have set for the next six years.
We will expect ministers and heads of agencies to demonstrate their capabilities and competencies in achieving our goals, including the ex*****on of immediate interventions in the 100-day deliverable plan.
As the government spans the three branches, we do not intend to pursue this development path without productive engagements with the other bodies. We, therefore, expect the legislature and the judiciary to do their part by fully working with us to improve the lives of our citizens.
To ensure productivity, we will work with others on a key project - the Performance Management Compliance System – to help improve performance and encourage an open, transparent and accountable government. Integral to this is the requirement that every cabinet minister and head of agency signs a performance contract as a way of not only ensuring that deliverables are met but also enhancing efficiency within the government.
In addition, I am mandating all officials of government to immediately declare their assets to comply with anti-graft regulations as required, and more importantly, ensure the promotion of integrity in public service.
Let it be known that we will not tolerate corruption and pilferage from the people’s coffers, as those found to be in breach of our anti-graft laws will give account and pay the price. As they say, a hint to the wise is enough.
We will be monitoring your performance against the targets you will set and hold you accountable. Monitoring will not only be within as we intend to support any mechanism that will ensure that citizens follow closely as well, to form part of the decision-making process. In this regard, the Citizens Feedback Mechanism Project, piloted in five counties will be activated and implemented across the country.
Fellow citizens, public service is not an entitlement; it is an opportunity to give back to your country and your fellow citizens. To those about to be commissioned today, your compatriots have entrusted you with a responsibility to deliver the service they need. It is, therefore, incumbent upon you to give it everything by putting your talent and energy into what, frankly, has been described as the sweetest fruit of all -service.
You must rise above the privilege and trappings of your official roles and find fulfillment in the joy of genuinely transforming your country. I desire to see you carry out your responsibilities with the utmost professionalism and compassion as we together think Liberia, Love Liberia, and Build Liberia.
May God bless the work of our hands and save our country.
